GANGTOK, 10 Feb: A motorbike was stolen from Lower Phalidara, under Namchi police jurisdiction. According to reports, the bike, a white Yamaha, SK04 P/3204, belonging to Suman Tamang was stolen on the night of 07 February from its parking spot in front of the owner’s house.

60-yr-old assaulted
GANGTOK, 10 Feb: One person was arrested by the Melli police on charges of assaulting a 60-year-old man. The incident took place on 03 February but the complaint with the police was lodged a few days later by the daughter of the victim who had been away.
The daughter was away attending the marriage ceremony of her sister. When she returned home she was informed that her father had been admitted at the Namchi district hospital where she found the victim, Gyan Bahadur Sarki, to be in critical condition.
The SDM, Namchi is reported to have taken the victim’s statement at the hospital. In the meantime the accused, Lakpa Sherpa, 40, of Melli Gumpa was taken into custody by the Melli police and later released on bail.

Support Centre to be set up for NE people in Delhi
GANGTOK, 10 Feb: A joint meeting chaired by Secretary, Ministry of DoNER with the Joint Commissioner of Police, Delhi, Joint Secretary (NEC), Director (NLCPR/Guite) and Deputy Secretary (CB&TA) was held on 05 February. The meeting was held following the death of Nido Taniam of Arunachal Pradesh in Delhi after being brutally beaten.
A press release informs that the meeting decided to set up a support centre at NEC Guest House at Chanakyapuri which will start functioning within a month. MoDoNER will bear the cost of setting up office of the centre from CB&TA funds.
Professional counselors will be hired on contractual basis who will be placed for dealing with issues being faced by NE people at the support centre.
Secretary, MoDoNER will also write to the Home Secretary requesting him to issue necessary instruction to UP & Haryana State Police sensitizing them about issues being faced by NE people since many NE people are working/ staying in NCR.
People from the NE will be sensitized about their rights through platforms such as Church/Fellowship, Students’ Union and Resident Commissioner’s office.
List of the selected representatives from each state as provided by Delhi Police with their emails/mobile numbers will be widely publicized for contact in any emergency. A helpline, designated by Delhi Police will be used in all social network such as facebook, twitter, whatsapp, etc.
It was decided to rope in an iconic personality as ambassador for a special media campaign for better assimilation and integration of NE people with the rest of the country and to sensitize mainland people that NE is part of India.
The North East Cultural Centre at Dwarka will also be activated at the earliest. Various cultural programs and interaction will be held frequently so that all NE people will recognize this centre as their cultural hub.

Sikkim chess team returns with 6 medals
The 14-member squad from Sikkim was led by the Coach cum FIDE Arbiter, Mahendra Dhakal who participated as a referee during the tournament. Around 200 players from the eight North Eastern states participated in the tourney.
Chitiz Rai [U-9 boys] bagged one gold medal and Priya Chhetri [U-9 girls] bagged one gold medal as well. In U-13 boys, Rahul Gurung won a gold medal whereas in U-19 girls, Sushmita Lama grabbed one silver medal and Manish Gurung won a bronze. Rohit Gurung [U-19 boys] also bagged one gold medal.
In open category, Rakesh Gurung secured 7th position.
While talking to NOW!, Coach Mr Dhakal, said that the team has performed better this year as compared to last year. “In fact, this time we have been placed in the top 10 as compared to last year where we were in the top 20”, he said.

Second list of 1,720 temp employees forwarded to Cabinet for regularisation
ADDITIONAL FINANCIAL IMPLICATION PEGGED AT Rs. 33.23 CR PER ANNUM
GANGTOK, 09 Feb: Following close on the heels of the service regularization process for temporary employees with 15 years and above of service in both muster roll and work charged basis by the government in the last week of December, the State government has now prepared the list of temporary employees with 10 years and above of service.
This, as announced by the Chief Minister earlier, is the second phase of regularization of the temporary employees.
The list, as drawn up by the Department of Personnel, was submitted to the Finance Department late last month for financial concurrence of the additional expenditure on salaries. Thereafter, it is informed, the proposal was put up to the Cabinet for approval.
As of now, officials inform that the total number of temporary employees with more than 10 years of service comes to 1,720. This is the number of all temporary employees with 10 years and above of service including MR, WC, ad-hoc and consolidated as of 31 January 2013.
However, with the additional direction from the State government to consider employees with 10 years plus service till 31 March 2013 the department will be updating its list to accommodate those employees who make the grade with the additional two months as well.
The total number of MR and ad-hoc employees with more than 10 years of service is 1,533. For this number, the additional burden on the state exchequer in the event of their regularisation comes to Rs. 24.69 crore a year. The total number of work charged employees with more than 10 years service is at 187 and the financial implications per year is an additional Rs. 8.54 crore. Total financial implication in payment of salaries and other benefits for regularization of the total number of 1720 employees is at Rs. 33.23 crore a year.
As for the first phase in which the DoP had identified 4,002 temporary employees with 15-plus years of service, the Cabinet had in December approved the creation of a like number of posts in group C and D categories. For this category the regularization process has been initiated, it is informed.
As part of the regularization process, the government has introduced new nomenclatures for the group C and D posts. The three new posts introduced are Junior Driver, Office Assistant (LDC etc) and Office Attendant (peon etc). Those already working in such posts will be absorbed in their existing capacities.
However, there are also those posts which are not included in the official government nomenclature such as Field Assistant, Meter Reader etc. It is expected that the government will formulate new nomenclatures for such posts, now that they are deemed to be regular.
The muster roll employees being regularized will see their salaries almost doubled, it is informed. The additional financial implication is due to the increased salary as well as other financial benefits which accrue to regular employees such as HRA etc. For those under Work Charged, the salaries would remain the same, it is informed.

