LEGISLATIVE ASSEMBLY MEETS FOR BUDGET SESSION 2011 PART-II
GANGTOK, 26 Aug: The Sikkim Prevention and Control of Disturbance of Public Order Bill, Bill No.10 of 2011 introduced by the Chief Minister who also holds the Home portfolio on 11 August was unanimously withdrawn by the Sikkim Legislative Assembly today. The “notice of motion” to withdraw the Bill was announced on 14 August and formalized today.
The session in the house concluded within 15 minutes.
Today, the second session of the Budget Session-2011 [the concluding session is scheduled for 29 August] also saw all the five amendment bills introduced in the house during the first session on 11 August being unanimously passed without any discussions.

The House was chaired by Speaker KT Gyaltsen which saw the attendance of all the members except the Burtuk MLA, PS Tamang.
The Bills passed unanimously are the Sikkim Ministers, Speaker, Deputy Speaker and Members of Legislative Assembly (Salaries and Allowances) Amendment Bill brought in by the Parliamentary Affairs Minister, DN Thakarpa, the Sikkim Panchayat (Amendment) Bill which was brought in by the RM&DD Minister, CB Karki. the Sikkim Excise (Amendment) Bill which was tabled by Minister Excise Department, Neeru, The Sikkim Civil Court (Amendment) Bill introduced by the CM and the Sikkim Motor Vehicles Taxation (Amendment) Bill which was introduced by the Transport Department Minister, TT Bhutia.
The session today also saw the tabling and withdrawal of the Sikkim Chardham Temple Bill by the Tourism and Civil Aviation Department Minister, Bhim Dhungel. The Bill, it is learnt will be tabled afresh on 29 August under a new name.
The amendment bill to be introduced in the house today was the Sikkim Municipalities Amendment Bill which was tabled by the UD&HD Minister, DB Thapa. The amendment proposes the formation of a District Planning Committee, which is mandatory as per the 74th Constitutional Amendment Act, 1992 of the Indian Constitution. The amendment is to incorporate the said clause in the existing Bill. The voting and discussion on the Bill is scheduled for 29 August.
