GANGTOK, 29 May: With the Cabinet having approved the end of ad hoc and officiating promotions in government services, the Department of Personnel is now preparing to issue relevant notification.
Officiating promotions, as officials explain, is when an employee is promoted to a senior post in order to fill up the vacancy existing there without the due process of recruitment as per Sikkim Public Service Commission. While the ‘promoted’ employee will enjoy enhanced pay package and perks relevant to the post, his /her promotion is only temporary till the SPSC ratifies it.
Officials inform that the rationale behind such a decision of the state government is to cut down on unnecessary expenditure as any employee accorded promotion in officiating capacity is given salary and other monetary benefits befitting the post to which he or she has been promoted. On the other hand, officials inform that there is also a drawback to this as it will create a backlog of pending files.
Presently there are many employees holding posts on officiating capacity. This is due to the fact that these posts have been lying vacant and also because the SPSC has not conducted the required process. The recruitment process is itself time consuming and till then if such posts continue to lie vacant then they are likely to cause administrative bottlenecks. However, now that the Cabinet decision has been taken it remains to be seen how the bureaucracy copes with this.
It is informed that the Cabinet has also directed the Department of Personnel to observe the Reservation Policy of the state government in all matters relating to appointment and promotions. This directive is believed to be an affirmation of the existing reservation policy of the state government. On the other hand the cabinet directive on ad hoc promotions seems confusing as there is no such terminology or practice.
