Fun fete at Dikchu’s Springdale School
The school hosted the annual fun fete with a colourful extravaganza and cultural programmes. The fete has been an important “fund and friend raiser” for the School, the management informs, adding that the funds raised during this fete go towards subsidizing student fees and allowing the school to offer full scholarships to some students and spend on the library and other school infrastructure.
The fair has been inaugurated by North Zilla Adhakshya, Anguli Lepcha, who graced the function as a chief guest accompanied by Pappu Kumar Malu, Mangan Nagar Panchayat councilor as a guest of honor.
Special Handloom Expo begins in Gangtok
The Development Commissioner visited all the stalls put up by weavers, Self Help Groups and Cooperative Societies from Manipur, Kolkata, Guwahati, Cooch Behar, Uttar Pradesh and all four districts of Sikkim.
The Expo includes a live craft demonstration display, a theme pavilion display of different handloom products including integrated Handloom Development Scheme products from different parts of Sikkim.
The Development Commissioner also interacted with the participants and evinced keen interest and expressed happiness with the various activities.
The Special Handloom Expo 2013 is an annual event of the Sikkim Handloom and Handicraft Corporation, organised with the concept of providing a platform to weavers, artisans, sellers and buyers, to converge and create awareness in the handloom sector as an employment and income generating industry. The Expo will continue till 02 November 2013.
The inaugural function was also attended by LP Barfungpa, Special Secretary cum Director Commerce and Industries, and Ganga Pradhan, Director SHHDC along with the officers and staff of the Directorate.
SKM demands resignation of Sikkim MP’s
GANGTOK, 21 Oct: A central working committee meeting of Sikkim Krantikari Morcha today resolved to demand the resignation of the two MP’s from Sikkim for what the party sees as their failure to protect the Old Laws of Sikkim in light of the passage of the Companies Act 2013 and the feared repeal of Registration of Companies [Sikkim] Act of 1961.

Musical homage to martyrs of 1962 War and to commemorate 50 years songs that infused patriotic fervour
Addressing a press conference organized by the Sanskar Bharati Sikkim-chapter today, Kiran Rasaily informed that he will be leading an around 50-member Sikkim contingent will include singers and painters to the festival.
The Sikkim-chapter of Sanskar Bharati is organizing an audition for local singers [between 12 to 22 years of age] on 14 November here at the Thakurbari premises. The venue will also make space for a painting exhibition from where shortlisted painters will join the Sikkim team.
The Itanagar event commemorates 50 years of the immortal song “Ae MERE WATAN KE logon…” sung by Lata Mangeshkar, written by Kavi Pradeep and composed by C. Ramachandra and the Assamese song “Koto Jowanor Mrityu” written and sung by Late Dr Bhupen Hazarika. The two composition in turn whipped up strong patriotic fervor in the wake of the Sino-India war of 1962 when the North East bore the brunt of the aggression. Arunachal Pradesh was severely affected and the war saw 3,105 soldiers martyred.
Mr. Rasaily informs that on the first day of the event will have a north-east level competition judged by renowned artists from all over the country. The second day programme will begin at 5:41 AM and will continue for 24 hours - during which dance, music, theatre, painting and poetry recitations will continue without break till the next sunrise at 5:42 AM.
He informs that around 10,000 students from schools and colleges of Itanagar and its vicinity will take part in the group song ‘Ai Mere Vatan Ke Logon’ on the concluding day of the event.
He urged local artists to audition for a berth in the Sikkim contingent for this mega-event and seize the opportunity to pay homage to the nation’s martyrs.
SDF condemns claims of members having joined SKM
GANGTOK, 21 Oct: The Sikkim Democratic Front has condemned news reports of its party-members from Upper Burtuk joining the Sikkim Krantikari Morcha yesterday. The news, an SDF press release claims, was totally baseless and confusing.
The SDF press release issued by its publicity secretary, CM Mishra, states that the news items mentioned the name of one Devi Prasad Kharel, who, the release goes on to content, has an ignominious track-record constantly switching parties and political affiliations. No proper record exists of the said person belonging to the SDF, it is contended.

South-West Deanery ICYM Youth Commission organizes seminar on village tourism
NAMCHI, 21 Oct: A 2-day seminar on Village Tourism was organized at St. Francis Assisi Church’s Community Hall in Jorethang on 18 and 19 October by the South West Deanery ICYM Youth Commission. The seminar, themed “Reinforcing the dream of ICYM- Diocese of Darjeeling and Sikkim”, was inaugurated by Bishop Stephen Lepcha, Bishop of Darjeeling Sikkim Diocese, Fr. Fintan Moktan , Vicar General of the Diocese, Fr. Michael Singh, Diocesan Youth Co coordinator and Sushil Tamang, the resource person.
The seminar was attended by more than 70 youth from different Parishes and quasi Parishes of South West Sikkim Deanery. Beside them, the youth coordinators of South West Deanery and North East Deanery of Sikkim Fr. Anthony Dewan and Fr. Yojan Dewan , Fr. Stany Sequira vice Principal of St. Francis’ School Jorethang and Fr. Sukhden Lepcha were present to encourage the youth.
The ICYM South West Sikkim Deanery president, James Rai, delivered the welcome speech.

The next day had Mani Kumar Gurung, a young farmer from Bul-Kalikhop, who has taken up floriculture and horticulture.

South cops nab peddler at Mamring
NAMCHI, 21 Oct: Following up on the source information, Namchi Police today nabbed an alleged drug peddler from his residence in the border town of Mamring in South Sikkim along with a substantial cache of prescription drugs of abuse.
PI Bijoy Subba of Namchi Police Station informs that one Bee Kumar Rai (23) of Pakyong in East Sikkim, currently residing in a rented house at Mamring had been on the police radar for suspected involvement in drug peddling for a while now. When a source tipped cops of the suspect being possession of substances of abuse, the Mamring polic outpost was alerted and a team of cops under the directions of OC Namchi PS and led by ASI Deo Narayan Rai raided the rented house of Bee Kr Rai.
The raid reportedly led t the recovery of 20 bottles of a much abused cough syrup, 210 tablets of N-10 and 1,091 capsules of Spasmo-proxyvon. The accused has been taken into custody and a case under Sikkim Anti-Drugs Act registered at Namchi Police Station.

DenzoBoi releases debut album
Hailing from Phodong in North Sikkim, Namgyal had his early schooling at Kyi-de-Khang Secondary School and completed his BA LLB this March. He recorded the album at Psalms Studio, Tadong, Gangtok.
Clearly passionate about his music, Namgyal, upon completing his law course, resolved to do something substantial in music. “I thought it would be a waste of time sitting idle and it was then that the idea for the album came to my mind,” he says, adding, “Singing was my dream and I finally chose Rap”.
He now plans to go for higher studies next year.
Meanwhile, he has appealed all to ‘like’ his facebook page - namden a.k.a Denzoboi where the official music video for his first song “sweetmama” will be releasing soon.

GANGTOK, 21 Oct: Gangtok Urban ICDS Project celebrated International Girl Child Day themed “Innovating for Girls’ Education” at Samaj Kalyan Bhawan, Lumsey in East Sikkim on 11 October. The programme was attended by Aganwadi workers, supervisors and the CDPOs.
A press release informs that the programme had Legal Officer Yosha Lachenpa and Deputy Director [ICDS], GM Subba as resource persons, who took up some of case studies of sexual assaults, the Delhi gang rape and stressed on the girl education.
The programme was coordinated by supervisor, Sunita Tamang and concluded with a vote of thanks by supervisor Ranjana Rai.

