Workshop held on central grants for PRI functionaries

GANGTOK, 01 Oct [IPR]: A workshop on Central Grants for Panchayat Members and PRI Functionaries of West and South Districts of Sikkim was organized by the Directorate of Panchayati Raj, RM&DD here at the capital today. Secretary RM& DD, DR Nepal in his address informed that Sikkim is among the leading states in the country to conduct regular panchayat elections. He also mentioned that Sikkim has had an efficient track record in terms of fund transfer to PRIs.
He maintained that the urgency with which the funds from the 13th Finance Commission are dispersed to the PRI functionaries shows the level of commitment of the Central Government to uplift the Panchayati Raj Institutions. He urged the functionaries to reciprocate this act through consistent good work.
The Secretary stressed on proper documentation of activities and timely submission of utilization reports to the Department to ensure timely disbursement of grants thereby maintaining an efficient level of functioning. While informing about the training being imparted to the PRI functionaries the Secretary informed that the State Institute of Rural Development, Karfectar is the third best amongst such institutes in the country.
He further mentioned that the Department had constituted Sikkim Legal Services Authority, the State Institute of Rural Development and the Hotel Management Institute Sajong as training partners for capacity building of the PRI functionaries.
Earlier, Joint Secretary Panchayat, Norzing Bhutia oriented the Panchayat members on the correct ways of compiling and submitting the Utilization Reports of activities carried out under the 13th Finance Commission Fund and the Backward Region Grants Fund. She stressed that the fund under the BRGF was exclusively for gap filling purpose and not for the routine activities under the PRI.
She informed about online applications like PRIASOFT, PLAN PLUS, and ACTION SOFT already in use in Sikkim to ensure transparency in accounting. The Joint Secretary also informed about the formation of a Ward Level Development Committee constituted by members of zilla and gram panchayat.
Earlier, Secretary RM&DD handed over installment cheques from the 13th Finance Commission Fund and the Operation and Maintenance Fund for Village Water and Sanitation Committee.
The workshop was also addressed by Director Panchayat RM&DD, HB Gurung, Deputy Secretary SIRD, Yangchen Bhutia, and Panchayat Inspector, Zomden Lachungpa.

Jorethang prepares for CM’s Gold Cup 2013

JORETHANG, 01 Oct: Preparations for the 7thAll India Chief Minister’s Gold Cup 2013 football tournament are on full swing here at Jorethang, South Sikkim. The organizing committee of the tournament South District Football Association (SDFA), South District Administration and other government and non-government organizations are hosting this tournament for the first time in Jorethang.
The committee members of the tournament are preparing the public ground of Jorethang for this tournament and the maintenance work is underway. The ground will be ready within 15 to 20 days, informed, Joint Director, Sports and Youth Affairs, Kamal Chettri.
He further informed that they had invited many good teams of the country and from the neighboring countries and many reputed teams have confirmed their participation in the tournament. Some of these teams are from Mizoram, Manipur, Meghalaya, Kolkata, Railway FC, Air India, ONGC Mumbai, Kerala, Bhutan and Nepal.
The tournament is scheduled to begin from 11 November at Jorethang.

First ever State Games to be held in December

GANGTOK, 01 Oct: The special second general body meeting of Sikkim Olympic Association [SOA] was held under the chairmanship of its president, CK Basnet here at the conference hall of Paljor Stadium on 28 September. The main agenda of the meeting was to discuss and finalise the road map for holding the First State Games 2013.
A SOA release issued by its general secretary, Kuber Bhandari informs that after deliberations, the special general body meeting resolved to hold the first State Games this year. The five-day State Games is scheduled to be held from 11 to 15 December.
Mr Bhandari informs that the State Games was proposed with a vision to help athletes realise their full potential, develop their skills, conduct training and competition throughout the year.
“This will also be an opportunity for the state’s athletes of different categories to share skills and bond with each other,” the release adds.
It is added that the SOA has received confirmation of participation in the disciplines of Archery, Badminton, Taekwondo, Karate, Muay Thai, Body Building, Kick-Boxing, Table Tennis, Football, Chess, Wushu, Basketball, Boxing and Cricket.
The release informs that other sports associations, who were not present in the meeting, willing to participate can send details of their participation on or before 10 October 2013 to the Office of Sikkim Olympic Association at Paljor Stadium.

Sub Divisional Office inaugurated at Yangang

GANGTOK, 01 Oct: The Sub Divisional Office of Yangang was inaugurated today by RMDD Minister, CB Karki today. SK Rai has been appointed as the first SDM of Yangang Sub Division.
A press release informs that the office has been set up at the old PWD House at Yangang Bazaar for the time being and will be shifted to its own complex after it is constructed.
Chief guest of the day, CB Karki highlighted the ongoing development in Yangang and stated that the sub division office will increase efficiency of work and make work more convenient for the people of Yangang.
Zilla Adhyaksha South, CL Gurung , SDM Ravangla ,SDPO Ravangla, Medical Officer Yangang , Principal of PTC Yangang, and many others were present at the function today.

GANGTOK, 30 Sept: Captain of the Indian football team, Sunil Chhetri, has taken over from where Bhaichung Bhutia left off. Aspiring footballers in Sikkim and across the country now want to follow in Sunil Chhetri’s footsteps.
Born on 03 August, 1984, Chhetri is playing as the striker for Bengaluru FC in the new season of I-League 2013-14. He was also awarded the AIFF player of the year in 2007 and 2011. On 19 July 2013, following his release from Sporting Club de Portugal, Chhetri was signed by Bengaluru FC which got direct entry into the I-League 2013-14 season which started earlier this month.
In an interview with NOW!, Sunil Chettri tells us about his new club Bengaluru FC and more…

NOW: Your reasons for choosing a club which is playing in the I-League for the first time?
SUNIL CHHETRI: I love to take on new challenges, although leaving Churchill Brothers was a very difficult decision for me, as every player in there is treated like a family. When I met the management team from Bengaluru FC, I was extremely impressed by their plans and ideas, and you can see that for yourself, everything is very well organized, every small thing is taken care of. I can say I have no regrets joining this club.

Though it’s too early, what kind of response has the Club been getting from the Indian football fraternity and among fans?
The response has been phenomenal so far, in our first match we had more than 6500 fans in the stadiums all cheering for us. The atmosphere was electrifying!