Gangtok rally seeks more security for media in Sikkim
A PCS press release informs that representatives from more than 50 organizations joined journalists in the rally from Deorali Truck Stand to Paljor Stadium. Participants carrying banners and placards with slogans protesting attacks on press covered the route along NH 31A via Hospital Dara towards Paljor Stadium road.
At the end of the rally, representatives from different participating organizations addressed the gathering and unanimously condemned the attacks on the press and media and expressed their solidarity with the press.
Press Club of Sikkim has thanked the organisations, members of the media fraternity and police personnel for making the rally successful. The Club also resolved to take serious action in case of any acts of violence against the media in future.
GRAM SWARAJ MELA CONCLUDES WITH NORTH SIKKIM DATE
NAMPRIKDANG, 09 Feb: “Extra funds will be set aside for the development of North district once the 1,200 MW Teesta Stage III is commissioned. As the district has the most number of power projects under construction, all the rural houses will also get free electricity,” announced Chief Minister Pawan Chamling while addressing a mammoth gathering here at Namprikdang Ground in Upper Dzongu, on Saturday during the Gram Swaraj Mela. This was last in the series of Gram Swaraj Melas [erstwhile Janta Mela] held over the past week.
The CM added that once all the projects are commissioned, Sikkim will have the highest per capita income in the nation.
The CM detailed the various schemes being provided by the government and informed that the State government plans to develop 100 new tourist spots across the state. Speaking about the provision for free coaching to students preparing for UPSC and NDA exams, the CM further announced that if the students clear these exams, their parents will be provided a congratulatory grant of Rs. 2 lakh.
On the Karmapa to Sikkim issue, the CM pointed out that the State government has consistently been lobbying in Delhi in this regard and has already petitioned the centre to allow the 17th Karmapa, Ogyen Trinley Dorje to visit Sikkim. The State was awaiting the Centre’s response, he informed.
He also shared an update on the SDF Government’s performance in Sikkim.
“When we came to power, Sikkim had 1,000 km of roads, and during our tenure it has crossed 2400 kms. 1000 kms more are needed, out of which 350 kms has already been sanctioned”, he said.
He further informed that out of the total of 1,11,000 BPL houses in Sikkim, 86,351 houses are being provided with rice at Rs. 2 per kg including free rice supply for some houses.
He further assured to fulfil the demands placed by the people of the district.
On the opposition, the CM alleged that the opposition was playing divide and rule politics and was made up of antisocial elements and outsiders who are disturbing the peace of the state. Here he appealed to the masses to reject and oppose such political parties.
The function was also addressed by RMDD Minister, CB Karki who highlighted about the Gram Swaraj Mela 2014.
During the function, the Chief Minister handed over the tokens of various schemes like GCI Sheets, Induction stove, House upgradation, CMRHM allotment order, car loans etc. to the beneficiaries of three constituencies of North District namely Dzongu, Lachen-Mangan and Kabi Lungtsok.
Earlier, the function was welcomed by RMDD Secretary, DR Nepal and winded up with vote of thanks by DC North, CP Dhakal.
Also present in the function were Chief Secretary, R Ongmu, Speaker SLA, KT Gyaltsen, cabinet ministers, MLA, heads of the various departments, panchayat and zilla members, party supporters, and the general public.
SECOND DIVISION I-LEAGUE PRELIMS
GANGTOK, 09 Feb: Hindustan FC and Bhawanipore FC registered wins today in the ongoing preliminary round of the Second Division I-League here at Paljor Stadium. Both teams won 3 points each with their wins today.
In the first match of the day, Hindustan FC outplayed Aizawl FC 2-1. Kamsun Kabui and OO Solo scored one goal each for Hindustan FC, while the face saver goal for Aizawl FC was scored by S Lalmunzai in the injury time of the match.
In the other match, Bhawanipore FC edged past Eagles FC 2-0 to win 3 points. With the help of Deepak’s goal Bhawanipore FC finished the first half with a 1-0 lead. Despite many attacks Eagles FC failed to score in the second half and a goal from Sneharish Mohanraj during the injury time sealed Bhawanipore’s victory with a score of 2-0.
On 11 February, the first match will be played between Aizawl FC and Bhawanipore FC, which will be followed by the other match between Hindustan FC and Kenkre FC.
Restoration of Sang Monastery completed
The monastery had been severely damaged by the earthquake of 18 September 2011 during which the main pillars were damaged threatening the whole structure. With financial support from the Chief Minister’s Relief Fund through the Ecclesiastical Affairs Department and Cultural Affairs & Heritage Department, the monastery has now been restored to its original state.
The renovation was completed on 22 November last year and the finishing touches completed on 07 February this year. A member of the committee formed to oversee the renovation works, Chumden Kachopa, informs that the fragile and semi-wooden structure of the monastery was severely damaged by the 18 September earthquake. After a request to the government, the monastery received financial support under the CMRF.
She informs that the monastery received Rs. 10 lakh from the Ecclesiastical Affairs Department and Rs. 3 lakh from the CA&HD and remaining funds were contributed by devotees and well- wishers.
It is informed that the restoration and repair work cost a total of Rs 17 lakh and took around one year to complete.
Ecclesiastical Affairs, Secretary T Gelek and the Commissioner-cum-Secretary of Cultural Affairs and Heritage department, Nalini G. Pradhan, along with other officers had visited the monastery on 23 November last year and appreciated the renovation works. It is informed that conservation architect Chetan Raj Shrestha had also voluntarily extended technical inputs on the required conservation works.
On behalf of the committee, Monastery and the people of the area, Ms Kachopa thanked the CM for his support for the renovation of the monastery. She also thanked former Chief Secretary, TT Dorji, Secretaries and officials of Ecclesiastical and Cultural Affairs and Heritage departments and to all devotees and well-wishers for supporting the renovation works.
The monastery is said to have been built in 1912 on an area covering 18 hectares of land donated by the Sang Athing.
Nyingma Monlam Chenmo Intl Foundation felicitates Chamling
Gangtok, 09 Feb [IPR]: The Nyingma Monlam Chenmo
International Foundation [NMCIF] completed 25 years of its presence, guiding
and nurturing the quintessence of Nyingma School of Tibetan Buddhism and
spreading the message of world peace since its modest beginning in 1989. The
silver jubilee celebration was held from 31 January to 10 Feburary at Bodhgaya,
and as part of the celebrations, the NMCIF felicitated Chief Minister Pawan
Chamling “for his patronage and altruistic support in successfully conducting
the 25 years of Nyingma Monlam at Bodhgaya”.
The foundation particularly congratulated and accredited the
Chief Minister for installing the tallest statue of Guru Padmasambhava at
Namchi and that of Buddha Shakyamuni at Rabongla and applauded his leadership
and noble vision in upholding the sanctity of Sikkim.
The felicitation was received by Tenzing Gelek, Secretary,
Ecclesiastical Affairs Department, at Bodhgaya on behalf of the Chief Minister
in the presence of 300 high incarnate Rinpoches and Khenpos and more than 9,800
monks and nuns from the Himalayan region and abroad.
The Foundation also acknowledged the Ecclesiastical Affairs
Department, Government of Sikkim, for its support and active involvement in
coordinating the Nyingma Monlam in all these years.
SDF has failed to develop North Sikkim alleges SKM
GANGTOK, 09 Feb: Sikkim Krantikari Morcha has contended that the Chief Minister has accepted the state government’s failure in developing North Sikkim with his statement during the Gram Swaraj Mela on Saturday where he said that the revenue generated from hydel power projects would be used in developing the district.
In a press release, SKM has alleged that as compared to other districts, the North district has been left behind in all aspects. The North district has been treated like a “dumping ground” where victimized teachers are transferred and this has affected the quality of education in the area, the release alleges.
SKM has further stated that this is the reason behind the backwardness of the district in terms of education which in turn has hindered the progress of the region.
It is further alleged that the people of Sikkim have not still been able to properly receive the benefits of many central government programmes and schemes and the ruling party is playing politics on the basis of these programmes and schemes of the centre.

