Will work with opposition for Sikkim’s prosperity: Chamling

GANGTOK, 28 May: Chief Minister Pawan Chamling today took oath as member of Sikkim Legislative Assembly for a record seventh consecutive time. He has been an MLA since 1984. In his vote of thanks, he assured the house that being the senior-most member of the house he would guide the house in proper manner in the interest of the public without any bias.
In his address, the Chief Minister said that his party has been voted to office for the fifth term and peace, security and development are his top priorities in this term. He assured to do everything possible to transform Sikkim into the best state of the country.
He urged all the legislators to respect the mandate given by the public of Sikkim and work towards preserving peaceful and tranquil environment of the state which is ushering the state towards the path of prosperity.
 “My government will do its best to promote and protect its people irrespective of their allegiance to any party and will join hands with the opposition to work for the prosperity of the state,” he stated. He also expressed hope that the opposition will play a constructive role in the interest of the state and help fulfill the people’s hopes and aspirations.
The CM stressed that elections are over and with it should also end the blame-game and that it was now the duty of the public representatives to deliver on responsibilities cast upon them for welfare of the public at large. He also called upon the members of the legislative assembly from both the ruling and opposition bench to essay a sincere and constructive role, participation and deliver on their responsibilities with utmost dedication.
He thanked the people of Sikkim for bringing his party back to power for a record fifth term and also for electing representatives from the Opposition party for a healthy democracy.
Mr Chamling urged members of the Sikkim Legislative Assembly to rise above personal interests and ego differences to deliver on their duties as public representatives.

Assembly to convene today

SECTION 144 IMPOSED AROUND SLA COMPLEX
GANGTOK, 27 May [IPR]: The first session of the Ninth Legislative Assembly elected recently had been called for Wednesday, 28 May, in the Sikkim Legislative Assembly. The session is scheduled to begin at 11 a.m.
Meanwhile, prohibitory orders have been issued under Section 144 of the CrPc by the District Magistrate, East duly prohibiting assembly of more than five persons, sloganeering, shouting, rioting, protesting, staging a dharna, demonstration, picketing, postering, wall writing or carrying out any other activity whatsoever it may be, which may cause disturbance to the public peace and tranquility within the area falling within 200 meters radius from the outer boundary of the Legislative Assembly complex.
The order shall come into force with effect from 9.00 am on 28 May, 2014 and shall remain in force till the end of current Assembly Session or unless withdrawn earlier. This order shall not be applicable to those who are engaged in law enforcement for the purpose of maintenance of law and order.
It is further clarified that, this order is issued as a usual standard practice during the Assembly Session and is passed purely as a precautionary measure to prevent any kind of untoward activity which may cause disruption in proceedings of the Assembly and may affect the sanctity and decorum of the Assembly.

Two-day Assembly session begins today

GANGTOK, 27 Jan: Sikkim Legislative Assembly will begin a two-day session on Tuesday with the presentation of the first Supplementary Bill for the Financial Year 2013-14 and Vote of Accounts for Financial Year 2014-15 by the Chief Minister Pawan Chamling who is also In-charge of Finance and Revenue Expenditure Department.
The first day of the Ninth Session part II of Eighth Assembly is expected to begin with obituary references on the death of three former Ministers, Dugo Bhutia, Sherab Palden Lepcha and BB Lohar and one former member of the Sikkim Legislative Assembly, GM Gurung.
The Chief Minister will be placing the Vote on Accounts for the period of another six months in view of the assembly elections expected to be held in April-May, it is informed.
On the second day, the House will discuss and vote for both Supplementary Bill for 2013-14 and Vote on Accounts for the Financial Year 2014-15.
Meanwhile, the East District Magistrate has issued prohibitory orders under Section 144 CrPC across a 200 meter radius of the Legislative Assembly from 9 a.m. on 28 January till the end of the current Assembly Session or unless withdrawn earlier.