What does Bengaluru FC hope to achieve in this I-League season? How is the team shaping up for the season?
We take one game at a time and will give our very best to every game. The team is shaping up well. We have a right blend of seniors and juniors and our gaffer is brilliant in bringing the two together, he motivates the team brilliantly.

Your fans always have high expectations from you to score goals and more goals this time. Your comments:
I feel obliged that my fans have such expectations from me and every time I step onto the field, I want to score for them, the biggest motivation for any player is the applause of his fans.

In the backdrop of the Indian team’s defeat in the finals of SAFF championship, what do you think is the current scenario of Indian football?
The SAFF failure was really unfortunate, our team played brilliantly in the final, we created a lot of chances, but couldn’t convert them, we just want to put the past behind and move forward and give our 100% for better results in the future.

STBA block committee formed at Dokeythang in West Sikkim

GANGTOK, 30 Sept: Sikkim Tamang Buddhist Association [STBA] held a meeting regarding the formation of its block committee and other activities being carried out by the ad-hoc committee at Dokeythang, Gyalshing Sub-Division on 29 September.
A press release informs that on the day, STBA ad-hoc committee handed over the Buddhist Religious instrument set gifted by the Chief Minister Pawan Chamling to the Block committee of STBA Yangtey village, under Yangtey GPU. Members of the block committee and the people of village thanked the Chief Minister for his generous contribution. The STBA ad-hoc committee also expressed gratitude to the Chief Minister.
The block committee under Dokeythang GPU was formed on the day for carrying out welfare activities in the interest of the community.  The committee members also handed over cash amount of Rs 5700 to an MDR TB patient. The president announced the setting up of knitting and tailoring centre at Tikjuk under the supervision of Chandra Maya Yonzon for the welfare of all members of the community. The meeting thanked the Area MLA, PL Subba, for extending his support in organizing the meeting and also thanked the Zilla Panchayat and Gram Panchayat members, including former Panchayat of the area for their support in making the event successful.
MK Tamang emphasized on the conduct of re-election of STBA as per the constitution in a democratic way by November 2013 with a membership drive prior to the election. He emphasized that the election has to be held in a transparent manner involving all Tamangs above 18 years of age district-wise under the ad-hoc committee. He also focused on quality construction of the Tamang Bhawan coming up at Syari, Gangtok.

SSB organises ‘Samajik Chetna Abhiyan’ in West Sikkim

GANGTOK, 30 Sept: Sashastra Seema Bal [SSB], Sikkim Area, Sector Hqrs Gangtok, began a five-day ‘Samajik Chetna Abhiyan’ [social awareness programme] on 28 September at Okhrey, West Sikkim.
The programme is aimed at community participation for border management and developing coordination & rapport with people in the border areas for better public-Police relationship, an official press release explains. The programme was formally inaugurated by West Zilla Adhakshya Devika Subba.
The inaugural function was attended by DIG, SSB, Sector Hqrs. Gangtok, Sanjeev Sharma, Presidents, Secretaries and Members of various GPUs, Principals/Headmasters and Teachers from various schools and a large gathering of locals from Okhrey and nearby villages, besides a host of SSB officers.
Area Organiser, SSB, Sikkim Area, SK Sood highlighted the aims and objectives of ‘Samajik Chetna Abhiyan’ and informed about various activities and programmes to be held during the five days like Exhibitions, Sports and Games, Healthy Baby Show, Sit & Draw competition, Patriotic Song Singing competition, Elocution Contest, Inter-School Quiz Contest, Football Tournament, Musical Chair for Ladies, Tug-of-War, Cultural Programme and Medical/Vetinerary Civic Action to be organised at Okhrey, Ribdi, Bharang, Piureytar, Chengbagaon, Tikpur, Fambong villages  etc.
Sanjeev Sharma [DIG, SSB, Sikkim Sector] while impressing upon the need of community participation for ensuring better border management and coordination with people in the border areas also apprised about some forthcoming community development programmes that are in the offing for the benefit of the locals.
The chief guest, Ms Subba expressed her happiness over the initiatives taken by SSB in carrying out people-oriented welfare activities in this part of West District. She also impressed upon the gathering and various government agencies to work in tandem with SSB to reap the full benefits of various community development and capacity building activities undertaken by SSB under their community welfare programmes. She also assured of full cooperation from various government departments and agencies in carrying out such programmes in remote parts of border areas.
Secretary, Okhrey-GPU, Lakpa Sherpa also thanked SSB for its continued support and coordination in the border villages and also assured full cooperation of Panchayat units in people orientated welfare activities.
Sukanta Halder [Sub Area Organiser, SSB, Sombaria Sub Area] informed that a sports tournament for promotion of Rural Sports will also be conducted by SSB from 30 September to 02 October and sports equipment will be distributed to the participants/schools and local clubs.
School children from various schools presented charming folk-songs and dances during the inaugural function. Various sports and games were also conducted for school children. Medical and Vetinerary Team of SSB organised camp and distributed medicines free of cost.
The release informs that the valedictory function of “Samajik Chetna Abhiyan” will be held on 02 October. Area MLA, Daramdin Constituency, Tenzi Sherpa is scheduled to attend the function as the chief guest. Prizes and certificates will be given to the winners of various competitions and other participants during the valedictory function.  

SKM goes door-to-door in East Pendam

GANGTOK, 30 Sept: A team of Sikkim Krantikari Morcha party met people of Padamchey, Upper Bhasmey and Kalikhola wards under East Pendam unit of Rhenock constituency during its ongoing door-to-door campaign on Sunday. During the campaign, the team also conducted meetings at different places.
An SKM release issued by the party spokesperson, Dilip Rai informs that during the course the people of the area and SKM supporters also joined the team. The people placed various complaints and grievances and supported SKM’s mission of bringing change in the state, it is added.
Mr Rai has stated that after taking charge as the party’s leader, PS Tamang [Golay] will speak out against poverty, nepotism, communalism and corruption in the state on behalf of the people.

NRHM doctors grateful for salary hike

GANGTOK, 30 Sept: A general body meeting of NRHM Doctors’ forum was recently held in the state capital. A press release issued by the forum expresses deep gratitude to the Health Minister, DN Thakarpa, DG cum Secretary Health department, K Bhandari and Mission Director NRHM, Dr. PM Pradhan, for the recent hike in the salary of NRHM medical officers.
At present, 37 medical officers are working under the National Rural Health Mission, serving in the remote peripheral areas and district hospitals of Sikkim.
This hike in the salary has definitely boosted the morale of the doctors and is being recognised as a token of appreciation for the hard work and selfless service discharged by the medical officers, the forum has said and further expressed hope that their long due request for regularisation will be considered at the earliest.

