Dengue prevention initiatives continue

GANGTOK, 24 Sept: As part of preventive measures being undertaken against the spread of dengue in the state, the Healthcare, Human Service and Family Welfare Department has constituted two teams to carry out fogging in East, South and West districts.
A press release informs that the teams have been continuously conducting fogging drives in Golitar, Lal Bazaar, Shantinagar, Sawney, Ralap Bageykhola, Bardang Sangkhola in Singtam areas and Mandi bazaar, IBM colony, Fatak line, hospital area, Chanatar in Rangpo under East Sikkim .
Another team is also carrying out fogging at Melli check post, Petrol Pump, Melli bazaar, Chalisey, PWD colony, Power colony, Beer Factory, Manpur, Jorethang, Namchi in South and Naya Bazaar, Sisney, Pipaley, JNV Rohtak, Baiguney in West district.
They have been conducting fogging in all suspected areas in the morning and evening followed by survey of dengue breeding areas at day time. Microbiology Department under STNM Hospital, State Surveillance Unit of Integrated Disease Surveillance Project [IDSP], NRHM and all PHCs have been asked to remain open during government holidays in order to provide service during any emergency situation.
Most positive dengue cases have been reported from Singtam and Rangpo areas which have been kept under strict monitoring, the release mentions. Golitar pocket of Singtam has been observed to be the main source of dengue transmission in the area which the department hopes to clear through inter-sectoral coordination and cooperation at various levels.
Till date, no serious case or death has been reported, the release states.
The cases reported have also been found to have been caused due to travel outside the state. In this regard, Mission Director, NRHM, Dr. PM Pradhan had a telephonic conversation with MD NRHM, West Bengal and talked about the transmission of dengue cases from border areas of West Bengal to Sikkim. MD West Bengal has assured that various preventive measures are being undertaken in the North Bengal region. In this regard, Mission Director Dr. Pradhan has appealed for active cooperation of UDHD and Sikkim Police.
Indicating that Gangtok is free from the risk of dengue as per the survey report of entomologist, Dr YD Chankapa, JD IDSP said that the total of 6 patients admitted with positive dengue cases in STNM Hospital had travelled outside the capital.
Sensitization workshop on dengue was also organized by IDSP on 18 September at STNM hospital which was attended by all ASHAs of urban areas and other health workers.
During the workshop the health workers were instructed to refer all fever patients to STNM for Dengue test and 25 ASHAs were directed to mobilize the community regarding hygiene and sanitation requirements along with recognizing symptoms related to dengue.
IEC activities are being undertaken at Schools, Panchayat Bhawan, ICDS center at all districts with active participation of the public.
Joint Director, Dr. P. Kothari and Deputy Director, Uden Bhutia of Urban Family Welfare Center had a series of meetings with Under Secretary, Gangtok Municipal Corporation, Hawkers Association of Lall Bazaar, Greendale school staff, residents of Bhutia Basti, Development area about dengue and future action on 12 and 13 September.
They also visited Siliguri Taxi stand and distributed leaflets on dengue awareness. UFWC had also given a talk on dengue at Tadong Sr. Sec. School and Housing ICDS on 16 September where pamphlets were also distributed.
As per the suggestion of the Ministry of Health and Family Welfare, the state Health Department would like to advise people to avoid unnecessary travelling and if so, to take the necessary precautions, the release adds.

Govt employees to receive advance salary for Dasain

GANGTOK, 24 Sept: The state government has taken a policy decision to release festival advance to government employees in October ahead of Dasain.
The Finance, Expenditure and Revenue department has issued a notification stating: “The Government is pleased to approve disbursement of salaries to the Government Employees for the month of October 2013, in advance. The disbursement shall be made from 08 October 2013.”
The notification further states that “the order will also be applicable to Work-Charged Employees drawing salary on regular time scale of pay.”

Gangtok warms up for Dasain shopping ANAND OBEROI

GANGTOK, 24 Sept: With the festive season just round-the-corner and the ‘Dasain Ko Ghaam’ at its peak, people have begun flocking to shopping outlets in-and-around the capital which prominently display placards announcing numerous festive discount packages. The hustle and bustle at the markets signals the start of the festive season, when shopping for electronics, furniture, household items, food products and especially garments and footwear is the highest.
Like every year, shopping for the festivals of Durga Puja and Diwali have begun with full enthusiasm particularly in Sikkim and West Bengal. Regardless of financial ups and downs, this is the time to spend!
Markets and Haat Bazaars in all major towns and sub-divisions come to life during this time of the year with travelling entrepreneurs setting up temporary shops to woo the Dasain shopper. Various branded showrooms and “foreign shops” all-over start getting hoards of shoppers prior to Dasain. Numerous placards of discounts and sales are a common sight. A shopper can find varieties of clothes both in traditional and western styles. Brands like Levis, Adidas, Van Heusen, Woodlands, Koutons and Benetton and many others try to come out with something new and extravagant each year and with the special festive discounts on offer these outlets attract crowds in good numbers. The different Dasain and Diwali Expos also bring added variety to the options already available.
In Gangtok, markets such as Lall Bazaar, Big Bazaar, New Market and MG Marg are packed with women looking for woven silk saris, the traditional Nepali saris with a touch of embellishment in the form of motifs along the borders. Among salwar suits, ‘Anarkali’ style rules this season along with leggings and kurtis. One can also spot them in denims and stylish tops during the festive season.
Men’s shopping includes, formal shoes, traditional daura-suruwal or tailored suits with embroidered collars as well as casual wear with trendy designs. Branded sneakers, tennis shoes, cargos, jeans, t-shirts and also jackets and woolens (winter clothing that usually go on sale from Dasain onwards) are the items that boys would be eyeing during this time.
Electronic items also attract splurging on during the festival of fortune and prosperity, with mobile phones, television sets, home theatres, play stations, DVD players, refrigerators, washing machines and kitchen-ware being the main items which the different electronic multinationals put on special discounted offers with installment option to attract customers. 15-day training on Soft Toy Making concludes at Mangshila

MANGAN, 24 Sept:  A 15-day Skill Upgradation Training on Soft Toy Making which had started here at Mangshila in North Sikkim under Dzongu Constituency on 09 September concluded today.  The training which was sponsored by Rural Self Employment Training Institute (RSETI) had been organized by Directorate of Handloom & Handicrafts, Gangtok.
The valedictory function today was attended by Panchayat Secretary, Kumar Limboo as the chief guest. Also present were Director RSETI, AK Das, Deputy Director DHH, Tshering Dorjee Denzongpa, the Deputy Director PR Ghimirey, Asst. Director Training, Chewang Bhutia and other officials.
A total of 30 women from Mangshila-Tibuk and Thingchim-Chandey GPUs were trained during this 15- day training by master trainer Prabin Roy.
Speaking on the occasion, the Director RSETI, urged all the trainees to make proper use of the skills taught during the training and further highlighted about the different schemes of the RSETI for the BPL families.  The chief guest in his address expressed gratitude to the concerned department for organizing such training for the underprivileged women and also requested for more training programmes to be conducted in the future as well.

