“Not just skills, also infuse confidence”
NAMCHI, 22 April: The State Institute of Capacity Building (SICB) held its first governing body meeting followed by a convocation programme yesterday at the SICB campus at Karfectar in South Sikkim. The meeting was conducted under the presidentship of Chief Minister Pawan Chamling who is also the Chief In-charge of SICB.
During the board meeting Chief Administrator, SICB, SD Dhakal presented the progress report and 21 agendas which were later passed by the board.
The agendas were: presentation of the progress report from 10 December 2009 to 31 March 2011, rectification of decisions taken by the board, installation of V-Sat connectivity to all livelihood schools, ratification of fixing of house rent of livelihood schools, conversion from contract to muster roll of employees, additional man power requirement at SICB, administrative, financial and skill training for SICB officers at Indian Institute of Technology, Kanpur or LBS Administrative Center, Mussorie, grants-in-aid for 2011-12, schemes of Director General of employment and training (DGET), payment of SIDICO loan, convergence of Swarna Jayanti Sawrojgar Yojna and CMYES for the benefit of successful candidates, collaboration with National Skill Development Mission (NSDM), National Skill Foundation of India NSFI and Specialty Restaurant Limited, Kolkata. All the 21 agendas of this board meeting were passed by the board.
Addressing the meeting, the Chief Minister said that the main objective of the SICB is to produce skilled manpower in keeping with the market demand and added that SICB should not only impart vocational skills, but also inculcate self confidence in the younger generation to explore opportunities in the private sector.
Since employment in government service is limited, the State government has taken this initiative to provide job oriented training through capacity building and livelihood schools, he explained. Sikkim is the first State in the country to have initiated such a programme, something which was now also being attempted in the national level.
Later, addressing the convocation programme the Chief Minister announced that 30% reservation will be given to women drivers in government service from now one.
He also pointed out that Sikkim was the first state in the country with a skill development programme for unemployed youth. Congratulating all the trainees he said that every youth cannot seek a government job and they should accept this and move towards the private sector for which the government will fully support the youth.
He also announced the provision of Rs 10 lakhs in loan to skilled youth for starting their own venture.
At the convocation, more than 150 students from Yangang-Rangang, Upper Burtuk, Arithang-Chujachen Livelihood Schools and from the SICB who have completed training in Spoken English/ Personality development, Driving/ Tour Guide and Retail Management from the State Institute of Capacity Building received certificates.
The Chief Minister also announced that 12 more capacity building institutes will be started in Sikkim within 100 days to add to the existing kitty of 19.
The programme was also attended by MP, PD Rai, HRDD Minister, NK Pradhan, Minister Neeru Sewa, Minister Dawcho Lepcha, Chief Secretary, ND Chingapa, Secretary DOP, KT Chankapa, Secretary HRDD, R Tilang, Secretary Law, Chief Administrator, SICB, SD Dhakal and other board members.
