Teenager raped, accused arrested

GANGTOK, 10 June: A 22-year-old man has been arrested for sexually assaulting a teenager in South Sikkim on 07 June.
According to police reports, the 16 year old victim had gone to visit a friend when one Sandeep Tamang forcefully took her away. At around 11:50 pm that night, the friend informed the victim’s family about the incident. A massive search was conducted by the family members and villagers.
On 08 June around 6 in the morning, the victim was found at the bridge near Aadarsh Gaon. On enquiring, it came to light that she was sexually assaulted by the accused.
The victim was forwarded to Singtam District Hospital for medical examination. Accused Sandeep Tamang [22] of Aadarsh Gaon, a driver by profession was arrested and has been taken into custody. A case under section 376 [punishment for rape] of the Indian Penal Code read with section 04 of POCSO Act, 2012 has been registered against him at the Temi Police Station.

Skill Development Programme on Mushroom Cultivation in Dzongu

GANGTOK, 10 June [PIB]: ICAR Sikkim Centre, Tadong, organized a three-day Hands-on Training on Scientific Oyster Mushroom Cultivation for the Livelihood Improvement of Tribal farmers at Passingdang, Upper Dzongu, North Sikkim under Tribal Sub Plan from 05 to 07 June, 2014.
More than 50 farmers from Passingdang and Hee-Gyathang participated in this important training programme. The training was organized both at Passingdang and ICAR Sikkim Centre, Tadong.  Scientists from ICAR Sikkim Centre delivered lectures on various aspects of mushroom cultivation.
Farmers were also invited to ICAR Sikkim Centre to gain practical knowledge on mushroom cultivation. They were allowed to participate in substrate preparation and mushroom bed making to get acquainted with mushroom cultivation under the supervision of scientists from ICAR Sikkim Centre.
Speaking in the inaugural session, Dr. RK Avasthe [Joint Director, ICAR Sikkim Centre] and chief guest of this training programme stated that mushroom has tremendous potential in Sikkim because of its high demand and nutritional value and also emphasized upon the importance of maintenance of proper hygiene and use of scientific techniques to get highest return from mushroom cultivation. He also said that it is one of the important healthy foods that contain less fat and more protein.
Dr. H Kalita [Principal Scientist (Entomology), ICAR Sikkim Centre] explained about the importance of organizing this training programme for the benefit of farmers and also delivered a lecture on insect pest management in mushroom production.
Dr. R Gopi [Scientist (Plant Pathology) and Primary Resource Person] spoke about the scientific oyster mushroom cultivation and disease management in mushroom. He also highlighted that oyster mushroom has high biological efficiency of more than 100 per cent depending upon the substrate combination and the manner in which the substrate has been managed during the growing season.
Dr. Ashish Yadav [Sr. Scientist (Horticulture)], Boniface Lepcha and Anushree Gogoi explained about the post-harvest management mainly processing, drying and storage of mushroom to prevent spoilage from contaminating molds and bacteria. Preparation of various dishes using mushroom such as mushroom soup and pickle and primary value addition procedure were shared with the growers at ICAR Sikkim Centre.
Earlier, Khorlo Bhutia [Principal Director, Horticulture and Cash Crops Development Department] and Dr RK Avasthe [Joint Director, ICAR Sikkim Centre] participated in the Review Meeting of the 3rd Regional Committee of ICAR Research Complex for NEH Region at Barapani, Shillong on 02 June.
Regional Committees are one of the highest decision making bodies of ICAR. The Indian Council of Agricultural Research has placed the various states and UTs of the country on the basis of the climate into 8 Regional Committees. The basic aim of constituting these Committees is to review the status of agricultural research and education in the region and address the location specific issues of agriculture and allied sectors. Sikkim is a member of the 3rd Regional Committee along with other NE states.
In this meeting, Khorlo Bhutia presented the action taken report on the various actionable issues pertaining to progress on the establishment of College of Horticulture in Sikkim and others besides, presenting the first draft of the Handbook of Organic Production in Sikkim developed by Scientists of ICAR Sikkim Centre, Tadong and Spices Board, Tadong.

Land Revenue department holds coordination meet

GANGTOK, 10 June: A departmental coordination meeting of the Land Revenue & Disaster Management Department was held on 07 June in the Conference Hall of Manan Kendra. The meeting was chaired by the Secretary cum Relief Commissioner, LR& DMD, CT Wangdi and was attended by the District Collectors, ADC, SDMs and Officers of the Land Revenue & Disaster Management Department.
The Secretary in his welcome address informed the gathering that the purpose of the meeting was mainly to impress upon all officers for implementing Government policies pertaining to the Department and also to share issues between the Head Office and the districts for better coordination, informs a press release.
A brief summary of the directions issued by the Government regarding the office decorum to be maintained, clearing of files within prescribed time, clearing of pending works and punctuality as well as installation of bio metric attendance record system was intimated to the gathering.
Further, the Secretary stressed upon implementation of Revenue Order No. 1 in letter and spirit, leasing of land to COI holders, proper assessment of compensations, to study the issue of attestation of survey record of 1996-97 pertaining to Chungthang sub division and proper establishment and functioning of offices for the newly created sub divisions.
An open discussion was also held wherein the District Collectors suggested various innovative practices which could be taken up for smooth functioning of offices. The Secretary assured full cooperation from the Head Office in this regard, the release mentions.
The meeting ended with a vote of thanks by the Secretary.

5 arrested on suspicion of assaulting 74 yr old

GANGTOK, 10 June: Pakyong Police have arrested five suspects in connection with an assault reported on 07 June near Lampatay Dara above Rorathang.
According to the victim, 74 year old Harka Man Rai of Kali Khola, he was returning home alone on foot on 07 June at around 7:30 p.m. when unknown persons attacked him from behind with a sharp weapon and sticks. He sustained injuries to his head and right ear and was also robbed of his mobile phone. Subsequently, a case under section 307 and 392 [attempt to murder and punishment for robbery] of the Indian Penal Code was registered against unknown persons at the Pakyong Police Station on 08 June.
On 09 June, Pakyong Police arrested Phip Raj Subba [25], Krishna Prasad Sharma [33], Sanjit Prasad [23], Ranjeet Prasad [25] and Rudra Chettri [46], all residents of Rorathang. One Suresh Rai alias Motey who happened to work as a labour at the quarry on the river bank at Rorathang under the quarry contractor Rudra Chettri is absconding since 08 June after the incident.
Interrogation of suspected persons and circumstances revealed strong complicity of absconding suspect Suresh Rai hailing from Nepal. The case is under investigation.