Deciding Employment

After over a decade of trying to inspire the youth towards gainful self-employment, entrepreneurship or private sector employment, the State government has now also taken a policy decision to extend unemployment allowance. Only the policy announcement has been shared thus far and details of how this ‘allowance’ will be dispensed are awaited. Coming as it does in an election year and in a political charged time, and given the less than mediocre level of professionalism among its bureaucrats and the complete absence of an earnest civil society, it is unlikely that this initiative will be allowed to be anything more than a sop. One hopes though that this allowance does not end up encouraging indolence because its real role should be to support an unemployment youth in her/ his search for employment. It is important that this allowance is extended in such a way that it sustains efforts to find employment and does not become a sop which rewards the status of remaining unemployed. And this should be an initiative which the unemployed youth should lobby to make meaningful because if extended as a sop, the allowance will be a pittance because it will have to spread wide and indiscriminately, but if drafted intelligently and with the interests of those genuinely interested to find employment, it can supplement the continuing efforts to equip Sikkim’s unemployed young with more employable skills.
And while on the topic of unemployment, employability and aspirations, it will be worthwhile for Sikkim and its people to also deliberate over the continuing obsession for government jobs. Government employment, with its job security, absence of accountability and lavish salaries, is understandably aspired for by the unemployed; but it is beyond comprehension how employment anywhere is not even considered an employed status in Sikkim. People employed in the private sector can continue to secure ‘employment identity card’ attesting to their unemployed status! While one may argue that remunerations in the still nascent private sector are rather low, it still does not explain why it is not considered employment. Attempts were made to make this system of “employment identity cards’ more representative of actual employment status during such schemes as the CMSES, but these have met with only limited success. Issues like these will also be need to be resolved when the unemployment allowance regime is brought into play. And then there is the still largely unaddressed situation under which attempts to inspire the youth towards self employment and private job markets continue to meet with only limited success. Sikkim needs to collectively address this issue and take the opportunity opened by the offer of unemployment allowance to address employment and its aspirations…

Dzongu farmers receive cash incentives for undertaking fodder plantation works
MANGAN, 20 Oct: The Animal Husbandry Department’s North district office organized a cash incentive distribution programme for 70 beneficiaries from Dzongu constituency who had undertaken fodder plantation works on their land holdings under the grassland development scheme, a 100% centrally sponsored scheme, here at the District Veterinary Hospital today. The function was presided over by the Hee-Gyathang GPU Panchayat President, Samroo Ugen Lepcha, as chief guest and was also attended by the BB Subba (Addl Director cum MD, North District Milk Union), LD Lachungpa (Addl Director, Feed/ Fodder, Head Office), Dr. SK Subba, Joint Director, Dr. KT Bhutia, Deputy Director, North, Dr. CP Rai Deputy Director, Dzongu subdivision and the beneficiaries.
The beneficiaries were provided cash incentives of Rs. 5,000 each and fodder seed mini kits of oat and maize to augmenting the winter green fodder reserves for their dairy animals. The plantation works were carried out by the beneficiaries in August 2013 under technical supervision of the Department. The farmers had earlier been provided planting materials and agricultural implements by the Department as prescribed in the project guidelines, it is informed.
The farmers were also provided orientation and training on the significance of balanced feeding of concentrate and roughage and the emergent need of time to raise quality fodder resources in their own backyards in order to make the dairy enterprise sustainable and viable in the long run. The area panchayats appreciated the gesture and expressed gratitude towards the department and the government.
A similar programme was earlier held for Lachen-Mangan constituency covering 70 other beneficiaries on 10 October.

Sunday records 5 UDs
GANGTOK, 21 Oct: A total of five cases of Unnatural Deaths [UD] were registered at various police stations across the State on Sunday, 20 October. While three were suicides, two deaths resulted from accidents.
At Sepi basti under Uttarey Police Station, a 48 year old man committed suicide by hanging from a tree. Preliminary investigation suggests that the deceased has been suffering from depression for the past few months, his condition reportedly worsened by the burden of a debt he was under.
Elsewhere in West district, at Chingthang [Sagbari] under Kaluk Police Station, a 25 year old man committed suicide by hanging in a poultry farm there.
Meanwhile in Singtam, the dead body of a 58 year old woman, a resident of Ghurpisey, Namchi, reported missing since the morning of 15 October from Namchi, was recovered from the banks of the Teesta near 20th Mile, Bardang on Sunday. It is suspected that she committed suicide by jumping into the river.
Under the Gyalshing Police Station, a 28 year old woman, resident of 5th Mile, Khechopari had gone to shop for groceries at 7 p.m. but did not return home. At around 9 p.m., her husband and the villagers started a search for her. At 11 p.m. they discovered that she had fallen to her death from a village road overlooking a cliff.
Under the Sherathang Police Station, the Sadar police informed that around 2 p.m. Phurba Sherpa, constructing a shed for puja with villagers at 4th Mile, JN Road was electrocuted when he accidentally touched a direct line above with a GI pipe. He was evacuated to STNM Hospital in Gangtok but succumbed to his injuries on the way.

Boxers Sandhya and Pratima return from coaching stint with team India in Bulgaria
Sandhya Gurung represented India as the coach of women boxers under youth [under 19 years] category, while Pratima Gurung coached a group of women boxers under Sub-Junior category [under 16 years].
A Sikkim Amateur Boxing Association [SABA] press release issued by its president, Prawin Gurung informs that there were altogether 18 boxers and six coaches in the contingent which represented India in the championship which was participated in by 32 countries. The release informs that India was able to get one silver and one bronze under youth category and a bronze under sub-junior category.
The duo who were women boxers of the state are now qualified coaches and have completed their degree from National Institute of Sports in the year 2007-08 and 2009-10. As qualified coaches, they had earlier represented India in the 1st World Women Boxing Championship held in Antalya (Turkey) in 2011.
Sandhya Gurung is presently employed as a Coach in the Sports & Youth Affairs Department. She has represented India in a number of international championships and had led the interim contingents of women boxers to Istanbul (Turkey), Sri Lanka, Serbia and China in the past.
Pratima Gurung is presently working in the HRD Department as a Physical Education Teacher. Earlier, she had participated and won medals in a number of national championships. Both the boxers are primary members of the Sikkim Amateur Boxing Association and have been contributing to the best of their abilities for the promotion of boxing and boxers in the State.
“It is a matter of great pride for the state to have such talented women boxers and coaches representing India in the International arena,” a SABA press release conveys.

