MGNREGA Social Audit held for 4 GPUs in East Sikkim

GANGTOK, 28 July: District Resource Institute (DRI), East, YODESS conducted Social Audit on MGNREGA work from 21 to 26 July at Patuk Singbel GPU under Rakdong Tintek GVK, Central Pendam GPU under Duga GVK, Beyong-Phegyong GPU under Martam GVK and Rautey Rumtek GPU under Ranka GVK.
As per a press release, after document verification and field visit by the concerned District Resource Persons (DRPs), the Jan Sunwai of Patuk Singbel and Central Pendam GPU was held on 25 July and at Beyong Phegyong and Rautay Rumtek on 26 July.
Social Audit was held for MGNREGA works like Footpath, MIC, Water tank, Jhora Training, fodder and fruit plantation as well as afforestation which were completed in year 2011-2012 to 2013-2014.
Audit was also done in ongoing works of Indira Awas Yojana (IAY) and Chief Minister's Rural Housing Mission (CMRHM), the release mentions.

MG-NREGA Social Audit held for 2 GPUs in West Sikkim

GANGTOK, 07 July: MG-NREGA social audit was completed at two Gram Panchayat Units of West District viz. Hee under Dentam Gram Vikash Kendra and Darap-Nambu under Gyalshing Gram Vikash Kendra on 04 July. The audit process had started on 30 June.
At Hee GPU, 26 completed and 11 ongoing works were audited viz 05 Eco-friendly footpath, one Minor irrigation channel, three land development (playground), one Jhora Training Work, one Jeepable Road and 26 Land Development Work, informs a press release.
Total amount audited under this GP is Rs. 93,14,555 out of sanctioned amount of Rs. 1,09,33,835.
Most of the works executed under Hee Gram Panchayat were found to be satisfactory as per the field visits while some need further improvement. It was found that the Gram Panchayats are very actively involved in implementation of the MGNREGA scheme, the release mentions.
At Darap GP, 49 completed works were audited viz 03 Eco-friendly footpath, 03 land tracing 03 Minor irrigation channel, 03 Jhora Training Work, 02 CC foot path, 01 harvesting tank and 32 Land Development Work. Total audited amount is Rs. 1,46,91,209 out of the sanctioned amount of Rs. 1,95,37,476.
Six ongoing works were audited, namely two water-harvesting tank, two MIC, two eco-friendly footpaths. Total audited amount is Rs. 50,55,357 out of the sanctioned Rs. 35,44,865.
It was observed in the Jansunwai that a scheme called MIC from Chagey Kholsa to Nambu was found  suspended after 15 days work due to a complaint lodged by land owner ST Bhutia. At present, the ward Panchayat has taken NOC from the land owner and assured to start the work within 15 days.
Zilla member of Hee Dentam territorial constituency and Darap were not present during Jansunwai at Hee GPU, it is mentioned.

MGNREGA Social Audit held for Nagi Karek GPU

GANGTOK, 17 June: MGNREGA Social Audit Jan Sunwai of Nagi Karek GPU was held at the Himali Club, Lower Nagi Ward, South Sikkim on 16 June. A Gram Sabha was conducted for the completed and ongoing MGNREGA works implemented during the financial years 2012-13 and 2013-2014.
As per a press release, audit was done for five Roof Water Harvesting Tank Work in five wards, (all together 5 Ward Completed the construction of 17 Tanks and rest 24 Tanks are under construction), One Jeepable Road and One Land Development Work. Total Sanctioned Amount of the Audited Scheme was Rs 65, 37, 342. Audited Amount of the total audited scheme was Rs. 25, 85, 489.
Some of the issues raised that raised during the Gram Sabha were provision of worksite facilities in all worksites, formation of Worksite Material Monitoring Committee before work starts, three stages photograph [before, during and after] to be displayed at GPK, copy of Consolidated Muster Roll must be made available during Social Audit, need for Citizen Information Board and measurement of work to be done on daily basis.
During the social audit, the record keeping of some of the Mates were found to be done in an efficient manner, the release mentions. Besides MGNREGA, audit was also done for Indira Awas Yojana and CMRHM. As per the Jan Sunwai and field verification all together there are 19 beneficiaries in the GPU. Out of the 19 CMRHM works, 11 beneficiaries have completed their construction work and also received the final installment. The remaining 8 works are under progress in Nagi Karek GPU.
District Resource Institution (DRI) South, Pacific Club facilitated the Jan Sunwai under the aegis of Social Audit Unit (SAU), Sikkim, Voluntary Health Association of Sikkim (VHAS).
Up-Adhyaksha South District Zilla Panchayat, Devi Maya Baraily attended the Jan Sunwai as the chief guest.

