Fire razes house at DPH Road

GANGTOK, 03 June: Quick response by the Fire and Emergency Services team late last night prevented a fire from spreading and causing major damage to adjacent houses and property at Dhobi Dhara, near Police Guest House, Diesel Power House Road.
“We got a call at around 11.50 pm and responding immediately, fire brigades with firemen were dispatched to the said address,” informed SS Subba [Assistant Sub Fire Officer], while speaking to NOW! over the phone today. The house was situated at an awkward spot hence reaching the fire hose to the house took some time, he added.
When the fire team reached the house, the fire had already spread to the upper floor of the house, he said and added that they were however able to save all the livestock. There was nothing we could do to save anything from inside the house and mostly everything from documents to furniture was razed in the fire and the house was totally damaged, he stated.
It took the fire team more than two hours to bring the fire under control and 07 trucks of water were used to douse the fire out completely [three fire trucks were already there at the site by the time this team reached], Mr Subba stated. The firefighting went on till around 2.30 a.m. today.

Environment Needs Introductions More than Education

Editorial:-
Tomorrow is World Environment Day. Like every year, there will be plantation drives, workshops and seminars held all over the world. Sikkim will be joining the process, and given that this is an El Nino year, talks on climate change can be expected as well. Then, like every year, once the people are done with the routine of observing the Day, they will return to their concrete homes driving fossil fuel guzzling and noxious fume releasing vehicles, their headlights powered by batteries that turn the earth sour and leaving behind venues littered with Styrofoam cups and plastic wrappers. This routine plays out every year not necessarily because we are hypocrites by nature, but more probably because although we realise that the environment has been keeping poor health, as urban-dwellers we do not understand what environment really is. We want the city air to be cleaner, but cannot connect with the need to keep green belts alive for this to happen. The city-bred idea of environment protection is riddled with cliches, is impractical, and for all the high-sounding ideals, shallow in concern. This is the trap that even Sikkim has worked itself into. Even though a majority of the population is rural, and thus closer to nature, the generation which will take decisions in the future is being groomed in urban pockets where Environment has become a subject in school and speaks of things they can neither associate with nor have reason to strike a connection with. There is an obvious disconnect which is unfortunate in light of the fact that 82% of the landmass here is under forest cover of some sort or the other. And yet, it is not rare to find children growing up without having seen a cow get milked or paddy being sown, or for that matter, cardamom being harvested and dried. A generation is growing up familiar with the various functions of the various keys of a mobile phone, but ask them to recognize one tree by name and they are stumped. They know the months of the year and days of the week, and the names of the seasons, but have no need to notice [or miss] seasons, or know where the water in the taps is sourced from. This is not the curse of modernity, it is a reflection of the previous generation’s uncaring attitude not only towards their young, but also towards the society and its collective future. A generation so uninitiated in the ways of nature cannot, even if it wants to, take care of the environment. On World Environment Day, we should perhaps introduce the young to environment first. Once they get to know each other, they will also take care of each other…

High Court stays arrest proceedings against Rumtek-Martam MLA

GANGTOK, 03 June: The High Court of Sikkim granted interim relief to the Martam-Rumtek MLA, Dr Mechung Bhutia, today after a single bench judge stayed the proceedings of his arrest till further orders of the Court.
Chief Justice Narendra Kumar Jain, after hearing the bail application moved by the MLA on a complaint by Sonam Dadul Bhutia, stayed the arrest and further proceedings against him till further orders and also directed the state to place the case details in the next hearing posted for Thursday.
Pleading the case on the behalf of the MLA, Senior Counsel KT Bhutia contended that the First Information Report of the case was “missing” and that the first FIR copy was lodged around 9:20 PM in the evening of the day of the incident while the second FIR, which he claims, was well-thought and planned, was lodged five hours after of the alleged incident.
The Senior Counsel informs that in the first FIR, it was reported that the Martam-Rumtek MLA blocked the complainant's way wrongfully and kicked his vehicle and also abused him. The MLA was also accused of threatening the complainant with dire consequences.
However, in the second FIR registered with the Singtam Police five non-bailable sections 447/341/353/427/506 [criminal trespass, wrongful restraint, assault to deter public servant from discharge of his duties, punishment for criminal intimidation, mischief causing damage of property] of IPC have been invoked.
The MLA had approached the High Court for bail last Friday after a trial court rejected his bail application.
Dr. Bhutia has not yet taken oath of office as an elected member of the Sikkim Legislative Assembly citing ill-health and other circumstances in his application addressed to Secretary, SLA.
On the other hand, the Singtam Police has sought permission from SLA to book the MLA for allegedly beating up and wrongfully restraining Sonam Dadul Bhutia under various sections of the IPC.
Senior officials of the SLA confirm that they had received a formal communication from Sikkim Police on 28 May and have examined the case. The SLA has also sought legal opinion from Additional Advocate General on the matter and will submit for further action to the Speaker of Sikkim Legislative Assembly only after obtaining legal opinion.