A senior monk, DS Lama informed that the Gutor Chaam is performed annually mainly for world peace and for the well-being of all sentient beings. He further mentioned that the chaam is also to performed to prevent natural calamities and destruction in the area and for peace and prosperity.
When a truck drove home!
GANGTOK, 09 Feb: A truck [WB 73B 7401] went off the road and
crashed into a house at 4th Mile Lower Mangshila in North Sikkim last night at
around 8 p.m. The vehicle was plying to Siliguri from North Sikkim. The truck
landed on the front porch of Ran Bahadur Rai’s house and damaged the front wall.
Fortunately none of the family members were injured as they were watching TV
inside the house at the time. However, the handy boy and driver of the truck
have sustained some injuries.

National Kho Kho Championship scheduled to be held from the 12 to 16 February 2014 at SAG Ground, Goa.

Kitam-Manpur GPU completes distribution of Janta Mela benefits
80 beneficiaries received allotment orders for CMRHM construction, 59 beneficiaries received GCI sheets, induction stove sets for 50 beneficiaries, house upgradtion grants for 79 homes and one beneficiary who completes a CMRHM home recently received a solar lamp.
Savitri Chettri, Panchayat President of the GPU briefed the beneficiaries about the procedure to receive the benefits and clarified some queries regarding the process involved in availing the benefits.
During the programme, eleven beneficiaries were handed over allotment orders for REDRH (Reconstruction of Earthquake Damaged Rural Houses).
The Gram Panchayat and beneficiaries expressed their gratitude towards Chief Minister Pawan Chamling and area MLA Tulsi Devi Rai.
DB Pradhan, a beneficiary, shared his exhilaration over now having a concrete house while Bhim Kr. Pradhan, another CMRHM beneficiary, expressed gratitude towards the Government and Panchayats for selecting his name to avail benefit of a house.

Politicians in our country, and in Sikkim, have lived in the make believe world of sycophants and appearances for far too long to be able to see realities unless strained through the reassuring filters that suit them. In their defence, it is not just politicians who take on such imagined sense of power, significance and influence, and one sees such attitudes among government officials, social and religious organisations, and yes, even in the media. It is however only the politicians who are lobbying for direct endorsement of the people and stand a chance of deciding policy in the future, hence it becomes important the priorities are aligned properly for them and political-speak nuanced with a better sense of proportions.
One could argue that selective perceptions would affect only individual fates and political careers, but it becomes important to marshal the debate on the right course when these impressions begin hogging public engagement. Take for instance the trend of claiming turncoats, a gimmick which gains currency every time elections come calling. These are fine as campaign-trail asides, but rankle when they become the centrepiece and obsessive pursuits. One speaks here of the frequent claims and counterclaims of number of supporters gained and weaned away that compete for headlines on pg 3 nowadays. While these displays may be necessary to send out a signal of increasing popularity or resurgence, they are not ladders on which political futures can be reached. To begin with, commitments so fickle that they the ringing in of elections can signal an ideological shift can hardly be considered endorsement strong enough to heave the parties to power. Anyone who has followed campaign politics in Sikkim long enough will know how these inductions are managed and of how routinely such claims are announced. At best, these are interesting sideshows to the circus of elections, not the election itself. Agreed, there are some crossovers which are politically significant in that they help open some unreached pockets, but to believe these to have the potency of changing political fortunes is misplaced and in fact demeaning to the intelligence of the electorate. To believe that the voters cannot see through the political opportunism at the root of such election-time fluctuations in allegiance reflects an inexcusable disconnect with how and what the people think. Induction ceremonies and claims of winning new members are at best stepping stones to catch the attention of the people, an attention span that should then be captivated with policy and programme commitments to make voters seriously consider the options on offer. At the end of the day, it is for the political parties in the fray and there leaders to decide where their priorities rest – whether it is to believe their own PR or work alongwith and among the people to expand their support base. The Opposition has often made the mistake of buying into the anti-incumbency fiction because anti-incumbency does not translate into votes by itself and the ruling front would be mistaken to believe that anti-incumbency is not a factor in Sikkim. For the next few months, the people wrest for themselves the opportunity to talk down to elected leaders and leaders wanting to be elected. In a setting where hierarchical protocols continue to be observed, this is a welcome, albeit brief, change. But then again, like the misplaced perception of new members meaning stronger influence, even this flicker of a more vociferous electorate is far from the realities that remain.
Politicians in our country, and in Sikkim, have lived in the make believe world of sycophants and appearances for far too long to be able to see realities unless strained through the reassuring filters that suit them. In their defence, it is not just politicians who take on such imagined sense of power, significance and influence, and one sees such attitudes among government officials, social and religious organisations, and yes, even in the media. It is however only the politicians who are lobbying for direct endorsement of the people and stand a chance of deciding policy in the future, hence it becomes important the priorities are aligned properly for them and political-speak nuanced with a better sense of proportions.
One could argue that selective perceptions would affect only individual fates and political careers, but it becomes important to marshal the debate on the right course when these impressions begin hogging public engagement. Take for instance the trend of claiming turncoats, a gimmick which gains currency every time elections come calling. These are fine as campaign-trail asides, but rankle when they become the centrepiece and obsessive pursuits. One speaks here of the frequent claims and counterclaims of number of supporters gained and weaned away that compete for headlines on pg 3 nowadays. While these displays may be necessary to send out a signal of increasing popularity or resurgence, they are not ladders on which political futures can be reached. To begin with, commitments so fickle that they the ringing in of elections can signal an ideological shift can hardly be considered endorsement strong enough to heave the parties to power. Anyone who has followed campaign politics in Sikkim long enough will know how these inductions are managed and of how routinely such claims are announced. At best, these are interesting sideshows to the circus of elections, not the election itself. Agreed, there are some crossovers which are politically significant in that they help open some unreached pockets, but to believe these to have the potency of changing political fortunes is misplaced and in fact demeaning to the intelligence of the electorate. To believe that the voters cannot see through the political opportunism at the root of such election-time fluctuations in allegiance reflects an inexcusable disconnect with how and what the people think. Induction ceremonies and claims of winning new members are at best stepping stones to catch the attention of the people, an attention span that should then be captivated with policy and programme commitments to make voters seriously consider the options on offer. At the end of the day, it is for the political parties in the fray and there leaders to decide where their priorities rest – whether it is to believe their own PR or work alongwith and among the people to expand their support base. The Opposition has often made the mistake of buying into the anti-incumbency fiction because anti-incumbency does not translate into votes by itself and the ruling front would be mistaken to believe that anti-incumbency is not a factor in Sikkim. Cleanliness drive at Sawney Ayurvedic Orthopedic Hospital

