Govt Employee promotions linked to clearance of utility bills and taxes

GANGTOK, 09 Nov: All government employees are now required to produce clearances of utility bills and taxes at the time of their promotion.
This is a stricture issued by the state government recently through a notification issued by the Department of Personnel in the month of October, 2011. It has not been clarified in the notification as to what prompted the government to adopt such measure however it is apprehended that nonpayment of pending dues, which have led to the accumulation of revenue owed to the government by employees and officials may have prompted such a stricture to be passed.
Till now for a government employee to be promoted to the next higher post the documents taken into consideration by the promoting authority was just the Annual Confidential Report (ACR) and the Annual Property Returns (APR) along with other entitlements. Departmental clearance was also required.
However, as per the notification, the state government has deemed it necessary that all government employees who are directly responsible for paying bills, taxes etc are to produce clearance of the bills, taxes including those of water supply, electricity bills, sewerage, ground rent, dhuri khazana whichever are applicable at the time of their promotion.
Though the notification does not say it in so many words it is probable that promotion will now only be granted on clearance of due utility bills and taxes.
