GANGTOK, 01 Aug [IPR]: The State Government organized a special function to bid farewell to the outgoing Chief Secretary, ND Chingapa, and welcome the new Chief Secretary of the State, Karma Gyatso, at a local hotel here in the capital yesterday. The function was also attended by Chief Minister Pawan Chamling.
At the outset the Chief Minister offered Khadas with warmth and affection to both officers.
Addressing the function, the Chief Minister said that he had a very good working experience with Mr. Chingapa. Terming Mr. Chingapa as an able administrator, honest and hardworking person, the Chief Minister said that his relationship with Mr. Chingapa was very comfortable and cordial and the he saw Mr. Chingapa always committed towards the welfare of the people.
Mr. Chingapa has always cooperated and coordinated with the government in formulating and implementing government programmes and policies, the CM added. “A person with sound moral character and a through gentleman, Mr. Chingapa will always be remembered throughout my life,” the Chief Minister said.
While conveying his greetings to Mr. Chingapa and his family for a happy and prosperous post-retirement life, the Chief Minister hoped to continue receiving his cooperation and contribution for the development of the State.
While congratulating the new Chief Secretary, the Chief Minister said that the government was confident and has full faith that the hopes and aspirations of the people are fulfilled under his administrative leadership.
Mr. Chingapa thanked the Chief Minister for giving him an opportunity to serve the state as Chief Secretary for two terms. He also thanked the Heads of Departments and the entire administrative machinery of the state government of their cooperation during his tenure.
The new Chief Secretary thanked the Chief Minister for providing him the opportunity to serve the state and the people. He also assured to give his best to fulfil the vision of the Chief Minister and carry out the challenges before the government in the interest of the state and its people.
He added that he was very inspired by the recent village-to-village tour of the Chief Minister and the love and affection of the Chief Minister towards the people of the state.
Director General of Police, Jasbir Singh, placed on record the degree of confidence Mr. Chingapa posed in his working style. He further hoped for his guidance and advice in future.
Earlier, Secretary, Information Technology, R. Telang, in his welcome address read out the bio-data of the outgoing Chief Secretary.
The function was well attended by Principal Secretaries, Secretaries and Heads of the Departments.
