NAMCHI, 02 Apr [IPR]: Training of Micro Observers by General Observer was conducted at the Conference Hall of the South District Administrative Centre today. The training had the presence of the General Election Observer Dr. R. Selvaraj, ADC Dev, Benu Gurung, DPO South, Yangchen Tamang and SDM Headquarter, Samdup Bhutia who welcomed the trainees.
During the training, Benu Gurung informed the Micro Observers regarding the instructions and procedures for the conduct of upcoming Assembly Elections. She discussed the role of the Micro Observers where some of them are to identify errors and report it to the general observer through proper channels of communication.
In addition the Micro Observer’s role is to understand the functions of the polling officers in order to spot errors in the process of conduct of polls. She also imparted information about senior citizens, physically impaired, infirm and differently abled voters. Ms Gurung briefed the micro observers about the legal provisions under the RP Act related to the elections and the conduct of election rule 1961. In addition she also informed the officers regarding the management outside and inside of the polling stations and the responsibilities of the polling team. She further demonstrated the use of EVMs to the trainees followed by hands on session.
The General Observer in his address told the Micro Observers not to function as a fault finding agency and said that any serious deviation needs to be reported to him. The Micro Observer is required to report at the collection centre at Namchi Government Sr. Sec School at 8.00 am in the morning on 11 April, 2014.
