Transfers

GANGTOK, 09 Jan: The state government has transferred DP Sharma [Secretary, Animal Husbandry, Livestock, Fisheries &Veterinary Services Department] to Mines, Minerals & Geology department in place of K Srinivasulu, who has been relieved for central deputation by Sikkim government.
Sanoj Kumar Jha, who recently joined after repatriation from Central deputation, has been posted as Commissioner-cum-Secretary, Animal Husbandry, Livestock and Fisheries & Veterinary Services Department.

Transfer orders for 71 officers


EAST, SOUTH AND NORTH GET NEW DCs
GANGTOK, 24 Jan: The State administration received a frenetic round of transfers and promotions yesterday, touching 71 officers from Under Secretary/ BDO to the Secretary level.
Secretary Science & Technology and Climate Change, PT Ethenpa has been posted as Secretary Commerce & Industries, while District Collector [East], D Anandan has been promoted to the post of Secretary of Science & Technology and Climate Change.
The crucial post of District Collector [East] has gone to AK Singh who comes in from South Sikkim, relieving his office there for Additional District Collector, North, Prabhakar, who has been assigned to the post of District Collector, South.
Additional Chief Electoral Officer, CP Dhakal has been transferred as District Collector, North while and District Collector, North, TW Khangsarpa has been transferred and posted as Additional Secretary, Ecclesiastical Department. Meanwhile, the ADC, Development, East, has been transferred as Joint Chief Electoral Officer, in Election department.
SDM Chungthang, Raj Kumar Yadav has been promoted to the post of Additional District Collector, North. SDM Gyalshing, Kapil Meena has been transferred as SDM Soreong. Special Secretary, Food and Civil Supplies, Tenzing Dolkar has been transferred to Animal Husbandry department in her own capacity.
Additional Secretary of Tourism department, Rinzing Chewang has been transferred to Development and Planning Department. ADC, Development, South, D K Pradhan has been transferred as ADC, East while SDM, East, Dr. AB Karki has been transferred to Rural Development Department as Additional District Collector, East. Anil Prakash Rai has been transferred to South district as Additional District Collector, Development.
Additional Secretary, Transport department, Namrata Thapa has been transferred to Tourism and Civil Aviation department in her own capacity. Benu Gurung has been posted to South district as Additional District Collector, Development under Rural Management and Development department. Similarly, Joint Secretary of Development and Planning department, Cheden P Ladingpa has been transferred as Director, Information and Public Relations department.
Joint Secretary Forest and Environment department, Balaram Subba has been transferred as ADC, West and Additional Secretary of Sports and Youths Affairs department, Vidhya Subba has been transferred to Transport department.
There has also been a substantial rejig at the Block Administrative Centres as well.
Passingdong in Dzongu gets a new BDO in Karnitmit Lepcha moving from the Office of ADC [Dev] East, a post now occupied by Dhiraj Subedi who was serving as BDO Pakyong.
Purna Bdr. Yonzon, SDM Namchi who had been transferred as PS to UD&HD Minister is now directed to take charge as BDO Regu, while Dhiraj Pradha, the Regu BDO has been repatriated and posted as Deputy Director, Food & Civil Supplies on deputation.
Pakyong has a new BDO in Satyan Kumar Pradhan coming in from DPER&NECAD, his Deputy Secretary office at the Department now going to Mahesh Sharma, BDO Yangang.
Bandana Rai, BDO Gyalshing has been posted as Welfare Officer, West, exchanging offices with Surat Gurung.
Soreng SDM Somnath Adhikari takes charge as BDO Yangang. Similarly Tenzing Dorji Bhutia, BDO Rakdong Tintek has been transferred to the Finance Department as Deputy Secretary while the Kaluk BDO Gayyas Pega is now the BDO Daramdin on deputation.
The Daramdin BDO Bibhuti Pradhan has in turn been posted as Deputy Secretary RMDD while Hemant Rai, Dy Secy Agricuture has been transferred as BDO Rakdong Tintek. Gilbert Lepcha, BDO Khamdong is now BDO Kaluk while Kabi Tingda gets a new BDO in Suman Gurung.
Deputy Secretary Pema Lhaden Lama moves from Land Revenue Department to Martam as BDO in place of Khemraj Bhattarai who moves to Land Revenue as Under Secretary.
The Temi BDO Harka Giri has been posted as Under Secretary RMDD while the former Kabi Tingda BDO Prem Kamal Rai takes charge as Temi BDO.