State Govt decides to grant Unemployment Allowance
GANGTOK, 21 Oct [IPR]: The State Government has taken a
major policy decision to grant unemployment allowance to the unemployed youth
of the state. This decision, along with some other significant initiatives were
formalized at a Legislature meeting held last Saturday, 19 October.
Those who have passed Class X and those who are diploma
holders and are unemployed will be eligible for the allowance. The amount of
the allowance and other criteria is to be declared by the concerned department
soon.
In another policy decision, the State Government has decided
that Voter Card holders of Sikkim will also be eligible for getting GCI sheets
and subsidized food grains from the government, at par with other beneficiaries.
The details about this policy decision will also be brought out by the
concerned department.
Sikkim Companies Act has not been repealed: PD Rai
GANGTOK, 20 Oct: Lok Sabha MP from Sikkim, PD Rai, in a press statement issued late this evening, explained that the unlike being claimed and speculated, the Registration of Companies [Sikkim] Act, 1961 has not been repealed. The MP has presented a detailed explanation on the situation, fleshing out the technicalities involved in passage of Acts and role of gazette notifications.
“Contrary to media reports, the status quo on the Companies Bill, 2013, remains as far as Sikkim and its interests are concerned,” Mr. Rai insists. The Companies Act 2013 received Presidential assent on 29 August and to this end, Section 1(3) of the Companies Act, 2013 states, “the remaining provisions of this Act shall come into force on such date as the Central Government may, by notification in the official gazette, appoint and different dates may be appointed for different provisions of this Act.”
“Publishing of the act in the Official Gazette does not imply its immediate implementation. The Ministry of Corporate Affairs notified several sections of the Companies Act, 2013, on 12th September. However, section 465, which repeals the Registration of Companies (Sikkim) Act, 1961, was not notified,” Mr. Rai explains.
This, he points out, is in accordance with the assurances given by the Minister of Corporate Affairs Sachin Pilot to the Members of Parliament from Sikkim. Mr. Pilot had said on the floor of the House, “I want to assure the Hon’ble Member from Sikkim that before the ‘notification’ is issued, we will have consultations with the State government, for that matter we will speak to the Chief Minister of Sikkim and the Hon’ble MPs on all issues related to Sikkim in the bill and will take into consideration all issues and address them.”
“To this end, the process of consultation and dialogue between the Sikkim Democratic Front and the Ministry of Corporate Affairs continues with the best interests of Sikkim in mind,” Mr. Rai informs.
The Party would like to add for the record that since the Sikkim Companies Act has not been repealed, and continues to be in effect, it finds the present media reports highly speculative and politically motivated, he reiterates.
“Contrary to media reports, the status quo on the Companies Bill, 2013, remains as far as Sikkim and its interests are concerned,” Mr. Rai insists. The Companies Act 2013 received Presidential assent on 29 August and to this end, Section 1(3) of the Companies Act, 2013 states, “the remaining provisions of this Act shall come into force on such date as the Central Government may, by notification in the official gazette, appoint and different dates may be appointed for different provisions of this Act.”
“Publishing of the act in the Official Gazette does not imply its immediate implementation. The Ministry of Corporate Affairs notified several sections of the Companies Act, 2013, on 12th September. However, section 465, which repeals the Registration of Companies (Sikkim) Act, 1961, was not notified,” Mr. Rai explains.
This, he points out, is in accordance with the assurances given by the Minister of Corporate Affairs Sachin Pilot to the Members of Parliament from Sikkim. Mr. Pilot had said on the floor of the House, “I want to assure the Hon’ble Member from Sikkim that before the ‘notification’ is issued, we will have consultations with the State government, for that matter we will speak to the Chief Minister of Sikkim and the Hon’ble MPs on all issues related to Sikkim in the bill and will take into consideration all issues and address them.”
“To this end, the process of consultation and dialogue between the Sikkim Democratic Front and the Ministry of Corporate Affairs continues with the best interests of Sikkim in mind,” Mr. Rai informs.
The Party would like to add for the record that since the Sikkim Companies Act has not been repealed, and continues to be in effect, it finds the present media reports highly speculative and politically motivated, he reiterates.
Sikkim Everesters on top of the world, again GOVT ANNOUNCES SIKKIM KHEL RATNA AWARD FOR TRIUMPHANT TRIO
NAMCHI, 20 Oct: Anand Gurung, Ravindra Kumar and Kazi Sherpa were on top of the world, literally, in May 2013 when, over the course of three days, each stepped on to the summit of Mount Everest. Now, about five months since, they back on the top of the world with the State Government announcing their name for the Sikkim Khel Ratna, a recognition which carries a Rs. 10 lakh kitty each apart from the prestige it shines on the mountaineers. Needless to add, all three are elated over the announcement and each thanked the State Government and the Chief Minister not only for the latest announcement, but also for having made their adventure possible to begin with.
The trio has secured a special set of firsts – Anand is the youngest Sikkimese to climb Everest, Kazi Sherpa has now done it for the second time and Ravindra Kumar is the first IAS officer to have climbed Everest.
An IPR Deptt press release issued yesterday informs that the State Government has announced to confer the Sikkim Khel Ratna Award along with a cash reward of Rs. 10,00,000 each to the three Everesters who had scaled Mt. Everest in May 2013.
The release goes on to inform that the Everesters had called on the Chief Minister on their return to Sikkim on 06 June when, while congratulating them, the Chief Minister had shared them that they would be suitably honoured by the State Government for their achievement.
The Sikkim Khel Ratna along with the cash award will be conferred on the trio at a Stat function during the next Republic Day celebrations, 26 January 2014, he release informs.
Needless to add, when contacted, each of the three shared his elation over the announcement and spoke on how this gesture has made their sense of achievement even more special.
At 21, Anand from Damthang in South Sikkim, is the youngest Sikkimese to have climbed Everest, a feat h completed on 17 May 2013. He is currently working as a guest instructor at the Indian Himalayan Center for Adventure and Eco-Tourism at Chemchey in South Sikkim. When contacted, he first thanked Chief Minister Pawan Chamling for having provided him with the opportunity to attempt Everest and again for recognizing his achievement now with the Khel Ratna.
When asked what he will do with the Rs. 10 lakh cash award, he admits that he confused about what us he could put this sizeable amount to, and adds that more than money, it is the gesture of conferring the Sikkim Khel Ratna which will inspire more youngsters towards aiming high and embracing adventure instead of dangerous lifestyles.
“Youth who pick up dangerous and harmful habits should now realize that life itself is an adventure and pursuing adventure sports will not only keep one fit and healthy, but also teach us to love Mother Nature. Youth love challenges in life, and if shown the right path, they can put this instinct to the right use and the experience will give them the confidence to overcome any difficulty in life,” he shared.
Ravindra Kumar stepped on the summit of Everest on 19 May and with it, became the first IAS officer in the country to succeed on the world’s highest mountain. He is currently posted as the Sub Divisional Magistrate in Namchi and was on probation in Gangtok when the Everest opportunity opened up.
When contacted for his response on the Khel Ratna announcement, he said, “It is always a matter to cherish and feel proud when your capability is recognized; especially when it is done by the State government.”
Sharing that the award will boost his morale and confidence, he added that this has also shouldered him with more responsibility and encouraged him to continue serving the State and the people better.
“When a state honours your achievement, it shoulders one with more responsibility to maintain a certain standard not only in the field of sports and adventure but also in the field of social service both at the state and national level. This honour has given me a new responsibility. I thank the Government of Sikkim in general and the Chief Minister Pawan Chamling in particular. The other two Everesters from Sikkim were part of the North East expedition team but I climbed the Everest privately on my own expenditure, hence the permission of the Chief Minister of the state to whose cadre I belong was a must. I requested Chief Minister Pawan Chamling and he granted permission without any delay due to which my dream came true,” he shared further.
For Kazi Sherpa, currently serving as OSD cum Technical In-Charge at IHCAE-Chemchey, 18 May saw him on the summit of Everest for the second time. And now comes news of the Khel Ratna felicitation.
“This is the most unique felicitation I have ever received. This is an honour for me and my fellow Everesters. This award will not only honour them but will also encourage the younger generation of the country as a whole towards adventure tourism. This is a big honour,” he said.
Sikkim has more scope in adventure and this is just the beginning, he added, while thanking the Government of Sikkim, the Chief Minister and the concerned department for the award.
“I also thank the Director, Indian Himalayan Center for Adventure and Eco-Tourism, Chemchey, GT Bhutia. I along with my family and relatives are really grateful to the Chief Minister of Sikkim who has announced this honour,” he adds.
The official release on the award adds that the State government has announced the Khel Ratna for the Everesters as a token of recognition of their “extraordinary effort, determination and perseverance in scaling the highest peak of the world”. The State Government has always supported and encouraged such achievers in the field of sports and other disciplines and this announcement is one such gesture of the State Government to motivate the youngsters of Sikkim to achieve similar feats, the release concludes.
Wushu martial artists excel at NE Jeet Kune Do tourney
Binita Rai, Arjun Tamang, Mukesh Singh and Rakesh Singh fought their way to gold medals, while the silver medalists were Som Bahadur Tamang, Sangay Lama Tamang and Raishul Haq and bronze medalists were Kinchok Gurmee Bhutia, Ajay Mere, Ashish Kumar Gupta and Ugen Lama Tamang.
Binita Rai was also adjudged the Best Fighter among senior women and awarded a cash prize of Rs 20,000.
Likewise, Arjun Tamang also awarded with the Best Fighter trophy in sub-junior and received a cash prize of Rs 10,000.
All eleven medalists have now qualified for the upcoming 27th National Jeet Kune Do Championship scheduled to be held in Gujarat from 27 to 31 January next year.
The team was accompanied to the tournament by coach OS Singh.

