Refresher course begins for frontline foresters

GANGTOK, 16 Jan: A two-week general refresher course for the front-line staff of the Forest Department started today here at the Forest Department conference hall. The refresher course is being organised by Working Plan Circle of Forest, Environment and Wildlife Management Department and sponsored by Directorate of Forest Education of the Ministry of Environment, Forest and Climate Change.

Refresher course held for judicial officers

GANGTOK, 04 May: A two-day refresher course for judicial officers of Sikkim was held on 03-04 May to provide more enlightenment to the officials on various issues including the emerging trends and challenges and jurisdiction specific, procedure and core-judicial skills including court control, composure, assimilation of case, adjudication and purpose of judicial education and training.
While inaugurating the two-day refresher course on Saturday, High Court Judge SP Wangdi said that such refresher courses help to enhance knowledge and overcome new challenges. He added that the training would provide valuable knowledge in adjudicating court cases and in other administrative process.
Former judge of Sikkim High Court, who is also in the Board of Governors of Sikkim Judicial Academy, Justice AP Subba said that the perception of judges and judicial officers has changed and such training and refresher courses are required even though they have knowledge about judicial administration and adjudication of cases.
He also highlighted the issues and concepts behind the establishment of Judicial Academies after the 14th Law Commission of India felt it necessary to impart training to judicial officers.
The two-day refresher course imparted information on various issues like skill in writing judgments and orders, relevancy of judgments and precedents, bridging knowledge gaps, understanding the techniques of case management and use of IT to expedite judicial process.

SIRD begins refresher course series for panchayats

GANGTOK, 23 Oct: The State Institute of Rural Development (SIRD), Karfectar, South Sikkim, has commenced its Refresher Course series for the Elected Panchayat Representatives of Sikkim.
The inaugural programme, held at its campus in Karfectar on Tuesday had MLA, Zoom Salghari Constituency, Madan Cintury as the chief guest, as per a press release.

Welcoming the participants, Director, SIRD, Suchitra Rasaily informed the gathering that the series of three-day Refresher Courses would be held for all the Gram and Zilla Panchayats from 23 October 2013 to 31 March, 2014. She said that usually the inauguration of each training is conducted on the first day of the training itself. However, with a view to save time in the actual training in order to assure that the entire three days is exclusively utilised only for training, this inauguration programme has been held before the start of the training itself. Speaking on the occasion, the Secretary, RM&DD, D R Nepal advised Panchayats to strengthen and empower themselves by actively participating in the trainings and also by reading various books and reports published by the department. He also answered various queries raised by the participants and also directed all the officials of his department to sincerely fulfil their responsibilities despite the heavy work load in a department like RM&DD.
The participants discussed the proposed training calendar and the training schedule of the Refresher Course wherein the participants made numerous suggestions for change in training calendar and the topics that needed to be taken up in the trainings. The Director, SIRD, stated that she would accommodate all possible suggestions.
The chief guest spoke of the need for sincerity, dedication, hard work and transparency on the part of the Panchayats for the development of the people who had trusted them to be their representatives. Adhyaksha, East, Bimal Dawari and Adhyaksha, South, C L Gurung also spoke on the occasion.
As part of the programme, Field Facilitator of SIRD, Suren Mohra, posted at Sumbuk BAC, was felicitated for receiving the Bharat Jyoti Award, a National Award, which boasts of a high profile recipient list including Mother Teresa, Sunil Gavaskar, many Chief Ministers and Dhan Raj Pillai, amongst others, the release mentions.
The programme ended with the vote of thanks by Bikash Subba, the Programme Director of the event.

Three-day refresher course for Zilla and Gram Panchayats begins at Namthang BAC

NAMCHI, 14 Mar: A 3-day refresher course for Zilla and Gram Panchayats cum Rural Development Functionaries under Namthang Block Administrative Center is being conducted here at BAC Conference Hall, Namthang, South Sikkim. The training course is organized by BAC Namthang with support from State Institute of Rural Development.
At the inaugural function today, Zilla Panchayat President, Devi Maya Baraily was present as the chief guest while the programme was also attended by BDO Namthang, Robin Sewa, AE Namthang BAC, Sumitra Chettri, APO Biwas Kheral and FF, KB Chettri.
Addressing the programme, BDO Namthang, Robin Sewa highlighting the importance of planning, implementation and monitoring of rural development work said that the state government had sanctioned many works and scheme but their implementation at the village level has not been up to the mark. He further said that panchayats had huge responsibility in ensuring better implementation of government schemes and programmes.
Appreciating the work and coordination of the Panchayats under BAC Namthang Mr Sewa congratulated all the panchayats for good implementation of MGNREGA work in the GPU. Mentioning that Namthang being a drought prone area has projects in water conservation for this year, he urged all the panchayats to cooperate with the BAC and come up with new ideas and plans for better results.
AE Namthang BAC, Sumita Chettri in her address informed about the Chief Minister’s Rural Housing Mission and its objectives to the participants and mentioned that Namthang BAC had 71 houses to be built under this scheme. She also gave technical information on the construction of the houses and urged all to ensure that they are built within the stipulated time maintaining quality and transparency in the work.
The programme was also addressed by APO, Biswas Kharel where he informed about MGNREGA work and its implementation. During the programme FF, KB Chettri informed that the participants will be taken on a field visit to Melli Dara GPU on 15 March to learn about the implementation of the different complete rural development work in their GPU. The participating panchayats will also be informed about Community Led Total Sanitation, TSC and Solid and liquid waste management.