Candlelight vigil denounces racial discrimination of NE people
GANGTOK, 07 Feb: A candlelight vigil protesting the racial
discrimination faced by people from the North East was organized in Gangtok
this evening. The vigil was also an expression of solidarity on the demise of a
student from Arunachal Pradesh, Nido Taniam in the national capital after being
severely beaten. The vigil was organized by the Healthy Self Foundation.
I-LEAGUE SECOND DIVISION PRELIMINARY ROUND
GANGTOK, 07 Feb: Eagle FC [Kerala] held Aizawl FC to a draw in the first match of the I-League Second Division preliminary round of Group B which started today here at Paljor Stadium.
With an early goal from Lalnuntluanga in the 11th minute, Aizawl FC finished the first half with 1-0 lead. In the second half, Eagle FC players failed to capitalize on some very good opportunities to equalize the match. However, Koko Atanda of Eagle FC managed to score the equalizer in the 83rd minute of the match.
Finally, the match ended with 1-1 draw with both teams sharing a point each.
In the second match of the day, Bhawanipore FC thrashed Kenkre FC [Mumbai] 4-0 to win the full 3 points.
Daniel Bidemi Ayeni scored the early lead for Bhawanipore in the 7th minute and soon his teammate J Prasad extended the lead to 2-0 in the 11th minute. Bhawanipore ended the first half with 2-0 lead.
Soon in the second half, Daniel Bidemi scored his brace in the 48th minute and extended the lead of the team to 3-0 and with the fourth and final goal by Dipendu Dowary in the 65th minute Bhawanipore sealed its 4-0 victory.
On Sunday, Hindustan FC [Delhi] will take on Aizawl FC in the first match at 11:30 AM, while the second match will be played between Bhawanipore FC and Eagle FC.
The inaugural day had the UD&HD Minister, DB Thapa as the chief guest.
Tourist Festival concludes in Lachen
The first day of the festival was attended by Pipons Cho Rabjor and Cho Bandhu of Lachen Dzumsa as the chief guest. Traditional cultural performances by local artists and traditional games were organized on the day.
The second day of the fest saw performances by artists from outside the state and a musical show. The main highlight of the program was making the entire program a complete ‘Zero Waste Program’, the release mentions. LTDC focused on the principles of zero waste and did not use plastic cups or plates this year unlike previous years.
A display of craft made from waste was also made by WWF-India, which also demonstrated the bio-briquette (Matola), which can be used as an alternative to fuel wood. The communities also showed their interest in learning the making of bio briquette and crafts from waste, the release adds.
Since the concluding day of the festival also happened to be the World Wetlands Day, the importance of wetlands and its biodiversity was also highlighted by WWF-India, it is mentioned.
LTDC, Dzumsa members and the Pipons felicitated MP Rajya Sabha, Hishey Lachungpa, MLA, TW Lepcha, Staff of the Power Department, Director of Ganjung Diyaghar of Kalimpong and WWF-India, Sikkim Office for their continuous support and guidance.
Chewang Lachenpa [executive member LTDC] highlighted the activities carried out by the LTDC in the fields of tradition and culture preservation, tourism promotion and environment conservation in the last six years. He also mentioned that the magazine ‘Down to Earth’ had also published an article on the solid waste management initiative of Lachen where special mention was made of the ban on use of plastic mineral water bottles in the village thereby becoming the first village in India to impose such a ban.
Resource Recovery Center where all segregated household wastes can be stored and sent for recycling was also inaugurated during the said occasion by MP, Hishey Lachungpa, the release informs.