One arrested on charges of molesting minor

GANGTOK, 30 Sept: A 54-year-old man was arrested by the Singtam police on Sunday on charges of assault and ‘outraging the modesty of a woman’ in East Sikkim.
According to the police report, on 25 September the accused molested a 14-year-old girl in her house. The victim was staying with her grandfather who has alleged that this was not the first time that the accused had molested the girl.
The victim was forwarded for medical examination and the accused arrested. A case under section 448/ 323/ 354 [punishment for house-trespass, punishment for voluntarily causing hurt and assault or criminal force to woman with intent to outrage her modesty] of the Indian Penal Code has been registered against him at the Singtam Police Station.

Recreation park for the elderly inaugurated in Mangan

MANGAN, 30 Sept:  The newly constructed recreation park ‘Bus Dara Park’ at Mangan was inaugurated and dedicated to senior citizens of Mangan in a function held today under the banner of Mangan Nagar Panchayat [MNP].  The park has been constructed under the Backward Region Grant Fund [BRGF], RMDD whereas the street lights in the park have been provided by SREDA.
The area MLA Lachen-Mangan, Tshering Wangdi Lepcha, present as the chief guest, unveiled the park today.
Speaking on the occasion, the chief guest appealed to the people of Mangan to maintain the park properly and not rely solely on the department and MNP. Highlighting on the beautification of Mangan town, the MLA said that an additional amount of Rs. 3 crore has also been sanctioned for the beautification work and further added that the construction of slaughter house for Mangan has also been approved which will be constructed near the food go-down office.  The MLA also expressed his gratitude to Border Road Organisation (BRO) for maintaining the Mangan Bazaar road.
Earlier in his address, MNP president, Karma Jigdel Bhutia, underlined the details of the development of the park and also announced that the park has been dedicated especially to the senior citizens of Mangan. He also extended gratitude to the RMDD and SREDA for their support.
Also during the function, ten trainees who have completed a two-and-a-half month driving course were provided certificates, driving license and the honorarium.  The function also saw the distribution of 20 garbage pits by MNP to different areas of Mangan Bazar under solid waste management.
Earlier, the function was welcomed by Palden Bhutia (Bazaar Inspector MNP) and ended with the vote of thanks by Zangmoo Riponpa (Councillor).

Justice Jain sworn-in as Sikkim High Court Judge

GANGTOK, 30 Sept [IPR]: Governor Shrinivas Patil administered the oath of office to Justice Narendra Kumar Jain as Judge of High Court of Sikkim today at Ashirwad Hall of Raj Bhawan, Gangtok. The swearing-in ceremony was held in the presence of the Chief Minister, Pawan Chamling along with his Cabinet colleagues.
The notification of transfer was read out by the Registrar General, High Court of Sikkim. After signing and attestation the solemn oath/affirmation relating to the assumption of office as Judge, High Court of Sikkim all the dignities offered khadas to Justice Narendra Kumar Jain.
The swearing-in ceremony was also attended by the Member of Parliament Lok Sabha and Rajya Sabha, Speaker, Sikkim Legislative Assembly, Chief Justice and Judge High Court of Sikkim, MLAs and Chairpersons, Advisors, Commissioners, Chief Secretary and Secretaries, HODs, Senior Advocate and members of Bar Council of Sikkim, Senior Citizen and other guests.

NE’s first Mother Dairy farm inaugurated at Karfectar

JORETHANG, 30 Sept: The first Mother Dairy farm in the North East region was inaugurated today in the premises of Karfectar Farm, Jorethang, South Sikkim. On the occasion a total of Rs 6.4 lakh bonus was also distributed to the 9 best performing village cooperative societies of the four districts under Sikkim Milk Union. The Mother Dairy farm was initiated under the Rashtriya Krishi Vikas Yojana and set up at a cost of Rs 2,20,65,925.
An awareness program on Livestock Sector was also organized by the Department of Animal Husbandry, Livestock, Fisheries and Veterinary Services on the day. According to Deputy Director Karfectar Farm, Dr Tilak Ghattani, 100 educated youth participants each from 16 constituencies of South and West districts of the state registered for the awareness workshop. The farm has the capacity for 100 milch cows and 50 numbers of milch cows have been inducted for the machine milking process in the milk parlor with double rows 8:8 in the first phase.
The chief guest, PWD Minister, RB Subba along with the other dignitaries were shown the whole computerized process and the quantity of milk that the machine extracts at a time from the milch cows.
In the awareness program resource persons from Animal Husbandry department informed the youth about the various aspects and successful ways of livestock farming. Joint Director, Dr BM Chettri enlightened the participants on correct techniques, information, benefits of dairy farming while Deputy Director Sirwani Poultry Farm, Dr Emila Shenga updated the participants regarding the latest methods, conditions and materials essential for opening poultry farm while Additional Director, BS Subba updated the trainees in detail about feed and fodder development required for the farm animals.
Four progressive livestock farmers were felicitated by the department today. Rohit Rai from Nandok Naitam, East Sikkim [dairy farming], Mitra Kumar Manger of Turuk Ramabong, South Sikkim [poultry farming], Phipra Hang Subba of Bashilakha Namcheybong, East Sikkim [piggery] and Amber Bahadur Gurung of Upper Sribadam, West Sikkim [fish farming] received Rs 25, 000 each.
Similarly, Sikkim Milk Union Society also felicitated 9 local Milk Producers’ Cooperative Society with letters of appreciation along with their bonus for the year of 2012-13 by Sikkim Milk Union. Sri Badam Milk Producing Cooperative Society Limited of West Sikkim received Rs 1,04,541, Buriakkhop Milk Producing Cooperative Society Limited of West Sikkim received Rs 84,740, Rap Hang Milk Producing Cooperative Society Limited of East Sikkim received Rs 73,466, Kadamtam Rap Hang Milk Producing Cooperative Society Limited of East Sikkim received Rs 58,781, Paviyong Milk Producing Cooperative Society Limited of East Sikkim received Rs 50,958, Assam Lingzey Milk Producing Cooperative Society Limited of East Sikkim received Rs 47,573, Melli Milk Producing Cooperative Society Limited of South Sikkim received Rs 85,506, Central Payong Women’s Milk Producing Cooperative Society Limited of South Sikkim received Rs 72,674 and Melli-Dara Milk Producing Cooperative Society Limited of South Sikkim received Rs 61,794.
Secretary Animal Husbandry, DP Sharma welcomed the gathering and placed the progress report of the department while informing the gathering about the role of the department in enhancing the livelihood activities of the people through livestock farming.
RB Subba underlining the objective of the day’s program emphasized on making livestock and agricultural farming the weapon for development and success of the rural people. He asked the educated youth present in the awareness program to shoulder the responsibility of utilizing every benefit offered by the government to enhance their livelihood. Lauding the efforts of the departments in executing this program, he stressed on the lack of interest shown by the youth today in this sector. Further, motivating the youth to take up farming as an alternative source of livelihood, he added that the department is always at their disposal to assist them establish their farming business.
Mr Subba advised the youth to participate in the farming sector and get familiarized with the latest info and methods and share the knowledge with the older generation too. While talking about the high demand and low produce of poultry products in the state, he urged the livestock farmers to increase their produce with the help of new techniques and department benefits not only to meet the domestic demand but in markets outside the state as well. He also highlighted the state’s initiative to motivate farmers by banning poultry produce from outside the state.
He recommended that the educated youth open up agencies for marketing local produce of the rural farmers and keep them informed about the comparative study of local market rates so as to keep up with the competitive market demand.
Minister Animal Husbandry, Dawcho Lepcha in his brief address pointed out that livestock and agriculture farming has always been important sectors. The farming sector has not only benefitted the old generation but will become a sustainable source of livelihood for generations to come, he stated. He also cited examples of successful farming to motivate the youth. He informed that the registered participants from South and West districts who have filled up the forms showing interest in livestock farming will be considered by the department for provision of benefits and other facilities to help them in their respective area.

