Why the World Needs to Celebrate the Dalai Lama’s Birthday

Editorial:-
His Holiness the Dalai Lama turned 79 on Sunday. He is of advanced age, and yet he exudes a rare compassion and frank forthrightness. Now that he is no longer the political leader of his people and only their religious head, no one would fault him if he narrowed his priorities down to the [selfish] welfare of his faith and his people. But he continues to use his influence and following to speak for those whom most have forsaken and people whose plight remains largely unaddressed. Belonging to a people who have been refugees for more than five decades now, it can only be warm empathy that equips him with the faculties to call on fellow Buddhist nations [Sri Lanka and Myanmar] to stop violence against Hindu Tamils and Muslim Rohingyas respectively. This appeal, the Dalai Lama made while addressing people at Leh in Ladakh on his birthday. He could have spoken just about the situation in Tibet and the issues of faith and Tibetan refugees and no one would have found anything amiss. But he decided to speak to Buddhist-majority countries and appeal on their Buddhism to halt violence which most other are comfortable ignoring. It for such gestures and much more that the world needs to join the Tibetans and Tibetan Buddhists in celebrating the Dalai Lama’s birthday.
This is a theme that this section returns to every year around this time, and we continue to do so at the cost of repetition because some emotions need to be refreshed at least once a year. The Tibetans have reason to rejoice. Even a cursory perusal of the history of the institution of the Dalai Lama will reveal that few Dalai Lamas have reached the age that the XIVth is now healthily in. Given the importance of the XIVth Dalai Lama to the Tibetan cause and the need for his charisma to keep the issue alive in international circles makes every prayer for the Dalai Lama’s long life meaningful and important. In fact, it would be unfair to suggest that only the Tibetans celebrated the Dalai Lama’s 79th birthday; every person influenced by Tibetan Buddhism, every person inspired by the struggle of the Tibetans to preserve their way of life and every person who respects nonviolence, must have joined the Tibetans in celebrating the event. The Dalai Lama is the spiritual king of a displaced people in a foreign land. Although he dismisses any reference to himself as a ‘God King’ and prefers to be known as a ‘Simple Buddhist Monk,’ his contribution to how the world conducts itself cannot be ignored. The Tibetan issue could have snowballed into a cold-war incinerator to implode like Afghanistan had it not been for the Dalai Lama’s commitment to peace and his decision to take a rational approach to a historical wrong. The Dalai Lama was barely 24 when he was thrown into the outside world, of which, not only he, but most Tibetans knew extremely little. While this culture shock would have been too much for lesser minds to handle, the Dalai Lama conducted himself well. Not only did he learn and adapt well, he also kept his flock together and even managed something that had eluded Tibetans even in Tibet - unity. Meanwhile, by keeping to the middle path, he also brought peace to India and despite all the restrictions now being imposed on his people’s right to free expression by an India bending over backwards to please China, the Dalai Lama never ignores a chance to thank India for having provided refuge to the Tibetans. It is the Dalai Lama’s self-effacing humility that makes him tower over other powerful and important people.
The world does not have enough people like the Dalai Lama around, which is why it is so important that he stays around for as long as is possible. He will probably not live to see a Free Tibet, he might not see peace prevail in the world in his lifetime, but every day that the Dalai Lama lives among us, he will bring that possibility closer…

Council established to usher reforms in higher education

GANGTOK, 06 July: With the view to usher reforms in the education sector, particularly in the higher education sector, the state government has now established the State Higher Education Council [SHEC].
The SHEC, established under the HRD Department is to bring in transformative reforms in the higher education sector and to regulate activities of all government and private institutes of higher education, franchise centres and private learning centres.
It is also expected that with the establishment of the SHEC there will be radical a improvement in the State Gross Enrolment Ratio. With the establishment of the Council it is expected that there will now be academic and financial accountability of universities and other institutions of higher education in the state. The SHEC has the Minister, HRD Department as its Chairman.
The establishment of such a Council in Sikkim has opened up a range of possibilities as far as ushering in reforms in the education sector is concerned. There will now be a State Higher Education Plan developed by the Council which will be to achieve accelerated growth and equitable development of the higher education sector.
It is also expected that with the establishment of the Council the state can consider setting up of State Academic and Accreditation Council and bring about reforms in accreditation norms. Another reform which the HRD department is also now considering is the preparation of guidelines for establishing a State Level Eligibility Test (SLET) Commission for state relevant subjects only.
The council will also look into the possibility of making reforms in the standard of examinations conducted by the universities in order to improve the standards. Reform in academics is also expected. Besides these it is charged with the maintenance of quality in curriculum, promotion of research and innovation and promotion of training and development of teachers.
A significant task with the Council is the coordination of activities between the different Universities; this has been a feature lacking in the present education structure in the state given the fact that Sikkim has many universities operating in its area. However the modalities of this coordination are not known yet.
The Council will also be the body which will govern the setting up of new institutes and universities in the state and be responsible for the implementation of UGC norms and guidelines, Acts and Rules in all the universities. Even the functions of franchise institutes have been brought under its purview.
The programmes of learning centres will now be coordinated by the Council and monitored as well. It will also promote and monitor publication of quality text books, monographs and reference books.
All grants for higher education from the central funding agencies will be received by the Council and it will advise the government on strategic investments in higher education. There is to be adequate manpower necessary for the discharge of its functions allotted to the Council; this is likely to be by re-deployment of manpower on deputation based on specific requirement.