SLYA’s free winter coaching concludes
GANGTOK, 07 Feb: Free Winter Coaching organized by the Sikkim Lepcha Youth Association [SLYA] Central Executive Committee, Gangtok for the students belonging to poor and BPL families from all over the state concluded on 04 February. The valedictory function of the coaching classes which had begun on 18 December last year was held at TNSS school auditorium on 05 February.
A press release informs that this year there were 246 enrollments in both Class X and XII; there were 18 Teachers from in and around Gangtok who supported this noble cause. The Association has been conducting such coaching classes since 1996-97 where the number of enrollments have been increasing every year, it is informed.
Started mainly for Lepcha students, the Association decided to provide this opportunity to students from other communities as well who cannot avail such classes in rural areas since the last three or four sessions, it is mentioned.
The valedictory function was attended by Speaker, State Legislative Assembly, KT Gyaltsen Lepcha along with various officials from the Lepcha community, members of Sikkim Lepcha Association (Tarzum), and members of District and Village level branches of the Sikkim Lepcha Youth Association, Parents of the students and former and present students.
The programme saw various cultural dances, poetry and other items performed by the students. The programme also highlighted the contributions of various well-wishers of the Association and its activities.
Mr Gyaltsen in his address urged the students to make education an integral part of life and not just for securing jobs. He also stressed on the role of education in life. SKM workers falsely implicated in Avinash Yakha case, party claims
GANGTOK, 07 Feb: Sikkim Krantikari Morcha [SKM] has strongly condemned what it claims to be an “undemocratic procedure” followed by the investigating team in the case against SKM workers accused of attacking Avinash Yakha of the ruling party.
In a press release, SKM informs that its party workers, Sangay Tamang and Ramesh Subba, who were arrested in connection with the alleged attack on Avinash Yakha have been granted bail. The party contends that both had been arrested on false allegations as part of a “deep political conspiracy”.
As per Sangay Tamang, on 26 January, a 25-member police team arrested him from his residence, giving no opportunity to present his side of the story. He was not present at the spot where Avinash Yakha had been allegedly attacked, the release claims.
The party states that at the time of the alleged attack on Avinash Yakha, both the accused were engaged in party-related work at the Lall Bazaar office. It further states that SKM also has proof in the form of minutes of the meeting, attendance register and eye witnesses to confirm that the two were present at Lall Bazaar.
“This sad incident clearly indicates the low level of politics practiced by the ruling party of victimizing innocent active workers of Sikkim Krantikari Morcha to harass and suppress our genuine movement for change,” the release adds.

GANGTOK, 07 Feb: Continuing its door-to-door campaign, Sikkim Krantikari Morcha [SKM] party’s East district president, Bishnu Khatiwara along with party workers visited Pacheykhani area under Rhenock constituency on Thursday and Friday.
An SKM release claims that the party has been getting very good response from the people many of whom are switching over to SKM leaving the ruling party. During the visit, ten families left SDF and joined SKM, the release mentions.

SKM pre-election manifesto a “copy-paste job,” SDF contends
GANGTOK, 07 Feb: Sikkim Democratic Front has stated that the Sikkim Krantikari Morcha’s recently released pre-election manifesto is nothing but an eyewash since all the promises made in the manifesto have already been fulfilled by the present government.
In a press release issued today, the ruling party has alleged that the SKM pre-election manifesto was a “copy-paste” of what the SDF has already fulfilled during its tenure in office in the state and there are no issues left for the opposition to take up.
Countering SKM’s allegation that SDF has made Sikkim a debt ridden state, the ruling party has said that every state has its share in the loans that the centre gives out and the Sikkim government has taken the least amount of loan from the centre in comparison to other states.
The release further states that during the last two decades Sikkim has been shining in terms of prosperity and development.
SDF has further dismissed allegations of trying to lure and mislead voters by distributing government schemes only on paper just before the assembly election, as is being alleged by SKM. The party has stated that the government has distributed benefits worth more than Rs 800 crores in the ongoing series of Gram Swaraj Melas.

Training on organic farming and certification in South Sikkim
A press release informs that the main objective of the programme was to inform farmers on organic farming and its certification. The programme had panchayat president, Suk Maya Rai as chief guest. The release informs that the resource persons for the training were SNBPL manager, Mr Gautam and Maple Orgtech [India] Ltd Sikkim in-charge, Kishan Singh.
Speaking on Sikkim Organic Mission, Mr Gautam explained the Internal Control System and further spoke on the advantages of organic farming and disadvantages of chemical fertilizers with regard to health, soil and environment. Likewise, Mr Singh gave a demonstration on soil fertility management and pest and disease control. He also provided training on EM technology.
NSUI raises student issues
GANGTOK, 07 Feb: National Students’ Union of India [NSUI] Sikkim has urged the state government to look into the problems being faced by students of National Institute of Technology [NIT] at Ravangla.
In a press release, NSUI has alleged that the students of the Institute are facing problems due “improper infrastructure, hostel, internet facility, etc”.
NSUI has also urged the state government to ensure the safety of students from outside the state studying at the institute and take steps to increase the enrollment numbers.
Completion of construction work at Sikkim Government College, Tadong before the new session starts, construction of fly-over near SGC Tadong, regular power supply at night in rural areas in view of board exams and Wi-Fi connectivity in all schools and colleges are some demands that NSUI has placed.

