CHAMLING INVITES GROUP-D EMPLOYEES TO TAKE LEADING ROLE IN ESTABLISHING BETTER WORK CULTURE IN GOVT OFFICES

GANGTOK, 05 May: The State Government will give a one-time relaxation to eligible Grade IV employees to be promoted to LDC rank. This will be against all available LDC vacancies, Chief Minister Pawan Chamling announced today while addressing a function organized by the All Sikkim Group ‘D’ Employees’ Association here at the Sikkim Government College auditorium. The association had put together a meet to generate wider awareness on the need to improve work culture in government departments and had invited the CM over as the chief guest.
The explained that this one-time relaxation would open all vacancies at the LDC level to be filled by eligible [class X pass] Grade-IV employees on promotion. These vacancies are normally filled on a 50:50 ratio between promotions and fresh recruitments.
The CM also reassured today that the government was committed to regularize services of all employees who have been on Muster Roll or Work-Charged for five years or more. This, he said, will be done in a phased manner against vacancies.
He further accepted that there was some anomaly in the structuring of grade pay of Group-D employees which had resulted in some employees with more than 30 years in service slotted on lower grade-pay than their juniors. He was aware of matter and has already directed the Secretary, Department of Personnel, to look into the matter and redress this grievance of the employees, the CM informed.
Commenting on the theme of the day’s interaction – “work culture” – the CM stressed that the entire government machinery, from the Chief Secretary to the junior-most employee, should approach their work in a ‘people-friendly’ and ‘people-centric’ manner.
He said that an attitudinal change was required among government employees to deliver an administration with was genuinely in public service. Lay people, he stressed, should not be harassed for any reason at any level and should always be treated with dignity and respect.
The CM also remarked today that government employees here delivered very poorly by way of work culture and invited the Group-D employees to take a leading role in establishing a heightened sense of public service among government servants. By adopting a more proactive approach towards assisting lay people in getting official works processed, and by engaging the people with more respect, Group-D employees will be able to influence a reorientation in how even public servants senior to them attend to the public, the CM stressed.
Discipline and good work culture should be embraced as a way of life, he shared, adding that doing so would not only improve the quality of service available to the people but also address several social challenges facing Sikkim.
The CM also stated today that just as the government was considerate and committed to attend to the just demands of the employees, it will also be strict in cracking down on dereliction and especially severe on those employees who are ignoring their responsibilities towards the people because of drug addiction or alcoholism.
Also on the day, the All Sikkim Group ‘D’ Employees’ Association felicitated the Chief Minister to register their appreciation of the good governance and consistent and quality service to Sikkim and its people. The association also felicitated four former office-bearers of the association – Thendup Lepcha, Bhaghirath Adhikari, Udai Chandra Paudyal and Chakra Bahadur Subba – for their contributions to the association and Group D employees.