Symposium held on HPV vaccine and Cervical Cancer; Experts recommend vaccination programme

GANGTOK, 06 July: A symposium on HPV vaccination and Cervical Cancer Prevention was organized by the Cancer Foundation of India here on Saturday. The symposium had experts and representatives from AIIMS, ICMR and other institutes from different parts of the country along with Health Department officials from North-Eastern states.
The symposium was inaugurated by the Health Secretary, Dr K Bhandari. The need for such a symposium was felt in light of the criticism of the State Government’s initiative to launch HPV vaccination in the State. Opposition parties, including the SKM, had thumbed down the project arguing that the vaccination was unsafe. The government had then put the programme on hold and resolved to bring it back after adequate awareness and consensus had been developed on its safety and benefits.
Addressing a press conference after the symposium, the resource persons mentioned how cervical cancer had become a major health concern.
They stressed that cervical cancer was totally preventable which was why representatives from north-eastern states had been called for the symposium [since mortality due to cervical cancer was high in the NE].
They reiterated that HPV vaccine has been found to be successful and safe hence the symposium to discuss with and advise government representatives to take this programme forward in their respective states. They also mentioned that more than 100 countries have adopted this programme and of these, 60 countries have taken it as a national programme.

Work Culture

Editorial:-
It started as a trickle; a few organizations announcing the resignation of its government servant members. Now, however, it is a proper deluge as realization and perhaps acceptance as well has sunk in that the government is serious about not wanting people on its payroll to also serve [even as members] other associations and organizations. And as more press releases come in everyday, announcing how another association has dissolved its executive committee to free its government servant members, the reality of how ubiquitous the presence in government servants in non-governmental agencies had become sinks in. They were simply everywhere, from neighbourhood sudhar groups to state level sports, community and social organizations. They must have definitely served a role and provided a service to the organizations they had joined and were office bearers in, but one cannot ignore the fact that it is worrying to realize how much influence government servants enjoyed in Sikkim. As this section has mentioned before as well, their exuberance, even if earnest, was harmful because it allowed all civic engagements of the lay citizens to atrophy. Things might get on the mend now after so initial stumbles.
But even as the depleted associations and organisations learn to thrive without government officers among its office bearers, one wonders whether the bureaucracy now relieved of its other distractions [because it does appear as if the entire bureaucracy was also moonlighting elsewhere] will approach its real responsibilities with more keenness. Because let’s accept it, the public wants its servants and representatives to deliver better. This has not been happening which is why the Assembly now has a sizeable Opposition representation and the babus no longer have even their second Saturdays off. This, at a time when a decade back, a concerted effort was made to institute a 5-day week. The idea was shot down when realization sunk in that the 9 to 5 working day [against the present 10 to 4 system] which would have to come in lieu would a pointless, only on paper exercise. The two extra hours of work every day for five days would make up for the no office on Saturday, it was explained. But everyone knew it was pointless since even 10-4 was only a loose guideline with government officers working around it rather casually. This was a reflection on the work culture, or rather the lack of it, in Sikkim’s government offices. And not much has changed since then either. Improper as it is to paint all officials and government employees with the same brush, the end-result, the performance of the departments on the whole makes it difficult not to be prejudiced. Punctuality has never been the hallmark of government offices here which is perhaps why notifications continue to be issued reminding personnel of the working hours, of the importance of punctuality and need for clearing files in time. This is not even to say that government employees don’t want to work at all. What is being attempted is to get to the root to the problem. A visit to any government office will bear out the fact that the work-culture is slack in Sikkim not because of the personnel, but because of the absence of clear tasks and target-oriented responsibilities. There are also clearly too many with too little work. There are few who abandon work midway and leave office, but there are many who have nothing constructive to do in all the hours they spend in their chambers. Here again, the tried and tested formula for similar problems elsewhere is VRS. It fails in Sikkim because even before the employees take the option of VRS, there are others moving files to take up their jobs. The load never really gets shed because there are too many considerations and connections which cannot be ignored in a small state like Sikkim where most things work at a personal level.
So what does one do?
The oversized administration has been viewed for far too long as a burden and since no solution has really worked out, perhaps a change in attitude is required. What if, the same monolith is accepted as an asset and then segregated into compact units with clearly defined roles and responsibilities. To repeat a point here, there are very few government employees who don’t want to work, they grow lethargic because they are not given anything interesting and constructive to do. Few know what their contribution is to the larger scheme of things. If this confusion is cleared, more responsibility given and power devolved down the line, things could start looking up. This, when complemented by the frequent trainings that have now become mandatory should keep refreshing the officials on their exact roles and contribution to Sikkim’s future. Few will fail to measure up if this is done. At the end, even this might not work out, but at least Sikkim would have tried hard enough…