Sikkim swelters - MAJHITAR HEATS UP TO 36 DEGREE CELSIUS!

GANGTOK, 23 Sept: It has been uncomfortably hot in Gangtok and other parts of the state for the past few days. With hardly any rainfall, umbrellas are now popping up to shield one from the harsh rays of the sun. Unfortunately, they don’t make umbrellas wide enough to offer enough shelter and shades are increasingly being sought out around town. Everybody is complaining about the sweltering heat nowadays.
And rightly so, with the Meteorological Centre, Gangtok recording a maximum temperature of 36 degree Celsius at Majhitar today! Compare that with Kolkata which tipped the mercury at a degree lower at 35 today!!
In Tadong, a maximum temperature of 30 degree Celsius and minimum of 20 degree Celsius was recorded. According to the centre, maximum temperatures have remained 2 to 4 degree Celsius above normal over most of the stations in Sikkim.
Gangtok experienced a maximum temperature of 23.4 degree Celsius and minimum temperature of 18 degree Celsius. The centre has also recorded the relative humidity of 95% in Gangtok and 73% over Tadong.
The centre has also recorded max of 25.5 degree Celsius and min of 17.3 degree Celsius over Mangan, max of 29 degree Celsius and min of 21 degree Celsius over Namthang, max of 24.9 degree Celsius and min of 19 degree Celsius over Namchi and max of 26.1 degree Celsius and min of 17.7 degree Celsius over Gyalshing.
The Southwest Monsoon has been subdued over Sikkim as per the summary of observation recorded at 8:30 AM by the Gangtok Met Centre.

Cabinet meets, sanctions

GANGTOK, 23 Sept [IPR]: The Cabinet meeting held on 21 September at the Cabinet Hall, Samman Bhawan, passed various proposals pertaining to various departments of the State Government.
TOURISM & CIVIL AVIATION DEPTT: The Cabinet passed the proposal seeking administrative approval and financial sanction of Rs. 434 lakhs for construction of Modern Wayside amenity with Park and Tourist Huts at Naga-Namgor in North Sikkim.
The Cabinet also passed the proposal seeking administrative approval and financial sanction of Rs. 800 lakhs for development of Tourist Circuit along Sleeping Budha site at Singhik connecting Chungthang-Lachen-Lachung in North Sikkim.
DEPTT OF ANIMAL HUSBANDRY, LIVESTOCK, FISHERIES & VETERINARY SERVICES: The Cabinet passed the proposal seeking administrative approval and financial sanction of Rs. 1 crore for distribution of 242 high yielding dairy cows, mineral mixture etc along with the proposal seeking administrative approval and financial sanction of Rs. 33,39,100 as final payment for the construction of Piggery shed at Assam Lingzey. It also passed the proposal seeking en-block sanction of Rs. 22,96,900 for 3rd phase distribution of piglets to the beneficiaries of four district and the proposal for according approval and sanction of Rs. 64 lakhs for implementation of 3rd phase Poultry Mission covering 86 beneficiaries for Broiler Farming and 150 beneficiaries for Backyard Poultry Scheme.
ROADS & BRIDGES DEPTT: The Cabinet passed the proposal seeking administrative approval and financial sanction of Rs. 195.69 lakhs only for construction of link road from Yangang Makha road to Yangang Rangrang road in South Sikkim.
The Cabinet passed the proposal seeking approval and sanction of Rs. 5,793.63 lakhs for upgradation and carpeting of Namchi-Phong-Mamring Road in South Sikkim.
The Cabinet passed the proposal seeking approval and sanction of Rs. 606.14 lakhs for upgradation and carpeting of Link Road from Kaluk Dentam Road to Bermoik Legship Road (Shivalaya Mandir) in West Sikkim.
The Cabinet passed the proposal seeking administrative approval and financial sanction of Rs 2,867.56 lakhs for implementation of 10 projects sanctioned under NABARD.
The Cabinet passed the proposal for according administrative approval and financial sanction of Rs. 1,775.03 lakhs only for the work up-gradation of Rongli to Rorathang road in East Sikkim.
The Cabinet passed the proposal seeking administrative approval and financial sanction of Rs 163.02 lakhs for the work construction of road from Ranipool to lower Samdur in East Sikkim.
The Cabinet also passed the proposal for according approval and financial sanction of Rs. 738.06 lakhs for the work construction of roads from Namphok Sirisire Dara (Kalung dara) to Niya via lower Baram in South Sikkim.
SOCIAL JUSTICE, EMPOWERMENT AND WELFARE DEPTT: The Cabinet passed the proposal for according post facto approval and sanction of Rs. 39.32 lakhs and fresh sanction of Rs.31.67 lakhs for implementation of Post Matric Scholarship to the Other Backward Classes for study within the state and outside the state.
HEALTH CARE, HUMAN SERVICES AND FAMILY WELFARE DEPARTMENT: The Cabinet passed the proposal seeking approval and sanction of Rs 427.02 lakhs for construction of TB Hospitals each at Mangan, North district and Gyalshing, West district, Sikkim.
The Cabinet passed the proposal seeking administrative approval and financial sanction of Rs 250 lakhs only for implementation of Mukhya Mantri Jeewan Raksha Kosh Scheme.
WATER SUPPLY AND PUBLIC HEALTH ENGINEERING DEPARTMENT: The Cabinet  passed the proposal for according administrative approval  and financial sanction of Rs. 3,35,34,000 for the supplementary works at Selep Water Treatment Plant.
HUMAN RESOURCE DEVELOPMENT DEPARTMENT: The Cabinet passed the proposal for according administrative approval and financial sanction of Rs. 1,009.36 lakhs for construction of Model School in Sikkim which is to be constructed at Assam Lingzey, East Sikkim.