New Year begins with some transfers and slew of promotions


GANGTOK, 10 Jan: The Department of Personnel began the new year with a flurry of office orders announcing promotions and transfers.
In an office order issued on 05 January, Chief Engineer [Electrical], Energy & Power Department, G Targain, was promoted as PCE-cum-Secretary, Energy &Power Department. The promotion is on officiating capacity, necessitated by the demise of the incumbent AK Giri. The office order in question details that regular promotion shall be made in consultation with the Sikkim Public Service Commission.
Changes at the Head of Department level continued on 09 January when Principal Secretary-cum-Development Commissioner, Development Planning, Economic Reforms & NECA Department, AK Yadav, was transferred and posted as Principal Secretary, Excise (Abk) Department, exchanging places with Nim Yethenpa who is the new Development Commissioner now.
The same day, Monalisa Dash of the IFS cadre currently posted as Joint Secretary, Chief Minister’s Office was transferred and posted as Joint Resident Commissioner, Sikkim House, New Delhi. Meanwhile, the Assistant Resident Commissioner, Sikkim House, New Delhi, Marcus Prabal Rai, has been transferred and posted as Under Secretary, Tourism &Civil Aviation Department, Gangtok, on deputation.
There have been a series of promotions in the Sikkim Police as well with DSPs Dhiren Lama and Sonam Pintso Bhutia promoted to the rank of Additional Superintendents of Police on officiating capacity from the date of joining.
Meanwhile three Police Inspectors –Kul Bhadur Gadaily, Renu Raj Chettri and Santosh Kumar Pradhan – have been promoted to the rank of Deputy Superintendents of Police.
Continuing with promotions, Trilochan Sharma, Additional Secretary, Department of Personnel, has been elevated to the Supertime Grade-II of the Sikkim State Civil Service in the PB-4-Rs.32000-60000 and GP of Rs.9000/-,as Special Secretary, in an officiating capacity with immediate effect.
At the Health Department, sixteen personnel of Sikkim State Sub-ordinate Para Medical Service (Technicians Grade-I) have been promoted as Technical Officers (Non-medical) in the Junior Grade of Sikkim State Para Medical Service. The sixteen are: Dadi Ram Dhakal, Ram Prasad Dhakal, Anil Pakhrin, Purna Singh Subba, Sancharaj Subba, Khemraj Koirala, Dalman Gurung, Ramesh Dahal, Bhaichung Bhutia, Indra Kumar Chettri, Bhawani Dhakal, Suraj Kumar Sujee, Love Mohora, Tashi Dorjee Bhutia, J.P.Uniyal and Tulshi Sharma.
Still at the Health Department, two doctors - Dr. Sandeep Pradhan and Dr. Sarita. Gurung – have been promoted, on the recommendation of the SPSC, to Consultant Grade-II (Dental) in the Selection Grade-II with immediate effect.
The promotion of Tashi Wangmu Sherpa and Shiromani Neopaney as Deputy Labour Commissioners on officiating capacity has also, on the recommendation of SPSC, been made on substantive capacity.
Similarly, Additional Director, Food Security and Agriculture Development Department, YK Pradhan, has been promoted as Director in the PB-4 of RS.32000-60000 and GP of Rs.9000 in the Sikkim State Agriculture Service with immediate effect.
Still at the Agriculture Department, seven Deputy Directors have been elevated to the rank of Joint Directors with immediate effect. They are: Tshering Phuti Bhutia, Palzor Namgyal, Namgay Dorjee, Mani Kumar Pradhan, Sherab Tshering Bhutia, Navin Karki and Asha Lama.
Meanwhile, Dr. LD Lepcha, Mission Director (NRHM), Health Department, has been promoted as Principal Director-cum-Mission Director (NRHM) in an officiating capacity with immediate effect.
Also at the Health Department, Assistant Director [Sanitation], Thotup Targain, has been promoted as Deputy Director (Sanitation) in an officiating capacity.