With the repealing of Sikkim Companies Tax Act, 1961, consequent upon enactment of the new Indian Companies Act 2013, Sikkim has lost one more Old Law, the protection of which is guaranteed by the Constitution. It was our sanguine hope that some clause would be incorporated so that Sikkim did not become a playfield for companies of all shades. We hope they will not go on penetrating all nooks and corners of the State, blatantly violating the laws of the land on strength of the well coined 99 years lease. We already have enough companies established in the best of our lands and how much they have contributed to the beleaguered State exchequer would be interesting to learn. The oft repeated rhetoric that they have provided ample employment opportunities to the sons and daughters of the soil may be partially true and needs a closer look and analysis with the cost-benefit criteria meticulously worked out.
Sikkim is unique not only in its geo-physical location, but more importantly in its pristine environment where peace and tranquilly prevail mainly due to the very nature and temperament of the people who abhor violence. It is time that the people of Sikkim who have come of age due to the very many befitting programmes launched of late, especially the younger lot in the age group of 18 to 35, who constitutes nearly 44% of the population and on whom the future lies, made some concerted efforts to understand, analyze and take a stand so that their future is not lost by hasty decisions.
The development in Sikkim must keep pace with the capacity and capability of the people of the State and in consonance with the environment. To think that the world is a global village and Sikkim willy-nilly must get sucked into, in my humble opinion, is erroneous thinking.
In the given situation, the best course is for our younger generation to venture into industrial, trade and business activities, no matter how small they are, and for which the Government should give them level playing field in the truest sense duly acting as cushion in the areas of uncertainly. This much the younger generation has the right to demand and receive from the powers that be.
Good-bye Sikkim Companies Act 1961! You were born to protect the interest of little Sikkim and we have perforce thrown you out with the bath-water. Let us take it as a solace that four decades were long enough for us to mature and become capable to playing in bigger arenas where tough guys play. Good luck and God bless.

TT to take over Namchi this week NTTA TO HOST 2ND NAMCHI INTERSCHOOL AND OPEN TT CHAMPIONSHIP FROM 24-27 OCT
In a gesture which is bound to attract more participants, NTTA has not only kept registration for the interschool event free, but will also be providing free lodging and lunch to all students signing up for this segment of the championship.
Member of the organizing committee highlight that this is being done in accordance with the association’s main agenda – to provide a platform for TT talent from rural areas and promote the sport in South and West districts.
The interschool segment of the tournament will be played on the first two days -24 and 25 October. The organizers are confident that teams from almost all senior and senior secondary schools [both, private as well as government] of the State will participate. Two events will be held exclusively for south district players – sub-junior Boys and Girls Singles and Junior Boys and Girls singles
Outs-station school teams have been advised to bring a blanket with them in light of the spell of cold weather which has hit Namchi.
The final two days of the tournament - 26 and 27 October – meanwhile, will see the open category competitions.
For the open category, the registration fee has been set as follows: Rs. 100, 150 and 200 for Sub-Junior Boys and Girls, Junior Boys and Girls and Open Men and Women singles and Veteran Men Singles respectively.
The organizers further inform that they will be providing one meal per day to all participants.
The NTTA organizing committee has also conveyed thanks to all sponsors for their support and especially the Namchi-Singhithang MLA Binod Rai and District Collector [South] Prabhakar Verma who have extended keen support to the holding of the tournament. SKM condemns repeal of Registration of Companies (Sikkim) Act
GANGTOK, 20 Oct: Sikkim Krantikari Morcha has expressed strong objections against what it sees as the dilution of the Old Laws of Sikkim with the repeal of Registration of Companies (Sikkim) Act of 1961. The party has alleged that the SDF Government has been working against the interests of the people and has diluted the Old Laws of Sikkim ever since it came to power [in 1994].
An SKM press release issued on Saturday informs that the Companies Act 2013 which was implemented throughout the nation on 12 September has made the state companies ineffective. The release stated that this will directly affect the landlords, youth seeking jobs, smallscale industrial units and the coming generation of the state. The protections and benefits secured for the Sikkimese under the 1961 Act of Sikkim are now lost, the release adds.
The release goes on to rue that Lok Sabha MP from Sikkim, PD Rai, has not taken up the issue in the Lok Sabha and contends it was only after SKM took up the issue along with the State’s intellectuals, that Sikkim’s Rajya Sabha MP Hissey Lachungpa discussed this issue in the House.
The release also reminds that on 08 August, Corporate Affairs Minister Sachin Pilot had assured that the Act would be implemented only after listening to the State government.
The SKM party has demanded the resignation of both MPs from Sikkim for having failed to make Sikkim’s case in this development.

Paralegal volunteers complete training in Chungthang
The training was organized by the North District Legal Services Authority on the directions of the Sikkim State Legal Services Authority. Fifty-five trainees from Lachung, Lachen, Chungthang, Shipgyer and Toong-Naga GPUs; Panchayats, NGO representatives and local public took the training with the objective to work towards enhancing awareness and understanding among the general populace on legal matters.
The valedictory function had the District & Special Judge (SSLSA), Karma Wangchuk Bhutia, as chief guest, who handed over the certificates and identity cards to Paralegal Volunteers and urged them to circulate proper legal services message to the rural folk. He reminded them of their role as bridges for better legal services to the lay people and to minimize crime in the society.
He further commented that land disputes and other social disputes could be settled on 23 November on the occasion of the National Lok Adalat and that such disputes at village level should be informed to authorities by Para Legal Services Volunteers.
During the three-day training, the paralegal volunteers were imparted knowledge on legal matters by resource persons Sonam Palden Bhutia, Tashi Rapden Barfungpa and Tshering Wangyal Bhutia, all three of whom are advocates.
District and Sessions Judge JB Rai also spoke today on the nature of legal services, free legal services, complaints or suggestions and how legal aid can be availed.
Judicial Magistrate/ Civil Judge, North, Binay Sharma, shared that they have received positive feedback from the trainees and the result will also be positive.
Likewise, Lendup Lepcha, Panchayat president Chungthang GPU on behalf of the Panchayat and pipons extended gratitude to the SSLSA for providing such fruitful training to the public, Pipons and Panchayat.
Also present for the function was SDM-Chungthang, TT Bhutia, SDPO, Panchayat members and Pipon of Lachung and the trainees.
Nyingma Institute celebrates silver jubilee
Welcoming the gathering, Acharya Sonam Gyurme presented a brief history of the institute and on the contributions of Rigzin Dorje Rinpoche in establishing it.
Acharya Gyurme informed that the Rinpoche has been staying at the ‘bhavan’ maintained by the Tsuklakhang Trust where many other monks from various parts of the country and the world are provided free accommodation. In this regard, he expressed dismay over the fact that the Rinpoche, who is now 60 years old, has been asked to vacate the bhavan. Highlighting the Rinpoche’s selfless service over the years he conveyed that it was very unfortunate that Rigzin Dorje Rinpoche has been asked to leave the bhavan.
Meanwhile, the chief guest, Mr. Subba congratulated the institute’s students and staff on completion of 25 years of the establishment and highlighted that the milestone was a ‘red letter day’ for the institute.
“I have learnt today that the institute has not received any assistance from the State government so far. Since I have come today in a personal capacity, I cannot make any commitments on the government’s behalf but I will definitely bring this to its notice and extend all possible help,” he said.
Rigzin Dorje Rinpoche, in his address, thanked all for attending the silver jubilee celebration of the institute. He further expressed hope that the state government will participate and support all such events in the future.
Also present on the day were Lachung Rinpoche, Lachen Rinpoche [Dungse Tulku Wongda], former Minister Tseten Tashi, Director Ecclesiastical Affairs Department, Sonam Gyamtso, Khempo Chewang, monk representatives from Nepal and Bhutan along with the local gentry.
On the second day, i.e 19 October, Tsedup [long life prayers] for Rigzin Dorje Rinpoche was performed. The silver jubilee celebration concluded on 20 October.
Namchi TT Assc secure STTA affiliation
Established in 2012, NTTA was formed with the objective to identify TT talent from rural South and West Sikkim and promote the sport in the two districts. Accordingly, the association hosted an open TT championship in August last year. More than 300 paddlers from all over the State had participated in the tournament making it a huge success.
Nayuma Women’s Cooperative Society releases dividend and bonus
The chief guest presented dividend at 3% of share contributed and bonus of Rs. 10,000 each to active members of NWCS. Similarly, he also distributed bonus and incentive to all the professional executives, non-members and artisans of self help groups under NWCS.
The NWCS president, Rinchen Doma Sherpa, in turn presented a cheque of Rs. 45,000 to the chief guest as Dividend on shares of Rs. 15 lakh contributed to NWCS by Cooperation Department.
During the function, the chief guest congratulated all members of NWCS and the In-charge and Deputy Registrar Tshering Tobgay Bhutia along with the Consultant Executive Tashi Tshering for their dedication towards the society. He said that the NWCS has created history in the cooperative sector of Sikkim by distributing dividend and bonus to members, professionals as well as to the government. The dividend presented to the government by NWSC will be utilized for the development of other cooperative societies in the state, he assured.
He said that sincerity and proper management were the most important factors in making the society successful. He also suggested opening other branches in the districts.
While addressing the gathering the Former Registrar of Cooperation Department, Wangyal Tshering Bhutia, shared his experience or working with the NWCS and congratulated it for its achievement. He said that the society was a good example of Women’s Empowerment in the state.
The programme was also addressed by the RK Gautam, Additional Registrar and Tshering Topgay In-charge NWCS and Deputy Registrar Cooperative Department. Earlier, Kamala Rai, member, Board of Directors NWCS presented a brief report and background of the society while Ledina Lepcha, Assistant Manager proposed the vote of thanks.