Health insurance for all BPL families of Sikkim FIRST STATE LEVEL WORKSHOP HELD ON RASHTRIYA SWASTHYA BIMA YOJANA

 GANGTOK, 23 Sept [IPR]: The first state-level workshop on Rashtriya Swasthya Bima Yojana was organized by the Department of Labour in collaboration with the Ministry of Labour and Employment here in the capital today. RSBY provides health insurance cover to Below Poverty Line (BPL) families.
The main objective of the scheme is to protect these families from shocks related to expenses on healthcare by improving access to health and reducing out-of-pocket expenditure.
Speaker, Sikkim Legislative Assembly, KT Gyaltsen, was present as the chief guest accompanied by the Minister for Health, DN Thakarpa, as the guest of honour.
A Memorandum of Understanding (MoU) between the Central and State governments regarding implementation of RSBY in Sikkim was also signed today during the workshop. The state government was represented by Secretary, Department of Labour, CT Wangdi, while Director General, Labour Welfare, Ministry of Labour and Employment, Rajeev Sadanandan represented the Central Government.
While addressing a gathering of bureaucrats, medical officers, stakeholders, councilors, Adhakshya and Upadhakshyas from all four districts along with the Gangtok Mayor and Deputy Mayor, the chief guest, Mr. Gyaltsen expressed his happiness that the RSBY scheme has been given a green signal by the state government and called it a very positive, extremely helpful and noble scheme for the BPL families.
Lauding the efforts of the state government, he informed that this is the result of good governance in the state that such schemes are here for the poor and needy and further expressed hope that the implementing agencies will implement the scheme sincerely and with full dedication.
“The dream of the Chief Minister, Pawan Chamling is to see the people of Sikkim healthy, in high spirits and with high happiness index and if this sort of schemes are implemented earnestly by the implementing agencies then the dream of the Chief Minister will soon be realized”, he added.
Mr. Gyaltsen also hoped that the private company which has been assigned to provide health cover to the families will work well and give the best possible service without any complications and confusion.
Earlier the workshop began with the welcome note by Secretary Department of Labour, Government of Sikkim, CT Wangdi while Director General Labour Welfare, Ministry of Labour and Employment, Government of India, Rajeev Sadanandan highlighted on RSBY and gave an overview of the scheme.
Mr. Sadanandan also informed that RSBY was launched by the Ministry of Labour and Employment, Government of India, in the year 2008 and has been acknowledged as a game changer in improving financial risk protection in the health sector in India.
He also added that RSBY is a smart card based cashless and paperless social health insurance scheme which provides annual hospitalization cover up to Rs 30,000 for a family of five members, through health insurance companies.
The family will only have to pay a registration fee of Rs 30 and get RSBY smart card which helps in accessing empanelled hospitals across the country for in-patient treatment.
A short film on RSBY was also screened during the workshop which also saw an interactive session. Royal Sundaram Alliance Insurance Company will provide insurance security in Sikkim.

Governor attends Sri Morari Bapu’s sermon

GANGTOK, 23 Sept: The Governor of Sikkim, Shriniwas Patil visited the religious sermon being held by Sri Morari Bapu at Hotel Rendezvous, Gangtok on Sunday.
Speaking on the occasion, the Governor lauded the social works being carried out by Sri Morari Bapu for the people of the country and also congratulated him for the stature he has achieved amongst religious leaders.
He also appreciated the people of Sikkim and the students in particular for having inculcated the spirit of patriotism and respect for the nation and its symbol and also highlighted the essence of ‘unity in diversity’.
In his speech, the Governor expressed his gratitude and thanked the jawans of the Indian Army for their relentless efforts in guarding our international borders both in Sikkim and rest of the country.
The Governor also appraised the gathering that as a citizen of this beautiful country, people should inculcate noble traits of obedience, dedication and devotion akin to that of Lord Rama and Sita.

Two cases of sexual assault 6-YEAR-OLD MINOR AMONG THE VICTIMS

GANGTOK, 23 Sept: Two cases of sexual assault have been reported in the state in the past two days.
A 6-year-old girl was sexually assaulted by one Kul Bahadur Tamang [65] in West Sikkim, it is informed. The accused was working as a carpenter in the victim’s house. The accused has been arrested by the Gyalshing police and a case under section 376 [punishment for rape] of the Indian Penal Code read with Section 4 of Pocso Act [Protection of Children from Sexual Offences Act] has been registered against him at the Gyalshing Police Station.
Meanwhile, under the Mangan Police Station, a verbal report was received from a 27-year-old woman stating that on the intervening night of 17 and 18 September, she was sexually assaulted by one Samba Bhutia [23]. During the time of the incident the victim was alone at home. However, she did not tell anyone about the incident.
On 21 September, gathering courage, she told her husband about the incident. Accordingly, her statement was taken in writing and a case registered at the Mangan Police Station under section 451/376 [house-trespass in order to commit offence punishable with imprisonment, punishment for rape] of the Indian Penal Code and the accused has been arrested.

18-year-old commits suicide

GANGTOK, 23 Sept: An 18-year-old has reportedly committed suicide by hanging on 21 September at lower Polok, South Sikkim. The deceased was reported missing on 20 September and he was found dead on 21 September by his family. No foul play is suspected.

SSP convenes meeting in Mangan

MANGAN, 23 Sept: The Sikkim Sangram Parishad [SSP], led by its president Nar Bahadur Bhandari, held a public meeting in Mangan on Sunday. Mr. Bhandari was accompanied by the party vice president, Rinzing Namgyal, general secretary BB Basnet, vice president, Cheli Morcha wing, Sumitra Rai, and other party workers.
Addressing the meeting, Mr. Bhandari highlighted the increasing crime rate in the state, which, he said, was due to the administrative weakness of the present government. He also spoke on several problems like unemployment, suicide and drugs. He further alleged that the present government is using the divide and rule policy creating rifts between different communities in the state.
While commenting on the prospective party candidates, he stated that the SSP candidates for the upcoming elections will be selected after a proper survey and added that the people of Sikkim should be provided 50 units of free electricity by all the mega hydel project developers.
He further stated that the amount of subsidized ration under PDS has been reduced due to which many in the state are facing problems. He alleged that money is only flowing to the upper class people while the middle and lower classes are suffering.
Earlier, the meeting had started with a welcome address by the SSP, general secretary.

SKM to shoulder leadership on Golay on 06 Oct

GANGTOK, 23 Sept: Sikkim Krantikari Morcha today announced plans to formally shoulder the leadership of the party on former MLA, PS Tamang [Golay], on 06 October, next month. A press communiqué issued by SKM publicity secretary Jacob Khaling informs that this was decided at a central working committee meeting of the party held here at the head office today.
The meeting discussed various aspects of Mr. Tamang’s disqualification from the Legislative Assembly [following his resignation from the party he was elected from] and welcomed his resignation as historic and pro-people.
The meeting also fixed 06 October as the date when it would formally hand over charge of party leadership on Mr. Tamang. A grand event will be organized for the day to welcome him into the party and hand over charge to him, the release adds.
The release also informs that the meeting also passed a resolution thanking the Speaker, Sikkim Legislative Assembly, for releasing Mr. Tamang by recognizing his resignation from the SDF and disqualifying him from the Legislative Assembly. Mr. Tamang was now free to join the SKM and take over a leadership role, the release underlines.
Earlier, various speakers at the meeting to digs at the ruling party for its vacillating stand on Mr. Tamang and his resignation.