Knitting Training Program for Rural Women by NHPC
GANGTOK,
07 Feb: One-month Knitting Training Program for rural women was started by
Teesta-V Power Station, NHPC Limited today.
A press release informs that this training program is a part of the
company’s Corporate Social Responsibility and Sustainable Development (CSR-SD)
initiative. The training is being organised for rural women from the vicinity
of the power station with an aim to enable them for self-employment.
This training program is being conducted in association with Jan Sewa
Samiti, Pachak , an NGO. 10 participants will be trained by Pabita Singh and
Sumitra Rai on the use of knitting machine and

NASBO welcomes SKM proposal for BL Development Board
GANGTOK, 07 Feb: National Sikkimese Bhutia Organisation
[NASBO] has welcomed the recent declaration by the Sikkim Krantikari Morcha
[SKM] made at its Jorethang meeting on the formation of a Bhutia Lepcha
Development Board in the event that it forms the Government.
SKM, in its pre-election manifesto, has said that it would
set up a Bhutia Lepcha Development Board “for the all-round progress and
development of the Bhutia-Lepcha communities”. The State, it may be recalled,
already has a Primitive Tribe Group Development Board. Only the Lepchas are
recognized as a PTG in Sikkim at present.
As per a NASBO press release, in a meeting of the
organization’s new executive committee held today it was suggested that the Bhutia-Lepcha
Development “Council” be constituted much “on the lines of the National
Advisory Council at the centre which will be the main forum having legislative
and executive powers on formulating and implementing policies and programmes
pertaining to the Sikkimese BLs.”
“We appreciate and applaud the initiatives taken by the SKM
Party in the greater interest of the all round development of the Sikkimese
BLs. Further, we want comprehensive development of all the Sikkimese people”,
the release states.
The meeting, presided over by NASBO president, Pintso
Bhutia, took note of its future course of actions and further decided to
re-constitute all its district and zonal committees. NASBO’s founder president,
it may be recalled, had resigned from the organization and joined SKM during
its foundation day celebrations in Jorethang on 04 Feb.
Who Wants Peaceful Campaigning?

