75% ‘discount’ for local unemployed youth in trade and hawker license fees

GANGTOK, 02 July: The state government has reduced the trade license and hawker license fees by 75 percent on all prescribed rates for local unemployed youth. Aimed as a move to encourage youth towards business and commercial enterprises, the efficacy of this ‘discount’ will become apparent over the next few months.
The Urban Development & Housing Department (UD&HD), through a notification dated issued on 26 February 2014 had amended the Sikkim Trade License and Miscellaneous Provision Rules, 2011, notifying that “the trade license fee and hawker licence fee in respect of the local unemployed youth in the items enumerated in Schedule I, II and III shall be 75 percent less that prescribed in the Schedule I, II and III.” Provided that the local unemployed youth shall fulfill the conditions laid down in Rule 7 of the STL&MP Rules 2011.
Special Secretary, UD&HD, LB Chettri, while speaking to NOW! today, stated that the decision to reduce the trade license and hawkers fees for local unemployed youth has ensured that many local unemployed youth in the state now have an opportunity to make a living in a society where employment opportunities in the government sector was limited.
He also informed that the concerned urban local bodies and the nagar panchayats had been devolved powers as functionaries for the same and that the department had transferred the powers for the implementation part to the ULBs.
“Ours is a totally consumer state which is why we have limitations in state government employment opportunities. However, the state government has notified the reduction in fees for obtaining license to only local unemployed youth who have to fulfill the requirements as mentioned in the notification,” he stated.
He added here that these requirements included having Sikkim subjects or certificate of identification, recommendations from the concerned panchayats or ULBs and state government issued employment cards that have been updated and stamped.
