GANGTOK, 19 Dec: Principal Secretary, Human Resource Development Department, Sikkim, was conferred a Ph.D degree by the University of Melbourne on 18 December for his thesis in human ecology. He was also awarded the Australian Leadership Award by the Australian Government in 2009 for pursuing his Ph.D.
