GANGTOK, 25 July: A co-ordination meeting of the “Block Rural House Committee” with the panchayat members of eight Gram Panchayat Units under Dentam Block was held on 22 July at the Dentam Block Administrative Centre conference hall for the Chief Minister’s Rural Housing Mission. The meeting was chaired by area MLA [Maneybong Dentam], Chandra Maya Subba, and was convened mainly to draw up the future course of action of the BRHCC for the Dentam Block in the implementation of pucca house constructions under CMRHM.
The meeting marked the official start [for Maneybong Dentam constituency] of the implementation of scheme and allotment orders were handed over to 14 beneficiaries from Maneybong Sopakha GPU, informs a press release received from the Dentam BDO, Himmat Rai.
The beneficiaries were also handed over cheques of Rs. 50,000 each as the first installment under the scheme, the release states.
In her address, the MLA said that the onus for the successful implementation of the CMRHM did not rest only on the MLA, BDO, Panchayats or the BRHCC, but was a collective responsibility of all.
The CMRHM envisions an owner-driven conversion of kutcha houses to pucca for the rural poor. The current strategy for this scheme aims at providing Rs. 3.50 lakh grant to a household residing in a kutcha house to convert it into a pucca structure of approved design having certain minimum quality standards.
This grant is to be released in four installments subject of attaining of pre-defined milestones and will include a material support of 54 GCI sheets.
Under CMRHM, a convergence with MG-NREGA has been worked in for site development and protective works for the pucca houses with allocations of Rs. 50,000 each.
The selection of beneficiaries is done through Gram and Ward Sabhas with the Block Rural House Construction Committee according the final approval. The BRHCC is chaired by the area MLA and includes a Zilla Panchayat Member, Ward Panchayat, Panchayat President, ACF-BAC, Accounts Officer-BAC and Block Development Officer as members.
The meeting at Dentam was also addressed by Jitendra Singh Raje, ADC-West (Development), the Dentam BDO and President, Maneybong Sopakha GPU, Maina Kumari Subba, and was attended by all Panchayats of the eight GPUs of Dentam Block, Rural Development Assistants, GRS and all line department officials posted there.
120 application forms for the grant of Pucca House were taken by people of Bongten Sapong, Gyaten Karmatar, Dentam, Maneybong Sopakha, Sankhu Radhu Khandu, Hee, Pechrek Martam and Bermoik Barthang gram panchayat units. Site verification has been completed for 80% of the beneficiaries. The next lot of allotment orders is scheduled for the first week of August, the Dentam BDO informs.