New HoDs for 3 Departments


GANGTOK, 03 Dec: GP Upadhyaya [IAS, Principal Secretary, Mines, Minerals and Geology department] has been transferred and posted as Principal Secretary, Social Justice, Empowerment & Welfare department in place of Alok Kumar Shrivastava [IAS, Principal Secretary], who has been released by the State Government on Central Deputation for a period of one year.
Meanwhile, Secretary, Information and Public Relation department & Printing &Stationeries department, K S Topgay has been given additional charge of Secretary, Tourism &Civil Aviation Department. Earlier, Secretary Tourism and Civil Aviation, Ravindra Telang was transferred to Raj Bhawan as the Governor’s Secretary and had handed over additional charge of Tourism to Nalini G. Pradhan, IAS, Commissioner-cum-Secretary, Culture and Heritage Affairs department.
Meanwhile, Principal Chief Engineer (Mechanical), SNT Division, Transport Department, LM Pradhan has been transferred and posted as Secretary, Mines, Minerals and Geology Department in place of GP Upadhyaya.

Secretary Forest to take charge as Principal Investment Commissioner


GANGTOK, 11 Sept: The State Government has re-designated Arvind Kumar, Principal Secretary-cum-Principal Chief Conservator of Forest, as Principal Investment Commissioner, Government of Sikkim. He has also been entrusted additional charge in addition to his existing assignment in New Delhi as Principal Resident Commissioner, Sikkim House, New Delhi.
Similarly, Monalisa Dash, DFO, (Working  Plan), Forest, Environment  and Wildlife Management, Department has been transferred and posted as Joint Secretary to the Chief Minister, Chief Minister’s Office, Gangtok on deputation.

Transfers and promotions


GANGTOK, 06 Sept: The State Government through an official order has re-designated Senior Superintendent of Police, Thakur Thapa as Additional Secretary to the Governor from his earlier post of Joint Secretary. He had been sent on deputation by the State Government from Sikkim Police Service to Civil Service two years ago.
Similarly, Chuksung Lepcha, Deputy Director, Raj Bhavan, Gangtok on deputation has also been re-designated as Deputy Secretary to the Governor.
On the other hand, Sonam Dadul Bhutia, Additional Chief Architect, Building &Housing Department has been given officiating promotion as Chief Architect with immediate effect on the condition that the regular promotion shall be made on the recommendation of the Sikkim Public Service Commission.
The government has also promoted Harka Bir Sankar, Gyalshing Rural Project and Dorji Doma Bhutia, Urban Project, Gangtok from the post of Supervisors under Women &Child Development wing of Social Justice Empowerment &Welfare department to the post of Child Development Project Officer in the PB-2 of Rs.9300-34800 plus GP of Rs.5000 on Co-terminus basis/Co-terminus with ICDS project under ICDS scheme 90:10% Centrally Sponsored Scheme.
The office order further states that the promotion is purely on Co-terminus basis/Co-terminus with the project and shall be reverted back to their respective post on termination of the project and the promotion on Co-terminus basis does not confer any right for regular promotion and seniority.
MK Rai, Joint Director (RMSA), Human Resource & Development Department has also been transferred and posted as Joint Director, Health Care, Human Service &Family Welfare Department, District Hospital, Namchi on deputation vice CM Shillal who has proceeded on retirement.

MG Kiran takes charge as Commissioner-cum-Secretary, Finance


GANGTOK, 03 Sept: MG Kiran, (SK-1993), Commissioner-cum-Secretary to the Governor, on deputation will now take charge of the state’s Finance Department. Mr Kiran has been repatriated and posted as Commissioner-cum Secretary, Finance, Revenue & Expenditure Department in place of KN Bhutia who proceeded on retirement on 31 August, last Friday.
On the other hand, R Telang, (SK-1995), Commissioner-cum-Secretary, Tourism and Civil Aviation Department has been transferred and posted as Commissioner-cum-Secretary to the Governor, Governor's Secretariat, Raj Bhawan, on deputation in place of Mr. Kiran.
Meanwhile, Nalini G Pradhan, (SK-1996), Commissioner-cum-Secretary, Cultural Affairs and Heritage Department has been given the additional charge of Secretary, Toursim and Civil Aviation Department till further notice.

