Sikkim Police successfully hosts All India Police Science Congress

GANGTOK, 17 Feb: Speaker, Sikkim Legislative Assembly, KT Gyaltsen, urged Indian Police to adopt the ideology of ‘policing for the people’ in his valedictory address at the 42nd edition of the All India Police Science Congress, which concluded here at Chintan Bhawan today.
The three-day event was organized by the Sikkim Police under the aegis of the Bureau of Police Research and Development and was inaugurated by Chief Minister Pawan Chamling on 15 February. The Congress was attended by more than 70 delegates of the ranks of DGPs, ADGPs, IGPs, DIGs and SPs from all over the country and senior officials from the central Paramilitary Forces, Intelligence agencies, Military and Paramilitary Commanders and representatives from the Ministry of Home Affairs.
In his valedictory address, the Speaker mentioned that the huge responsibility of providing peace and freedom lies heavily on the shoulders of the police who are seen as the greatest protector of human rights and the rule of law.
He pointed out that the Indian Police was initially formed to function as a government department to simply maintain order and enforce the law and prevent and detect crime, but with globalization, use of advanced technology and telecommunication, the very nature and character of crime is changing very rapidly. He added that as a result new unforeseen difficulties in policing are emerging and the traditional notion of policing is also changing with time.
The Speaker mentioned that to make the Indian Police more effective it must first adopt the concept of ‘policing is for the people’. He further added that policing must be people friendly and people-centric and the human touch must exist and people must be made effective partners in policing. “This will lead to positive results, transparency and accountability in the whole system. The entire police force must be efficient, highly trained and skillful to intervene and counter the modern-day crimes which are technologically abetted and aided,” he added.
He stressed that modernization of the police infrastructure should be the top priority and training should be done with total emphasis on professional integrity.
“With the emergence of proactive press and media, the police must ensure that a cordial relationship exist between the two institutions. Efforts must be made to ensure that the media provide constructive and correct information to the general public and the reputation of the police organization is upheld,” he said.
He mentioned that the Sikkim Police till date has maintained a high level of quality, standard and professionalism in performance of its duty. He further appreciated the Sikkim police fraternity for their contribution towards the people of Sikkim and the nation.
He also expressed that the intensively interactive deliberations during the course of this Congress has yielded promising outcome of immense significance and the designated authority involved with issues covering the entire gamut of Police Administrative Policy and Reforms in the country will take note in letter and spirit to address all the salient highlights which emanated from the conference while redesigning structural reforms in the overall policy framework of Police administration.
Director General of Bureau of Police Research and Development, Vikram Srivastava mentioned that the main objective of this event was to provide a forum to the police officers of different ranks, social scientists, forensic experts, criminologists and other stakeholders to frankly deliberate and discuss various issues of topical interest to the Indian police.
He expressed his gratitude to the State government and Sikkim Police for successfully hosting the Congress. He highly appreciated the organizing of this edition of the Congress in the state by showing professionalism in all units.
Earlier, in his welcome address, DGP Jasbir Singh stated that the three days of the science congress were fruitful and expressed gratitude to the BPR&D teams in supporting the Sikkim Police for the success of the Congress. He also mentioned that Sikkim Police was working towards improving its capabilities and developing its institutions. The DGP expressed that the Congress was a great learning experience and hoped to gain from it substantially.
The valedictory function concluded with the presentation of vote of thanks by the Organizing Secretary of the Congress, IGP, Akshay Sachdeva.
