GANGTOK, 22 June: Training for judicial officers of the state
was held here at Sikkim Judicial Academy, High Court complex on Saturday and
Sunday. Altogether eleven Judicial officers from all over the state comprising
District and Session Judge, Chief Judicial Magistrate and Civil Judge cum
Judicial Magistrate attended the programme.
The training on “Enhancing Judicial Qualities, Attitude and
Skills for Judicial Officers of Sikkim” had Justice [retd] Manju Goel, Judge
Delhi High Court and Justice SN Dhingra as resource persons.
Justice Goel enlightened the judicial officers of Sikkim
about the Judicial Accountability with reference to Conduct and Ethics. Justice
SN Dhingra gave a lecture on the salient features of writing judgments with
special reference to appreciation of evidence, Court Administration and case
management.
This is the fourth training organised by Sikkim Judicial
Academy for its judicial officers and junior panel advocates.
On the inaugural day, Justice [retd] AP Subba, said that the
objective of the training is to enhance skills of judicial officers like
judgment writing, judicial reasoning, etc. Outlining the duties of a judge, he
stated that the job of a judge is not to intervene unnecessarily with questions
but to raise or intervene with questions under 165 of CrPc to clarify doubts
related to the facts of the case.
Justice Subba also emphasized on communication and the art of
writing, suggesting to the participants to use simple language.
Earlier, Registrar General High Court of Sikkim and also
in-charge of Director, Sikkim Judicial Academy, Kesang Chukie Barphungpa
delivered the welcome address. While welcoming the resource persons and
judicial officers of the state, she expressed hope that the training would be
effective and educative. The programme also witnessed an interactive session.
On the concluding day today, Judge of High Court of Sikkim, Justice
SP Wangdi informed the resource person about the commencement of training
programme for Judicial Officers in Sikkim Judicial Academy and the curriculum
conducted within one year. He also instructed concerned officers to organize at
least one training programme in a month. He also applauded the potentiality of
the existing Judicial Officers of Sikkim.
District and Session Judge Prajwal Khatiwara thanked the
Academy for organizing well structured and educative training programme.