RMDD gets a new Secretary in DR Nepal


GANGTOK, 20 July: Special Secretary, Chief Minister’ Office, DR Nepal, has been transferred and posted as Secretary, Rural Management & Development Department. 
Mr. Nepal, who has been at the CMO for a substantial number of years, will replace AK Ganeriwala who has been relieved to proceed on deputation to the Central Government.

4 transfers at Sessions Judge level


GANGTOK, 04 July: The High Court of Sikkim today directed four transfers at the Sessions Judge level.
Meenakshi Rai, currently posted as District & Sessions Judge South and West at Namchi has been transferred to the District & Sessions Court [East & North] in Gangtok and will hold additional charge of District & Sessions Judge Special Division-I [East].
Meanwhile, the District & Sessions Judge Special Division [East], KC Barfungpa, has been transferred as Registrar General High Court of Sikkim while District & Sessions Judge Special Division-I [East], Lakchung Sherpa has been transferred as District & Sessions Judge [South & West] at Namchi.
Registrar, High Court of Sikkim, NG Sherpa, has been given additional charge as District & Sessions Judge Special Division-III [East], Gangtok.

5 Addls promoted to Special Secy rank 
GANGTOK, 17 June: The Government of Sikkim has promoted five Additional Secretaries to the post of Special Secretaries in an officiating capacity with immediate effect. The five promoted are Laden Tshering, SCS, Additional Secretary of Food Security & Agriculture Development Department, L P Barfungpa, SCS, Additional Secretary, presently posted as Director, Commerce & Industries Department, C C Wangdi, SCS, Additional Secretary, RMDD, S T Gyatso, SCS, Additional Secretary, DPER&NECA Department and Surendra Kumar Pradhan, SCS, Additional Secretary, presently posted as Secretary, SPSC.
Their regular promotion will be made in consultation with the SPSC, states an office order.
Similarly, Kishore Pradhan, BDO,BAC Martam under RMDD has been transferred and posted as Under Secretary, District Hospital, Singtam under Health Care, Human Service &Family Welfare Department in place of Anita Subba, Under Secretary, District Hospital, Singtam who has been transferred and posted as BDO,BAC Soreng.
Somnath Adhikari, BDO,BAC Soreng has been transferred and posted as Sub-Divisional Magistrate, Soreng under Land Revenue and Disaster Management department vice Aishwariya Singh. Rinzing Choden Bhutia, Under Secretary, Jorethang, UD&HD has been transferred and posted as BDO,BAC Yuksom under RMDD in place of Suraj Gurung, BDO Yuksom, who was transferred and posted as Under Secretary, Jorethang under UD&HD.
Similarly, Khemraj Bhattarai, BDO,BAC Parakha has been transferred and posted as BDO,BAC Martam, East Sikkim under RMDD in place of Kishore Pradhan and Tshering Bhutia, Assistant Chemist, Mines Minerals &Geology department has been transferred and posted as BDO,BAC Parakaha, under RMDD, on deputation in place of Khemraj Bhattarai.

11 Secretary-level transfers


GANGTOK, 02 May: The State Government effected a substantial bureaucratic reshuffle on Monday with Heads of Departments exchanging places in as many as eleven departments.
In transfer orders issued today, and effective immediately, Additional Chief Secretary, Karma Gyatso, moves from Department of Planning, to take charge as Secretary-cum-Financial Commissioner in-charge of Finance, Revenue & Expenditure, while continuing as the Additional CS as well.
The responsibilities at Department of Planning are being taken over by R. Ongmu, who comes over from Finance, Revenue & Expenditure Department.
Tourism & Civil Aviation Department has a new Secretary in N. Yethenpa, who comes in from Cooperation Department which now has AK Chettri as the new Secretary. Mr. Chettri’s responsibilities as Secretary, SPSC, have been charged to Jemima Pradhan, who has been posted as Special Secretary, SPSC and shall hold charge of Secretary SPSC in her own substantive pay. Ms. Pradhan was serving as Special Secretary, HRDD. Meanwhile, the sitting Tourism & CA Secretary, SBS Bhaduria, has been repatriated and posted to his parent department [Forest] in his substantive post in IFS cadre.
