SKM CONVENES PUBLIC MEETING IN RANIPOOL
Golay
accuses police of bias
GANGTOK, 03
Apr: Sikkim Krantikari Morcha [SKM] president, PS Tamang [Golay] today accused
the Sikkim Democratic Front party of disturbing the law and order situation in
the state and the Police administration of failing to take action.
Addressing a
public meeting at Ranipool, Mr. Tamang warned that his party would not tolerate
any acts of violence against its workers and went on to contend that despite
cooperating with the administration, if such incidents still continued, the
party was even ready to sacrifice the coming elections for the same.
“We are
ready to fight against unjust police action. Some policemen are working like SDF
party workers and we will not tolerate such actions henceforth,” said Mr.
Tamang today.
He
questioned the lack of police action against SDF workers and accused the state
police of shielding SDF workers. He also urged the Election Commission to take
cognizance of the allegations against SDF Namcheybung candidate BB Rai of
beating up SKM workers this afternoon at Saurani and the fact that no action
has been taken by the police so far.
Accusing SDF
candidate for Shyari constituency, KT Gyaltsen of assaulting SKM workers on
Wednesday he stated that no action has been taken by the police is this case as
well. Similarly, he alleged that the police have not taken any action on the
alleged attack on his motorcade at Namthang in South Sikkim a few days ago.
“SKM party
believes in non-violence, so we have respected and maintained the law and order
situation in the state. If we retaliate against the ruling party’s goondaism,
the law and order situation would be worse,” said Mr Tamang.
He alleged
that SDF leaders are frustrated since they are losing ground among the people
and is hence resorting to such acts of violence. This, he said, proves beyond
doubt that SDF leaders and workers all over Sikkim are frustrated.
He called upon
the Director General of Police to take immediate action against the SDF party
candidates for beating up the public failing which the SKM party would take its
own course of action.
The meeting

KT Gyaltsen campaigns in Chandmari
GANGTOK, 03 Apr: Sikkim
Democratic Front [SDF] party’s Shyari candidate, KT Gyaltsen, interacted with
the people, especially the youth and businessmen of Chandmari on the evening of
02 April. During his interaction, he asked the students to form a group, choose
a leader and meet him after the elections. He also asked the business community
to do the same.
Speaking to the youth, he advised that they go through the
books of the SDF party as these contained a lot of issues related to them.
Students need to understand politics but also need education for their future,
he said, underlining that students are the leaders of tomorrow.
The two biggest problems in today’s world are illiteracy and
poverty which can be exploited by antisocial elements, so the youth need to remain
alert and stay away from negative influences, he stated.
There has been peace and tranquility under the leadership of
Chief Minister Pawan Chamling in the state for the past 20 years and Sikkim has
developed manifold, he added, urging the youth to vote for SDF in the coming
elections and added that there is no alternative to Pawan Chamling as he is an
experienced leader and no new leader can do what he has done for the people and
the state.
“The government’s job is to provide good governance and
opportunities and my job is to work for the people of my constituency and I
will not mislead my people. The people of Chandmari can see the amount of
development that has taken place in the last five years during my tenure as an
MLA and this time around also I have been given the ticket from the same
constituency so vote for me and the SDF party for further development of the
area and the people,” he stated.
He also informed the people of the SDF party meeting to be
held at Chongaytar which will be addressed by the SDF president on 04 April and
invited the people, the youth and the business community to attend the meeting.