The general elections are not very far
away. The actual voting might still be about two months later, but tramping has
begun on the campaign trail and since the contestants have not been lined up yet,
the public meetings have remained more general affairs so far, dodging
specifics for wide-brush allegations and counters. This is a convenient
approach for Sikkim because the immediate days after the official candidate
lists are released make for several side-switching moves and redrawing of
allegiances and party affiliations. It is really after that the campaign gets
vicious because opponents are more clearly defined and stakes more clearly
understood by those in the fray. Expect vicious fangs to be bared then as contestants
take on contestants, youth try and out-shout youth and voters weigh their
options at the constituency and state level. Precedence suggests that after the
nomination process is completed, candidates get around three weeks till the
State goes to poll. For candidates, that’s too few days, for lay people, maybe it’s
too long a political session even if it comes only once in five years. Politics
has already begun throwing up violence, and as the reality of elections sink in
more, the confrontations are expected to get more brutal, because accept it, the
political space is bereft of a pan-Sikkimese issue to ride as a wave, other
than the conflict between change and continuum, which, essentially, is choice
that every election presents. There is a clear clash of heavyweights, but is it
enough to build as an issue to channel the entire campaign into? The ruling
party has 31 of the 31 still represented constituencies, so, although it may
have Opposition on the streets and public domain, it does not in the Assembly
and hence has no one to blame for stalling policy interventions. The rest of
the nation with its string of minority governments and coalition groups does
not enjoy such luxury. In Sikkim, even the biggest Opposition unit is made up
of till-recently ruling party supporters. So, clearly, the ruling does not have
any Opposition to rant against. It has also been in power for 20 years, so it
cannot blame anyone for things that have not have gone well. It will have to
approach the people with its performance report and assurances of sustaining
the development model it has prepared for the people. This approach might work
for an academic debate, but can hardly trigger the spontaneous applause and
involvement that politicians seek. As for the Opposition, its largest component
was part of the system until earlier this term and the rest have only engaged
intermittently. Apart from working with their already secured circle, winning
the endorsement of even the disillusioned will take some work.
All this is not necessarily good for the
people, because it leaves the leaders and their youth with only the option of
marking their territories wider and establishing their primacy with muscle
instead of issues and debates. Time is already short and by the time the
candidates are announced, the countdown will be even more pressing putting too
many political futures on too short a fuse. Minor clashes are expected when so
many careers are on the stake, but these have already been indulged in so the
trouble could be of a much bigger scale. It is thus urgently required that a
clear signal is sent out that these stand-offs do not stray into the spaces of
the lay citizens. And no, this is not something that the Election Commission of
India or its micro-observers it will send can guarantee. A genuine aspiration
for peaceful campaigning has to rise from the people. It is at times like this
that Sikkim must miss the presence of genuinely apolitical social
organisations. Given how small each constituency is, having a genuine social
body representing the people from specific pockets could have led to a
situation where such bodies would have written to every political party in the
fray to keep the campaign peaceful and warned that in the event of peace being
broken, punishment will manifest in the form of denied votes. Only an
apolitical and genuinely representative social organisation of the people can
ensure that such communiqués are taken seriously. In the absence of such
organisations among the people, maybe the political parties should volunteer such
an undertaking. But is not going to happen either. What is important then to
bear in mind is that it is easy to be peaceful and non-violent when nothing is
happening, the commitment to nonviolence gets tested when the resolve holds
even in the face of instigation. As for the question on who wants peaceful
campaigning? Everyone does.
SKM petitions Election Commission seeking President’s Rule
GANGTOK, 07 Feb: The
Sikkim Krantikari Morcha [SKM] has submitted a strongly worded memorandum to
the Election Commission of India. Senior officials of the Commission were here
in Gangtok recently when they met with various political parties of the state
in preparation for the upcoming elections. The memorandum submitted by SKM
alleges various malpractices on the part of the State government when it comes
to the arena of elections and electioneering. The memorandum goes on to seek
the imposition of President’s Rule in Sikkim, arguing that only that could
guarantee free and fair elections.
