GANGTOK, 07 Nov: The state government has constituted a committee to monitor and regulate prices of essential commodities, vegetables and other consumables in Sikkim.
The committee constituted under the Legal Metrology Unit and Consumer Protection division of Food and Civil Supplies and Consumer Affairs department has been set up at the state and district level.
As per the official notification published on 23 October, last month, the state government took the decision in order to control and monitor price rise in the state.
The state level committee shall provide major policy initiatives, guidelines for regulation and movement of essential commodities, vegetables and other consumables and regularly monitor its activities to mitigate the problems of consumers in the State.
The committee shall consist of Minister, Food Civil Supplies and Consumer Affairs Department as Chairman;Mayor, Gangtok Municipal Corporation, Secretary, Urban Development and Housing Department, Secretary, State Transport Authority, Secretary, Building and Housing Department, Secretary, Animal Husbandry, Livestock, Fisheries and Veterinary Department as Members and Secretary, Food Civil Supplies and Consumer Affairs Department Member Secretary.
The State Level Committee shall take all decisions regarding regulation activities related to mobilization, control of prices of essential commodities and other consumable in the state, it shall monitor and coordinate with the line departments and agencies on its progress, shall examine and evaluate the performance of the District Level Committee and all such related activities as deemed fit in larger public interest and also recommend regulatory framework to the Line Departments, agencies and District Level Committee related to the matter.
The District Level Committee constituted for the purpose in all four Districts vizEast, West, North and South Sikkim located at District Head quarter in Gangtok, Gyalshing, Mangan, Namchi, respectively, shall be responsible for implementation of the policies and decisions taken by the State Level Committee and shall submit report to the Chairman and Member Secretary on all such activities undertaken by the respective District Level Committee.
The District Level Committee will consist of District Collectors as Chairman; Superintendent of Police, Divisional Engineer, Building and Housing Department, Deputy Director, Animal Husbandry, Livestock, Fisheries and VeterinaryServices, Bazaar Officer, Urban Development and Housing Department, Regional Transport Officer, Transport Department, Assistant Controller, Legal Metrology, Food, Civil Supplies and ConsumerAffairs Department as Members and District Civil Supplies Officer, Food, Civil Supplies and ConsumerAffairs Department, Member Secretary.
The District Level Committee shall supervise all such activities relating to regulation and management of prices of essential Commodities and other consumables in the District, shall prepare a systematic concept and working plan for implementing the direction from time to time to meet the exigencies as per law established, shall mobilize the resource for mitigating problems related to the subject, shall endeavor to make similar such bodies at Sub Divisional, Block and Gram Panchayat Level in the respective District and monitor /evaluate their performances at regular interval of the time and submit detailed report on the status and arrangement made to the State level Committee on monthly basis and daily during crisis or as may be directed by the State level Committee.
The Food Civil Supplies and Consumer Affairs Department shall be the Nodal Department. The notification further delegates the power to the committee and states that all official action on Price Regulation shall be governed by law in operation through agencies delegated by the authority in the State.