Arguing that the said intent was now clear, the organisation has rubbed in its condemnation by demanding that the issue be President of India issue an Ordinance “straightly doing away” with the 36th Constitutional Amendment Act which gives Sikkim its special status.
The organization has condemned the Govt of India’s “design and act” and what it sees as the Chief Minister’s “reluctant approach and attitude in preserving Sikkim’s ever fading unique identity within the Indian Union”. Like other organizations and parties in the Opposition, NASBO has also demanded the resignation of Sikkim’s two MPs.

Golay receives 391 from his former constituency into SKM
GANGTOK, 20 Oct: Former MLA PS Tamang [Golay] today received 391 members into the Sikkim Krantikari Morcha from his former constituency, Upper Burtuk, here at the party head office. The 391 were introduced as SDF members who have now cast their lot with the SKM. The ward level committee for Upper Burtuk constituency was also formed today.
Addressing the gathering later, Mr. Tamang accused the SDF and his former leader, Chief Minister Pawan Chamling, for having conspired to ensure that he could not work for the people of his last constituency.
While reiterating that he was not even interested to contest the 2009 elections, Mr. Tamang thanked the people of Upper Burtuk for having lavished support on him in the last elections and for continuing to have faith in him.
He lashed out against the CM, his leadership, government and his former party in his address and stated that “SKM was not formed just to fight the coming elections, but to be able to fight for the rights and be able to provide justice to the youth and the people of Sikkim”.

Gangtok warms up to Everyday is Sunday ANAND OBEROI
On Monday, the entire star cast will be leaving for Nepal to promote the film there. Everyday is Sunday will be released in Nepali in Nepal with Gopi Krishna Movies having taken over distribution of the film there and working towards screening it in 80 cinema halls across Nepal.
The film has been shot completely on locations across Sikkim and features mostly local artists. Helmed by Subhendu Ghosh as Director, it is produced by local production house Deorali Varieties (DV Studios) owned by local promoters, Pabi Ratna Sakya and Rakesh Mohra.
Deependra Mohora, also from DV Studios, has worked as the associate director in the film and is also responsible for selecting all the shooting locales.

Shot extensively in the north and east districts, the film, as mentioned, features several local actors.
“The film has not only given a good platform to local artists but has also been able to showcase the beauty and serenity of Sikkim. This effort will surely help the state government promote tourism even more widely,” said Pabi Sakhya while speaking to NOW! during the premiere.
Another local talent, Anita Mohra has debuted as costume designer with this film while Anwesha of Sa-re-ga-ma-pa fame and Prantik of Voice of India have sung to music composed by renowned Mandolin player Snehasish Majumdar and lyrics by Sudhakar Sharma.
Denzong Welfare Assc protests Companies Act 2013
GANGTOK, 20 Oct: Denzong Welfare Association, Gangtok, convened a meeting on Saturday at its head office in Development Area to discuss the repeal of Registration of Companies (Sikkim) Act, 1961 by the Companies Act, 2013 of the Union Government of India. The association has resolved to protest this move, and apart from extending support for the stand taken by Rajya Sabha MP Hissey Lachungpa in the Rajya Sabha, thumbed down Corporate Affairs Minister Sachin Pilot’s failure in taking Sikkim into confidence as promised before notifying the new Act.

Pragati Club continues hosting Durga Puja celebrations at 6th Mile
GANGTOK, 20 Oct: Pragati Club of 6th Mile, Tadong, organized Phulpati Shova Yatra from the Durga Mandir complex at 6th Mile to Saraswati Dolma Mandir, 5th Mile, here and back on 11 October to flag off the Druga Puja/ Dasain celebrations.