WORKSHOP HELD ON JOINT FOREST MANAGEMENT FOR SUSTAINABLE MANAGEMENT OF NATURAL RESOURCES Participatory management of forest resources deliberated

GANGTOK, 30 Sept: Forest Minister Bhim Dhungel has congratulated all the stakeholders of the JICA assisted Sikkim Biodiversity and Forest Management Project [SBFP] for their contributions and delivering on their individual responsibilities for the smooth operation of the project in the state. He further credited the achievements recorded in the project so far to active participation and concern from the grassroot level.
The Minister was speaking as the chief guest in the state-level workshop on Joint Forest Management for Sustainable Management of Natural Resources organized by JICA assisted SBFP, Department of Forests, Environment & Wildlife Management at the conference hall of Saramsa Garden today. The day-long workshop was attended by members of Joint Forest Management Committees & Eco-development Committees, Panchayat members, NGOs and community organizers along with officials and staffs of Forest Department.
The workshop intends to strengthen and spread participatory management of natural resources in the state through collaboration of all stakeholders. The aim of the workshop was also to create a common platform for various schemes and programs to strengthen the livelihood, ecotourism and biodiversity conservation activities implemented by the department through the participation of local people.
Speaking further in the workshop, the Minister stated looking at the visionary programmes and policies of the state government, the centre and other countries have extended financial and technical support to the state. While speaking on the SBFP project, he mentioned that the project has not only been doing well in the state but it has also created job opportunities to local people at different levels.
The Minister stated that the state has also recorded various landmark achievements in forest and environment and in the increase of forest area. He also assured to look into the issues placed by the participants earlier in the workshop.
Likewise, Special PCCF-cum- SBFP Project Director, SBS Bhadauria stated that the SBFP project is planned for a period of 10 years beginning from 2010-11 to 2019-20 which is being implemented in North, South, West and East districts through 26 forest ranges covering 180 JFMCs and EDCs. He also dwelt upon the progress and achievements under the JICA project.
He also stated that the micro plan of the project would be reviewed every year to improve implementation. The success of the first phase of the project would help to extend the period of the project in the state, he added.
Earlier, Conservator of Forest [T], YP Gurung spoke on joint forest management, while Deputy Team Leader PMC, Ganesh Yadav gave his presentation on the progress of the JFM. The workshop started with the welcome address by Additional Project Director, Karma Legshey and concluded with the vote of thanks by DFO East [T] Nombi T Bhutia.
The Minister also released the microplan of 45 JFMCs and EDCs which are taken as initial intervention village. Earlier, the programme also saw presentations by SHGs and Echo-Stream on marketing study of income generating activities.