MG-NREGA Social Audit held for Chuba Phong GPU

GANGTOK, 01 June: MGNREGA Social Audit Jan Sunwai of Chuba Phong GPU was held at Chuba Phong Gram Prasashan Kendra, South Sikkim on 30 May. The Jan Sunwai was specially conducted for the Completed/Ongoing  and Indira Awas Yojana (IAY) - CMRHM works implemented during the financial year 2011-12, 2012-13 and 2013-2014.
As per a press release, District Resource Institution (DRI) South, Pacific Club facilitated the Jan Sunwai under the guidance of Social Audit Unit (SAU), Sikkim, Voluntary Health Association of Sikkim (VHAS). Chief guest of the day was Zilla Panchayat Member, Hari Gurung.
The programme started with the welcome address by Panchayat Member, Arun Kumar Gurung after which State Resource Person, South, Sajani Rai briefed about the objectives of the Jan Sunwai. She highlighted the importance of the Jan Sunwai and the roles and responsibilities of the Job card holder, GRS, Panchayat and concerned Officials.
District Resource Person (DRP) South, Chandra Pd. Subba and Rupen Sharma conducted a scheme wise presentation. There were altogether 17 works, among those 17 works, 8 completed works under MGNREGA Scheme and 3 completed works under IAY-CMRHM and rest 6 works were ongoing, the release informs.
It was informed that audit has been done of 8 CC Footpath works, 4 Roof Water Harvesting Tank works, One Extension of Playground and One Dhara Vikas work. Total amount sanctioned for the audited schemes was Rs 97,71,713 while the audited amount of the day was Rs. 59,17,477, the release mentions.
Some of the issues raised during the Jan Sunwai were need for Citizen Information Board to be displayed in all the worksites, provision of worksite facilities in all the worksites, etc.
GVA Namthang, Robin P. Sewa, MIS Coordinator, Naresh Pradhan and the chief guest of the day, Hari Gurung also addressed the Jan Sunwai.

MGNREGA Social Audit at Pakyong and Parkha

GANGTOK, 23 Jan: Social Audit on MGNREGA Jan Sunwai was conducted at Chalamthang Pacheykhani GPU under Pakyong GVK and Thekabong Parkha GPU under Parkha GVK from 16-20 January.
A press release informs that the social audit was conducted by the District Research Institute [DRI] East, Youth Development Society of Sikkim [YODESS] with the support of Rural Management and Development Department [RMDD].
After document verification and field visit by all related District Resource Person (DRP) the Jan Sunwai was held which was attended by Gram Vikash Adhikari, APOs, AEs, JE, Accountants, Horticulture Dev. Officer, Panchayats, GRS, Mate, Job Card Holders and local public.
ADC [Dev] Pakyong, Roshni Rai attended the Jan Sunwai at Chamlamthang Pacheykhani.
Similarly Social Audit on MGNREGA will be conducted in Panchey Samsing and Barapathing GPU from 22 to 27 January and the Jan Sunwai for both GPUs will be held on 27 January, the release informs.

MG-NREGA Social Audit Jan Sunwain West Sikkim

GANGTOK, 22 Jan: MG-NREGA Social Audit Jan Sunwai for 2011-2012 & 2012-2013 was conducted by Chinthang Gram Panchayat under Hee-Martam Gram Vikash Kendra, West Sikkim at GP premises on 20 January.
A press release informs that the Social Audit process in this GPU was conducted by Himali Vikash Sansthan, District Resource Institution for MG-NREGA Social Audit, West District empanelled under Social Audit Unit (SAU) Voluntary Health Association of Sikkim (VHAS) Gangtok and funded by RM&DD Govt. of Sikkim.
The audit process startedfrom 16 January 2014 and ZillaPanchayat Member Chinthang Territorial Constituency, Sashi Kumar Rai chaired the Jan Sunwai on 20 January.
On the same day, MG-NREGA Social Audit Jan Sunwai for 2011-2012 & 2012-2013 was conducted by Tadong Rinchenpong Gram Panchayat of Kaluk Gram Vikash Kendra, West Sikkim under Rural Management & Development Department at GP premises. Social Audit process in this GPU was also started by Himali Vikash Sansthan on 16 January, the release mentions.
The Jan Sunwai was chaired by Zilla Panchayat Member Sangadorjee-Rinchenpong Territorial Constituency, Indra Gurung. Gram Vikash Adhikari, AE, Panchayat of Tadong Rinchenpong GPU, Block official and workers from villages were present.

MG-NREGA Social Audit at Yangthang reveals poor accountability

GANGTOK, 09 Dec: MG-NREGA Social Audit Jan Sunwai for 2011-2012 & 2012-2013 was conducted by Yangthang Gram Panchayat under Gyalshing Gram Vikash Kendra, West Sikkim on 07 December. Social Audit process in this GPU was started by Himali Vikash Sansthan (HVS), District Resource Institution for MG-NREGA Social Audit West District on 03 December and completed on 07 December, informs a press release.
The Jan Sunwai was chaired by Zilla Panchayat member, San Mati Subba and attended by Gram Vikash Adhikari, Panchayat of Yangthang GPU, ADPC West, Block officials and workers from villages.
Ganesh Pd. Sharma from District Resource Institution gave a presentation on the GP level documents verification. Total Job Card holders registered in the GPU are 512 and out of these 401 are active Job Card holders. Employment provided under the scheme was very poor since only 35 households got 100 days employment for the financial year 2011-2012 & 2012-2013.
The Jan Sunwai also revealed that the Gram Rojgar Sahayak has not maintained documents and registers properly. It was informed that applications submitted by workers did not have signatures of applicants, Job card number and address; Job Demand register, Employment provided register, Asset register for completed work are not maintained by GRS; Job cards are incomplete and not updated and there was no entry made, stock register and worksite register are also not maintained.
The GRS has assured to complete all registers within one month, the release mentions.
Vigilance and Monitoring Committee list are available at GP but only three members were present in the Jan Sunwai, it is informed.
As per Bal Bahadur Baraili of Toyang ward, the committee has not visited worksites.
Total number of four civil works and 18 Land Development Works were executed and completed in this GP for the financial year 2011-12 & 2012-13. Total sanctioned amount is Rs. 43,11,600 out of which Rs. 22,26,658 was used for wage payments and Rs. 17,44,813 for payment of materials. Rs. 3,40,129 is the remaining balance.
Measurement book for each scheme were prepared only for materials and tools supplied by supplier and works progress was not entered in the book. The concerned JE assured to complete by one month, it is informed. The brand name of materials has not been mentioned in bill submitted to PO for payment and in this regard the supplier assured to enter the details.
