NAMCHI, 31 May: In preparation for the approaching monsoons, the South District administration convened a Pre-Monsoon Preparedness meeting yesterday at the District Administrative Centre conference hall here chaired by the DC [South], AK Singh, and attended by officials and representatives from almost all the line departments.
The meeting started with power-point presentation by Training Officer DRR, Disaster Risk Management Cell, Namchi, Abishek Kharel, wherein he highlighted the different types of natural disasters, its prevention and management.
The DC, while addressing the meeting said that all departments should stay alert and ready for monsoon disasters in the district. Maintenance of drinking water supply, communication system and road connectivity are of primary importance, he stressed.
Asking the concerned BDOs to stay alert and informed, the DC directed the department officials to reactivate the village level committees of respective departments and asked the BDOs to supervise it.
He further asked the DPO, Disaster Management to get the latest mobile numbers of all the concerned officials so that they can be contacted easily during emergencies and urged the officials to keep their mobile phones on at all times during this monsoon season.
He further urged the concerned departments to activate their Quick Response Teams and directed the Namchi Municipal Council Officer to ensure proper drainage and garbage management so that rain water can flow through unhindered.
Stating that monitoring and prompt reporting will only help in disaster preparedness and management, the DC further said that the BDOs of the concerned areas should inform the people of their areas about the prevailing dangers during this season and especially to those living in the river belt.
The DC also informed that his office will issue a notice regarding Dos and Don’ts soon and that the next meeting will be called after the Chief Minister’s visit to the South District Constituencies. The meeting also witnessed an open discussion where the officials placed their suggestions.
The poor network problem of BSNL and network failure of most of the companies during disasters were raised during the meeting upon which the DM South directed the SDM HQ to write a letter to such companies asking them to submit their disaster plans. He also urged the officials to stay alert regarding power failure during such disasters.
DPO, Disaster Risk Management, Pempa Sherpa in his address said that for the last financial year a total of Rs 40 lacs fund under NC was released from LR&DM Department but the utilization certificates are yet to be received from the block level and the UCs that have been submitted are not clear. Informing the meeting about the RTI filed to know the utilization of fund under NC, he said that a UC is required in order to reply to this RTI request.