Addressing the Youth
Editorial:-
The Sikkim Democratic Front party president
has announced that should he return to government, he will spend the next term
grooming his replacement. He has stated often of late that he plans to hand
over the reins to the youth. His main Opposition, the Sikkim Krantikari Morcha
often reiterates that it is the party of the youth. Even if there is not a
substantial difference between the SDF and the SKM in the average age of
candidates, the latter has successfully projected a more youthful face, perhaps
by elevating its younger party members to spokesperson posts.
Be that as it may, it is clear that the
recognition of the youth as an important segment for the elections is
recognised by both parties; and rightfully so, since the 18 to 25 age group
constitutes nearly 25% of the electorate this election. And it is also time,
since after 20 years at the helm of affairs, SDF should have by now seen the
arrival of second generation leaders and more youthful faces in its public
appearances. Fresh blood is always healthy for any organisation and there can
be no denying the fact that the decadence that inflict every monolithic
organisation, had started manifesting even in the party that has been in power
for the past 20 years. Though anti-incumbency has not manifested in the polling
trends in Sikkim thus far, it does not mean that it will never arrive. When
that happens, few voters will remember how things were in Sikkim 20 years back,
since, a sizeable number of the voters [25%] will be voting for the first time
and have never experienced any other party in power in Sikkim but the SDF. If
they are not satisfied with the establishment, given how notoriously difficult
the youth are to please, their frustrations will be directed against the
present dispensation in power. Such expressions are not always reflections of
on-ground performance, and are more about manifestations of youthful rebellion
and impatience. It may be an impossible task to try and reason with this
generation, but it is still an important constituency that cannot be, nor
should it be, ignored. In political terms, they have to be cultivated, won over
and most importantly, inspired. The first two requirements can be met through
promises made in manifestos, public speeches and conduct. To be able to inspire
though, one has to first earn their trust. That requires work and commitment of
much longer duration than the month leading up to the elections. It also
requires more effort than just instigation. Admittedly, it is easier for
parties in the Opposition to grab the attention of the youth with their
anti-establishment rhetoric and aggressive posturing. The party in office
clearly has a tougher challenge since it is already the establishment and is
also shouldered with the complicated task of not only having successful youth-oriented
performances to show, but also the political acumen to somehow also address the
youth’s natural desire for change.
But then again, it takes more than rhetoric
to win the youth’s support. It might grab their attention, but their
endorsement takes much more work. The young voters can be expected to turnout
in impressive numbers on 12 April, and little over a month later, on 16 May, we
should know which political approach they favoured. That will provide an
interesting indication on where Sikkim is headed...
All references to Chamling removed from govt website as part of MCC
GANGTOK, 03 Apr: All
references to the Chief Minister, including his photos, have been removed from
the official website of the State government of Sikkim. This has been done as
per the instructions of the Election Commission of India. It is not just the
pictures of the CM that have been deleted from the official website but also
references to the schemes and other incentives in the name of the CM or the
ruling party.
It is refreshing to note
that the directions of the Election Commission of India are being followed in
letter and spirit for a change by the authorities here in Sikkim in the context
of the elections. In fact as per the directions of the ECI not just the Chief Minister
but all references to any Minister including their photos are to be removed
from the official websites of departments.
The ECI had a few days
back issued a notification directing the deletion of all references to
politicians or Ministers on the official website during the election period to
the state assembly. This notification had to be reissued by the ECI when it was
brought to its notice that its instructions relating to deletion of references
of Ministers in official websites was not being followed. This is also as per
the directions contained in the Model Code of Conduct.
However the ECI, on
receiving certain complaints, had considered the question of various references
in the official websites of state governments. Subsequently, the ECI decided
that all references of Ministers or political parties made on official websites
are to be deleted during the period that the model code of conduct is in force
in connection to the general and state assembly elections. The direction of the
ECI is that use of the official mass media by the ruling party is to be
strictly avoided.

HOW SIKKIM HAS VOTED
Intro: Sikkim will
go to poll on 12 April 2014. In keeping with the mood, we bring to our readers,
on one election per day basis, a look back at Assembly elections in Sikkim
since 1979 when the first elections as a part of India were held in the State.
The daily capsule will cover one election per day and provide details like the
names of victors and runners-up from all 32 constituencies and their respective
vote-share. The constituencies had different names and boundaries before 2009
when the new delimitation came into effect. The rest of the country might be
undertaking opinion polls and poll projections, but at NOW! we believe that
going over past records can help make better sense of ongoing issues and
trends.
We hope our readers enjoy this
exercise as much as we enjoyed putting it together. We begin the series with
Election 1989.
Elections 1989
Total number of voters: 1,92,619 [M: 1,00,942; F: 91,677]
Parties in the fray: Sikkim Sangram Parishad, Rising Sun
Party, Denzong People’s Chogpi, Indian National Congress.
The drop in the total number of candidates continued as
1989 saw 118 candidates in the fray
against the 195 in 1985. Congress fielded 31 candidates,
Rising Sun Party fielded 31 and SSP contested from all 32 seats and won all.
This election also saw Pawan Chamling set the record for the highest vote share
ever by a candidate in Assembly elections in Sikkim.
Voter Turnout: 72.28% [M: 76.16%; F: 68.01%]
OUTCOME: The Nar Bahadur Bhandari-led SSP
swept the polls, bagging 32/32 Assembly constituencies. The party also improved
substantially on its vote percentage, securing its best electoral performance
record in Sikkim at 70.41% of the
votes polled, a marked improvement over the 62.20% of the votes it had won five
years earlier in 1985. In 1989, SSP won from Gangtok as well, and with it,
heralded the first lady MLA in the Legislative Assembly [not counting the 1974
elections held when Sikkim was still a protectorate of India and not a
full-fledged state of India] in Manita Pradhan
who won from Gangtok on an SSP ticket. She fought a four-cornered race and
bagged 56.40% of the votes. Dilli Prasad Dhungel of Congress came second with
41.19% of the votes while Lall Bahadur Basnet of Rising Sun Party with 2.13%
votes and Nima Tshering Bhutia, an Independent, with 0.28% votes were
resoundingly trounced. Interestingly, the best performing candidates in
Elections 1989 was Pawan Chamling who
won from Damthang with a staggering 94.27%
of the votes. Of the 4,564 votes polled in Damthang that election, Mr.
Chamling received 4,227 votes, 3,970 votes more than his opponent Suraj Kumar
Khartan who bagged 257 votes. Mr. Chamling’s then party president, Nar Bahadur
Bhandari, came second with 91.53% votes from Soreong. Mr. Chamling holds the record
of the most resounding Assembly election performances with his 1989 feat. His
94.27% of the vote-share was a slight improvement on Lachen Gomchen Rinpoche’s
victory from the Sangha seat in 1979 with 94.22% of the votes.

