GANGTOK, 30 Oct [IPR]: The State Government notified the intent for conducting the nationwide Socio-Economic and Caste Census Survey 2011(SECC 2011) in Sikkim along with the appointment of Officers for the SECC 2011 vide Notification No. 216/RM&DD, Dated 16.7.2011 and 256/RM&DD, Dated: 1.8.2011 respectively.
The SECC 2011 is conducted under the technical and financial support of the Ministry of Rural Development, Government of India and intended to capture vulnerabilities- Social and economical in the Urban and Rural areas jointly for the first time in India.
Based on the recommendations of the Expert Group, the Government of India has launched the combined SECC, 2011 which includes both the Urban and Rural Areas for the first time with the approval of the Cabinet. The SECC 2011 (Socio-Economic and Caste Survey 2011) is one of the largest surveys being conducted in the world at a mega scale using what are known as Hand Held Devices (HDDs) developed by Bharat Electronics Limited (BEL).
The Urban Development & Housing Department is the nodal Department for conducting the survey in the Notified Urban areas and as such identified a total of 8 Charge Centers in the whole of Sikkim. These Charge Centers headed by their respective Charge Officers will act as focal centers for the entry of data captured by the Hand Held Devices and uploaded into the main server located in Delhi electronically.
In preparation for the forthcoming Survey, the Urban Development & Housing Department along with the Directorate of Census Operations organized a two-day training programme on 22 October 2011 -23 October 2011 in Janta Bhawan for the Enumerators/Supervisors appointed from various Line departments alongwith Charge Officers for the Socio-Economic and Caste Survey 2011 for the Urban Areas of Gangtok, East Sikkim.
The training programme is also being organized in all the 4 Districts of Sikkim in the month of October 2011 by the UD&HD and RM&DD for the respective Urban and Rural Areas Office along with the Directorate of Census Operations in preparation of the Survey which is slated to commence from 02 November 2011. The SECC 2011 for the entire State of Sikkim was postponed by almost a month due to the recent earthquake which struck Sikkim on 18 September.
The Key Stakeholders at the Central level are the Ministry of Rural Development, Ministry of Housing and Urban Poverty Alleviation and the Registrar General of India. At the State level, the Nodal Department is the RM&DD along with the UD&HD and Directorate of Census Operations, Gangtok. The District Magistrates of all 4 Districts have been appointed as the Principal Socio-Economic and Caste Survey Officers 2011 (PSOs).