Battle the Bottle

Editorial:- The festive season is upon us; a season which will be as much about piety as it will be about excesses, making it perhaps the right time to speak about alcoholism. The cops appear to already be on the issue, at play with the new breathalyzer toy they have been given, stopping vehicles and requiring people to blow into the equipment at random. One could argue about the many levels at which such random stopping [without any apparent reason] for random checks is wrong, but that we leave for another day. For now, let’s return to alcoholism since the topic as been broached. This problem is not talked about enough probably because it is substance abuse and HIV/ AIDS which receive funding, leading unfortunately to a situation where it is not be discussed as a problem anymore. But a problem it is. Many people tend to identify alcoholism as a traditional dispensation of the Hill/ Hill People. This is an ill-informed preconception since alcoholism [as a wide-spread problem] could not have debuted in the hills more than half a century or six decades at the most. Alcoholism really becomes possible with the arrival of the IMFLs [India Made Foreign Liquors] since the local brews required too much work and time to be manufactured in enough quantities to feed the alcoholism on a scale that is now possible and common. It is hence wrong to begin any discussion on alcoholism as a traditional weakness of the Hill People. The communities here might have allowed ‘drinking’, but that cannot be construed as addictive levels of drinking. The prejudice, however, because it serves so many businesses so well, has been allowed to set in and after it was ignored in the initial years [of IMFLs and other mass distilling units arriving], spread rapidly to ingrain itself in the society.
The damage wreaked by alcoholism cannot be stressed enough and media here should carry forward its success with getting the problem of substance abuse addressed and report more effectively and widely on the abuse, that of alcohol, which is just as impairing. The media, when even it overlooks the problem of alcoholism in the society, ends up reflecting the social acceptance of this malaise. Few people are disturbed in Sikkim when a colleague turns up for work reeking of alcohol. The only response that an alcoholic evokes are snide remarks and behind the back jokes. There is still no worried concern, or so it appears. Sikkim’s indifference towards this problem will weigh heavy on its collective conscience some day.
Many excuse alcoholism with the argument that the person is earning enough to indulge himself/ herself. Substance abuse, because it usually starts at a much younger age, is more scandalous because of the petty crimes that the addicts invariably resort to finance their addictions. With alcoholics, the harm is more to themselves and their professions. While there is no denying the fact that substance abuse is a serious concern, alcoholism, because not enough seem to be taking it seriously, is even more worrying. Even if one were to keep the emotions aside, the impact alcoholism has on the economy should attract correction action. Most people turn alcoholic in what should be the most productive years of their lives, both professionally as well as a family. When their faculties are compromised, as alcoholism is wont to do, their work suffers as does their family. Those who argue that alcohol boosts creativity or energizes them to work better, or, at times relax, if their dependence is severe, are only peddling excuses to cover up for their weakness and the rest find refuge in these excuses to cover up for their vacuity towards the problem. Too much is put at risk with this indifference because like with all social problems, alcoholism does not affect only the individual but has the entire family suffering. While the younger ‘addict’ makes the elders of the family suffer guilt pangs, an alcoholic, because in most cases they are working members of the family, end up abusing the family [because they have more ‘power’ and control]. Sometimes, while the elders can just ignore the rants of an alcoholic, the younger ones are scarred forever by the trauma. This is a social problem and requires the community to step forward and engage proactively in its battle against the bottle. Sadly, in Sikkim, even the war-cary has not been sounded yet…

Veterans Rally in Gangtok

GANGTOK, 30 Sept: Black Cat 17 Mountain Division, Gangtok organized “Veterans Rally” for ex-servicemen here at the Defense auditorium today. During the function, a total of 27 widows and ex-servicemen were felicitated. The function was attended by Home Secretary, MG Kiran, GOC, 17 Mountain Division, Devraj Ambu and AM GS Joneja [Retired], including ex-army men from all four districts of the state and their families.

EMPOWERING STUDENTS THE E WAY

Letters:- The decision of the State Government to distribute laptops to school and college students has created quite a buzz in Sikkim. Skeptics view it as a political gimmick while others see it as a welcome initiative - a much needed push for students who want to excel but have limited resources. But critics will always complain. After all that is what they do best.
Ok first let’s try and understand the evolution of education in India. Education in India can be traced back to the 3rd century BC. Teachings were imparted orally. And temples of learning like Taxila and Nalanda emerged during the medieval period before the British introduced the western form of education. And after India’s independence, education became the responsibility of the States.  It was only in 1976 that education became a joint subject of the Centre and the States. Today education has transcended all boundaries and has even entered the cyber space. Online learning has taken the country by a storm.
We are living in the 21st century no matter how much we try to live in the denial mode. We have to acknowledge that we need technology more than technology needs us in a digital age where everything is on the verge of going wireless. But if we choose to remain cynical about change and progress, then it would not be fair on our part to promise that we want our students to become true blue 21st century citizens. We would be lying if we say that we want our students to become global leaders but deprive them of opportunities to learn and grow. The laptops will help them to be better certainly.  More than 5925 school students and 3382 college students will benefit from the laptop distribution. The first phase of the distribution will cover schools and colleges of the East and North districts.
Ok coming back to the laptops, we need not suffer from a complex. New ideas and new thoughts are always welcome. Ok let me get this straight. The laptop distribution is not going to give birth to militants or distract students so much that they will fail in their examinations.  It is not going to pose any threat to our border State and neither will it help the Government win the ensuing election.  Laptops will help students reach out and learn and broaden their horizon beyond the four walls of the classroom. Period! Let us wish the students the best of everything. May they achieve excellent results and achievements through the dint of their hardwork.

Final-10 shortlisted for Yangang Dancing Star finals

GANGTOK, 29 Sept: The final-ten contestants of the Yangang Dancing Star competition were selected from the 23 semifinalists who were in contest today.
The semifinal was held at Yangang School complex and had the South Zilla Adhakshya CL Gurung as chief guest accompanied by Panchayat members from various constituencies of South District and BAC officials and staff of Yangang Senior Secondary School, a press release informs.
The final round of contest is scheduled to be held on 05 October at Yangang Senior Secondary School complex, informs a press communiqué received from Milan Basnet, publicity & media coordinator of Tig Day Cho Event Management Agency which is organizing the event. The organizers dedicated the semifinal round to the Panchayat Units of South District.