Sikkim sets up exclusive cell to monitor social media content

GANGTOK, 23 Sept [IPR]: The Sikkim government has set up an exclusive cell under DIG (R) in the police headquarters to engage with the public on social media on a regular basis and counter any hate propaganda and rumours so as to maintain complete peace in the state said Urban Development Minister, DB Thapa while speaking during the National Integration Council meeting in Vigyan Bhawan, New Delhi today.
The Minister stated that the state government has designated nodal officers in each department for monitoring the content of social networking sites to take immediate action against any false propaganda. The state government has provided 30% reservation for women in civil police and women police officers have been posted in all police stations to ensure safety and security of the women in the state , he added.
A cell for crime against women has been set up in the state C I D wing and police officers have been sensitized in dealing with victims of rape, molestation and domestic violence and any crime relating to women is attended very promptly by the police force in the state, said Mr Thapa.
The state government has also set up a National Integration Committees in the state and district level under the chairmanship of the Chief Secretary and respective District Collectors for maintenance of communal harmony and promotion of national integration in the state, he said further adding that standing operating procedures have been issued to deal with escalated situation/riots etc in case of any such situation. He added that state government has provided reservation for all sections of population in recruitment to government jobs including the police forces.
The government has started "Jansamvaad Karyakaram" for preparation of police strategy and establishing common front against crime, he informed. The state police has started a police peer programme under which Sikkim police personnel led by IG police are visiting various schools and colleges in different parts of the state to encourage students to maintain healthy life style and stay away from drugs, alcohol and other addictions and prepare them to be role models and agents of change for a better society.
He further stated that crime against SCs and STs are lowest in the state in the country and added that only two such cases have been registered in the state in the last five years; one in 2008 and the other in 2010. Sikkim has emerged as an excellent model of communal harmony and peace in the entire country and different communities with different cultures, religions and customs have constituted a homogenous blend  by intermingling freely, the Minister added.

Training on pest management held for farmers from Lingmoo and Mangzing

 LINGMOO, 23 Sept: Training on pest diseases management was conducted here at Lingmoo, South Sikkim on 21 September. The training was organized by Sresta Natural Bio-products Pvt. Ltd. under ICS Service Provider Sikkim Organic Mission.
The programme started with the welcome address by Field Manager followed by a brief introduction of the programme by Project Manager, Deepak Gautam. The programme was attended by the concerned panchayats, VLW, HI, farmers and the company officials.
The resource person of the training, Dr. Raghunath (Principal Scientist) highlighted on the treatment and precautionary measures to be undertaken through the application of organic pesticides. Samples of diseased crops brought from the field were exhibited by the scientist who taught farmers how to treat them. Dr. Raghunath also demonstrated the preparation of organic pesticides.
Similar training was also held at Mangzing, South Sikkim in the second session of the day. The training which started from 19 September will continue till 27 September and will cover 31 different blocks of South and East Sikkim, informed the organizers. A similar programme was also conducted at Upper Mangzing.

Workshop on financial inclusion held in Gyalshing

GYALSHING, 23 Sept [IPR]: A financial inclusion workshop was held on 21 September at BhanuShalig which was organized by District Project Management Unit, Gyalshing, West Sikkim under the North East Rural Livelihoods Project [NERLP].
The NERLP is a World Bank-funded multi-state project being implemented by the Ministry of Development of North East Region (DoNER) in four eastern states of India i.e. Mizoram, Nagaland, Sikkim and Tripura. The NERLP is implemented in two districts i.e. South and West of Sikkim and 15 poorest wards of East Sikkim. The main objective of the project is to improve rural livelihoods, especially that of women by formation of SHGs.
The chief guest for the programme was ADC (W), BhimThatal who expressed that Government of India is providing more facilities to the North East Region especially for rural development where the banks play a major role.
AGM Reserve Bank of India, Gangtok, Tashila Ethenpa, informed that banks cannot deny opening of an account and that denying anyone the right to open an account goes against RBI’s banking laws.
He also informed people regarding the role of Business Correspondent in rural areas especially in those villages where the population is below 2000. In Sikkim, according to the RBI’s survey 757 villages still have population below 2000, where BC needs to be appointed which will lead to the successful implementation of financial inclusion.
The bankers mentioned that people were ignorant about many facilities due to which they go to the bank for subsidies only, very few of them go to take loan for different purposes. Yet, there are instances where people have taken loan under various heads and very few of them have repaid. This has discouraged banks to give out more loans to the people, it was added.

World Tourism Day observed at Tareybhir

NAMCHI, 23 Sept: Sadam Tourism Development Society observed World Tourism Day 2013 under the theme of “Tourism & Water: Protecting our Common Future” today here at Tareybhir premises under Sadam Suntaley, Zilla Panchayat Unit, South Sikkim.
Minister Tourism & Civil Aviation Department, Bhim Dhungel was the chief guest of the programme while Area MLA, Tulshi Devi Rai was the special guest of the programme. The programme was also attended by Chairman Tea Board Gagan Rai, Former Minister DR Basnett, NMC Councilor Tarkeshwar Prasad, Zilla and Ward Panchayats, Officers and students and the local gentry.
Addressing the function chief guest, Minister Bhim Dhungel said that Sikkim has immense potential in the tourism sector with its rich natural beauty and unique climatic zone along with its diverse culture, traditions and customs.
The state government has done a lot of work in developing the tourism sector in the state but the public and youth are yet to fully understand the long term benefits of working in this sector, he said. There might be some flaws in the government’s initiatives but we must come up with innovative ideas and use all the resources available, he added.
The Minister also highlighted about different tourism programmes and projects in South District and also urged the Sadam Tourism Development Society to utilize such infrastructure and take full advantage of the benefits and opportunities provided.
Area MLA, Tulshi Devi Rai in her address said that the programme had been organized to inform people of Sadam and encourage them to work in the tourism sector. The Melli constituency is doing well in many areas and has set an example in the state and country so people of Sadam must have a positive attitude to lead and represent people of Melli in the tourism sector, said Ms Rai.
She also said that the projects of Shakti Sthal and Tarey bhir will provide more opportunities to the people of Sikkim. The MLA further urged all the people not to be misguided and exploited by people with vested interests.
The programme was also addressed by South Sikkim Tourism Development Society (SSTDS) Chairman Gagan Rai and Additional Director (S) Tourism, Anita Rai.
During the programme, Area MLA Tulshi Devi Rai was also felicitated by the Sadam Tourism Development Society which was followed by a beautiful cultural programme presented by students of Taal Musical Academy of Namchi.