Chamling retains Namchi-Singhithang, offers up Rangang-Yangang for bye-elections VISHNU NEOPANEY

GANGTOK, 02 June: Speculations about which constituency Chief Minister Pawan Chamling will retain and which he will offer up for bye-elections continued over the weekend since most remained uninformed about the decision which appears to have already been taken before the Legislators were sworn in on 28 May. Mr. Chamling has vacated his home constituency of Rangang-Yangang, from where he had contested for the first time this year, and retained Namchi-Singithang.
As prescribed by rules, Mr. Chamling submitted his resignation from Rangang-Yangang on 28 May before he took oath of office as a member of the Sikkim Legislative Assembly. A press communiqué from the SLA informs that Speaker KN Rai approved his resignation the same day.
The Sikkim Legislative Assembly published a notification on 28 May itself accepting the resignation tendered by Mr. Chamling from 15-Rangang Yangang assembly constituency and retaining his seat from Namchi-Singithang.
When contacted, Secretary, Sikkim Legislative Assembly, D. Rinchen, confirmed to NOW! that Mr. Chmling had tendered his resignation before he took oath as member of the Sikkim Legislative Assembly. Speaker KN Rai has accepted his resignation under Rule 167(2) of the Rules of Procedure and Conduct of Business in Sikkim Legislative Assembly, the Secretary adds.
Meanwhile, SLA has also condemned a report published in a local daily today which suggested that Mr. Chamling had still not resigned from one of the two Assembly constituencies he had won the elections from. The report had gone on to speculate that this “failure” to release on constituency before the prescribe time [of 14 days since the declaration of results] means that both assembly constituencies could now fall vacant.
The SLA press release issued by the Additional Secretary, while “straightaway condemning” the said report, adds that the speculation has demeaned and offended the dignity not only of the Sikkim Legislative Assembly, but of all its members as well.
The resignation, it is informed, was cleared by the Raj Bhawan on 30 May and is now being processed by the Election Commission which will next call the bye-elections. Sikkim-BJP has already announced plans to participate in the bye-elections. It had not done so on 12 April. It will be interesting to see which other parties enter the fray. SDF, it may be recalled had won from all the constituencies in South and West Sikkim, had won two of three in North Sikkim and managed to secure only four of 12 constituencies in East Sikkim.
Mr. Chamling, it may be recalled, had won from Rangang-Yangang by a margin of slightly more than 3,000 votes, having secured around 65% of the votes polled there.