Govt doubles Study Loan limits, enhances max income slabs RANJIT SINGH

GANGTOK, 09 June: There is more good news for students pursuing higher studies with the State government revising the amount on offer as Student Loan and also increasing the annual income slab in the eligibility criteria. This concerns the Chief Minister's Comprehensive Education Loan Scheme wherein the upper limits of loans that can be availed for higher education have been doubled from the amount currently permissible; there are some restrictive criteria too amended in to the earlier notification restricting the kind of education courses for which such loans can be sought.

For pursuing higher studies within India, the maximum loan amount has been enhanced from the existing Rs. 7.5 lakh to Rs. 12 lakh; also doubled is the loan that can be taken for studies within Sikkim – this has been enhanced from the existing Rs. 5 lakh to Rs. 10 lakh.

The eligibility criteria has also been relaxed with now these loans permissible to students of persons whose annual income from all sources does not exceed Rs. 7.5 lakh from the earlier Rs. 2.5 lakh. This is for studying within India.

For foreign studies, the income from all sources of the parents of students should not exceed Rs. 10 lakh which is a relaxation from the earlier Rs. 5 lakh per annum slab. For children availing the loan for studies within Sikkim the annual income limit of parents is at Rs. 5 lakh.

A revised criteria has also been introduced regarding the kind of courses and studies than can be pursued by students aspiring for the Chief Minister’s Comprehensive Educational Loan Scheme. According to this, loans will be available only for technical, professional and post graduate courses. Those wanting to pursue MBBS will also be able to avail of such loans but these will made available for MBBS courses recognized by the Medical Council of India only.

As for loans for studies abroad the criteria revision states that these will be permissible only for medical, post graduate and research studies in foreign universities. According to the notification issued by the Human Resource Development Department today the applications for this loan will be received from June through August.

Under the existing Comprehensive Education Loan scheme, large numbers of Sikkim students are availing this loan which is interest-free for the duration of the course, after which it begins attracting interest @ 6% per annum. Loans under this scheme are released directly in favour of the Institute after executing mortgage deed and other necessary loan documents. 

CM calls on PM

GANGTOK, 09 June: Chief Minister Pawan Chamling called on Prime Minister Narendra Modi at his official residence in New Delhi this evening. The Chief Minister congratulated Mr Modi on assuming the office of the Prime Minister of the country and for the impressive mandate given to him by the people of India.

The Chief Minister discussed wide-ranging issues with the Prime Minister pertaining to programs at the national level and also highlighted state-specific developmental issues, an official press communiqué informs.

The Chief Minister informed the Prime Minister about the impressive economic growth recorded by the State Government in spite of its many geographical constraints.

He also apprised the Prime Minister about many hardships faced by the people of Sikkim in the development path of Sikkim. The Chief Minister flagged some of the ongoing activities being taken up on mission mode like hydro-power generation, organic farming, health, education, tourism, connectivity issue etc.

The Chief Minister also apprised about the pending demands of the people of Sikkim and the State Government on reservation of seats in the Sikkim Legislative Assembly for the Limboo and Tamang communities, Inclusion of left-out Sikkimese ethnic communities in the central list of STs, granting permission to the17^th Gyalwa   Karmapa, Ogyen Trinley Dorje to take his seat at Rumtek Monastery and Income Tax Exemption to left out and Old Business Communities of Sikkim, the release informs.

The Chief Minister also requested the Prime Minister to provide one time grant of Rs. 5,000 crore to keep up the developmental tempo in the State despite challenges.

The Prime Minister discussed all issues with the Chief Minister and assured all-out support to the State Government of Sikkim, the release adds.

CM attends pre-budget meeting convened by Union Finance Minister

GANGTOK, 09 June: Chief Minister Pawan Chamling attended the pre-budget consultation meeting called by the Union Finance Minister, Arun Jaitley.

While addressing the meeting, the Chief Minister dwelled on the economy of the state of Sikkim and the many fiscal measures to tide over the national, global financial uncertainties.

A press release from the Principal Secretary to the CM, RS Basnet informs that the Chief Minister called the meeting very crucial and appropriate in the context of the challenging economic scenario and its impact on the overall goal of sustaining growth and development process.

Talking on the problem of fiscal management, the Chief Minister informed the meeting of the relative lack of economical and social infrastructure and problem of un-employment as major constraints to achieve economic prosperity.

However, the Chief Minister informed the gathering of the comprehensive fiscal reforms undertaken by the Sikkim Government duly maintaining the fiscal deficit well below 3% by increasing own tax and non tax revenue, eliminating exemptions, levying user charges apart from reducing avoidable expenditure, as per the release.

On behalf of the people of Sikkim and the Government, the Chief Minister felicitated Arun Jaitley on being appointed as the Union Minister for Finance and Defence and wished him success in his assignment, it is added. 

Social Justice Minister chairs coordination meet

GANGTOK, 09 June [IPR]: Minister for Social Justice, Empowerment and Welfare Department, Tulsi Devi Rai chaired the first coordination meeting of the Department at the conference hall, Bal Bhawan today. The meeting was attended by the Principal Secretary of the Department, GP Upadhyaya along with Special Secretary, Januki Pradhan, Senior officials and staffs.

The Minister in her address outlined the huge responsibility and faith that has been bestowed to every individual for the betterment of society and therefore she said, everyone should perform their duties with great respect, honesty, compassion and seriousness.

As the department directly deals with the grass root people, let no personal interest or self seeking motive come on the way and dilute the motives in fulfilling the hopes and aspirations of the people, said the Minister. The Minister also solicited cooperation and coordination among the officials and staffs to make the offices more people- friendly.