Destitute home in need of more space, more permanent address REBYNA RANA

GANGTOK, 23 Sept: Mayalmu Sangh, a home for the mentally challenged located in Dara Gaon, Tadong has been facing problems regarding accommodation for a long time now. Due to certain reasons, the home which was earlier located at Metro Point, Tadong has been shifted to Dara Gaon, near Post Office at Tadong.
This destitute home was established in 2008, starting with three inmates.
Speaking to media persons today, care taker of the home, Bindya Gurung informed that a proposal regarding a permanent solution to their accommodation problem had been placed with the state government some time back. The proposal had also been sanctioned by the government but due to some reason it has not materialized thus far, she said.
The home was to be shifted to Lingdum which had been approved by the Urban Development and Housing Department. However, this has not happened and the home had to be shifted to Dara Gaon instead, she informs.
“We need a larger space and this rented accommodation is proving too costly for us,” said Ms. Gurung.  The home is paying a rent of Rs 10,000 per month at present. She further informed that the home runs on donations. While the monthly expenditure of the home is around Rs 50,000, it receives only around Rs 20-21,000 in a month from donations, she added.
“Thukchuk Lachungpa donates every month to the home with his blessings, and sometimes we go door-to- door for donations”, she said.  The Social Welfare department also provides Rs 1.5 lakh to the home every year, she added.
“We receive calls from the police and well-wishers to take in people but we feel sad to turn them away because of the lack of space in the home”, she expressed.
The home, which has four rooms, accommodates 24 inmates at present.

Empowered Futures

The Chief Minister, while addressing his party-workers as the SDF party president on Sunday, reminded them that real change cannot come with sops and handouts. The people had to be empowered if things were to really improve in Sikkim, he stressed. Empowerment is not the same as rights, that, the citizens of India already enjoy in plenty. Empowerment demands a wider realization of the rights, the responsibilities that come with it and a stronger desire for pride and establishing self respect. These are virtues that rarely serve the ends of politics well, at least in the short term because support is more safely secured through dependence. An empowered people, after all, are unlikely to be swayed by rhetoric and will rarely be available as ready fodder for the intemperate demands of active politics. Populist measures on the other hand provide instant gratification and attract immediate praise even if they deliver only short-lived impact.
There was a time when the masses needed to be pampered. And they were. Now, Sikkim has to get more realistic, experiment with some effective empowerment. This transition to the next level will not be easy because indulgence is not easily abandoned. The rural folk have been prioritized, anyone who has seen the numbers in which they now travel to the district headquarters and the capital, the ease with which they make demands and get heard will agree with this observation. Now is the time to provide coherence to their plans. Not only is this desirable, it is also an urgent need now. The Sikkimese economy has survived [and quite obviously also prospered] on Central grants for far too long. While this patronage makes for comfortable living, it also makes the people lethargic. There might not be instances of abject poverty in the State, but there are equally fewer success stories outside the circle of the government and its coterie. The real problem with the Sikkimese economy is that it is too dependent on the State exchequer. If the departments do not release payments in time, the market ebbs and every time arrears are paid out, it’s festive season for everyone. This overdependence can prove crippling the day the State cannot support all the kitchens any more. The inverted economy that Sikkim has cannot be supported forever; in development jargon, it’s not sustainable. It’s wonderful that it has lasted this long, but someone, somewhere will pull the plug someday. Sikkim should start sustaining itself. For that the sops will have to be phased away and replaced with rewards for hard work and celebration of merit. It is going to be tough since the State takes care of everything from subsidizing rations to paying for the education of the children. The desire to work hard has atrophied and needs to now be coaxed back to strength. The inherent lethargy and the refusal to work hard has to be exorcised and the plethora of skill development programmes need to be worked to inspire new motivation as well. The Labour Department data which posts Sikkim as having the highest unemployment rate in country reflects as embarrassingly on the youth and their desire to work as it does on the government and its ability to employ.

16 REDRH homes inaugurated in Temi-Tarku on Earthquake anniv

GANGTOK, 23 Sept: Temi Namphing MLS, BS Panth, accompanied by Zilla Panchayat members, local panchayats and Gram Vikash Adhikari [erstwhile BDOs] Prem Kamal Rai and Panchayat Inspector, inaugurated a string of 16 homes constructed under the Reconstruction of Earthquake Damaged Rural Houses at different GPU’s falling under Temi Tarku GVK. This was last Wednesday, 18 September, coinciding with the second anniversary of the 18 Sept 2011 earthquake which had destroyed homes of families which are receiving new houses under the REDRH scheme.
Thus far, 18 REHRH constructions have been completed in Temi-Tarku GVK, it is informed.
The GVA conveys that REDRH constructions are underway across the GVK on a war footing and all houses sanctioned are expected to be completed by March 2014. A total of 158 houses are being constructed under REDRH in Temi-Tarku GVK.

CLEANLINESS DRIVE AT LOWER PANIHOUSE

SHARE [Self Help and Recycle Employment] Group, a Deorali-based self help group consisting of 40-plus members, undertook a cleanliness drive at Lower Panihouse here on Sunday.
The main reason was to spread wider awareness about Dengue among the people and SHARE members handed out pamphlets issued by the Health Department about Dengue and other diseases people need to take precautions against. The drive was supported by Bineeta Rai, Triptis, Hotel Deorali, Bhansari Lodge and the residents of Lower Panihouse, an official communiqué from SHARE informs.

Nandugaon School alumni meets

NAMCHI, 23 Sept:  The Alumni Association of Nandugaon School met for its first annual meeting at the School on 18 September. The meeting was chaired by Bishnu Prasad Chettri, a senior alumni member.
The alumni association’s president, Mohan Chettri, while addressing the meeting suggested that students passing out from the school be automatically included as members of the alumni association. This, he highlighted, would involve them in future activities of the school and also provide them an opportunity to contribute positively to the School they have been a part of for so many years.
The alumni association of Nandugaon School was formed on 13 October last year with Mohan Chettri as president; CP Rai [vice-president]; BK Sharma [secretary]; Mahindra Chettri [joint secretry]; Kumar Singh Sunwar [treasurer]; Lila Kumar Chettri [publicity secretary]; Din Nath Sharma, Bali Rai, Bikash Manger and Bina Chettri [co-coordinators].
In last week’s meeting, the alumni decided to appoint Pramila Rai as treasurer along with Lila Kumar Chettri. The next meeting is scheduled for 27 October.