Gangtok-Nathula Road: An Unending Nightmare -KC PRADHAN

Sikkim has aptly given highest priority to tourism as an engine of economic growth. The tourist flow is now nearly hitting the million mark. The Tsomgo-Baba Mandir-Nathula axis/ route has become the most sought after circuit among domestic visitors.
The plying of around 800 vehicles packed with tourists everyday during ‘season’ to this destination is mind bogging but understandable since all the visitors are clamouring to see the snows or high mountains topped by Nathula - once a scary border with unpredictable neighbor, now a pass through which trade plies between neighbours. Now, a few of strands of barbed wire define the border and shaking hands with stern soldiers guarding the border is the highlight that every visitor dreams to take home and talk about with friends back home. The border trade over Nathula, though on a small scale, is another attraction. Once the exchange of Dak (mails) between two mail-runners at the border over a particular stone without uttering a word – adhering the international convention as per Universal Postal Union – was both, a mystery and attraction. We were told many a times the mail-bags were empty, nevertheless the ritual was held on a daily basis. I remain unaware of the current mode of postal service on Nathula.
It is good augury that the Kyangnosla Gram Panchayat, under the Presidentship of IK Rasaily, has made attempts to discuss the matter with all the stake-holders in regards to this awful, rather dangerous, state of affairs of road condition. The so called two-lane highway with doubtful mountain engineering skills has made the matter worse. The road to Nathula – JN Marg as it is now known - was originally carved out as a bridle path for caravans of mules and yaks to make it across the border. As recently as in the 1950s, Karponang, Tsomgo and Sherathang were halting places for these caravans before they crossed over to Pipithang on the Tibetan side. It was a treat to pass through forests laden with rhododendrons and travel in the company of whistling muleteers and tinkling caravans laden with wool.
Then, CPWD, under the skilled Executive Engineer - Mathur, ably guided by FC Jali, managed to carve out a road for single-file flow of modest traffic of a dozen or so vehicles. The 1962 Indo-China war, although it was not fought on Sikkim’s frontiers, attracted fresh attention to the roads and soon, with some improvements, the modest track became a full-fledged highway carrying heavy army Shaktimans.
The angle of repose established over the years gave away and after a series of landslides has now become a nightmare. The 13th mile land-slide above Karponang, as far as I can remember, was always a challenge. The combined team of Foresters and Engineers headed by RS Bhim Bahadur Pradhan, Forest Manager and State Engineer Rai Bahadur FC Jali was constituted and both struggled through several experiments with myriad trial and error attempts for good three decades but to no specific avail for the very fact the whole hillside have given away with no toehold whatsoever to retain the load. The then Political Officer Basil Gould thought it fit that let nature take its own course. Arjan Singh, then Conservator of Forests from Himachal Pradesh, wanted to give it a try and requisitioned the services of an accomplished soil conservationist - Sharma – who, ably supported by the versatile Range Officer Wangdi, tried a series of brushwood check dams and all sorts of biological controls. In later years, planting of Kudzu vine, Chinese bamboos, poplars from Lachung etc. were tried. But none offered a solution at this ecologically fragile niche in the Sikkim Himalayas.
Ecologically speaking, the geological formation of this special segment of the Sikkim Himalayas is specific to this region and so unique that it has baffled both geologists and the botanists/ foresters. It is the highest rainfall zone in the entire Himalayan chain with Kyangnosola receiving the highest rainfall next only to Cherrapunji in Meghalaya! In reality, nature played its wizardry during the tectonic upheavals of prehistory to make this axis so unique. There is nowhere in the world where there is such a large concentration of floral wealth as one finds in this particular area. Imagine some 34 species of Primulas within a mere 10 sq km patch around Tamze-Kynagnosala. This, out of the 44 species in Sikkim. The rhododendrons species are nearly all there. So truly, it looks like nature has cursed us for meddling with her ecological niche which she has blessed with such uniqueness.
What is clear then is that the question of stabilizing the slips along JN Marg has a history of its own and to put it bluntly there is no engineering skill at our disposal at this given time to offer solutions.
No doubt we have excellent engineering skills to make roads in the plains. I had been to North Sikkim a year back and was amazed to see two lane roads from Dokung to Tso-Lhamu which I could commute in just half an hour. The same stretch used to take me almost an entire day in the 1960s on yaks. But when we come to mountain roads, especially those like JN Road and the Mangan-Tsungthang stretch, they become nightmares for our engineers. But there are countries that have expertise of working on such terrain giving due respect to its natural drainage, and prudence lies in finding them and entrusting them. The Chinese are good at handling such challenged, but since their help is politically an absolute No, No, perhaps the Koreans could be approached since the consultancy of Europeans like the Swiss and the Austrians will prove too costly an affair. Infrastructure-wise, it is a race against time. Unless we have good road communication combined with adequate tele-communication of modern day innovation, setting any targets are hollow dreams. To learn that telecommunication as good as nonexistent beyond Mangan in North Sikkim, which happens to be the prime tourist destination, is embarrassing and worrying. I don’t know why some heads have not rolled at this continued disservice. Since the country now has a no-nonsense man like General VK Singh as Minister for DoNER and a young articulate Minister of State for Home Affairs in Kiren Rijiju from Arunachal, perhaps this sluggishness of service will become things of the past. Good to know our MPs are already on the job in this regard, having called on both Gen. Singh and Mr. Rijiju and appraised them of the infrastructural situation along Sikkim’s borders.
Is there any alternate to JN Road? The only way is to carve out an alternate route from Bhusuk/Pabyuk on Bhusuk-Pakyong road to Kyangnosala aligned along the spur and using this strictly for civilian light vehicles. Understandably, some stretch of forests will have to go and with the change of mindset at the Ministry of Environment & Forests, necessary clearance are not an impossibility any more. This alternate link could be handled by State PWD itself, but a better option will be entrusting the execution to some road construction company of repute, keeping aside the son of the soil policy which is notorious for slip-shod approach unless they change with the new approach to governance here which seems to mean business. There are no bridges to cross over any rivers or rivulets. This will largely avoid all the scary landslides, easing our tourist traffic. The concerned authorities might want to give it a thought.
It is sad to learn that an entire family from Gujarat lost their lives in Vong in North Sikkim. Meanwhile, as per Sikkim Police’s thoughtful assessment obtained from visitors, almost all have left rather bad remarks for our drivers, in whose hands the fate of our august visitors hinges. Good they have taken steps to impart some crash course to improve this lot. In that sense Sikkim, has to learn a lot from across the border in Darjeeling – all due to manners and skills ingrained in them from the days of the Raj. Rash driving by young enthusiastic lads, at times mostly to make double the number of trips, is just not acceptable. Some 30 years back when Tourism was still in a nascent stage, the appointment of Flying Squads armed with good communication and first aid skill was considred. When some 1,000 vehicles ply daily on the North Sikkim Highway and on JN Marg, some thought should be paid to have Police Squads based at Gangtok, Mangan, and Tsungthang, Gyalzing etc. with exclusive responsibility to maintain vigil on the flow of the traffic - especially when the weather is foul - at all vulnerable places and at nights on roads under their respective jurisdictions. Something on these lines would be an ethical service since we have considered levying some fees on every visitor. This should bring about some sense of confidence among the visitors and alertness among the Drivers.
In addition to strict policing, the remedy lies within the Drivers’ Associations themselves. The latter should be encouraged and assisted by Sikkim Tourism to keep a constant vigil on their members and the slightest fault or complaint should have the wrongdoers debarred after a disciplinary committee has gone through the lapses. Encouraging our educated youth towards driving with easy car loans is also worth considering. We once had “205 Yapla” (so called after his vehicle - SKM 205) who was much admired by all for his suave manner. And then there was the recent news of a lady taxi driver but she has not been heard of since being felicitated as the First Lady Taxi Driver of Sikkim. What is important though is that rules for issuing driving license to drive Taxis should be re-visited and made as strict as they can be made, including making some course mandatory prior to issuing license. Let’s not forget that it is the Taxi Driver with whom the visitors make friends first whether to fix their accommodation or to take them around for sightseeing or shopping or recommending eating joints. That happens to be the case in all countries- almost as a set norm. Such is the importance of this group. The best course is to create this special profession through special training. Their stake in tourism trade is insurmountable.
It is also necessary to bear in mind that if plying of excessive and heavy vehicles beyond the carrying capacity of our roads is detrimental, the mass-tourism model without regard to our eco-system should be re-visited. Prudence lies in chalking out a path that is sustainable for all. These consideration will be good to deliberate on the eve of World Environment Day.
The need to provide a sense of security among visitors has never been as important as it is today when Sikkim has been acclaimed the Best Tourist Destination for the year and we have to learn to keep abreast with this high accolade realizing that ‘heavy lies the head that wears the crown’.