The memorandum alleges
that the present State government uses senior bureaucrats and technocrats,
including the Chief Secretary, as party functionaries. It also alleges the
involvement of top IPS officers, who, the SKM contends, work only for the
interest of the ruling party.
In this regard, the name
of IG Akshay Sachdeva has been mentioned specifically with mention made of the
infamous lathicharge of 11 February last year and the report of the commission
appointed by the apex court.
The SKM is particularly
disturbed by the fact that the IGP has been appointed the nodal officer for
monitoring the election expenditure for the upcoming elections. This, the SKM
argues, is in violation of the Election Commission of India Model Check List.
Besides allegations of
the misuse and involvement of senior officials in party politics, the
memorandum goes on to allege tampering of the electronic voting machines as
well. In this context, the document highlights the incident of the fire in the EVM
store at the gymnasium hall, Paljor Stadium in 2009.
Lastly the document seeks
revision and checking of the voter’s list, arguing that many genuine names have
been deleted.
The memorandum was
submitted by SKM vice president, TN Dhakal. The response of the ECI remains to
be seen.
Mother and child crushed by boulder
GANGTOK, 07 Feb: In an unfortunate accident, a mother and
her two-year-old child were crushed to death by a boulder at a slide at Lower
Neya basti in South Sikkim today. The two were hit by a boulder while crossing
the slide zone area at around 11 a.m. today.
The 22-year-old mother along with her infant daughter was
heading home to Neya basti from her in-laws place at Samdong East Sikkim. The
dead bodies have been sent to District Hospital Singtam for post mortem.
BJP’s ‘Ek Note, Kamal par Vote’ campaign to launch in Sikkim too
The meeting was attended by Sikkim state in-charge of the party, Dr. Dineshanand Goswami, organization secretary for North Bengal, Sikkim and entire North East region, Panchanan Raut, state-unit president, Padam Chettri and other executive members of the state-unit.
Addressing a press conference after the meeting, Dr Goswami said that the state executive committee meeting was held to discuss preparations for the assembly and parliamentary elections in the state and future programmes for the state. He expressed that the people of Sikkim have also been looking forward to see Narendra Modi as the Prime Minister of the country.
He informed that Sikkim would also be joining the nation-wide 'Ek Note, Kamal par Vote' campaign from 11 February. In this week-long door-to-door campaign in the state, the party workers will visit every house asking for donation of one currency note [of any denomination] and appealing for support. Dr Goswami mentioned that party workers would also distribute pamphlets carrying the appeal of the BJP president, Rajnath Singh. He stated that this was an attempt to reach the masses of the state.
Likewise, the party is also installing Namo Tea stalls at all four district headquarters of the state on 12 February along with television sets in which Narendra Modi’s interaction with the masses will be screened. The party will also be holding a seminar for party workers at the booth level in the first week of March.
The meeting has also appointed former state unit president, HR Pradhan as the convener for Lok Sabha. “We will be fighting seriously in the upcoming Lok Sabha and assembly elections. The people of the state are also excited to see Modi as the next Prime Minister of the country”, said Dr Goswami. He informed that the BJP plans to win 272 plus seats for an absolute majority in the coming election.
He appealed to the Sikkimese people to support Narendra Modi for Prime Minister. “Even Narendra Modi has given priority to the development of the North East region and its people. The BJP government will work for the overall development of Sikkim and the entire North-Eastern region”, he added.
While responding to media queries on the security of North-Eastern people in Delhi, Dr Goswami stated that BJP would create a safe atmosphere for the NE people with its good governance to avoid incidents like the recent death of an Arunachali student.
Responding to queries on possible alliances in the state, he stated that the central body has been getting invitations for alliances from the regional parties of the state and it is upto the central body to decide on them.
‘Anmol Tshan’ to premiere at Mannan Kendra
A press release informs that the film has earlier been screened at Kalimpong on the request of a group of journalists from the area and got a good response. The film is produced by Kishor Dungmali Rai of Majhitar, East Sikkim under the banner of Sinai Enterprises and is directed by young Anmol Gurung who has a master’s degree in mass communication.
The release adds that this is Kishor Dungmali Rai’s second presentation, earlier he had produced Prashant Tamang starrer ‘Angalo Yo Maya Ko’ which was well received around the world. Sneha Rai of Majhitar and Shalom Kabo along with child artist Anurup Rai play the main characters in the film.
The film has been shot in Sikkim, Kalimpong and Kolkata. After its premiere in Sikkim, the film will travel around the world, the release informs.
