GANGTOK, 10 Dec: A State Mission Steering Group [SMSG] under the Chief Minister and a State Empowered Programme Committee [SEPC] under the Chief Secretary have been constituted by the government for the effective implementation of the Integrated Child Development Scheme.
The SMSG is for the strengthening and restructuring of the ICDS on Mission Mode in Sikkim while the SEPC headed by the Chief Secretary, will function as the technical body for Planning, Supervising and Monitoring of the Scheme.
The SMSG will be in operation during the remaining period of the 12th Five Year Plan. This Group will approve policies and programmes for the Scheme and ensure effective convergence of policy.
It will also appraise the government of various proposals and schemes of the SEPC and examine and approve recommendations of the Committee on hiring of experts and functionaries for carrying out activities under the ICDS. The SMSG is to report to the Prime Minister Council on the progress of the Scheme.
On the other hand the State Empowered Committee will facilitate the implementation of the Scheme in the state with the framing of rules and procedures; approve annual plans for implementation and track progress on key outcomes as well as provide analysis and supportive action. It will recommend to the State Mission Steering Group on programmes, personnel and budget as well as exercise executive and financial powers.
New projects and anganwadi centres will be put up to it for approval as well as those regarding training, advocacy and information, education and communication (IEC), monitoring including Management Information Systems and evaluation. It is also to take up any task assigned by the National Mission Steering Group. It will report to the Empowered Programme Committee, government of India and the State Mission Steering Group.
This Committee consists of the Development Commissioner; Secretaries Social Justice, Finance, RMDD, PHED, Health, HRDD, Food Security, Food and Civil Supplies and Director, Social Justice and Technical Advisor, Nutrition, FNB. The Mission Director will serve as the Member Secretary.