Intro: A meeting with the Chief Secretary, Heads of Departments, Principal Directors, Directors and Chief Engineers was held at Samman Bhavan on 18 June 2013. The Chief Minister addressed the meeting after the Secretaries and Heads of different Departments presented reports of their respective Departments. The CM’s address is excerpted below:
Chief Secretary Madam, DGP, Principal Secretary, Special Secretaries, Principal Directors, Directors, Chief Engineers and Heads of Departments.
This is a high level meeting of the officers of the State. That is why we have called Directors, Chief Engineers and high ranking officials to this meeting. People have given us the mandate to run the Government. We have called this meeting to discuss the welfare of the people. We will talk on our accountability and responsibility. You must take it seriously. We will talk and discuss on the responsibilities and accountability of the employee mechanism and the responsibilities and accountability of the Governmental mechanism. In a democratic set up, people are the powerhouse. People have provided us the power to run the Government. They have empowered us. People have empowered us to make policies, projects and schemes and we are doing exactly that.
Finance Bill is passed in the Legislative Assembly. After the Council of Ministers passes the plan then the bureaucracy has one hundred percent responsibility for its implementation. You must be responsible to the Government the way we are answerable to the State, country and the people. But the weakness of the Indian bureaucracy is that it lacks the feeling that it has 99 percent responsibility for the implementation of the policies made by the Government. Our Indian bureaucratic mechanism is capable and good but it is due to the lack of this feeling that we lag behind when compared to most of the countries. But we tend to blame the Government for our backwardness. Nobody thinks why the policies, rules, schemes of the Government are not implemented. The Tourism Secretary, Forest Secretary and IPR Secretary just now talked regarding environmental clearance for the Bhaley Dhunga skywalk project. We have brought such a unique project like the sky walk but we are not being able to start it on time. The reason for the delay is that we need to procure environmental clearance and clear other formalities from the Supreme Court.
We are working in the interest of the country and the State. This will benefit both the State and the country. Schemes and projects that will be beneficial for both the State and the country should not be lost in the web of the framework of rules. Bureaucracy only shows rules and nobody thinks about the welfare of the State and the country. Bureaucracy must not become a hurdle for development. I want the bureaucracy of Sikkim to be the best bureaucracy in the country. Let our bureaucracy be a model and let this message go out in the whole country. Every officer should take a personal interest in the policies and programmes of the Government. Please work in the interest of the people, State and the country. You must work with a feeling of generosity.
Rule can be changed. Any rule can be changed if people want or if it is in the interest of the people. The employee mechanism must be able to use rules for mass welfare. But now if we go to see, rules have become a hindrance for mass welfare. I request the bureaucracy of Sikkim to set an example by working for mass welfare. We have been running the Government for twenty years. We have made this Government the Government of the bureaucracy, Government of the poor and the Government of a State of India. We have been running this Government as a Government of Hindus, Muslims, Christians and Buddhists. Everybody should be protected in a Government. Let the poor, businessmen, bureaucracy, everyone say that it is their Government. We have worked for the welfare of the Government employees in twenty years. We have been giving timely promotion to everyone. We changed the Service Rules for the welfare of the employees. We give the best perks and facilities and salaries to employees. We have given respect and honour to bureaucracy. Nobody threatens anybody in the name of the ruling party. This is what intellectuals need. You need peace and security and the Government has provided them. So you must work with enthusiasm. Let our administration be alive. Bureaucracy is the cream of the society. So it must be lively and vibrant. I feel sad when I don’t see that happening. We have everything. I wish everyone shared my passion and my enthusiasm. Please work with enthusiasm.
The Chief Secretary presented a report on the previous coordination meeting. Let’s decide what all we need to do.
Our implementation factor is weak. We all have to pay attention to this. All work must be completed within the stipulated time frame. All our work should be time bound. But for this, we all need to be honest, right from a peon to the Chief Secretary, from a Panchayat to the Chief Minister.
Our work is often delayed on all levels. Tender process is delayed, work order is issued late, and contractor delays the commencement of work. Stock materials arrive late and there is delay in the payment of the bill. Agencies on all levels are responsible for the delay. So I request the Heads of the Departments to stop this cycle of delay.
The 42 day tour was also discussed today. Whatever work the Government sanctioned during that period, the budget is the same. Irrigation Department has been sanctioned 63 crore for the schemes sanctioned during the 42 day tour but just now we don’t have the money to give. You must understand that there is no separate budget for the 42 day tour.
I request all the Heads of the Departments to meet the public at least for one hour from 11 am to 12 noon. I request you all to bring a change in your behavioural attitude. People are the masters. They are our kings and queens. So you must behave in a humble manner while dealing with them. Let there be a paradigm shift in your work culture and conduct. We hear a lot of complaints against doctors. We must democratize our thought process as we are in a democratic system. We have to serve the people. We have to give them qualitative service. We must change ourselves for this. We must be ready for this. Our administration must now become people-centric and people-friendly.
- There is a system of e-tender for tender work above Rs. 3 crore. We must make everyone understand this. This is a step to take our State towards the cyber age. We must tell everyone clearly that we have to do e-tender. If we still do paper tender, then it is a regressive act for the State.
- The Secretaries of Forest and Tourism Departments must work to make the sky walk project successful by obtaining all the necessary clearances. Other Departments must also coordinate and help with this.
- Forest Department must look into the requirement for Chief Minister’s Rural Housing Scheme. There should be no hindrance of any kind.
- Let’s celebrate the fortnight from 15th June-30th June from this year as Environment Festival. All Departments must engage their labourers and plant trees. Let’s take the Green Mission on a war footing. The Forest Department should provide saplings to everyone.
- It is a healthy imagination to develop our roads as green roads. It is possible to do this. The Buildings Department must take this forward.
- The Secretary of HRD Department in his report said that excess teachers have been sent to schools which have a dearth of teachers. I thank him. Every year we hear that there is a lack of money to give salaries to employees and teachers under HRD Department. The Department must decide on time and properly on the requirement of teachers and their salaries. We also hear that there is still dearth of teachers in some schools. I heard that the teachers of Blind School at Namchi have not received their salaries. I have also heard that there is a dearth of teachers in Tikpur. The HRD Department must look into these issues.
- All ongoing schemes must be completed on scheduled time.
- We have recently revised the tender schedule. Now no recommendation should be brought for 20 percent above tender. This kind of wrong things should not happen.
- We had given money for building, quarter, canal, road repairs under NDRF, PM’s Relief package. But the repairs have not been satisfactory. The work under NDRF, PM’s Relief Package and 13th Finance Commission must be completed immediately. The work is being done in a slack manner. We must also utilise the grant received from the 13th Finance Commission at the earliest.
- There is a need for a ring road in Gangtok given the traffic congestion. The Chief Secretary must bring all the Departments together for this work.
- There is duplication among Departments with regard to some schemes. Distribution of milch cows is an example. The Animal Husbandry Department must be the certifying Department for distribution of cattle no matter under which Department the scheme comes. Similarly, construction of roads is the work of the Roads & Bridges Department (Public Works Department). But RMD D is also doing it. This may lead to the completed work being sanctioned again. This must not happen. There should be understanding and coordination between all the Departments.
- Stock materials procurement should be looked into at the beginning itself. The work is delayed if the stock material is not available on time. People suffer if there is delay in the work. People should not suffer because of such petty issues. Sikkim should not suffer.
- Let’s not bring seeds and seedlings from outside from now onwards.
- Cases should not be filed just because you have to achieve the revenue target. If somebody says that revenue target has been determined from a higher level, then it is misleading. Drivers should not suffer because of such things. Revenue target is achieved through excise and sales tax etc.
- We need a lot of reforms in Power & Energy Department. Power projects must be completed in stipulated time. All the schemes and projects of the Government must finish on time. We hear about linesmen dying due to electrocution. We must give justice in such cases. Training must be provided to untrained linesmen.
- People try to raise hue and cry regarding power projects. Political parties and non Governmental organisations always have something to say about power projects. They try to make people see the disadvantages of power projects. But nobody talks about the advantages. We will earn 500 crore per annum once the Teesta hydel project is completed. This will increase to 17500 crore in the next 35 years. All the projects will come back to the Government. Teesta Stage III is the second biggest project under PPP mode in India. This is an example in itself. We will have a readymade income of around 1,00000 crore in the next 35 years through hydel projects, tourism and pharmaceutical. But nobody speaks on this. Bureaucrats must speak on such issues. You all must speak.
- Education, health, tourism, hotel industry, industries, power projects, agro-based industries, organic farming is our priority sectors. The Government has an investment friendly policy. I request our officials also to be investment friendly. We must understand that investors come to give us something. But we Indians have a tendency to scare investors away. We in Sikkim scare investors with things like Revenue Order Number 1 and Sikkim Subject. We must save Revenue Order Number 1 and see our benefit at the same time. All Departments must have an investment friendly attitude. All Departments must appoint a separate Officer to deal with investors. Everyone must coordinate. A big hotel chain wanted to invest in Sikkim but the delays and the hindrances deterred them so they finally did not come to Sikkim.
- License for companies and trade licences should be issued immediately if all the required papers are in order. We must encourage our educated youth to take up business.
- We must be very careful while issuing driving licenses. Licences must be issued only to those who are absolutely proficient in driving.
- Birth certificates should be issued only after proper verification. Birth certificate becomes an identity. This leads to influx. So the administration, concerned Secretary and officials must be careful about this.
- Local newspapers sometimes carry misleading news items. The concerned Department should immediately condemn such news items through the IPR Department. If we don’t refute a false claim then it might become a proof in the court. That is why we have to refute false allegations and charges.
- Government properties must not be abandoned. Departments must see how buildings, land and vehicles can be disposed off in a proper manner. You should auction items if it is needed. The Dalda factory now resembles a no man’s land.
- Money for midday meals, old age pensions, salaries of Muster Roll employees must be paid every month.
- We have received reports that the money has not been received as per the new rates. The new rate must be implemented immediately and the payments must be made.
- MDR, tuberculosis, drugs, HIV, AIDS have become a matter of grave concern. The Secretaries of Health Department and Social Welfare Department must take necessary steps to obviate these problems. We must fight against these problems. We must have both curative and preventive measures.
- We must not let things like drugs, rape and suicide increase in the State. We must start helplines.
- All the Acts passed in the Sikkim Legislative Assembly must be enforced. All Departments must pay attention to this. We have passed a lot of resolutions. These resolutions must be sent to the concerned Ministries.
- All the assets on the roadside must be transferred to the Tourism Department no matter under which Department they come.
- We need to further strengthen power decentralisation. We have renamed BDO as Village Development Officer. We had to do this as we follow the two tier Panchayat system. The post of a BDO is suitable only in a three tier Panchayati system. From now onwards, ACF, AD or any other officials must oversee work of all sectors of the Department irrespective of which section he belong to. We must empower them in this manner. This kind of Governmental message must be given immediately. And this must be implemented at the earliest.
- All our officers must go for site visits.
- The Principal Secretary must visit the districts once in every two months. The Chief Secretary must visit the districts every six months. This will result in better monitoring of all the work and schemes.
- Secretaries must conduct meetings with their officers every month and give directions regarding the Government’s policies and programmes. They must also gather information on the work being done by the officers.
- Similarly, Deputy Secretaries and Under Secretaries must conduct meetings with Office Superintendents and the Office Superintendents must have meetings with LDCs and peons. I give this direction.
- Our office timings are 10am-4pm. We must ensure that every body works during this time. We will earn the curse of the people if we don’t work from 10am-4pm.
- Casual leave is only ten days in a year. But we get to hear that Casual Leave exceeds ten days. We must control this.
- Employees when transferred often give the excuse of not having chair/ table so that they don’t have to work. We have to do away with this. Secretaries must provide table. Chair, work and office to the officers and employees who go on transfer.
- Everyone must have information about the number of officers and staff in their respective Departments.
- No employee or officer should be transferred without first having a replacement.
- Employees must not go around Departments chasing their TA/ DA. All their dues should be paid and action should be taken if employees are found wandering without any purpose.
- It is necessary for every Department to do proper manpower planning. We hear that drivers and conductors are in excess in Transport Department. This is a result of the absence of manpower planning. We must keep a watch on employees who are alcoholics. If somebody is not in the condition to work, then he must be removed or given compulsory retirement. The Secretary of every Department must think on this. We must make a policy regarding this matter. You must send a concrete proposal for manpower planning. Scholl expansion is under HRD Department but not classrooms. The HRDD Secretary must prepare statistics of the number of students passing out and the number of students going to college and the number of lecturers required. Resource planning needs to be done for all these things.
- We must also have a proper figure of drop outs in the State.
- We must also have information on the number of unemployed youth in the State.
- We must impart employment-oriented training. The concerned Department must bring a suitable proposal for this.
- Books need to be written on tourism, environment, organic farming and social justice. All concerned Departments must prepare books on the subjects that concern their Departments.
- All Secretaries must prepare a data bank of their respective Departments.
- Somebody immediately takes over when the position of Prime Minister, Chief Minister or a king when it is vacated. Sometimes caretaker Government is also formed if the existing Government is toppled. But in our State if a Lower Divisional Clerk goes on leave for a month then he/ she goes locking her working space. If any employee goes on leave then a replacement should be provided immediately. This should apply right from the level of the peon. People suffer when clerical staffs go on leave. This should not happen.
- We must pay attention to the problems of the people if we want to improve our administration. People should not go back disappointed. So we must all work with a human touch. Everyone on every level must pay attention to the solutions for problems. If this is done then problems will not come up to the higher level. We must not pass the buck but try to solve the problems wherever and whenever possible. Secretaries must give this kind of direction to their officers.
- The administration must be made active on all levels in order to solve the problems of the people. The administration has to me made lively and active.
- The administration should not exhibit fatigue syndrome. Officers must possess a feeling and a sense of responsibility.
- The local administration must find out and monitor the problems of the people. If the lower level employees and officers do not do the work of the people then the Secretary must intervene. Whatever I am saying to you is in the interest of Sikkim and the Sikkimese people. I am saying all these things so that the Government becomes people-oriented and result-oriented. We are mere facilitators. You are the one who does the work. Nothing is possible unless you take responsibilities. I give policies, dreams and programmes. You have to give the result. You have 99 percent of the responsibility. Please help. We have to prepare the BPL list at the earliest. We are thinking of giving rice at Rs. 2/kg. But it is getting delayed. I visited Hur Hurey Dara yesterday. I noticed a broken railing. A GCI sheet had covered the broken portion. I felt that such a petty work could have been done by engaging a Muster Roll carpenter. The Government has appointed 20,000 Muster Roll employees for such work. This shows that we lack the will to work. We lack the feeling of ownership of public properties. I was sad to see that broken railing.
We reached Ridge Park later. The water fountain was not functioning. We had given the message in the earlier meeting that all water fountains must always be kept working. There is a need for some space for emergency cases in STNM Hospital. A small shed could have been made in the premises for emergencies. We all must take whatever responsibilities we can from our individual levels.