Touching on the State Government policies and programmes based on equality and social justice, the Minister added that all the developmental programmes of the department should focus on strengthening  the grass root level. She also showed her concern over some of the programmes which are not being implemented at the village level.

In the same manner, she directed the department to prepare a booklet incorporating all the schemes and policies of the department which shall be distributed amongst the Gram Panchayats, so that they are well versed and aware of the schemes and activities of the department.

The Minister suggested that the department channelize some of the schemes like Widows Pension, Old Age Pension through Panchayats so that people get the benefits well on time. She also asked the CDPOs to personally go and visit the ICDS Centres for monitoring and supervision and also attend Gram Sabhas.

She also laid stress on the need to maintain discipline, dedication, punctuality, transparency while discharging one's duties and streamlining for better management and coordination in the department.

The Minister also gave positive note on the proposal to establish Engineering Cell in the department. At the outset, Principal Secretary, GP Upadhyaya gave a detailed overview of the department which deals with Women and Child Welfare, ICDS, Social Welfare division including health interventions, nutritional, welfare schemes and programmes.

Earlier, Special Secretary Januki Pradhan presented the welcome address. Later the programme ended with the vote of thanks proposed by Additional Secretary cum Mission Director ICDS, BB Subba.

Goshir Gyaltsab Rinpoche to preside over Saga Dawa celebration at Tathagata Tsal, Rabong

GANGTOK, 09 June: This Saga Dawa, the 12th Goshir Gyaltsab Rinpoche will preside over a homage ritual and offer pujas to the Sixteen Elders, Dharma Teaching and Sakyamuni Buddha Empowerment at the Tathagata Tsal,  Rabong in South Sikkim.
The triple blessed auspicious day in the lunar calendar, related to the life of the Buddha falls on June 13 this year. The holy day which corresponds to the full-moon day-night of Saga Dawa, considered the holiest day of the holiest month in the lunar year for followers of Lord Gautama Buddha.
As per a press release, the Ringsel Zekha (public darshan) of the sacred relics of the Buddha at the cylindrical sanctum sanctorum and Bum Kor at the Outer and Inner Parikrama (Kora) of the statue will also be held on the occasion. The administration at Tathagata Tsal and Mane Choekerling Management and Development Committee (MCDMC) invites devotees, pilgrims, scholars and general public to attend this auspicious program.
The Homage and Offering rituals to the Sixteen Elders will commence at 9:30 a.m.
This festival is considered as one of the holiest Buddhist festival for the Mahayana Buddhists. On this day devotees visit monasteries and worship and offer butter lamps.
Three important events connected to the life of Buddha are celebrated to mark the holiest day of Saga Dawa. The events are the Birth of Lord Siddhartha Gautama Buddha at Lumbini, Enlightenment under the Bodhi tree at Bodhgaya and when he attained Buddhahood and his Parinirvana at Kushinagar, the death of Lord Buddha or attaining Nirvana.
This festival is celebrated on the full moon day of the 4th month of Buddhist lunar calendar which falls around the end of May and early June just during the spring season. This festival is celebrated with processions of the shrine/statues of Lord Buddha and the holy Buddhist texts and teachings. The holy activities for all sentient beings last through the whole month where slaughter and sale of meat is prohibited.

Organic Mission review meeting reiterates need to inspire voluntary participation of farmers

GANGTOK, 09 June: Sikkim Organic Mission [SOM] Principal Executive Director, Khorlo Bhutia has emphasized on the need for service providers in the SOM to work towards changing the attitude of farmers so that they adopt organic farming voluntarily. He stressed that farmers should voluntarily take up organic farming by understanding its importance for the sustainability of the mission.
He was speaking with the service providers in the SOM during a review meeting here at Krishi Bhawan on Saturday. During the meeting, representatives of different service providers updated about their activities and status of their works and also placed their plan of action for this month.
Speaking further in the meeting, Principal Executive Director, Mr Bhutia stated that in the first cabinet meeting of his new government, the Chief Minister has emphasized on organic mission. “This shows that the government is serious about the SOM, so service providers should be serious about the success of the mission as well,” he added. He stated that by 2015 the entire state should be organic but quality is more important, he added.
Mr Bhutia stated that service providers have been doing well but some have still not been performing that well. On the same, he added that the government and the department is very serious about the success of the mission and if any service provider does not perform well then their work could be transferred to the performing service providers.
Mr Bhutia has also directed Additional Directors to make field visits to take spot decisions as per the need of the farmers. He mentioned that all Additional Directors of the department were making field visits at present for strict monitoring of ongoing works.
The meeting was also addressed by SOM Additional Executive Director, Dr Yasoda Pradhan and SOM Joint Director, MK Pradhan.

Surprise checking of taxis by Motor Vehicle Division

GANGTOK, 09 June: Following several complaints from the general public and tourists regarding overcharging by taxi drivers, the Motor Vehicle Division, Transport Department, East District conducted surprise checking from 26 May to 07 June. Interestingly, most of the vehicles challaned during this checking were for violation of sections relating to lapses in documents.

As per a press release around 1000 vehicles were checked 7th Mile J.N. Road, Rangpo, Mining, Sirwani, Middle Camp, Ranipool, Pakyong and around Gangtok. As such a total of 325 vehicles were challaned for violation of various sections like 177, 179, 180, 181, 190, 192 and 192A of the Motor Vehicle Act, 1988. 

