GANGTOK, 01 June: State Institute of Rural development (SIRD) conducted a three-day training on ‘New Accounting Structure for newly appointed Panchayat Accounts Assistant [PAA]’ of Soreng, Dentam and Gyalzing BACs from 26 –28 May at Karfectar, South Sikkim.
The training which was attended by 31 Panchayat Accounts Assistants, commenced under the chairmanship of Additional Director, HK Sharma. Welcoming all the participants Mr. Sharma explained the importance of financial discipline in Accounting Structure.
He further informed that a simple format for easy adoption of accounting system for Panchayati Raj Institution at the grassroots level has been introduced, informs a press release. He highlighted the roles of PAAs and informed that the role of PAA is vital in strengthening the Panchayati Raj System. He requested all the participants to actively participate in the training.
Course Director, Suraksha Rai, informed the participants about the course content and also explained the objectives of the training which were to familiarise the participants with the New Accounting Format and to enhance the skill and knowledge on effective maintenance of Gram Panchayat Accounts with specific focus on new Accounting Structure provided by the Ministry of Panchayati Raj, Govt of India, the release informs.
On the first day of the training, the participants were briefed on the history of Panchayati Raj System and Sikkim Panchayat Act by Assistant Director, SIRD, Bhumika Pradhan. The participants were informed about the importance of Gram Sabha and the role of Panchayats was also discussed during the session.
Additional Director, Mr Sharma introduced the participants to different activities and schemes implemented by the Panchayat Raj Institution. He explained the basic features and the importance of all activities and schemes under Panchayati Raj Institution.
The last session of the day was lead by Panchayat President, Melli Dara Paiyong, Ganesh Kr Rai , who informed the participants about the fund flow mechanism to Gram Panchayats and highlighted the importance and need for revenue generation.
He pointed out the areas from where the revenue could be generated and how the generated revenue could be utilized for the development of the village. His experience as Panchayat President and also the experience of the Melli Dara GPU were also shared with the participants .Different issues based on revenue generation and Panchayat Raj System were discussed during the session.
The second day of the training commenced with a recap of the previous day’s learning, followed by the session on Sikkim Gram Panchayat Financial Rule lead by resource persons, Kuber Bhandari and DP Rai. They explained the different financial rules and important books of accounts to be maintained at the gram level. They further explained the classification of the heads and highlighted the salient features of the New Model Accounting Structure, the release adds.
Senior Audit Officer from AG Office, BK Jha, highlighted the need for New Accounting Structure and gave detailed information on classification of different heads and List of Codes for Functions, programmes and activities of Panchayati Raj Institution
The afternoon session was entirely related to accounting procedures during which Mr. Jha informed the participants about the accounting procedures in preparation of different kinds of accounts with specific focus on three tier classification of heads. All the books and registers to be maintained at the GP level were discussed individually in detail. Hands-on practice was also given to participants during the session.
The last day of the training saw the participants being introduced to PRIA SOFT (Panchayati Raj Institution Accounting Software) by Assistant Director, SIRD, Yangchen Lepcha. She explained the objectives and features of the software and a practical demonstration was also made during the session, the release further mentions.
