GANGTOK, 29 Nov: “Animal husbandry sector has been among the few growth indicators in rural areas and has contributed more than 32% of the agricultural GDP in the country and the performance of this sector will be extremely crucial in achieving the targeted 4 percent growth rate of farm sector,” said Union Minister Sharad Pawar while addressing the conference of Northeastern States Animal Husbandry, Dairying and Fisheries Ministers.
“Innovative initiatives proposed by the state governments in the regions for development of livestock sector can also be considered under National Livestock Mission in case there is no funding available for such initiatives in other schemes. Attempts will be made to synergize different ongoing schemes like MGNREGA and RKVY etc,” he added.
Stating that assistance development of Siri cattle in Sikkim and Thotho cattle in Nagaland has gone a long way in the conservation of these indigenous breeds, Mr. Pawar said that the average productivity of dairy animals in the region is still the lowest in the country.
The Union Minister informed that the Government of India will supplement efforts of state governments for quality inputs in these sectors through two central government schemes in the 12th Plan - namely National Programme of Bovine Breeding and Dairying (NPBBD) and the World Bank aided National Dairy Plan.
The NPBBD is specially designed to meet the requirements of NE states. Under this scheme, Mithun and Yak will be taken up in this area. NPBBD will also address the low productivity of dairy animals in the region in a more focused manner, said Mr. Pawar.
Development of livestock and fisheries sector in the NE region should be done through multipronged integrated strategy of enhanced yields and output through scientific breeding and nutrition market development, accelerated development of post-harvest processing and value addition, increased processing, infrastructure, cold chain links and greater access to credit, he added.
The Union Agriculture and Food Processing Minister, who is on a five-day visit to Sikkim, was addressing the inaugural session of the Northeastern States Conference of Animal Husbandry, Dairying and Fisheries Ministers of North Eastern States today here at Gangtok.
Speaking on the fisheries sector, he said that fisheries has made significant contributions to the overall socio-economic development of India. “The North East region has been blessed with rich biodiversity and fisheries resources. With more than 90% population being fish eaters, there is urgent need to expand fisheries through enhancement of productivity of existing water bodies and by promoting intensive aquaculture, reservoir fisheries development and diversification of species in the region,” he said.
He added that in order to make the growth process more inclusive, the 12th Plan aims to address some major challenges facing the fisheries sector by the reorientation of its schemes in order to provide more flexibility to states in formulating projects to address major challenges facing the sector taking into account local conditions.