- All ongoing schemes must be completed on scheduled time.
- We have recently revised the tender schedule. Now no recommendation should be brought for 20 percent above tender. This kind of wrong things should not happen.
- We had given money for building, quarter, canal, road repairs under NDRF, PM’s Relief package. But the repairs have not been satisfactory. The work under NDRF, PM’s Relief Package and 13th Finance Commission must be completed immediately. The work is being done in a slack manner. We must also utilise the grant received from the 13th Finance Commission at the earliest.
- There is a need for a ring road in Gangtok given the traffic congestion. The Chief Secretary must bring all the Departments together for this work.
- There is duplication among Departments with regard to some schemes. Distribution of milch cows is an example. The Animal Husbandry Department must be the certifying Department for distribution of cattle no matter under which Department the scheme comes. Similarly, construction of roads is the work of the Roads & Bridges Department (Public Works Department). But RMD D is also doing it. This may lead to the completed work being sanctioned again. This must not happen. There should be understanding and coordination between all the Departments.
- Stock materials procurement should be looked into at the beginning itself. The work is delayed if the stock material is not available on time. People suffer if there is delay in the work. People should not suffer because of such petty issues. Sikkim should not suffer.
- Let’s not bring seeds and seedlings from outside from now onwards.
- Cases should not be filed just because you have to achieve the revenue target. If somebody says that revenue target has been determined from a higher level, then it is misleading. Drivers should not suffer because of such things. Revenue target is achieved through excise and sales tax etc.
- We need a lot of reforms in Power & Energy Department. Power projects must be completed in stipulated time. All the schemes and projects of the Government must finish on time. We hear about linesmen dying due to electrocution. We must give justice in such cases. Training must be provided to untrained linesmen.
- People try to raise hue and cry regarding power projects. Political parties and non Governmental organisations always have something to say about power projects. They try to make people see the disadvantages of power projects. But nobody talks about the advantages. We will earn 500 crore per annum once the Teesta hydel project is completed. This will increase to 17500 crore in the next 35 years. All the projects will come back to the Government. Teesta Stage III is the second biggest project under PPP mode in India. This is an example in itself. We will have a readymade income of around 1,00000 crore in the next 35 years through hydel projects, tourism and pharmaceutical. But nobody speaks on this. Bureaucrats must speak on such issues. You all must speak.
- Education, health, tourism, hotel industry, industries, power projects, agro-based industries, organic farming is our priority sectors. The Government has an investment friendly policy. I request our officials also to be investment friendly. We must understand that investors come to give us something. But we Indians have a tendency to scare investors away. We in Sikkim scare investors with things like Revenue Order Number 1 and Sikkim Subject. We must save Revenue Order Number 1 and see our benefit at the same time. All Departments must have an investment friendly attitude. All Departments must appoint a separate Officer to deal with investors. Everyone must coordinate. A big hotel chain wanted to invest in Sikkim but the delays and the hindrances deterred them so they finally did not come to Sikkim.
- License for companies and trade licences should be issued immediately if all the required papers are in order. We must encourage our educated youth to take up business.
- We must be very careful while issuing driving licenses. Licences must be issued only to those who are absolutely proficient in driving.
- Birth certificates should be issued only after proper verification. Birth certificate becomes an identity. This leads to influx. So the administration, concerned Secretary and officials must be careful about this.
- Local newspapers sometimes carry misleading news items. The concerned Department should immediately condemn such news items through the IPR Department. If we don’t refute a false claim then it might become a proof in the court. That is why we have to refute false allegations and charges.
- Government properties must not be abandoned. Departments must see how buildings, land and vehicles can be disposed off in a proper manner. You should auction items if it is needed. The Dalda factory now resembles a no man’s land.
- Money for midday meals, old age pensions, salaries of Muster Roll employees must be paid every month.
- We have received reports that the money has not been received as per the new rates. The new rate must be implemented immediately and the payments must be made.
- MDR, tuberculosis, drugs, HIV, AIDS have become a matter of grave concern. The Secretaries of Health Department and Social Welfare Department must take necessary steps to obviate these problems. We must fight against these problems. We must have both curative and preventive measures.
- We must not let things like drugs, rape and suicide increase in the State. We must start helplines.
- All the Acts passed in the Sikkim Legislative Assembly must be enforced. All Departments must pay attention to this. We have passed a lot of resolutions. These resolutions must be sent to the concerned Ministries.
- All the assets on the roadside must be transferred to the Tourism Department no matter under which Department they come.
- We need to further strengthen power decentralisation. We have renamed BDO as Village Development Officer. We had to do this as we follow the two tier Panchayat system. The post of a BDO is suitable only in a three tier Panchayati system. From now onwards, ACF, AD or any other officials must oversee work of all sectors of the Department irrespective of which section he belong to. We must empower them in this manner. This kind of Governmental message must be given immediately. And this must be implemented at the earliest.
- All our officers must go for site visits.
- The Principal Secretary must visit the districts once in every two months. The Chief Secretary must visit the districts every six months. This will result in better monitoring of all the work and schemes.
- Secretaries must conduct meetings with their officers every month and give directions regarding the Government’s policies and programmes. They must also gather information on the work being done by the officers.
- Similarly, Deputy Secretaries and Under Secretaries must conduct meetings with Office Superintendents and the Office Superintendents must have meetings with LDCs and peons. I give this direction.
- Our office timings are 10am-4pm. We must ensure that every body works during this time. We will earn the curse of the people if we don’t work from 10am-4pm.
- Casual leave is only ten days in a year. But we get to hear that Casual Leave exceeds ten days. We must control this.
- Employees when transferred often give the excuse of not having chair/ table so that they don’t have to work. We have to do away with this. Secretaries must provide table. Chair, work and office to the officers and employees who go on transfer.
- Everyone must have information about the number of officers and staff in their respective Departments.
- No employee or officer should be transferred without first having a replacement.
- Employees must not go around Departments chasing their TA/ DA. All their dues should be paid and action should be taken if employees are found wandering without any purpose.
- It is necessary for every Department to do proper manpower planning. We hear that drivers and conductors are in excess in Transport Department. This is a result of the absence of manpower planning. We must keep a watch on employees who are alcoholics. If somebody is not in the condition to work, then he must be removed or given compulsory retirement. The Secretary of every Department must think on this. We must make a policy regarding this matter. You must send a concrete proposal for manpower planning. Scholl expansion is under HRD Department but not classrooms. The HRDD Secretary must prepare statistics of the number of students passing out and the number of students going to college and the number of lecturers required. Resource planning needs to be done for all these things.
- We must also have a proper figure of drop outs in the State.
- We must also have information on the number of unemployed youth in the State.
- We must impart employment-oriented training. The concerned Department must bring a suitable proposal for this.
- Books need to be written on tourism, environment, organic farming and social justice. All concerned Departments must prepare books on the subjects that concern their Departments.
- All Secretaries must prepare a data bank of their respective Departments.
- Somebody immediately takes over when the position of Prime Minister, Chief Minister or a king when it is vacated. Sometimes caretaker Government is also formed if the existing Government is toppled. But in our State if a Lower Divisional Clerk goes on leave for a month then he/ she goes locking her working space. If any employee goes on leave then a replacement should be provided immediately. This should apply right from the level of the peon. People suffer when clerical staffs go on leave. This should not happen.
- We must pay attention to the problems of the people if we want to improve our administration. People should not go back disappointed. So we must all work with a human touch. Everyone on every level must pay attention to the solutions for problems. If this is done then problems will not come up to the higher level. We must not pass the buck but try to solve the problems wherever and whenever possible. Secretaries must give this kind of direction to their officers.
- The administration must be made active on all levels in order to solve the problems of the people. The administration has to me made lively and active.
- The administration should not exhibit fatigue syndrome. Officers must possess a feeling and a sense of responsibility.
- The local administration must find out and monitor the problems of the people. If the lower level employees and officers do not do the work of the people then the Secretary must intervene. Whatever I am saying to you is in the interest of Sikkim and the Sikkimese people. I am saying all these things so that the Government becomes people-oriented and result-oriented. We are mere facilitators. You are the one who does the work. Nothing is possible unless you take responsibilities. I give policies, dreams and programmes. You have to give the result. You have 99 percent of the responsibility. Please help. We have to prepare the BPL list at the earliest. We are thinking of giving rice at Rs. 2/kg. But it is getting delayed. I visited Hur Hurey Dara yesterday. I noticed a broken railing. A GCI sheet had covered the broken portion. I felt that such a petty work could have been done by engaging a Muster Roll carpenter. The Government has appointed 20,000 Muster Roll employees for such work. This shows that we lack the will to work. We lack the feeling of ownership of public properties. I was sad to see that broken railing.
We reached Ridge Park later. The water fountain was not functioning. We had given the message in the earlier meeting that all water fountains must always be kept working. There is a need for some space for emergency cases in STNM Hospital. A small shed could have been made in the premises for emergencies. We all must take whatever responsibilities we can from our individual levels.