Pilot Project for sewage treatment launched

GANGTOK, 06 July: A pilot-project to test a simple, cheap and eco-friendly method of treating sewage utilizing a popular Japanese technology named “the Niimi Trench System” was launched last week at two sites in East Sikkim - one in a home stay belonging to Paul Rai in Pastanga and the other at Lumsey Junior High School in Upper Tadong.
Inspection of the Lumsey school site was carried out by Lok Sabha MP PD Rai on 02 July along with Deputy Mayor Shakti Singh Choudhury, ward councilor Bhaskar Basnet, School headmaster TN Bhutia, SE HRDD CK Basnet, member School Management Committee, Shumsher Subba, teachers and local Panchayat Inspectors, a press release informs.
Also present were members of the Japanese team –Kimura Hiroko and Yasuhiko Kimura from Mokan Joka (the company which had invented the technology 20 years ago), Mari Kogiso and Prof Yonekura of the Sasakawa Foundation and Ninad Kulkarni from Dalberg Global Development Advisors.  Rajendra P Gurung, CEO of Ecotourism & Conservation Society of Sikkim (ECOSS), explained the construction methodology and mechanism of the system to the visitors. ECOSS  is executing and monitoring the pilot project at the two sites.
The said that the pilot, if successful, could be used to augment the Nirmal Bharat Abhiyan sanitation programme of the state and make it more comprehensive by addressing the gaps and shortcomings in sewage treatment. The technology being very eco-friendly, would add further value to the state’s “green” programmes. He said it could be dovetailed into the current JICA funded project in the state and established as further pilots in the 11 ecotourism sites selected by the project. For this, the company is in consultation with the JICA offices in Indian and Japan. One could also look into integration with the MG NREGA programme for a cluster based approach to sewage treatment in villages, he said, adding that it could also be used for village community toilets, or for wayside tourist amenities and for schools.
THE NIIMI TRENCH SYSTEM basically utilizes microorganisms and earthworms present in local soils to treat sewage and grey water and render these safe for absorption into the soil. The soil for the septic treatment area is first tested for optimum porosity and a good rate of organic decomposition.
The system consists of a sedimentation tank, a distribution tank and two absorption trenches that are rested alternatively. The shallow trenches, around two feet deep, are lined with a base of sand covered by a plastic sheet to which a layer of sand is further added, followed by a layer of aggregate stone chips. Perforated plastic pipes of adequate length are laid horizontally on the aggregate. The pipe is further covered by more stone chips piled up in a heap. A plastic net is placed over the clinker stones and finally the trench is covered over fully by loamy earth. The sedimentation tank made of bricks is lined with a plastic sheet. Horizontal flat grill bars are placed over the sheet followed by stones, a plastic net and finally earth again.
The system is simple and easy to construct, is relatively cheap and can be made using 100% local materials. There are no gas vents and there is no odour from the tanks or trenches. The soil over the trenches can be covered with grass or made into a flower or vegetable garden. The only maintenance is seasonal switching of the trenches and occasional removal of sludge from the sedimentation tank. Niimi trench systems can last for around 20 years in the least. A similar pilot has been carried out by the company in Thimpu Bhutan.
Mokan Joka has been developing and exporting its sewage treatment systems widely across Japan, China and Korea. A larger mechanized version of the system is used to treat sewage of bigger towns and municipalities in these countries. Exploratory consultations have also been recently held with the governments of Mexico and Bhutan in this regard.