ASSEMBLY SESSION CONCLUDES Peace, tranquility and social security define past two decades in Sikkim: CM

GANGTOK, 06 Oct [IPR]: The IXth session of the Eighth Assembly concluded yesterday with passing of 3 Bills  viz. the Sikkim Court Fees and Stamps on Documents (Amendment) Bill, the Shri Ramasamy Memorial University, Sikkim, Bill and the Sikkim Civil Courts (Amendment) Bill unanimously by the house. The bills were introduced in the assembly on 04 October 2013.
The concluding day also saw the presentation of reports namely Separate Audit Report on the accounts of Sikkim Mining Corporation for the year ended 31st March 2008, 2009, 2010, and 2011 and Separate Audit Report on the Accounts of State Bank of Sikkim for the year ended 31st March, 2007 and 2008. Both these reports were tabled by Chief Minister Pawan Chamling who is also the Minister in-charge for Finance Revenue and Expenditure.
The Annual Technical Inspection Report of the Comptroller and Auditor General of India for the year ended 31st March 2012 on Panchayati Raj Institutions was also tabled by the Minister for Rural Management and Development Department CB Karki.
Speaker KT Gyaltsen announced presentation of Annual report of the Sikkim State Police Board 2011-12& 2012-13 along with annual report of the other government departments.
Before the House was adjourned sine-die by the Speaker, the Chief Minister, as the Leader of the House, in his valedictory remarks reiterated that the hallmark of his government and governance have been peace, tranquility and social security which have been prevailing in Sikkim for the past two decades and the rate of overall development has soared high under his stewardship and urged everyone to take collective responsibility along with the government to give continuity to it.
“Sikkim has made significant mark for itself in the nation and today is in the limelight and we should all try and protect, preserve and secure it with our tireless endeavors,” he avowed.
The CM also thanked everyone concerned and all the government departments for the smooth running of the two-day session and press and media for good coverage.
The Speaker also presented his vote of thanks in his valedictory remarks.

2-day Assembly session begins with tabling of 3 Bills and passage of one resolution

GANGTOK, 04 Oct: The Ninth Session of the Eighth Assembly of the Sikkim Legislative Assembly commenced here at SLA Secretariat this morning. The two-day assembly session began with a quick eight-minute session today. The proceedings began with the Speaker announcing the disqualification of PS Tamang from the Assembly following his resignation from the party on whose ticket he was elected.
The session saw the introduction of one new and two amendment Bills in the House today. The discussions and voting on the three bills will be held tomorrow.
The house also unanimously passed the Resolution No.1 of 2013 seeking amendments to the Transplantation of Human Organ Act, 1994 to be made applicable in the state of Sikkim moved by the Minister of Health Care, Human Service and Family Welfare Department, DN Takarpa and seconded by the member of Legislative Assembly, Tenzi Sherpa. The Resolution was unanimously passed by the house without discussions.
The leader of the house, Chief Minister, Pawan Chamling, who is also the Minister-in-charge of Law Department introduced the two Amendment bills, Bill No.12 of 2013 Sikkim Court Fees and Stamps on Documents (Amendment) Bill and Bill no. 14 of 2013 Sikkim Civil Court (Amendment) Bill.
The statement of object and reason of the Sikkim Court Fees and Stamps on Documents (Amendment) Bill is that the existing flat rate of 6% Court Fees has been found on higher side and the state government has deemed it expedient to carry out revision in the rates of Court Fees and to make a slab system of rates of Court Fees so as to enable the people from lower strata of society to have easier access to justice. With this object in view the bill has been framed.
Sikkim Civil Court (Amendment) Bill has been framed to enhance the existing pecuniary jurisdiction of Civil Judge (Senior Division) and Civil Judge (Junior Division) for providing legal redressal to the public at large by amendment of the Sikkim Civil Courts Act, 1978.
Similarly, Minister for Human Resource Development Department, NK Pradhan introduced the Shri Ramasamy Memorial University, Sikkim, Bill No. 13 of 2013. The bill has been framed as the Government of Sikkim realizes that technical and professional education plays a vital role in the human resources development of the state and of the country, by creating skilled manpower that could serve the needs of the industry and other development sectors and thereby sustain the growth and productivity for creation of wealth and prosperity of the nation.
The Assembly also granted leave to member Neeru Sewa who did not attend the session today.
