MANGAN, 03 July: A total of 300 kutcha houses identified in Dzongu have been included for grants under the Chief Minister’s Rural Housing Mission Scheme for conversion to pucca residences. This, as part of the State’s efforts to become a Kutcha House Free State by 2013. The 300 beneficiaries in Dzongu are from villages of 7 GPUs - Lingthem Lingdem, Passingdang Safo, Sakyong Pentong, Tingvong, Lingdong Borfok, Hee-Gyathang and Lum Gor Sangtok. The benefeciaries were handed over the allotment orders today at a function held at Lingdong in Upper Dzongu. A total of 728 beneficiaries will receive grants under the scheme in North Sikkim for conversion of their kutcha houses.
The function had North Zilla Adhyaksha, Khamsoong Lepcha as chief guest accompanied by Up-Adhyaksha, Pintso Doma Bhutia a special guest. The list of beneficiaries, it was informed, was prepared and passed at Ward Sabhas and the selection procedure and identification of kutcha houses done as per a census conducted by RDA and Gram Prashasans in the year 2007, informed BDO [Passingdang], Jigmee Bhutia.
The ADC detailed that no contractors can be involved for the construction of new houses, highlighting that the spirit of CM’s Rural Housing Scheme required the houses to be constructed by the beneficiaries themselves who will receive financial assistance of Rs. 3.50 lakh, including the cost of 54 GCI sheets.
The houses should be completed within 6 months from the date of receipt of assistance or allotment order. The first instalment of Rs. 50,000 will be released to begin the work and the rest in phases as per the progress of work. Those who complete their houses within the stipulated timeframe of 6 months will receive an additional Rs. 10,000 as incentive.
The DC [North], TN Kazi, urged all beneficiaries to make proper use of the funds. The DC also informed that monitoring committees and the panchayats have been delegated to ensure proper implementation of the scheme.
The Upadhyaksha congratulated the beneficiaries and reminded them that since they will be constructing their own houses, they should ensure flawless implementation.
The chief guest, in turn, urged all beneficiaries to prove that they can match the government’s investment in their welfare with proactive involvement and quality delivery. The function was also attended by panchayat members, zilla, officials from District Administration and the general public of Dzongu.
