GANGTOK, 23 June: the Central Executive Committee of All Sikkim Government Work Charged and Muster Roll Employee’s Association, headed by its president, Pema Doma Bhutia called on the Chief Secretary, ND Chingappa yesterday.
The team drew the attention of the Chief Secretary to the need for vacant posts at various departments to be filled as underlined in the notification [7302/Gen/Dop/Dated: 31/05/2011]. However, due to budgetary limitations, things have not been worked out fully, informs a press release issued by the publicity secretary, ASWC&MREA, Deepa Rai.
The association approached the Finance Department to “understand” the issue and was told that departments which have vacancies have to look into managing the budget as well, the release states. This has obviously not happened, and vacant posts remain unstaffed.
They informed the CS that since the vacant posts were not filled in 2008-09, many of the Work-Charged employees who could have seen their services regularized against these vacancies might have to retire in wait.
The team sought that if 50% of such vacant posts were allowed to be filled by work-charged employees on seniority basis, it would mean a lot to them.
The team also requested the CS to discuss the matter with Finance Department and all such departments which have employees working on temporary arrangements.