Remembering Tiananmen on Its Silver Jubilee

Editorial:-
It is twenty-five years to the day since news broadcasts on 03 June, 1989, were filled with images of tanks, blood and death on the streets of Beijing. As night fell on 03 June, 40,000 soldiers of the 27th Peoples Liberation Army moved into Tiananmen Square with orders to crush the six week old demonstrations and protests by China’s students and workers, and snuff out their demands for political change. In the preceding weeks, China, and Beijing in particular, had witnessed extraordinary events. A student occupation of Tiananmen Square became the focus for a rising working class movement. From 20 May onwards, the movement continued in defiance of martial law and the Chinese government was divided and paralysed. Zhao Ziyang, the Chinese premier at the time, opposed use of military force against the student protestors and advised dialogue. He was ignored. The administrative paralysis in China was short-lived. Accounts by witnesses testify to the calculated terror unleashed by the Chinese military as it reclaimed the Tiananmen Square. Tiananmen cannot be dismissed as a freak incident. It was the culmination of a decade of simmering discontent which exploded in the hands of students and workers. Countless were killed in the crackdown, some 40,000 arrested and dozens later sentenced to public executions. The uprising was quelled, but Tiananmen continues to inspire movements across the world. Who can forget that compelling image of the heroic Power of One – that lone man blocking a PLA armoured car. The unanimity with which a generation came together in an oppressive China is a remarkable tribute to the courage and commitment of the young. Remember, this was in the days before internet or mobile phones and in an environment which had no precedence of such strong expressions. It was historic moment because similar public displays even in more free societies came only two decades later – in our neighbourhood some years ago in Nepal, more recently in Bangladesh, across the country with the IAC rallying and of course also the whole Arab Spring experience. The Tiananmen movement might have failed in achieving its demands and the few who escaped abroad, most activists were arrested, sentenced, and repeatedly interrogated; but what the event succeeded in proving was that authority can be challenged and held to account. And that has to be lesson that every child learns and celebrates on this day. Tiananmen was about courage and conviction. Since it was spearheaded by the young, it is something that every youth, everywhere in the world should learn and take inspiration from. The Tiananmen episode is not just about taking on the establishment [that was just the medium of expression]; it is about harbouring convictions so strong that no adversary appears invincible.
