NAMCHI, 16 June: A District Level Workshop cum Awareness and Committee meeting on Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA) 2011-12 organised by the Sports & Youth Affairs Department was conducted today here at Indoor Stadium, Namchi South Sikkim.
During the programme, Joint Director (HQ), Doma Tshering Bhutia spoke on the PYKKA scheme, the role and responsibility of the PYKKA committee, role and responsibility of Zilla Panchayat members Secretary and Krida Shree.
The PYKKA aims at providing basic sports infrastructure and equipment at the panchayat level and encouraging sports and games in rural areas through annual competitions at the block and district levels.
PYKKA will help States in promoting sport at the grassroots level, which they have not been able to achieve on their own so far due to severe resource constraints. It will also deepen and widen the seedbed of sporting talent of our villages leading to better performances by our sportspersons in national and international events.
She informed that under PYKKA, 23 grounds costing Rs 5 lakhs each and more than 100 grounds costing one lakh each have been sanctioned under the scheme. For the better implementation of the scheme Zilla Panchayat and Krida Shree should take the lead, she added.
JD (S/W) Sports & Youth Affairs, Kamal Chettri informed that this year, one tournament has to be organized from every GPU to represent the district level competition under the scheme and the fund will be sent according to the norms of PYKKA.
He further said that both school-going and non school-going children must be involved in games and sports that the committee decides to organize.
Chief guest, DC AK Singh, in his address said that the main objective of the scheme is to encourage and promote sports and games among rural youth by providing them with access to basic sports infrastructure and equipment at the panchayat level, and opportunity to participate in sports competitions at the block and district levels, leading to further opportunities for talented sportspersons emerging from this process to receive advanced training and exposure, and participate and excel in state, national and international tournaments.
Further he said that this scheme is a totally new scheme of the Central Government and so the scheme should be properly understood by the Panchayat and committee members which should be explained properly by the department officers for better implementation of the scheme.
Zilla Adakshya South, Ravi Chandra Gurung in his address said that there is no proper coordination between the HQ, District Department and the Zilla which in turn has made this scheme hard to implement in the South District.
He said that last year the scheme was not implemented properly in the South District although the Zilla Panchayats, Gram Panchayats were active due to the lack of proper guidance. Department must find a way to communicate the scheme better to make the scheme successful and hence, introduce better players giving them the platform for their sporting talents.
The programme also had an open discussion, where the PYKKA calendar, annual acquisition and annual operation grant, development of play field by NGNEGRA and other sources, technical manual of PYKKA competitions and procedure of filling up of the form format were discussed.
