63-yr-old repeat offender arrested for sexual assault of minor

GANGTOK, 09 May: A 63-year-old man has been arrested by the Sadar police on charges of having sexually assaulted a 10-year-old girl this morning.
Neeti Raj Subba [63], a resident of Manbir Colony, Burtuk, has been arrested for sexually assaulting a 10-year-old girl of the same locality, informed SP [East] Manoj Tiwari today. He has been booked under Section 376 [punishment for rape] of the Indian Penal Code. He has also been booked under section 08 of Prevention of Sexual Abuse of Children [POSAC], added the SP.
After medical examination of the victim it was learnt that there had been no penetration but the victim informed that he had inserted his fingers into her private parts. He is also alleged to have given Rs. 50 each to the victim and her younger brother to keep shut. Even though there was no penetration, but under the new sections of the law the case has been registered under section 376 [punishment for rape] of the Indian Penal Code and the case is under investigation, the SP [East] further informed.
It may be informed here that the accused is a self-proclaimed astrologer and former Advisor of the Public Health Engineering Department [PHED] and has also been charged and convicted of a similar offence in the past as well.
This person is a mentally sick person who has the tendency to lure little girls with sweets and money and then sexually abuse them, stated one of the persons who had accompanied the victim to the police station.
