Sikkim’s best performing GPU holds its 17th Gram Sabha



GANGTOK, 23 May: The 17th Gram Sabha of Melli Dara Paiyong Gram Panchayat Unit was held on 21 at CM Pradhan Auditorium at Melli Dara. The Gram Sabha started with a 30-second silence observed to mourn the passing away of six Gram Sabha members who passed away since the last Gram Sabha was held.
The President welcomed the Gram Sabha and thanked all the Gram Sabha members for their full participation in the Gram Sabha because of which the Gram Panchayat was able to bag the Rashtriya Gaurav Gram Sabha Purashkar-2011.
The Panchayat Secretary placed the financial report of the Gram Panchayat for the financial year 2010-11. After the financial statement, each member placed a report on Village Development Action Plan, followed by a thorough discussion on the same.

The Gram Panchayat placed a total of eight proposals pertaining to the development of the Gram Panchayat unit. These are:
1. Restriction on random construction of waiting sheds along the roadside. Henceforth, permission from the Gram Panchayat is required for the same and the sample given by the Gram Panchayat has to be followed.
2. Land mutation to be done through Single Window System only as the public face lots of problems during land mutation process.
3. Plantation to be done along the roadside in the land falling within 27 feet on both side of the road
4. New Social Audit cum Vigilance Committee was constituted. 5. New Gram Planning Forum was constituted.
6. Standing Commitees were dissolved permanently because the functions of the Standing Committee will henceforth be performed by the Gram Planning Forum.
7. Land-levelling for construction of new houses for Kutcha houses to be done through MGNREGA within the amount of Rs. 500000.
8. New Joint Forest Management Committee was constituted.
After detailed discussions, the proposals were unanimously approved by the Gram Sabha.
After this, the Secretary placed a budget for 2011-12 amounting to Rs. 28609020 which was prepared in compliance with Section 46 (1) of Sikkim Panchayat Act, 1993 and the same approved by the Gram Sabha after a thorough discussion.
After the budget approval, the Gram Sabha members placed their demands and a discussion on the demands was held. Line Department representatives also addressed the Gram Sabha. The Gram Sabha concluded with a thanksgiving speech by the President.