CM prays at Samdruptse 6TH VAJRA GURU MANTRA RECITATION HELD AT GURU PADMASAMBHAVA’S STATUE COMPLEX
Later, the Chief Minister met with the Samdrupste Management Committee members and discussed initiatives which need to be taken up at the site. The CM assured to fulfill demands placed by the committee, and during the discussion, emphasized on his efforts to make Sikkim a preferred Pilgrimage Tourism destination. For this to happen, Sikkim will need to nurture its traditional and new pilgrimage spots and maintain its secular and peaceful environment, he stressed.
The State Government’s consistent efforts to develop such projects as the Guru Padmasambhava statue at Samdruptse, the Char Dhaam project nearby at Solophok and the Tathagatha Tsal at Rabongla, he highlighted, were conscious efforts at embellishing Sikkim’s religious ambience with a strong focus on the State’s secular credentials.
The State government has worked hard to develop and promote Sikkim as a pilgrimage tourist destination paying respect to all religions of the state, he said. At present, all religions in Sikkim enjoy equal rights and security in all aspects, the CM stressed.
He also advised the Samdrupste management committee members to provide accurate information to visitors at the statue complex about Guru Padmasambava and other related Buddhist features of the area.
He further pointed out that while the State Government has successfully completed ambitious projects in the State, their sustenance and success will depend on the efficacy of the administrative bodies and committees appointed to manage these projects and the society at large.
The Chief Minister was at Samdruptse to attend the sixth annual Vajra Guru Mantra Recitation ceremony underway there. The prayer involves recitation of the Vajra Guru Mantra 12 crore times to invoke the blessings of Guru Padmasambhava for universal peace and welfare of all sentient beings. The prayers had begun at Samdruptse on 05 October and concluded with the wang ceremony performed by Sherdrup Dungshan Rimpoche of Allay Sherdup Choling Monastery of Namchi.
As mentioned, these recitals are held every year at Samdruptse by the management committee and this year as well attracted the attendance of devotees not only from all over Sikkim but also from Nepal, Bhutan, Darjeeling, Kalimpong and other parts of West Bengal. Local clubs and associations also helped in the organization of the prayers.
Art of Living basic course is now ‘Happiness Programme’
GANGTOK, 20 Oct: The six-day basic course of the Art of Living organisation has been renamed the ‘Happiness Programme’. An AoL press release informs that to mark this change, the Organisation will hold simultaneous workshops across the country from 22 to 27 October.
Meanwhile, the Art of Living, Sikkim Chapter, will launch its first Yes+ (Youth Empowerment Service plus) course on 26 Oct [to continue till 30 Oct] in Gangtok. The workshop is designed exclusively for youth between the 18 to 30 years age group, the release informs.
