RANKA, 24 Nov: The sanctioned orders for construction of Tubular Structure Green House and Water Harvesting Tanks by the Chief Minister during his village-to-village tour of Upper Burtuk constituency [Ranka and Luing] were delivered to the people by the Horticulture & Cash Crop Development Department today at the Ranka Block Administrative Centre.

Sikkim Bhraman demands compiled, to be submitted in Assembly today

GANGTOK, 29 Aug: In the words of officials, Tuesday will be a ‘unique’ day in the Sikkim Assembly. This, because, for the first time in the history of Assembly proceedings will public demands be placed before the House in their ‘raw’ form along with their phase-wise implementation projections.
While the Sikkim Bhraman exercise of the Chief Minister is still one district short from being over, the State government has decided to place all public demands submitted to the Chief Minister during his tour of the state before the Sikkim Assembly. The North District will not be left out as, it is informed, public demands from the district have already been solicited through the MLAs and will be included in the compilation.

GANGTOK, 31 July: Chief Minister Pawan Chamling stressed yesterday that one cannot cope up with the challenges of the 21st Century or measure up to its opportunities with the education of the 20th century. It was for this reason that the State government has been working diligently towards providing quality education and services to the people to the state, he explained.

PAKYONG, 25 July: “The mission to make Sikkim a Model State is a big challenge, but an obsession that I have taken up and will pursue diligently,” Chief Minister Pawan Chamling reassured the handsome gatherings which had turned up for his halts along parts of Gnathang-Machong constituency today, the 32nd day of his village-to-village tour of the State.
The missing targets were clear, he said – a house for every Sikkimese, land for the Sukkumbasis, good health, good education, justice for all and an end to all forms of disparity and denial. The policy interventions and political will required to achieve these goals were in place, and what was now required was the active participation of the people, without which the final steps cannot be spanned, he said.

GANGTOK, 24 July [IPR]: On the 31st day of his tour, the Chief Minister announced that the village-to-village tour would be made a yearly event in order to understand the problems faced by the people in every nook and corner of the state. The CM interacted with the public of Duga, Pachak, Central Pendam and Saku on the day.
The CM informed that the various demands received from the public during his tour and sanctioned by him would be brought before the coming monsoon session of the State Legislative Assembly and passed in the interest of the people. A compilation of the demands will be brought out in the form of a book and sent to the Gram Panchayats, the CM added.

Seize opportunities and speak out to end dependence syndrome, CM appeals

GANGTOK, 22 July:  Chief Minister Pawan Chamling stressed today that government policies and programmes were geared towards protecting and making the people secure and ensuring justice to all. With the institutionalization of such an environment, the final aim was to empower the people and end the dependence syndrome.
He admitted that the dependence still continues, and urged the people to seize opportunities created for them and capitalize on the empowerment available to stand up and demand their rights instead of depending on others to do it for them or wait for the government to grant it.

GANGTOK, 21 July: On the 29th day on his village-to-village tour today, Chief Minister Pawan Chamling travelled the old trade route going through Tsomgo, Nathula, Kupup, Gnathang and down to Rhenock and Rangpo. At his halts along the way he announced major tourism initiatives on the anvil to bring the shine back to this entire stretch of the old trade route, on the Gangtok-Nathula axis of which sees border trade and receives tourists at present.
At his first stop at the Tsomgo shopping complex, the CM asked the people of the area to compare and evaluate how things were 18 years ago and the changes that the present government has brought about to the area with its priority on tourism.

Such an attitude, he stressed, would ensure that development was more uniformly dispensed and quality delivery ensured. It will also bring around improved involvement and thus assure the people’s position as the masters of the government, he stressed.
Through his 27th day of village-to-village tour of the State, the CM interacted with people of Rhenock constituency at get-togethers hosted at Dugalakha Junior High School, Mamring Secondary School and Dikling Senior Secondary School. The persistent drizzle did little to dampen spirits as the CM spent a majority of his time at these venues among the people, interacting with them and collecting their grievances and demands.

GANGTOK, 17 July [IPR]: On the 25th day of his village-to-village tour of the State yesterday, the Chief Minister, while explaining the declaration made by him a day earlier of allotting contract works of up to the value of Rs. 2 Cr to cooperative societies, asked government officials dealing with such works to treat cooperative societies at par with the other contractors.