MGNREGA Social Audit at Namthang Maneydara

GANGTOK, 09 June: MGNREGA Social Audit Gram Sabha of Namthang Maneydara  GPU was held at Namthang Maneydara Gram Prasashan Kendra, South Sikkim on 07 June.  The Gram Sabha was  conducted for the Completed/Ongoing  MGNREGA works implemented during the financial year 2011-12, 2012-13 and 2013-2014, informs a press release.
District Resource Institution (DRI) South, Pacific Club facilitated the Gram Sabha under the guidance of Social Audit Unit (SAU), Sikkim, Voluntary Health Association of Sikkim (VHAS). Up-Adhyaksha South District Zilla Panchayat, Devi Maya Baraily was present as the chief guest at the Gram Sabha.
It was informed during the sabha that there were altogether 16 MGNREGA works out of which 03 works were completed and rest 13 works are ongoing, the release mentions.
The audit covered seven Fodder plantations, three CC Footpath, three water harvesting tank in three wards, all together three wards constructed 25 tanks, and two jeepable roads. Total sanctioned amount of the Audited Scheme was Rs 83,21,394.00. Audited amount of the total audited scheme was Rs. 41,57,738.00, it is informed.
Some of the issues raised during the Gram Sabha were provision of worksite facilities in all worksites, need to form Worksite Material Monitoring Committee before work starts, display of photographs of works in three stages [before, during and after] at GPK, copy of Consolidated Muster Roll must be made available during Social Audit and need for Citizen Information Board.

World Environment Day at Kasturba Gandhi Balika Vidhyalaya

GANGTOK, 09 June: Kasturba Gandhi Balika Vidhyalaya (KGBV) Labing under Yuksam-Tashiding constituency in West Sikkim observed World Environment Day on the theme 'Small Island and Climate Change' on 07 June.

The school organised an essay competition on various topics related to environment, Green marathon, dances, performance by the school band 'KGBV Arrivals' and Karate Belt Test 4th and 3rd KYU for junior level, informs a press release.

The school could not celebrate the day on its actual date i.e 05 June due to certain reasons, the release mentions. 

ITBP Inspector General calls on Governor

GANGTOK, 09 June: Inspector General, Indo-Tibetan Border Police from North Eastern Frontier Headquarter, Shillong, Raj Kumar Dhiren Singh called on the Governor of Sikkim, Shriniwas Patil at  Raj Bhawan  on 07 June. He was accompanied by DIG, ITBP Sikkim, Raman Khadwal on the occasion.
During interaction, the Governor enquired about the mode of recruitment, training and deployment of ITBP personnel along the Indo-Tibetan Border and sought information about the strength of deployment in Sikkim Sector, informs a press release. The Governor also sought information on logistics, facilities and well being of the personnel posted at the high altitude border posts.
Apprising the Governor about the coordination among various forces such as Army, Air Force and ITBP deployed along the North Eastern Frontier, Mr Singh informed at length about the mode of deployment of personnel. He also apprised about the plan to open new Border Outposts (BOPs) to strengthen the border security of the area, the release mentions.
It may be mentioned that Raj Kumar Dhiren Singh is on a visit to forward areas after assuming the charge of Inspector General of North Eastern Frontier Headquarter, Shillong on 04 March 2014.

Health Minister interacts with department officials

GANGTOK, 09 June [IPR]: An introductory interaction of Minister for Health Care, Human Services and Family Welfare Department, Arjun Kumar Ghatani with departmental officials was held at Chintan Bhawan today.
While addressing the officials, Mr Ghatani appealed to them to take collective responsibility to achieve the goal to make Sikkim the healthiest state in India providing the best health services to the people of the state.
At the outset, he thanked the Chief Minister of Sikkim for giving him an opportunity to serve the Health Department and assured full support on his part.
He thanked health officials for providing selfless service and further encouraged them to provide quality service.
Speaking on the emergency service being provided in STNM hospital, he said that the Department can extend emergency services from a rented building till the completion of the 575 bedded Multi Specialty Hospital at Sichey. In this connection, he also asked for suggestions from the officials.
He further instructed Section in-charge and Scheme head to prepare a list of requirements and works to be done to overcome the existing constraints.
Expressing concern on the suicide rate of Sikkim he suggested that a research team be formed to find solutions. Extensive awareness drive is to be done, we want Sikkim to be a suicide free state, he added.
Director General-cum-Secretary, Dr. K Bhandari presented a detailed overview of activities of the department. Secretary Bhandari briefed on various components of the health system, protocol hierarchy, their duties and responsibilities and achievements of the department.
He also informed that all four district hospitals will have digital X-Ray machines within seven months while the construction of 150-200 bedded District Hospital at Singtam is also expected, he added. Two 30-bedded Community Health Centres are to be completed within one year, he informed.
He also thanked health officials for the decrease in Infant Mortality Rate, Maternal Mortality Rate, and for promoting institutional delivery.

Training on Disaster Management for engineers, architects, geologists

GANGTOK, 09 June [IPR]: A four-day training on Rapid Visual Screening for Civil  Engineers,  Architects and Geologists was inaugurated by the Secretary Building and Housing, MB Gurung in the presence of the Secretary Cum Relief Commissioner, Land Revenue and Disaster Management Department, CT Wangdi  at the conference hall of Building and Housing Department.
The training was organised by the Sikkim state Disaster Management Authority (SSDMA) LR & DM, in coordination with the CSIR-NEIST, Jorhat, Assam and sponsored by National Disaster Management Authority. The training will conclude on 12 June.
Training will be conducted by three resource persons on various issues like Structural and non-structural earthquake risk mitigation, Earthquake hazard and earthquake risk mitigation, Behavior of buildings in earthquake, Earthquake Resistant Construction of Masonry buildings, Earthquake Resistant Construction of RCC Buildings, Rapid Visual Screening of Life-line Buildings, Seismic Retrofitting, Non-Structural Risk Mitigation, etc. The three resource persons are R Duarah [Chief Scientist, CSIR-NEIST, Jorhat], Shashank Mishra [Consultant, TARU Leading edge, Gurgaon] and Dr. Hemant Kumar Vinayak [Assistant Professor, Civil Engineer NIT  Hamirpur].
Addressing the inaugural session the Secretary Building and Housing Department suggested that the engineers and geologists of the state should take maximum benefit of the training and implement the attained knowledge for the safety of the people during construction works.
He urged the trainees to go through the guideline of structural design during the time of construction and be very particular on quality of works and quality of materials. He also requested the Secretary LR&DM to technically modernize the State Disaster Management Cell. The Secretary thanked the resource persons for sharing their knowledge with the state officials on such an important subject.
The resource person Mr. Duarah spoke on the topic ‘Natural Hazard’, ways of dealing with it and seismic network.
Earlier, Additional Secretary LR&DM, TW Khangserpa delivered the welcome speech while the vote of thanks was proposed by Joint Director, GC Khanal.

