Public hearing made mandatory before every project implementation

GANGTOK, 21 Oct [IPR]: The State Government has made a public hearing at the Gram Sabha Level in the Panchayat Raj Institution and also at the area Sabha level within the Urban Local Bodies mandatory, prior to implementation of any sanctioned scheme through a Government Gazette Notification dated 19 October 2011.
This has been done in order to bring transparency in the implementation of the various public schemes and to make the public aware about the various schemes being implemented by the government and the benefits accruing from such schemes.
According to the Notification, before the implementation of any scheme the implementing Government Department should ensure that the details of the estimate along with the name of the project/location/area etc. is made public through a Gram Sabha or Area Sabha.
The financial implication and source of funding of the scheme along with the scope of the project/scheme proposed to be implemented and the time schedule fixed for the completion of the scheme should also be clearly indicated to the public.
While directing the implementing departments to follow the notification in letter and spirit, it has further been notified to share any other information that is deemed essential so as to ensure proper quality and transparency in the implementation of the scheme.