GANGTOK, 15 July: Chief Minister Pawan Chamling today announced plans to develop Tumin-Lingee constituency as a Pilgrimage Tourism destination. The announcement was greeted by a large applause at Makha, where the CM made his first halt of the day as he resumed his village-to-village tour of the State. With the circuit of West and South districts completed, the CM started with East district today. Through a hectic day of travelling through occasional heavy downpours, the CM met with the people at Makha, Tumin-Barang, Samdong Senior Secondary School and Tintek BAC.

The meeting held in indoor gymnasium hall was attended by Ministers, MLAs, Heads of Departments and district officials.
Urging the government officials to be ‘duty conscious’ and not ‘protocol conscious’ the CM asked them to work diligently for the implementation of the schemes and projects sanctioned during his tour.

CM holds up sports promotion as priority sector

NAMCHI, 30 June: Chief Minister Pawan Chamling has announced that sports will be a priority-sector for the government in the 12th Five Year Plan. He announced that ten-times more sports activities will be taken up to engage the youth and children in this healthy option.
He was sharing this with the Heads of Departments and district officials today during a review meeting of his South district tour held at Namchi indoor stadium today.
The CM informed that inter-school football tournaments at the constituency level will be organized and all efforts made to explore budding talent from all corners of the State and provide with a good platform to test their mettle.

West tour completed, CM gets busy wrapping up South district visits

NAMCHI, 29 June: Straight after winding up his village-to-village tour of West Sikkim with a review meeting with officers at Gyalshing yesterday, Chief Minister Pawan Chamling today toured Phali Dara, Lower Boomtaar, Sallebong Rong, Sumbuk and Compound Majhitar, places left out in the first phase of his South district visit. He completes his South Sikkim tour on Thursday.
At his last stop of the day, Compound Majhitar, he inaugurated a newly constructed Government Lower Primary School.
Addressing the public here, the CM, while responding to the demand seeking regularisation of forest land occupied by the people [65 households] there, directed the Forest Department to take up the matter with the Ministry of Environment & Forests, GoI, in the interest of the people.

CM rounds up West Sikkim tour, issues clear direction to officials on tasks ahead

GYALSHING, 28 June: The West Sikkim leg of the Chief Minister’s village-to-village tour of the State wrapped up today with an interactive meeting between the CM, Ministers and MLAs with the Head of Departments and West Sikkim district officials at the Zilla Panchayat Bhawan here this evening.
On the occasion, the MLAs of West Sikkim, on behalf of the people of West Sikkim, Additional Chief Secretary, Karma Gyatso, on behalf of the officials and employees, and District Collector [West], Santa Pradhan, on behalf of the district administration, thanked the Chief Minister for his tour of different hamlets and villages, including the remotest areas and his sanctioning of a range of development demands here. They also made special thanks for the speed with which a college was established for the district.

GYALSHING, 27 June: Chief Minister Pawan Chamling resumed his Sikkim Bhraman travelling through Gyalshing-Bermiok and Yangthang constituencies today. This is the 21st day of his village-to-village tour, projected to take 40 days to complete.
Through the day today, the CM interacted with the people and students at Legship Secondary School, Sakyong Secondary School, Langang JHS and holding his final meeting at the Gyalshing community centre. During his interactions with the people, he reiterated that his tour was an initiative towards delivering “direct democracy” to the people, bringing the government to their doorsteps. The CM is accompanied on his tour by Ministers and Heads of Departments.

I am closely following the Chief Minister’s 40-day village-to-village grassroot level public interaction tour through all corners of Sikkim both, on the local TV channel and the dailies, with considerable interest and delight. Meeting people from far corners of the State like Dhupidara, Labdang, Karchi, which I consider the most neglected, and making the Heads of Departments see the ground reality has gladdened my heart. I had occasion to see their plight and have often hoped that development start from such far away corners. It has been a good 50 years since I saw them literally in rags and to see them in pictures now, well dressed, empowered and articulate enough to demand their rights, I say to myself, “Yes, Sikkim has really changed and changed for the better. All other sentiments set aside.”

CM orders enquiry into litter of unfinished works in Chota-Samdong

JORETHANG, 20 June: Chief Minister Pawan Chamling today commented that developmental works sanctioned in the area still remained incomplete even though 90% of the bills have been cleared. Taking serious note of the issue, he directed the concerned department to enquire into the matter thoroughly and suspend all officers found to be involved in sanctioning “false bills” against works which had been sanctioned for the people, but not delivered on ground.
He was speaking to the people of Chota-Samdong under Soreng-Chakung constituency on his first halt of the 19th day of his village-to-village tour today.