Coalition attempted to combat suicides

GANGTOK, 09 June [IPR]: A coalition meeting on “suicide, a major health problem” was organized by National Mental Health Programme, National Health Mission under HC, HS and Family Welfare Department, here at Chintan Bhawan today.
The programme was chaired by Dr. PM Pradhan [Mission Director, NHM] and it was attended by Dr. CL Pradhan [Psychiatrist], Dr. S Sachdeva [Assistant Professor from Sikkim University], Tempo Bhutia  [Project Director SAATHI], Dr. Bela Cintury from Sikkim Senior Citizens Society, CMOs from all districts, Joint Director from HRDD, representatives from Religious Organizations, CBOs, NGOs, Rehabilitation Center, CRH Manipal, principal DIET, students and health officials.
Addressing the gathering, Dr. PM Pradhan urged the participants to contribute effectively towards prevention of suicide in the state. Stressing on the statement 'Human understanding is the most effective weapon against suicide' he informed about the scenario of mental health and suicide in Sikkim. He further said that suicide is higher amongst males in productive age than females in Sikkim and it could be controlled by reviewing society policy and procedure and also by educating the public about suicide.
Highlighting on the dramatic achievements of Kerala in reducing the suicide rate, Dr Pradhan expressed hope that Sikkim also can bring down its suicide rate by learning about the signs and symptoms, risk factors, its identification, etc. He also briefed on the various activities undertaken to address suicide in the state.
Speaking at the programme, Dr. CL Pradhan, pointed out social stigma as the main barrier towards the treatment of mental illness which has ten-fold risk of suicide. He informed that one suicide occurs in every 40 seconds in the world and in Sikkim maximum cases are reported due to hanging.
Highlighting the cause of suicides in teenagers he described emotional turbulence, stressful years in transition phase, self destructive emotion, disappointment, rejection, failure, losses, broken love affairs as the causes of suicidal death.
He added that suicide is preventable so people at different levels should contribute in controlling the occurrence of suicide.
The programme saw active interactive session with regard to preparation of effective strategy towards suicide prevention. Youth Consultant, SSACS, Chung Chung Bhutia also addressed the gathering on the agenda of life skills and its role in suicide prevention.

Cleanliness drive sweeps from 3rd Mile to Tsomgo

GANGTOK, 09 June: A cleanliness drive was organised on World Environment Day on 05 June from 3rd Mile to Sherathang and Tsomgo.
As per a press release the drive was organised by the Department of Tourism and Civil Aviation and Police Check Post, Sherathang, in coordination with the Forest, Environment and Wildlife Management Department, Pokhari Sangrakshan Samiti (PSS), J.N. Road Taxi Association, Luxury Vehicle Owners’ Association, TAAS, SAATO, SUTO, 129 RCC GREF and Tsomgo Traders and Shopping Association.
The team led by the Tourism Department started the cleanliness drive from 3rd Mile and proceeded towards Tsomgo lake. After reaching Tsomgo, the team was divided into groups and thorough cleaning of the lake premises was carried out, the release informs.
The drive also saw the team requesting all taxi drivers to spread the message for a clean environment and to discourage tourists from littering. The Tourism officials also conducted a surprise check of the Yak joy ride rates around Tsomgo lake.
Further, the team also interacted with some tourists and spread the message for a litter free Tsomgo lake. The garbage so collected from the drive was brought back down to Gangtok in a truck, for proper disposal, the release mentions.
After the drive, Trekking Officer, Tourism Department, Tsewang Ngodup presented the vote of thanks, acknowledging the cooperation rendered by all the participating Departments, NGOs and stakeholders.

Governor interacts with team from Siliguri school

GANGTOK, 09 June: A delegation of 23 members including students, teachers and management of Bright Academy, Siliguri, led by its director, Sandeep Ghosal called on the Governor of Sikkim, Shriniwas Patil at Raj Bhawan today.
As per a press release, the Governor extended his greetings to the teachers and management and wished the students a bright future. During interaction with the management and teachers, the Governor enquired about the academy, its objectives and operations.
Director Ghosal apprised the Governor that the academy specializes in pre-school as well as education upto primary level and is currently running classes upto standard V in four branches of the academy in and around Siliguri, the release mentions.
The Governor lauded the effort put in by the academy for ensuring quality education at the elementary level and extended his best wishes for the success of the Academy in all its future endeavours.

Sikkim bodybuilder in top-10 at national c’ship

GANGTOK, 09 June: Tika Ram Pradhan made it to the top-10 in the 60 kg category at the recently concluded 54th Senior National Body Building & Women’s Fitness Championship held at Aurangabad in Maharashtra from 21 to 24 May. With this he has also become the first Sikkimese bodybuilder to figure in the top 10 of the prestigious senior national competition.
Tika Ram was part of a three-member Sikkim State Body Building Association [SSBBA] team which represented Sikkim in the competition. The team also had the reigning Mr Sikkim, Arun Gurung and former Mr Sikkim Navin Pradhan. The team was accompanied by Robin Pradhan as manager.
Speaking to media persons on Saturday, 30-year-old Tika Ram said that it took dedication, hard work and sacrifice to make it to the top 10 of the championship.
“This achievement has encouraged me to work harder to win the title next time. My ultimate goal is to win the Mr India title,” he added.
Tika Ram started bodybuilding in the year 2010 at Rhenock Health Club with Navin Pradhan as his trainer.
SSBBA chief coach, IB Gurung lauded Tika Ram’s performance in the competition. He stated that this achievement is an encouragement for other bodybuilders to work harder to be successful in their bodybuilding career.
He informed that SSBBA has been working hard to organize the Eastern Indian Bodybuilding & Women Fitness Championship in the state in 2015. The state had hosted this championship for the first time in 1997.

Bikers from Maharashtra call on Governor

GANGTOK, 09 June: A team of nine bikers from Karad in Maharashtra called on Governor Shriniwas Patil at Raj Bhawan today. The Governor, it may be recalled, also hails from Maharashtra.

