Committee to look into local employment in hotel industry and other private sector units

GANGTOK, 21 Nov: The State government has already laid down several guidelines and has been repeatedly reminding the private sector here to give priority to locals in employment, and now, it has initiated yet another step to ensure that locals are accorded preference in jobs in the private sector.
A committee has been constituted with the Chief Secretary as Chairman “…to address issues regarding employment of locals directly by the Hotel Industry and other private sector units established in the state…”.
While this committee was formed some time back, it is yet to begin functioning in terms of meetings and surveys. However, it is informed that a meeting of the committee will be held soon. As per the directions of the State government, the committee is to put forward a report on its findings and recommendations.
Secretary, Labour, when contacted, stated that the government had taken this step to ensure the employment of locals in the private sector; however, the other intention of the government is also to ensure that the working conditions provided by the private employers and industry including wages and salaries  are as per the guidelines and regulations issued by the state.
The Labour Department, it is informed, had also engaged officials to conduct a survey of the hotels and engage in discussions with hotel associations to ascertain the working conditions of their employees.
Most hotels and other private sector employees, including those at pharmaceutical companies and hydel projects, were found to be complying with the government stipulation on minimum wages. In fact, many private sector employees were paying more than the stipulated minimum wage of Rs. 130 per day.
Other working conditions provided by the employers have also to be verified.
While the primary motive of the government is to ensure maximum local employment in the private sector, there is also the refrain that locals are hesitant to take up employment in the private sector and especially that adequately qualified locals are hard to find.
This is where the government too seems to be flummoxed, especially since it is also faced with an ever growing population of unemployed youth.
Other members of the Committee include the Secretaries, Health, UD&HD, Tourism and the Secretary, Labour Department as member secretary.