Sikkim premiere of Limbu film Keba-Kokma slated for 06 Oct

GANGTOK, 23 Sept: “Keba- Kokma”, a Limbu language feature film from Nepal, has been picked as an official selection at the Long Fiction Film at the 5th Baghdad International Film Festival (BIFF) 2013 being held in Baghdad from 08 to 10 October next month. The film has been selected along with ten other films from India, Turkey and Saudi Arabia in the category.
And before the film screens in Baghdad, Sikkim will be offered a chance to watch it as well. Keba-Kokma is slated for a Sikkim premiere on 06 October at Mannan Bhawan.
The film festival meanwhile, had received 750 submissions from 60 countries including India and has 6 official competitions, three forums and 2 exhibitions in which Keba-Kokma will also be screened.  Koba-Kokma means “The Dumb Mountain” in Limbu. The film has English subtitles.
The film is shot completely in rural Nepal with Limbu culture and tradition playing an important part in the film’s storyline. The film has already impressed cinegoers in Nepal, having bagged the public choice award at the Nepal Indigenous International Film Festival 2012.
The film has been made under the banner of Sehonamlang Films Pvt Ltd and has Prabin Pandhak, Sabin Tumbahangphe, Yassel Younghang, Surya Prakash Chemjong and Arjun Bega in lead roles and has been directed by Ran Bir Limbu.
The film has been written by Upendra Subba and produced by Indra Sundar Nembang. With Bimal Dhakal as cinematographer, the film has been edited by Nabin Niroula.

Kabi Lungchok wins Late Thakpa Dorji Memorial Archery Tournament

GANGTOK, 22 Sept: Kabi Lungchok has become the champion of the 1st Late Thakpa Dorji Memorial Archery Tournament 2013 held here at the archery field in Tathangchen. In a nail-biting final match played today, Kabi Lungchok defeated Sichey Mavericks with a very close score line of 30-28.
The final match had Speaker KT Gyaltsen as the chief guest.
Karma Loday Namgyal of Crouching Tigers was adjudged the Man of the Tournament for his 34 targets. He also bagged the trophy for Highest Thupji for his 7 Thupjis in the tournament.
Sonam Tshering of Beyul Demazong received the Highest Bulls-Eye, while Tenzing Bhutia was declared the Man of the Match.
The tournament was organized by a Tathangchen-based archery team, Beyul Demazong, and was supported by the family of Late Thakpa Dorji. A total of 10 teams from in-and-around Gangtok had taken part in the tournament.
The winners and runner-up teams were awarded with cash prizes along with trophies.

Governor discusses tourism with Minister, recommends more innovative promotion

GANGTOK, 22 Sept: Tourism Minister, Bhim Dungel accompanied by Secretary, Department of Tourism and Civil Aviation, C Zangpo called on the Governor of Sikkim, Shriniwas Patil at Raj Bhavan on Saturday.
A press release from Raj Bhawan informs that the delegates briefed the Governor on the tourism potential and various activities being organized by the State Government and stakeholders for the promotion of tourism in the State. It was informed that tourism had become the mainstay of the people of Sikkim in recent years.
The Governor expressed concern that tourism related activities in Sikkim had been affected by the ongoing tension and bandhs in the Darjeeling district of neighbouring West Bengal and directed the Department of Tourism and Civil Aviation to come up with an action plan to revive the tourism industry.
He also desired that the State Government should come up with innovative ideas for healthy revenue generation from the tourism sector. He also stressed on the need to make tourism an organized sector by placing well organized infrastructure and methods in place, which should be supported by a dedicated school on tourism for imparting necessary knowledge, etiquettes and language to the youth of Sikkim for employment generation.
The Governor also highlighted the success story of the Gujarat and Maharashtra model and expressed his desire to similarly nominate a prominent person as brand ambassador for tourism in Sikkim.

Chungthang thanks those who came to its aid during terrible Septembers

CHUNGTHANG, 22 Sept: A thanksgiving function was organized by the public and panchayats of Chungthang sub-division on Saturday, 21 September, here at Chungthang Gram Prashasan Kendra to recognize assistance received by the people here during and in the aftermath of the 18 September, 2011 earthquake and the 21 September, 2012 flash-flood. The ceremony began with the offering of prayers in the memory of lives lost in the twin disasters a year apart.
The function had area MLA Tshering Wangdi Lepcha as chief guest accompanied by North Upadhakshya, NT Lepcha, former Minister Tasa Tengay Lepcha, SP (North) RN Yadav, ADM (North) Raj Yadav, SDM-Chungthang ST Tashi, Gram Vikash Adhikari Karma Thendup Denzongpa, zilla member, ChungChung Lepcha, COs from the Army and GREF, Indo-Tibetan Border Police Force, Zilla Panchayat members, Panchayat President, Vice President, Secretary and members of Chungthang Gram Panchayat Unit, Pipons of Lachen and Lachung, Panchayats, government officers and staff, senior citizen and general public.
The Chungthang Panchayat President, Lendup Lepcha, on behalf of the people and panchayats expressed gratitude to the State and Central Governments, armed and paramilitary forces, Non-Governmental Organizations, relief agencies, various private-sector organizations including power projects, press and media [both State and National] and volunteers from within the State and beyond for their “swift, sustained and selfless” assistance to the affected persons which provided much hope and reassurance in the aftermath of the tragedies.
A letter of appreciation was handed over to all felicitated today.
Addressing the function, the chief guest appreciated the positive outlook and hard-working nature of the Chungthang residents, government officials and private sector employees which went a long way in ensuring swift recovery from the two calamities. He added that important lessons have been learned and better safety and precautionary measure undertaken.
The function was also addressed by North ADM, SDM Chungthang and Mukesh Kumar, Commandant 86 RCC.
Also on the day, a newly constructed REDRH home and two CMRHM homes at Chungthang were inaugurated by the MLA.

SU observes International Peace Day

GANGTOK, Sept 22: The UN International Day of Peace (Peace Day) was celebrated at Sikkim University campus jointly by the department of Peace and Conflict, Sikkim University and Universal Peace Federation (UPF) on Saturday. The theme of this year’s Peace Day is Education for Peace.
The Vice Chancellor of Sikkim University, Prof. TB Subba was present as the chief guest along with Vice Chancellor of ICFAI University, SG Tashi and Chairman of UPF, GM Gurung as guests of honor.