A press release informs that the team had started their journey by road from Karad and travelled through Madhya Pradesh, Rajasthan, Haryana, Punjab, Uttarakhand, Uttar Pradesh, Bihar, West Bengal, Assam, Arunachal Pradesh, Nagaland, Manipur, Mizoram, Tripura, Meghalaya to Sikkim covering more than 13,000 kilometres. The team intends to cover Bhutan on their return journey to Maharashtra.

It may be mentioned that one of the team members, Deepak Digambar Bewalkar is a cyclist who has achieved the feat of cycling from Kanyakumari to Leh, known to be one of the World’s Highest Motorable Roads at the altitude of 18,380 feet, covering a total of 5000 kilometres in 23 days.

Interacting with the team, the Governor lauded their physical endurance and courage to accomplish such a feat. He mentioned that such effort will inspire the youths in the society and help keep them away from vices such as alcoholism and drug abuse, the release states.

Extending his best wishes for all their future endeavours, the Governor awarded them a Certificate of Appreciation for their exemplary feat, it is informed.

A Tribute...

My father, Late Kamal Prasad Alley, son of Rashmi Prasad and Santa Maya Alley, was an illustrious son of an illustrious father. He graduated from the Bengal Engineering College of Shivpur as a Civil Engineer in the year 1961. He worked for a short while at the Public Works Department of Sikkim under the then Chogyal regime. Thereafter, in West Bengal PWD as an Assistant Engineer but his calling was the Border Roads Organisation, a Central Government department under the Ministry of Shipping and Transport from the year 1962 onwards.

At work, he was conscientious and sincere and was posted to almost all the border areas of India and we were lucky to see all these beautiful parts of our country. That itself was an education for me, meeting people from different states, appreciating and learning their customs. He also worked for four years at the Central Secretariat in New Delhi.

In recognition of his hard work and sincerity, he quickly rose up the ladder and became the Commander, 46 BRTF, at a very young age. That itself was a great feat as he and Late Shri Nima Lama were the only two officers in the organisation from our part of the country. Daddy was one of the pioneers of the JN Road to Nathula. He told us how he used to walk up the rough and untrodden path to reccee the new road while way down he could see the new vehicles assigned to the company shining in the sun dutifully polished by the drivers.

When he was posted to Sikkim, he wanted to do much for his home state, to improve the condition of the roads and the bridges and he did do it and won a lot of accolades and praise for his work even from the then Governor of Sikkim, the late BB Lal.

He was a father to be proud of. Daddy was a simple, honest and a practical person and encouraged us to follow the same principles. He was disciplined and never misused the privilege he was given. We never visited Rumtek in the Border Roads vehicle during his tenure here because that area was not under his jurisdiction!

Despite being so work conscious, he was a dutiful, loving and a caring family man. My sons and I got our basic education in the Science subjects, Math and Hindi from Daddy. When he was posted to Shimla, I had to take up Sanskrit as a compulsory subject. Daddy studied the fundamentals, taught me Sanskrit and made me a “pundit”!

A thorough gentleman, he respected women, always stood up when a lady entered the room. He opened doors for us, seated us and then only sat down himself. Where do you get a hero like Daddy nowadays?

Plantation at Rumtek Monastery

GANGTOK, 06 June: World Environment Day was observed in Old Rumtek Monastery under the guidance of Karmapa Ugyen Trinley Dorje. As per a press release, the Duche committee and monks of the monastery participated in the function wherein 300 saplings like chaanp, tuni and others were planted in and around the monastery premises. The Duche has thanked the Forest department for providing saplings to the monastery.

MANGAN, 05 June: World Environment Day was celebrated by Barang Primary School in collaboration with Adhikari Brothers (SHG) of Lower Tumin, East Sikkim. The programme was attended by DN Nepal as chief guest and PP Adhikari as a special guest. Students and villagers conducted an awareness rally from the school premises to Shivalaya Mandir. They also planted more than 200 trees in the area.

A rally and street play was organised to spread awareness on environment concerns.  A cleanliness drive was also carried out and dustbin was placed near the Simling waterfall. It was decided to take care and maintain the premises of Simling waterfall.

Sangha MLA tours South and West districts

GANGTOK, 06 June: Sangha MLA Sonam Lama visited several monasteries in South and West Sikkim in an extensive tour starting 04 June.
As per a press release, the MLA first visited Ralong monastery in South Sikkim where he offered prayers and inspected the ongoing renovation work of the monastery being undertaken with the contributions collected from local residents and devotees. He also assured help to the monks.
After this, Mr Lama reached Mangrue monastery where monks placed several demands including the construction of a multi-purpose Thra-shyag-cum-guest house. He expressed his concern over the dilapidated infrastructure of the Monastic School of the monastery, the release mentions.

The team then visited the nearby Doling Monastery and discussed various issues pertaining to the monastery. The entourage proceeded on to Tashiding Monastery and offered prayers at the main shrine hall. The MLA interacted with the senior monks who place their grievances. Mr Lama assured them of all support and sought better coordination among monks to ensure delivery and efficient performances in the all round development of all the monasteries and all its constituents.
The team also visited Yuksam where the MLA met Denjong Lhatrul Domang Terchen Rinpoche at Tsamkhang, Yuksam. They proceed to the ancient Sangha Dorden Dubdi Monastery. The MLA inspected the dilapidated monastery where the ignored state restoration of the devastated monastery following the 2011 earthquake was obvious, the release states.
The monastic authority expressed their anguish over the possession of the monastery under the purview of Archeological Survey of India and requested the MLA to initiate necessary steps to have it withdrawn from its purview. Subsequently, the entourage visited the holy Khechoepalri Lake and then on to the Sangha Choeling Monastery.
At Sangha Choeling Monastery, the monks expressed their displeasure over suspected diversion of monastery funds sanctioned in 2009. The monks also placed demand for construction of protective wall across the stone throne of Lhatsun Namkha Jigme which is believed to house Termas as well as construction of a multi-purpose Monastic Quarter (Thra-shyag) guest house. The visiting MLA assured all support and better coordination to the monks there.
The MLA ended his tour at Sangchen Pemayangtse. The visiting team offered prayers at the main shrine hall of the monastery and interacted with the monks there. On his way back the MLA also visited the Gyalshing Mani Lhakhang where the regular ‘Nyungnay’ is going on.
The Sangha MLA shall be conducting more such tours across Sikkim to assess and gain firsthand knowledge of the actual state of Sikkimese monasteries, the release mentions.