CM announces 50% exemption in licence and fee for tourism stakeholders

GANGTOK, 29 Sept: The Chief Minister Pawan Chamling today announced 50% tax exemption in licence and fee for those willing to work in the tourism sector. The CM was speaking at the World Tourism Day [WTD] celebrations held at Chintan Bhawan today.
“After the opening of the Pakyong Airport, next year the flow of tourists to the state will increase manifold and keeping this in mind we plan to make Sikkim a Conference Destination for the world”, he added. Sikkim will also be hosting the International Tourism Mart in 2014, he informed.
Speaking on this year’s WTD theme ‘Tourism and Water - Protecting our common future’, he said that only 2.5 percent water in the world is drinkable out of which only .5 per cent of water is available for drinking and this is the biggest problem for mankind in the world. People of Sikkim are very lucky as there is abundant water and thus Sikkim can be the water reservoir of the country and so people need to think and act responsibly regarding this, he added.
It is necessary for all tourism stakeholders to preserve water and make use of it judiciously and it is also necessary for people not to interfere with nature and the environment as this will disturb the ecological balance, he said.
“The use of chemicals and pesticides has turned the world into a dumping ground, but we take a pledge to make Sikkim a chemical and pesticide-free state to save nature and the environment. So each and every one needs to contribute to the implementation of this programme”, he stated.
Industrial growth came to Sikkim in the last 10 years, but the state is still far behind compared to the country and the world while the history of development of tourism in Sikkim is just 20 years old, he informed.
“In 1995, nobody knew about Sikkim and it was very tough to sell Sikkim as a tourist destination then, but 20 years down the line today Sikkim is in the limelight and this is all because of the hard work of the SDF government, which has worked to make and sell the image of the state as that of a clean, peaceful and developed state,” said the CM.
The economy of Sikkim is driven by local resources so there is a need to utilize available local resources and work towards balanced development for the progress of not only the people but also the state.
The CM congratulated all the tourism stakeholders for the development of tourism in the state, but added that there was still a lot to be done and learnt.
“The SDF government has made Sikkim a democratic dividend state and not a democratic deficit state like so many others in the country and the world”, he stated. The government plans to make 100 more tourists spots just like Chaar Dhaam, Samduptse, etc all over the state in the coming years, he informed.
The hard work of the present government has made Sikkim the 9th Most Developed State in the country and the 1st in the North East, 10th best state in the overall category and 5th in less poverty state with the highest employment of 52% in the country, he informed.
He also spoke of plans to develop mountain side and hill resorts, culinary, geo tourism, medical, wellness, heritage, religious and wildlife tourism [as killing of wildlife is only banned in Sikkim and nowhere else], amusement parks and malls to enhance tourism in the state.
Speaking on the suggestions and demands placed by the various tourism stakeholders, he stated that all of them will be looked into and discussed with the concerned agencies for further action.
The Chief Minister was also felicitated by the Tourism department and SAATO for his tireless efforts of promoting tourism in the state. Meanwhile, 20 people working in the tourism sector were presented the State Tourism Awards for their contribution towards promotion of tourism in the state.
Earlier, power-point presentations on various issues connected with tourism and water were shown by S Tambe [Special Secretary, RM&DD], while S Anbalagam [APD, SBFP] gave his presentation on ecotourism and sustainable livelihood. The presidents of TAAS, SH&RA and SAATO also made presentations on marketing of tourism products, conservation of water and adventure tourism in Sikkim, respectively.

State-level workshop on “Joint Forest Management for Sustainable Management of Natural Resources – Livelihood: Ecotourism: Biodiversity”

 GANGTOK, 29 Sept [IPR]: The state level workshop on “Joint Forest Management for Sustainable Management of Natural Resources – Livelihood: Ecotourism: Biodiversity” will be held on Monday at Saramsa Garden, Ranipool. The workshop is being organized by the Department of Forests, Environment & Wildlife Management, Govt. of Sikkim and JICA assisted Sikkim Biodiversity and Forest Management Project [SBFP].
The workshop is intended to strengthen and spread Participatory Management of Natural Resources in the state of Sikkim through collaboration of members of Joint Forest Management Committees/Eco-development Committees, NGOs, Panchayat, Forest Department and other Government Departments and Institutions. The main purpose of the workshop is to create a common platform for various schemes/programs (Forest Development Agency, Green India Mission, Integrated Watershed Management Programs, JICA assisted Sikkim Biodiversity Conservation and Forest Management Project etc) to strengthen the livelihood, ecotourism and biodiversity conservation activities implemented under by the Department of Forest, Environment & Wildlife Management with the participation of local people including youth and women. Similar workshops will be organised at Division, Sub division and Range Level in state for widespread impact.
The workshop will also showcase the achievements made so far in Joint Forest Management, Biodiversity Conservation and Forest Management, Ecotourism and Organizational Development/Infrastructure Development and upcoming activities in Sikkim Biodiversity Conservation and Forest Management Project (SBFP).
Minister of Tourism and Civil Aviation; Forests Environment and Wildlife Management; Science and Technology and Climate Change and Mines and Geology Department is scheduled to attend the workshop as the chief guest and will address the gathering on achievements and way forward to strengthen participatory management of natural resources through JICA assisted Sikkim Biodiversity Conservation and Forest Management Project (SBFP).
The workshop which will be attended by over 600 people will include presidents and members of JFMCs/EDCs, forest department officials,  journalists from print medias and electronic channels, NGO representatives and  Community Organizers from all over the state.
Sikkim Biodiversity Conservation and Forest Management Project period is for 10 years, beginning  from 2010-11 to 2019-20 and  is being implemented in North, South, West and East districts through 26 Forest Ranges covering 180 JFMCs/EDCs. Biodiversity conservation and livelihood development will be achieved through   project components such as: Forest and Biodiversity Conservation, Promotion of Ecotourism, Joint Forest Management and Organizational Strengthening of the Forest Department.

SKM gets Paljor Stadium for 06 Oct

GANGTOK, 29 Sept: The Sports & Youth Affairs Department has given Sikkim Krantikari Morcha party permission to hold a political programme at Paljor Stadium on 06 October. The party had applied for the premises on 24 Sept and received permission on 28 Sept.
In a press release, SKM spokesperson, Dilip Rai, has expressed gratitude to the department on behalf of the party. SKM has announced plans to organize a grand welcome for former SDF MLA PS Tamang [Golay] into the party on the day.
SKM has also invited all party workers and well-wishers to attend the programme during which Mr. Tamang is expected to take charge of the party’s leadership.

Two Sikkim boys in India U-19 football team

GANGTOK, 29 Sept: Two Sikkimese boys have made it to the India Under-19 squad for the AFC U-19 Championship qualifiers.
Uttam Rai and Nim Dorjee have been chosen in the 23-member U-19 Indian football team which will play in the AFC U-19 Championship qualifiers to be held in Doha, Qatar from 04 October, a press release issued by Sikkim Football Association informs.
The Indian team is clubbed with hosts Qatar, Uzbekistan, Turkmenistan and Nepal in Group A of the qualifiers.
SFA has forwarded a congratulatory note to both of them and hoped that they will return victorious.

SIBLAC and Save Sikkim file FIRs against Shiga Energy

GANGTOK, 29 Sept: Sikkim Bhutia Lepcha Apex Committee [SIBLAC] and Save Sikkim [an NGO] filed separate FIRs with the Gyalshing Police Station in West Sikkim on 27 September.
A SIBLAC release informs that its two convenors, Tseten Tashi Bhutia and Rinzing Chewang Lepcha along with Save Sikkim’s president, PR Kharka filed the FIRs on Friday. The FIRs allege “fraudulent act affected by the M/S Shiga Energy Pvt Ltd, which is executing the anti-people and anti-Dharma 97MW Tashiding Hydro Electric Project proposed over sacred Rathong Chu in West Sikkim”.
It is mentioned in the FIR that despite the High Court order of 24 July, 2012 recording that the “execution of the project shall remain subject to the outcome of the writ petition”, the company has begun construction work for the HEP without waiting for the outcome. The company has begun “tunneling, cutting of hills and blasting of rocks on war-footing including works at Dam/barrage site over the sacred River”, it is added.
The FIR accuses departments like Energy & Power Dept., Ecclesiastical Dept., and Forests Department as well as the office of the District Collector (West) of what the two organizations see as “callous approach” and further requests immediate action against the Heads of these Departments and District Collector [West] “for failing to deliver their responsibilities in accordance with the law and abusing their official position”.