Distribution of Operation & Maintenance Fund under NRDWP gets underway

GANGTOK, 22 Sept: Tokens of Operation & Maintenance Fund under the National Rural Drinking Water Programme [NRDWP] were handed over to the Village Water & Sanitation Committees [VWSCs] of four GPUs under Gangtok block in East District here on Saturday at the conference hall of RMDD.
The tokens were handed over by the RMDD Minister, CB Karki to Panchayat presidents of four GPUs, who were also the chairpersons of VWSC of their respective areas during the function organized by the Communication & Capacity Development Unit [CCDU], SIRD. Following this token distribution, now the fund will be handed over to the GPUs around the state.
It was informed that the NRDWP was implemented in the state many years back but there are problems in repair and maintenance being faced in many areas. In view of this, the Operation & Maintenance fund of Rs 1 lakh has been sanctioned, which will be provided to each VWSC in two installments of Rs 50,000 each.
Addressing the function, the Minister urged the panchayats to make the best use of the programme for the welfare of the people in their respective areas. “A panchayat holds an important position in the villages and they should be committed to the development of their respective areas in order to set an example in the state”, he said.
RMDD Secretary, DR Nepal mentioned that as the NRDWP is related to drinking water supply so it is an important programme for the rural population. In this regard, he urged for proper implementation of this programme in the rural areas for better health of the people.
Urging panchayats to work in better coordination with the department and the people, he stated that the success of the programme depends on the performance of panchayat members.
Likewise, RMDD Additional Chief Engineer [N/E], Rajen Sharma also spoke briefly on the NRDWP. The function was also addressed by CCDU State Coordinator cum SIRD Deputy Director, Yangchen Lepcha.
The function started with the welcome address by SIRD, Suchitra Rasaily and concluded with the vote of thanks by CCDU Consultant, CB Mangar.

World Physiotherapy Day observed at CRH

GANGTOK, 22 Sept: Central Referral Hospital [CRH] observed "World Physiotherapy Day 2013" on Saturday. VC, SMU, Brig Dr. SN Mishra, was present as the chief guest on the day.
The Physiotherapy department organized a "Free Physiotherapy Camp" on the occasion at 05 Level, CRH, Tadong. Approximately 150 patients were attended the camp which also had Physiotherapy Lecturer, Dr. Pratik Chhetri.
A poster and slogan competition was also held amongst the students of Nursing, M.B.B.S, and Physiotherapy. Assistant Prof, Physiotherapist, Dr. Remon Chhetri gave a presentation on physiotherapy during the function.
The function was also attended by Dean [SMIMS], Air Marshall, Dr. GS Joneja, including Medical Superintendent, Major General, Dr. Shamsher Singh, Registrar Dr. Vandana Suhag.                                

Special session on Tourism and Bird-watching held at Namchi Girls School

NAMCHI, 22 Sept: An awareness programme on tourism was held today here at the auditorium hall of Girls Senior Secondary School Namchi.  During the programme, organized by Namchi Girls Senior Secondary School (NGSSS), the participants were educated on various topics by the experts and resource persons from Sikkim Foundation and Ornithological Society.
Senior Forest Officer and Environmentalist, Usha Lachungpa started her address with Article 51A Fundamental Duties of the Constitution of India that says "It shall be the duty of every citizen of India to value and preserve the rich heritage of our composite culture, to protect and improve the natural environment including forests, Lakes and wild life, and to have compassion for all living creatures".
She further informed the participants about the state’s biodiversity and the need to explore it before learning about other parts of the country. Ms Lachungpa also informed about the dos and don'ts under the Wild Life (Protection) Act 1972 and also on Human-Animal conflicts.
“Irresponsible littering in forest areas needs serious attention soon otherwise our state will turn into a high altitude garbage dump”, she added. Further she appealed to everyone to conserve Sikkim's natural heritage.
Karma Thenpo and his team from the Sikkim Ornithological Society spoke on the topic ‘Basics of Bird Watching’. Photographer cum bird watcher Chewang R Bonpo spoke on wildlife and wildlife tourism in the Eastern Himalayas.
Principal Girls Senior Secondary School Namchi, Archana Rai also addressed the programme where she thanked the members of Sikkim Foundation and Ornithological Society and said that the programme has encouraged budding bird watchers of the area.
An interactive session was also held where experts answered the queries placed by the participants. The students who answered questions during the interactive session were also presented with gift hampers by Sikkim Ornithological Society.
The programme was attended by the teachers and students of Namchi Girls Senior Secondary School, hoteliers, travel agents and members of different NGOs of the locality. The president and the executive members of Sikkim Ornithological Society were also present.

Cleanliness drive to keep Dengue away from Namchi

NAMCHI, 22 Sept: As follow-up action to the meeting held on 19 September initiated by SDM Namchi, Ravindra Kumar regarding preventive measures to be taken up to guard against Dengue in Namchi, a massive cleanliness drive was carried out today around Central Park, United Studio, Hospital, Car Parking Plaza, Bhutia Basti, Housing Complex and Goskhan.
Departments like UD&HD, NMC, Roads & Bridges, Fire, and Forest along with the District Administration carried out the cleanliness drive in these areas. Five teams were formed headed by the officials of the respective departments wherein each department provided manpower and cleaning equipments while the Fire department provided its fire truck to hose down the clogged drains.
SDM Namchi also met the president of Drivers Association and asked for their cooperation in this cleanliness campaign. Mr Ravindra informed that after this sanitation campaign, another inspection would be carried out after 2-3 weeks in all of these areas and verbal warning will be given to those who fail to maintain cleanliness.  He also informed that even after the verbal warning, if the residents fail to cooperate in this campaign then a written warning will be issued to them which will state that anybody who is caught throwing garbage outside and polluting the area will be dealt with under section 133 of CRPC for creating nuisance in public area by the SDM’s office.

WC and MR employees assc office inaugurated

GANGTOK, 22 Sept: All Sikkim Government Work Charged and Muster Roll Employees Association (ASGW&MREA) opened its office at Sichey at Hotel Vajra Kila near Hidden Forest, today. The central executive members and executive members of district level committee were present on the occasion.
Advisor of the association, Purna Gurung inaugurated the new office of the association. He urged the executive members to continue their efforts sincerely to ensure that all the employees under this category are regularized as per the announcement of the Chief Minister. He emphasized on working in a collective manner in the interest of all.
President, Ugen Lepcha in his address said that this office will help in addressing the grievances of all the workers. “We should develop a positive mindset to make the association strong”, he said. He appealed to all members to cooperate and assured that the association will work in a disciplined manner. “We have to go a long way and achieve a lot”, he added.
General secretary, Om Bikram Rizal also stressed on working in a collective manner so that a positive message goes to the government. Members of the district committee also addressed the function where they focused on unity among the members to get all the benefits from the government.