Dotapu Chorten Gompa prepares for Saga Dawa

GANGTOK, 06 June: A meeting regarding the observance of Saga Dawa Duechen, 2014 was held in Hotel Tibet, Gangtok on 05 June, 2014. The meeting was chaired by the president, Sikkim Buddhist Duechen Organisation, Pasong Namgyal.
The Saga Dawa or the fourth lunar month, is the juncture of the event of the birth, attainment of enlightenment and maha-parinirvana of Sakyamuni Buddha which is observed as the most auspicious in the northern Buddhist tradition. The occasion, this year, falls on 13 June, 2014.
As per a press release, Sikkim Buddhist Duechen Organisation expresses its elation at the increase in the dharmic activities like holding Saga Dawa Duechen which indicate the process of enlightening human minds. This was the quest of Sakyamuni Buddha and enlightenment of human mind will help to create the genuine atmosphere of peace harmony and happiness  for all the living beings.
Unlike its past performances and also to initiate activities conforming to the Buddhist philosophy, this year, the meeting decided to organise a day-long dharmic programme of Tshogs, Choedme (Tong-Choe) and prayers at Dotapu Chorten Gompa, Deorali which will help living beings to earn immense merit and also generate world peace.
The devotees and well-wishers are requested to join in the above cited pooja at Dotapu Chorten, Gonpa on 13 June, the release mentions.

Pakyong highlights awareness

GANGTOK, 06 June: World Environment Day was celebrated with awareness functions and plantation drive at various places under Pakyong Sub Division. The officials and staff of Territorial Division of Pakyong Sub Division headed by ACF (T), Bhumika Rai  visited various places under their division and distributed saplings of guava, papaya, cherry, ranichap, lek chandan and other ornamental plants at Vidhya Bharati School, Pacheykhani, Rai Gaon, JHS which were planted by the students, teachers and the local public. A cleanliness drive within the premises of Forest Department, Pakyong Sub Division was also carried out during the occasion.
A programme on the occasion of World Environment Day was also organized at Linkey Secondary School where Headmaster, Narayan Mishra, Zilla Panchayat Member, Kamal Gurung and ACF (T), Bhumika Rai addressed the gathering of teachers, students and the local public on various issues concerning the preservation and protection of the environment.

WED in North Sikkim

MANGAN, 06 June: On 05 June, World Environment Day was observed at Swayem JHS under the supervision of Mangan Territorial Range, department of Forest.
The programme was attended by RO (T), Dhiraj Khati, BO (T), Tenzing Bhutia and staff, HM, Teachers, students and SMC members. On the occasion, 500 saplings were planted around the school complex and painting competition on environment was also organized for the students. Students who were placed first, second and third were awarded with prizes sponsored by Mangan Territorial Range.
A similar programme was organized by Chungthang sub-divisional office attended by SDM, Chungthang, SDPO, GVA, HEP developers and Forest department officers with plantation of Rhododendron saplings in and around the SDM office complex.
The day was also celebrated by NSS volunteers of Mangan Sr. Sec. school under the guidance of NSS Programme Officer, RP Lepcha and DL Chettri. A plantation drive was conducted where more than 600 saplings of cherry, tuni, pine, etc were planted in the school complex.
A massive awareness rally was conducted from North Sikkim Academy Pentok till the school's junior section. All the students and staff members of the school went around carrying banners and placards shouting environmental protection slogans.
The rally started at 10.30 A.M. from the senior section at Pentok, went round District Administrative Centre, North where a signature campaign was conducted before moving to the town.
Speaking to the media, Vice Principal, Narayan Koirala said that in today's world one of the biggest challenges faced by humanity is environmental degradation and students who are the future can do a lot to bring positive change if proper knowledge is inculcated in them. Before starting the rally students planted saplings of various species around the school complex at Pentok.

District level rural development meeting held at Namchi

NAMCHI, 06 June [IPR]: A district level meeting was organized by the District Planning Committee (DPC) of South District Zilla Panchayat (SDZP) under Rural Management & Development Namchi on 05 June at the Conference Hall, Zilla Panchayat Bhawan.
Minister RMDD, SB Subedi chaired the meeting while Minister Roads and Bridges, GM Gurung was present as the guest of honor accompanied by SDZP Adhakshya, CL Gurung, Zilla Upadhakshya, Devi Maya Baraily along with other line department officials, members of Zilla and Gram Panchayat, and members of Namchi NMC and Jorethang Nagar Panchayat.
RMDD Minister, SB Subedi spoke about focusing on quality work to be done at rural level especially from the panchayats fund and MGNEGRA. He urged the department to efficiently finish all the pending work and to increase the efforts for the upliftment of Gram Vikas Adhikaris and Panchayats.
Furthermore, he also informed that he will look into the suggestions put forward by the Zilla Parishad, panchayats during the meeting. Mr Subedi also took the opportunity to extend his gratitude to the officials and employees of the department and requested them to work in co-ordination with the Zilla Parishad and panchayats.
Minister GM Gurung addressed the gathering regarding the need for good budgeting and planning. He requested the panchayats to focus on cash crops, poultry and village tourism and not to compromise on quality. He also informed the gathering to stress on development, planning and also on the changes which will come under District Planning Committee (DPC).
DPO (South) Yangchen Tamang presented the district action plan 2014-15 on Backward Region Grant Fund (BRGF) at the onset of the meeting. She laid down the various aspects of BRGF plan at length.
DE, SDZP further presented the ongoing and past activities undertaken by Zilla Panchayat office. Furthermore, ADC Dev (Namchi) outlined a report on MGNREGA and on Nirmal Bharat Abhiyan implemented by RMDD South.
She informed the officials present on the subject of MGNREGA and of the convergence scheme, which the RMD Department is working on along with the Horticulture department. In addition she also underlined the successful implementation of Dhara Vikas scheme in Sikkim.
Additionally, ADC Dev (Ravangla) Tashi Chopel placed a report on CMRHM and REDRH executed by the department. Likewise, Addl. Chief Engineer informed the gathering on schemes likes PMGSY and other significant schemes.
The meeting also saw a presentation proposed by Zilla Members to the Minister of RM&DD after which there was an interactive session where suggestions and feedback from the panchayats in attendance were taken into account.