‘The Gentleman with a Torn Shoe’ released

GANGTOK, 29 Sept: Short fiction book, ‘The Gentleman with a Torn Shoe’, written by Ashish Sharma of Sikkim was released today at Rachna Books here at Development Area. The book builds on events following the 18 September 2011 earthquake in Sikkim. The book is published by New Delhi-based Mahavir Publications. The book was released by the Press Club of Sikkim president Bhim Rawat.

Saraswati Vidhya Niketan Samdong celebrates annual day on birth anniv of Swami Vivekananda

MANGAN, 29 Sept: The Saraswati Vidhya Niketan, Lower Samdong celebrated the 150th birth anniversary of Swami Vivekananda cum school annual day from 25 to 28 September at the school premises. On the final day of the function various inter-school competitions were organized.
The school felicitated four people from the area for their contribution in running the school successfully. The four people are Gopal Nepal [Principal SVN], Hom Shanker Bhattarai, KN Khatiwara and Kamal Bhattarai. The SVN also felicitated NHPC Teesta Stage V HE Project for its unconditional support.
Highlighting about the school, the principal, Gopal Nepal said that the school was established in the year 2001 with five students and 2 teachers which has grown to 140 children along with 15 teaching and non-teaching staff.

President Vidhya Bharati Sikkim, Chultrim Bhutia highlighted about the Vidhya Bharati school which aims to preserve Indian culture through education. He also highlighted about the life of Swami Vivekananda and his contribution towards the nation.
Addressing the function, the chief guest, area MLA cum Chief Whip, Ugen T Gyatso Bhutia appealed to all the teachers and intellectuals to work honestly for the people and not to misguide them. Highlighting the government’s work the MLA said that criticism should be healthy and productive.
The MLA also assured to fulfill the demands related to extension of school playground, computers and midday meal facility placed by the school in consultation with NHPC Teesta Stage V.

BGP and GJS demand immediate withdrawal of central forces from Darjeeling, condemns molestation incident

GANGTOK, 29 Sept: Bharatiya Gorkha Parisangh (BGP), Sikkim has demanded that the Central Government break its silence over the gross human rights violation by Mamata Banarjee led Trinamool Congress government of West Bengal in its Darjeeling district.
In a press release, BGP Sikkim, general secretary, Prabin Khaling states that the West Bengal government in its attempt to repress the Gorkhaland movement, has been trying to provoke and disturb the non-violent movement led by Gorkha Janamukti Morcha in Darjeeling. The alleged molestation of a school-going girl by a RAF Jawan is an example of the “evil going on in the hills”, states Mr Khaling.
Further alleging that Mamata Banerjee’s government is trying to repress the movement by inculcating fear among the masses, BGP has strongly condemned the incident. The party has also condemned the central government’s policy of “appeasing West Bengal for political gain at the cost of the legitimate demand of Gorkhaland”, it is stated. BGP has demanded that the central forces deployed in the hills be immediately withdrawn.
Gorkha Jagran Samaj [GJS], Sikkim has also condemned the incident and demanded immediate withdrawal of central forces from the district. A GJS release states that it is “extremely unfortunate that the West Government with indirect help from the central government has unleashed a reign of terror to repress the legitimate right of Gorkhas of India on their century-old quest for a separate Gorkha home land comprising of the territories of Darjeeling and Dooars”.
Also condemning the incident, Gorkha Janmukti Vidyarthi Morcha, Sikkim Unit has stated that the incident cannot be taken lightly since the state security personnel is supposed to ensure people’s access to justice, protecting their rights and safeguarding their dignity.

HC meeting discusses upcoming National Lok Adalat

GANGTOK, 29 Sept: The High Court of Sikkim today held a meeting at the court premises to discuss the National Lok Adalat scheduled to be held on 23 November. The meeting was held under the chairmanship of the High Court Judge and chairman of the Sikkim State Legal Services, Justice Sonam Wangdi.
Justice Wangdi informed about the significance of Lok Adalats and National Lok Adalat to be held in November throughout the state as per the directions of the National Legal Authority.
Further he also suggested to the participants to identify the disputes pertaining to land acquisition, family disputes especially in remote areas, compensation disputes regarding Mahatma Gandhi National Rural Employment Guarantee Scheme etc.
The meeting was also attended by secretaries of the different departments along with the Registrar of the High Court, Member Secretary of the SLSA, District Collector East, Judicial Officers; ADCs, sub-divisional magistrates from South and North Districts, additional secretaries and the officers of Sikkim State Legal Services.

SIMFED to purchase Lum oranges

MANGAN, 29 Sept:  SIMFED has come forward to purchase oranges produced in Lum village of Dzongu in North Sikkim. A team of SIMFED officials comprising of the DGM Deoraj Dewan, Inspector Navin Pradhan, Supervisor DB Basnet and ward Panchayat, T Gyatso Lepcha visited the orange orchards of Lum and surrounding areas on 26 September during which they interacted with the growers and assured them that SIMFED would procure the produce at rates to the satisfaction of the growers.

