GANGTOK, 23 June [IPR]: In view of the media report on the hue and cry of the public over the inadequate LPG cylinders in the last few months, a series of meetings have been held by the Secretary, Food, Civil Supplies & Consumer Affairs Department both with the LPG distributors and IOC officials from Siliguri, Kolkata and Mumbai to address the problem.
A meeting was also held in the chamber of the Chief Secretary on 19 May with the Executive Director, IOCL, Mumbai and Deputy General Manager of the IOCL, Kolkata. A number of issues were raised namely the requirement of refilled LPG cylinder in the State both domestic as well as commercial, storage of buffer stock at the plant and immediate commissioning of the enhanced capacity of 200 MTs at the Bagey Khola refilling Plant.
On 17 June, the Secretary, Food, Civil Supplies & Consumer Affairs Department, Nalini G. Pradhan, convened a meeting with all the LPG distributors and IOCL officials represented by Chief Manager, Abijit Roy, Sr. General Manager, S Mukherji, and Deputy Manager, IOCL, Jesica T Tin. The Secretary, informed all present, that the Chief Minister wants to bring about significant improvement in the LPG delivery system and to ensure that the public of Sikkim do not suffer any more.
The Secretary discussed in detail the various aspects of LPG marketing namely customer record, booking system and deliveries, route map for deliveries and a collection point both in the urban and rural areas. She further informed that the State Government has already published a notification in the local news papers informing all customers to get their records up-dated with their respective distributor to enable the distributors for timely delivery.
She requested all the distributors to chalk out a road map with a specific target date for implementation. This is mainly to set up a proper delivery system in place. She has stressed the urgent need to introduce refilled booking system, updation of customer record, introduction of giving cash memos to the customers and keeping a record of the deliveries made with proper consumer number. These data will be further updated in their system.
It is also felt necessary that a route map of delivery vehicle of distributors with specific dates to be advertised for the information of the customers. All these actions will have to be completed by 01 August.
Further, display of delivery points of refilled cylinder on sign boards with safety and promotional messages to be displayed. The customers are to be made aware about net weight of the domestic cylinders i.e. 14.2 kgs and 19.00 kgs for commercial cylinders for which the provision of weighting of cylinders is necessary at the delivery point.
The Secretary, requested the IOCL to appoint distributors for Gyalshing, Dentam, Mangan and Soreng. She has further requested the IOCL to have one separate distributor for commercial refilled cylinders.
The IOCL officials have agreed to look into this matter at the earliest. Every effort is being made by the department and the distributors to address the grievances of the public and the public, in turn, is requested to cooperate in implementing this Road Map.
The department also appeals to the public running commercial establishments to use only commercial LPG cylinders, as per the press communiqué received from the Food, Civil Supplies & Consumer Affairs Department, Government of Sikkim.
