All India Police Science Congress in Sikkim


CONTEMPORARY POLICING ISSUES TO BE DELIBERATED

GANGTOK, 14 Feb: The Sikkim Police is hosting the 42nd All India Police Science Congress [AIPSC] at Chintan Bhawan, here in the Capital from 15 to 17 February. A press conference regarding the same was held at the Police Headquarters, today. The conference was attended by Vikram Srivastava [Director General, Bureau of Police Research & Development], Jasbir Singh [Director General of Police, Sikkim], senior Sikkim Police officers, Officers from Bureau of Police Research & Development [BPR&D] and the Sikkim Police.
It is a matter of pride for us that Sikkim Police has been selected to host the 42nd All India Police Science Congress at Gangtok and is the first ever police conference of such magnitude to be held in Sikkim, stated Jasbir Singh [DGP, Sikkim], while addressing the conference. He shared that he had been having second thoughts on holding the Congress after the devastating earthquake, but with the kind support and backing of the Chief Minister, they were buoyed and went ahead with the organization of the event,
The Sikkim Police hopes to not only benefit from the experience of organizing and conducting such a conference, but also benefit from the deliberations of the Congress especially from the deliberations and discussions scheduled on contemporary issues facing the police such as cyber crime, minor disputes, police reforms, ensuring integrity and technological up-gradations in police works and further the police here hopes to build up in all members of the force a scentific temperament and knowledge of the advancements in policing and use the same in the service of the society.
DGP Jasbir Singh further informed that with such exercises the police should emerge from the traditional typeset of policing and manage crime and law & order through use of sound legal procedures and technology. It is an enhanced police-public partnership that we seek and we wish to have the support of the community and the media in our endavours, he added.
Addressing the conference, Vikram Srivastava [DG, BPR&D] informed that earlier BPR&D was a small part of the Central Bureau of Investigation [CBI], but then in 1970 it was decidded to have a nodal agency, so that BPR&D could work as an independent body. BPR&D works on various aspects of police reforms and works on the upgradation of various polie aspects, he added.
There are around 30 Lakh police personnel, including para-military forces all over the country and to coordinate the workforce for maximum efficiency, there is the need to be at par with the world’s best, he said and added that to do this we need to study hard, need to visit remote areas so as to learn the requirements and needs of the police personnel working in those areas.
It was further informed that there is a need to learn how to provide proper services to the community, for which we need to communicate as well as require the participation of the community and for this to happen we need to promote research and developmental activities on functioning of the police forces across the country on one hand and encourage to develop a scientific and rational approach among the police organisations in a professional manner, he added.
He also informed about the launching of the National Police Mission by the Prime Minister in 2008 and that six micro-missions were working on the mission. The National Police Mission is meant for all the states and that there were certain projects at the district level and others for the SDPO level and from this finincial year a suitable monetary budget had been allocated for the mission.
Technology has moved ahead, everything is moving ahead because of which cyber crimes is on the rise and going on in every place and the criminals are taking advantage of this, he said and added that cyber crime was a public threat and there was a need to contain this. To fight cyber crime, the BPR&D was imparting special courses in anti cyber crimes at the CBI headquarters situated at Gaziabad, Kolkata and Chandigarh, he further informed.
It is a very challenging period ahead for the police and so holding of this conference is a must to discuss important issues, the DG said and added that things were moving in the right direction and moving at a quick pace.
He further informed that a police training centre would soon be established in Sikkim for which talks would be held with the Home Ministry and the Government of India, while a digital forensic science labrotary for Sikkim would be built at Ranipool soon.
A large number of experts of national and international repute, three DGPs, senior police officers, forensic/social scientists from different parts of the country and over 100 delegates will be participating in the event and they will hold discussions on various issues such as police reforms, comprehensive training policy for Indian Police, emerging challenges to cyber security, technology as an aid to fight Left Wing Extreism, terrorism and insurgency, etc.