Pre-monsoon cleanliness drive sweeps through Namchi

NAMCHI, 06 June [IPR]: Subsequent to the successful state level World Environment Day Celebrations on 05 June, a mass cleanliness drive was organized by South District Administration in collaboration with UD&HD and PWD in Namchi town today.
The pre-monsoon cleanliness drive was organized with the prime objective of dealing with problems such as clearing unwanted weed, clogged drains, garbage clearance and other sewage related problems in order to keep the surrounding areas of Namchi dirt free and encourage the same attitude amongst the locals.
The drive saw active participation from DAC officials, employees from departments namely UD&HD, IPR, SPWD, PHE, Buildings & Housing, Forest, Environment and Wildlife Management, Irrigation and Flood Control, Horticulture, Sports, HRDD, Social Welfare, Animal Husbandry & Veterinary Services, DHH, DESME, Food Security & Agriculture, Nutrition; Police and Fire personnel, NMC; Taxi Driver’s Association and the Hawkers Trade Association.
ADM (South), Kapil Meena initiated the cleanliness drive at 10:30 am by briefing the gathering about the program thereby laying directives to work in their deputed areas under a supervisory officer. Areas extending from DC office premises to Central Park and Housing Colony as well as Power complex and Bhanjyang road were cleaned extensively.
Likewise, the Taxi Drivers' Association and the Hawkers' Trade Association took up a well-organized cleanliness drive in the car parking plaza and Dambudara vegetable complex respectively.
The DAC has expressed their appreciation to all the departments, particularly the Taxi Drivers' Association and the Hawkers' trade Association for their active involvement in the cleanliness drive. ADM (South) has further, notified that a meeting to discuss and deploy matters relating to garbage disposal and waste management will be held in the coming days. The cleanliness activity that commenced in the early hours of morning came to an end in the late afternoon on the same day.

Training held on election expenditure record keeping

 GYALSHING, 06 June [IPR]: Facilitation training programme to the contesting candidates and their agents on maintenance of accounts of election expenditure was conducted today at Community Hall, Gyalshing.
CN Sherpa, CPAO, who is also the Nodal officer for Election 2014, Expenditure & Accounting  gave a lecture on legal provisions, maintenance of day-to-day accounts of election expenditure by the contesting candidates, maintenance of cash register, maintenance of bank register and abstract statement of election expenses.
He also informed the trainees that the last date of submission of expenditure details to the concerned officials is 15 June 2014 for the West District.

‘Coalition’ meeting on suicides called for Monday

GANGTOK, 06 June: A “coalition meeting” on suicides, recognized as one of the major health problems affecting the State, has been called for 09 June, Monday, at Chintan Bhawan,  by the National Health Misson.

A press release informs that the meeting will be addressed by Dr N Shenga [Joint Director, RCH], Dr A Bhutia [Deputy Director], Dr CL Pradhan [Psychiatrist], Chung Chung Bhutia [Consultant Youth], Dr PM Pradhan [MD National Health Mission] and Dr Melozina Lepcha [Nodal Officer cum Joint Director, NHM].

Health care personnel are being actively involved in addressing the problem of suicides in the state and there has been some positive response in some districts, the release mentions further adding that being a multi-dimensional issue it needs to be addressed by one and all. 

Chisopani JHS goes green for loved ones

SINGTAM, 06 June: Chisopani JHS joined the rest of the world in celebrating World Environment Day with a plantation drive on 05 June. More than 100 saplings were planted in and around the school. The plants included Jarul, Neem, Pine, Ashoka, Bottle Brush, Jack fruit, Nolina, Bougainvillea and others. The teachers, students and guardians were present during the plantation drive.

This year, the students and their parents planted saplings in memory of a loved one, informed Headmaster of the school, Mahesh Kumar Dahal.

Bindu Lamichanney, a Class VII student said that she planted a sapling in memory of Late Sonam Lama, a former teacher of the school. Sonam Sir was very popular among the students and he was a very good teacher and we all miss his presence at the school, she added. Nirmala Chettri, GT Maths informed that she planted a sapling for her mother.

After the plantation program, a short meeting between the school staff and the guardians was also held in the office. Different matters for the benefit of the school and students were discussed. Beautification of the two school heritage trees was also discussed. [from SHITAL PRADHAN] 

Weeklong Budget Session to begin 23 June

GANGTOK, 06 June: The first budget session of the Ninth Assembly of Sikkim Legislative Assembly is scheduled to be held from 23 to 28 June. The weeklong budget session has been called by the Governor, Shriniwas Patil informed officials at the Legislative Assembly Secretariat.

On the opening day of the budget session, Governor Patil will address the house for the first time as head of the Constitution.

Chief Minister Pawan Chamling who is also in charge of Finance and Revenue and Expenditure will present his 15^th consecutive budget on the first day of the budget session 2014-15.

Also on the first day of the Budget Session, Martam-Rumtek MLA, Dr Mechung Bhutia, is expected to be administered the oath of office since he had missed the swearing in ceremony called on 28 May.

GANGTOK, 06 June: Biraspati Parsai Government Sr. Secondary School, Ranipool observed World Environment Day with a number of events.

A press release informs that the Principal, Lamkila Bhutia, Nima Tshering Bhutia (NCC Officer), teachers, 1st Sikkim Girls Bn/3 Sikkim Bn NCC Tadong Cadets, students and P.I staff of 1st Sikkim Girls Bn actively participated in the plantation drive, mass rally and clean up campaign.
