GANGTOK, 28 May: Fresh processing of files for service regularization of temporary employees of the State Government has been kept in abeyance, senior officials of the Department of Personnel inform.
In fact, as recently as on 26 May, the Secretary, DoP, in a circular marked to all Heads of Departments, conveyed that the “regularization process of temporary employees which has been kept in abeyance shall continue to remain so until further orders”.
This circular has interesting antecedents, coming as it does, in continuation of a DoP circular of 19 April 2014. This circular, officials inform, was necessitated when complaints were lodged alleging that service regularizations were continuing despite the model code of conduct having been in force. The 19 April circular from the DoP to the departments was a reminder that service regularizations could not be undertaken while the code was in force. Departments were reportedly informed that the regularization process was to remain in abeyance until “further orders”.
The 26 May circular reminds departments that the these “further orders” have still not been issued.
Officials inform that the recent Cabinet meeting had also discussed the regularisation process and underlined that the process be made foolproof. The process, they inform, will resume once the procedure and processes have been reinforced and finalized.