East DAC to shift to Pakyong, Gangtok to become fifth district in next term, CM announces SDF CAMPAIGN COVERS GNATHANG-MACHONG AND NAMCHEYBONG
GANGTOK, 02 Apr: Sikkim Democratic Front president Pawan Chamling today announced the creation of another district in the state in the event that his SDF is voted back to office for another term. The East District Collectorate will be set up in Pakyong and Gangtok will have its own District Collectorate, Mr. Chamling announced today.
Mr. Chamling made the announcement while addressing a huge campaign meeting at Pakyong Bazaar today. As part of the SDF election campaign tour, he addressed the people of Gnathang-Machong and Namcheybong constituencies today at public meetings held at Pakyong bazaar and Ranipool respectively.
He also stated that Rolep power project would be started by the new government and the demand for a tea estate to be developed at Machong will also be fulfilled if the people could provide 500 acres of land for it.
Mr. Chamling mentioned that the SDF government has put Pakyong on the international map by bringing the airport to Pakyong along with benefits and opportunities to the people of the area. On the damages sustained by some houses in the area due to the airport construction work, he assured that the next SDF government would take every possible step to resolve this issue.
Pakyong, he announced, will be developed into a new township with an IT Park, big hotels, amusement parks and all modern facilities. “We have brought substantial opportunities to Pakyong but the people have to take advantage of these opportunities,” he stated further adding that more opportunities would be created for the people of the area.
Responding to demands of the people of the area, Mr. Chamling said that all the remaining works to improve road conditions will be completed by the next government and the Pakyong-Rhenock road would be widened as per the demands of the people. He added that the drinking water problem of the area would also be top on the priority list of the next government.
Speaking on the opposition, Mr. Chamling contended that the opposition parties have not yet conducted constituency-level public meetings as they do not have the support of the people. “They are going door-to-door trying to mislead people on communal lines but the people will never vote for them for such reasons,” he added.
The SDF party has been working to eradicate feudalism, secure equal status, opportunity and respect to the people in every sector and until that is achieved this movement will continue, said Mr Chamling. He also mentioned that the SDF government has provided equal opportunity and status to the SC community of the state and even established an atrocity court for them.
SDF Lok Sabha candidate, PD Rai assured to take up all issues related to the area with the centre if voted as an MP. He also assured to take up the Karmapa issue with fresh vigour in his next tenure as the MP along with the issue of Limboo-Tamang seat reservation with the concerned authorities.
Likewise, SDF Gnathang-Machong candidate, DT Lepcha also addressed the gathering regarding various issues and demands of the people of the area.
At Ranipool, Mr. Chamling assured beautification of Ranipool along with the construction of a Taxi Plaza and Truck Stand. He also assured to develop Ranipool and Pakyong as tourism destinations and industrial zones in the State.

HOW SIKKIM HAS VOTED
Intro: Sikkim will go to poll on 12 April 2014. In keeping with the mood, we bring to our readers, on one election per day basis, a look back at Assembly elections in Sikkim since 1979 when the first elections as a part of India were held in the State. The daily capsule will cover one election per day and provide details like the names of victors and runners-up from all 32 constituencies and their respective vote-share. The constituencies had different names and boundaries before 2009 when the new delimitation came into effect. The rest of the country might be undertaking opinion polls and poll projections, but at NOW! we believe that going over past records can help make better sense of ongoing issues and trends.
We hope our readers enjoy this exercise as much as we enjoyed putting it together. We begin the series with Election 1985.
Elections 1985
Total number of voters: 1,55,041 [M: 83,806; F: 71,235]
Parties in the fray: Sikkim Sangram Parishad, Sikkim Prajatantra Congress, CPI, CPIM, Indian National Congress, Janta Party
195 candidates were in the fray for the 32 seats in 1984, down substantially from the 244 who contested in 1979. The national parties fielded 55 candidates collectively between them while the two regional parties fielded 46 – SSP contesting all 32 seats and SPC contesting 14. Independents made up the single largest group at 95. Gangtok again received the highest number of contestants at 12, down from 17 candidates in 1979, but still staggeringly high by present day standards.
Voter Turnout: 64.13% [M: 67.43%; F: 60.26%]
OUTCOME: Nar Bahadur Bhandari-led SSP bagged 31 of 32 Assembly constituencies, securing 62.20% of the votes cast. The only seat it lost was Gangtok which elected an Independent candidate, Balchand Sarda, who defeated Dil Kumari Bhandari. This was a significant election because it marked the coming of age of regional parties in Sikkim politics. Mr. Bhandari had merged his Sikkim Janta Parishad with the Congress only to get deposed in 1984. He launched the Sikkim Sangram Parishad and swept the elections. Another highlight was SSP’s Namkha Gyaltsen defeating Lachen Gomchen Rinpoche [the sitting Sangha MLA at the time and contesting as an Indian National Congress candidate] for the Sangha seat. This was also the election with which Pawan Chamling debuted in the Legislative Assembly, winning on an SSP ticket from Damthang. There were 11 women candidates in fray; none of them won.