The practice of Humanity is above all

To quote His Holiness the Dalai Lama, “Religion may have become synonymous with deep philosophical issues, but it is love and compassion that lie at the heart of all religion”.
Even after so many years of advancement and even though we are living in the 21st Century, we have failed to accept the idea of secularism and around us, communalism has crossed dangerous levels. So much so that there now exists superiority of religion from place to place [Depending on the number of people residing in that area]. It is still not rare to find some of us who are so communal that we make an extra effort to make people belonging to other religions feel inferior compared to us. Being proud of our faith is natural, and there is nothing wrong in it, but we also need to see to it that we don’t hurt the sentiments of people belonging to other religions. We can of course be glad and talk about our religion but while doing that we should not criticize the religion of others. Even if we are inherently communal to some extent then, we cannot escape the fact that were are all the same people. Why do we then distinguish people on the basis of the religion they profess? Besides, the moral values that we imbibe from every religion are more or less the same with every religion teaching us to be kind, gracious and truthful… that we should respect everybody.
What differs is only and only the way we worship and praise our respective Gods. We also know that because of the absence of the feeling of oneness, many unfortunate incidents have happened, many riots, which have led to loss of in numerous lives. Why don’t we understand that God did not intend for us to behave this way? But it is what and how we, human beings, have decided it to be like. It is we ourselves who have decided to divide ourselves into different groups and communities. If God really wanted this difference among communities, he would have made the differences more obvious.
If we are really proud of our religion, we should celebrate its teachings; practice humanity. By treating everybody equally and with respect, we will be true to our respective religions and can then prove that we understand the concept of humanity more clearly. We need to understand that “There Is No Greater Religion, Than the Religion of Humanity.” (the writer is a class XII student in a Gangtok School)

SDF OBSERVES GARIB UTTHAN DIWAS Chamling announces Rs. 80 crore outlay to power rural homestay tourism

GANGTOK, Sept 22: Chief Minister Pawan Chamling today announced an ambitious plan to facilitate the setting up of home-stay tourism options at 1,000 homes across the State. Rs. 80 crore has been earmarked for this project, which the CM highlighted, will turn around the rural economy and involve rural-folk more intimately as stakeholders in the tourism sector.
The CM made this announcement which addressing the Garib Utthan Diwas [Poverty Alleviation Day] of the ruling Sikkim Democratic Front today at the party head office here at Indira Byepass. The SDF observes the day coinciding with its party president, Chief Minister Pawan Chamling’s birthday. Mr. Chamling turned 63 today.
The day also celebrates the day in the year 1993, when Mr. Chamling had returned to Sikkim after a 3-month spell spent ‘underground’ following his breaking away from Sikkim Sangram Parishad.
“SDF party came to power in December 1994 and has done tremendous work to reduce poverty from 42 percent in 1993 to 8 percent at present. The poverty rate has declined remarkably and we are becoming more prosperous than other states of the North East like Mizoram and Arunachal Pradesh”, said the CM while addressing party workers today.
He also announced a series of party programmes and said that the government plans to make hundred more tourist spots in Sikkim to attract more tourists and also to entice them to stay in Sikkim on longer holidays. The new destinations will have potential to keep tourists back for 100-day holidays, Mr. Chamling shared.
The state government has also taken a policy decision to develop 1,000 home stays in rural areas promoting and providing rural employment and empowering the Sikkimese youth, said the CM. The state government has earmarked Rs 80 crore to build rural home stays as the next step towards promoting rural tourism, he added.
Earlier, he stated that the pending bills of various departments will be cleared before Dussehra. The salary of ASHA workers which is pending will be released along with the old age pensions, he further announced.
While addressing party workers, Mr. Chamling said that all the party workers are equally responsible to take decisions at their own level upholding the party policies and programmes while working within the framework of the party rules. No one in the party is above the law and rules, he added.
Refraining from taking any names the CM did take a dig at the Opposition formed of former party colleagues. Of them, he said that “undesirable elements” leaving the party was a good sign suggesting reform within the party.
Cautioning party workers, he said that growing selfishness within the party workers and leaders was causing inner conflicts which he said is not a good sign for a democratic party and practice.
Earlier the reports on Youth Awareness Programme and Zonal Committee for South and West were submitted to the party president by the party vice president and In-charge Youth, Ugen T. Gyatso.
The CM also inaugurated a music studio, Sargam Sikkim Studio, and launched an album recorded in the studio. The studio, located near the party head office, aims to provide opportunities to the talents of Sikkim it is informed.
The program also saw the release of several books while the CM was also felicitated by the Central Executive Committee of the party for bringing development in the state.

Gangtok Task Force meets

GANGTOK, 22 Sept: A meeting of Gangtok Task Force (GTF) was held at Hotel Tashi Delek on Saturday. The meeting was attended by Deputy Mayor, Shakti Singh, DIG Range, Dr. MS Tuli, Director, Vigilance Department , S Sridhar Rao, Superintendent of Police, East District, Manoj Tiwari, Commandant, Sikkim Armed Police, Tashi Wangyal,  SDPOs and SHOs of surrounding towns, other police personnel along with members and office bearers of Gangtok Task Force.
The members welcomed SP East as the new president (ex officio) of Gangtok Task Force. The members exchanged ideas and suggestions regarding activities that the organisation could take up in the future. They also expressed their concern over the rising problem of drug abuse among the youth. Discussions were held on issues that demand immediate attention, like parking problems, increasing suicides, sensitisation programmes for taxi drivers, awareness camps for youth etc.
It may be recalled that Gangtok Task Force was constituted to improve the civic scenario of Gangtok town. It has carried out numerous cleanliness drives and campaigns for a cleaner Gangtok since its inception. Gangtok Task Force is committed to work in tandem with the vision of the State Government to make Sikkim a model state.

National Handloom Expo begins at DHH

GANGTOK, 22 Sept [IPR]: Chief Secretary, R Ongmu formally inaugurated the National Handloom Expo 2013 at the Directorate of Handicrafts and Handlooms, Zero Point, Gangtok on Saturday. The National Handloom Expo 2013 is being organized by the Sikkim Handloom and Handicrafts Development Corporation Ltd and has been sponsored by the Office of the Development Commissioner (Handloom) Ministry of Textiles.
A total of 45 stalls have been allotted to weavers and Self Help Groups from all over the country and State. The National Handloom Expo provides a platform to weavers to promote their products and also to generate awareness of the handloom industry and create markets for their products.
A live crafts demonstration by local artisans and exhibits by empanelled designers like Chimi Ongmu Bhutia, Sudeep Tamang and Sangay Palden Bhutia have added more appeal and flavor to this exhibition. The National Handloom expo provides a good buyers-seller marketing platform.
