GANGTOK, 26 June: Zero Hour in the Legislative Assembly lasted
a brief 15 minutes today with the SKM president Prem Singh Tamang getting cut
short as he went on the offensive countering comments made by the Chief Minister
in his closing remarks on the Motions of Thanks on the Governor's address
yesterday.
Speaker KN Rai, quoting extant rules on Assembly Procedure,
said that there was no provision in the rules for a 'Zero hour' and declared
the discussion and statements of Mr. Tamang as expunged from the proceedings of
the assembly.