Health awareness and check-up at Lower Dzongu

MANGAN, 29 Sept: A daylong NABARD sponsored awareness cum general health camp (under WADI Project) was organized here at Gor Secondary School Ground on 27 September for Lum/ Gor/ Sangtok and Hee-Gyathang GPUs of Lower Dzongu, North Sikkim. The camp was held in co-ordination with District Hospital Mangan.
The programme started with the welcome address, introduction and a brief description about the programme by Tshering Norbu Bhutia [Asst Project Officer]. Thereafter, awareness session started with a presentation on MDR Tuberculosis by Dr. CS Rai [STNM Hospital] where it was stated that a large number of people are falling prey to the disease. This disease will not stop unless people are more aware, he said and urged people not to hide the disease but consult with doctors.
Panchayat Secretary [Lum/ Gor/ Sangtok] Tshering Gyatso Lepcha highlighted that a lot of people from the GPU suffer from MDR Tuberculosis and requested the Health Department to focus on the issue. He also urged all the villagers to know more about the disease.
Project Co-ordinator, Krishi Vigyan Kendra (KVK) North, Tshering Thendup Bhutia highlighted about the programme and WADI Project.
The chief guest Zilla Adhakshya North, Anguli Lepcha while addressing the function appreciated the effort of KVK North and doctors for organizing such a public welfare camp. She also urged the people educate themselves on the various diseases and to visit the nearest health centre in time.
After the awareness session, a medical team comprising of seven doctors and paramedical staff from STNM and District Hospital Mangan examined the patients for multiple ailments related to Hypertension, Diabetes, Cardiac, Gynae, Pediatrics etc. and prescribed suitable medicines to more than 490 patients who had turned up at the medical camp today. Free medicines were distributed to the patients.
Also during the function, 11 schools from both GPUs were provided with water filters by the KVK and different vegetable seeds were provided to farmers.
A large number of people comprising of women, children, senior citizens, teachers, students of different schools of Lower Dzongu attended the programme.

MGNREGA Social Audit exit conference held for Yangtay GPU

GYALSHING, 29 Sept [IPR]: Pilot Social Audit Exit conference of the MGNREGA for Yangtay GPU was conducted at the office of the ADC [Dev], Gyalshing on Saturday.
The programme was attended by the former and present panchayat members of Yangtay, vigilance committee, line departments, GRS and field facilitator.
District Resource Institution representative made a power point presentation on general issues raised in the Jan Sunwai. ADC, BR Subba addressing the gathering informed that the social audit is mandatory under the MGNREGA for better implementation of the scheme and therefore, he urged panchayats to coordinate properly.

Governor felicitates two Karatekas

GANGTOK, 29 Sept: Governor Shriniwas Patil felicitated two karate players of the state on Saturday in a special ceremony held at Raj Bhawan.
A press release from Raj Bhawan informs that the Governor felicitated Bhim Bahadur Subba, silver medalist at the International Karate Championship in Colombo held in October 2012 and Sushmita Rai, silver medalist at National Karate Championship held at New Delhi this month. The sportspersons were also accompanied by Bidhan Ballav Subba [Coach cum general secretary of Sikkim State Karate Do Association].
On the occasion, Bidhan Ballav Subba briefed the Governor about the activities of the Association and the success achieved by Sikkimese martial artists in the two tournaments. Forthcoming participation by the Association in upcoming tournaments was also discussed.
The Governor congratulated the silver medalists for bringing glory and recognition to the State. He also enquired about the problems and challenges being faced by the players and the Association. He assured all possible help and expressed his best wishes to the sportsmen for their future endeavours, the release mentions.
The delegation on behalf of the Association expressed their gratitude to the Governor for his encouragement and for sparing his valuable time.

BJP-Sikkim open to alliances for 2014 Assembly election

GANGTOK, 29 Sept: Bharatiya Janata Party (BJP) is ready to form an alliance with regional parties in Sikkim for the forthcoming assembly and general elections. Newly appointed state in-charge of the party Dineshanand Goswami on 28 September said that the party was in constant touch with several regional party leaders to constitute an alliance on the lines of NDA for the 32-member assembly and the lone Lok Sabha seat from the State.
“We are in contact with both small and big party leaders and we look forward to work together for the upcoming polls. Our overall priority is to perform well while taking up Sikkim specific issues at the national level,” said Mr. Goswami while speaking to reporters in the capital today.
According to him, leaders of various local parties have held around 3 rounds of discussions with the BJP and have expressed interest to enter into an alliance. Mr. Goswami however refused to share any details. BJP national president Rajnath Singh will convene a special meeting with prospective alliance partners at Kolkata on 01 October, he informed.
“Sikkim’s political situation is similar to that at the centre. People want a change and good governance. Both internal and external security is at stake. Since the mood for change has been set, we want to cross the 270 mark in the Lok Sabha”, he said adding that the party’s PM candidate Narendra Modi also may visit Sikkim during his nationwide campaign ahead of the polls.

Daylong photography workshop held in the capital

GANGTOK, 29 Sept: Thirty participants of different age groups and from different fields attended a day-long workshop on Basics of Photography organized by Gangtok-based Imago Creative Studio here today. The workshop had well-known photographer and founder member of Focus Kalimpong Photo Club, the 33-year-old Chinlop Fudong Lepcha from Kalimpong as the resource person.
The workshop was mainly aimed at beginners who are seeking professional guidance to get a good understanding of photography. During the workshop, Mr Lepcha gave presentations on the different aspects of photography and cameras, which was followed by an interaction session and a photo walk at Lal Bazaar and MG Marg.

SIKKIM INTER-CHURCH FOOTBALL TOURNAMENT 2013 Deluge of goals over the weekend

GANGTOK, 29 Sept: It rained goals this weekend at the 2nd Sikkim Inter-Church Football Tournament 2013 here at Paljor Stadium.
In matches played on Sunday, defending champion Baptist Church Gangtok thrashed EPCS Tadong 8-2, while in another match Agape Baptist Church, Majhitar went down 2-5 to CNI, Gangtok.
Likewise, Canaan Christian Fellowship of Deorali defeated Hebron Church Tadong 5-4 in a tie-breaker through penalty shoot-out, while in the second match, EPCS Sikkip thrashed Life Tabernacle Church 8-2.

HMI trainee dies at Dzongri base camp

GANGTOK, 29 Sep: In an unfortunate incident, a youth from West Bengal who was part of the Himalayan Mountaineering Institute’s (HMI) advanced mountaineering training course being held at the HMI base camp in Dzongri, West Sikkim died due to health related complications here this morning.
SP [West], DB Giri, confirmed the casualty and added that it was premature for the police to make any official statement on the incident as the case had still not been officially reported at the local police station at Yuksom as the area falls under its jurisdiction.
However, as per the SP, preliminary information from the said area suggests that the youth was from West Bengal and was part of the HMI course being held at Dzongri and that the cause of death as telephonically informed was health-related complications.
The SP further informed that the police and HMI staff along with the locals of the area were in the process of bringing down the body from the base camp to Yuksom Bazaar where an official report will be filed at the police station.
The body was expected at Yuksom by 9pm.
