The team accompanied by manager, Robin Pradhan and chief coach, IB Gurung, who will also serve the championship as a national judge, will be leaving on 01 February for the championship.
Addressing a press conference today, chief coach, Mr Gurung stated that this would be a tough one as this championship is considered to be one of the more prestigious and competitive ones after the Mr India Body Building Competition in the country.
However, he stated that local body builders have been doing well in the contests in and outside the state for sometime along with the improvement in body building standards in the state.
Mr Gurung informed that the championship also has a contest for handicapped bodybuilders, which, he said, is also a way of bringing them into the mainstream. On the same, he stated that if any such person is interested then the SSBBA is there to help them out.
The association has also expressed its gratitude to all its well wishers for their support.
After this championship, the SSBBA team will represent the state in the upcoming Eastern India Body Building Championship scheduled to be held in the first week of March in Jharkhand and then at the Mr India Body Building Championship scheduled to be held in the first week of April at Pune.
SSBBA is also organizing the Mr Sikkim Body Building Championship on 24 March at Gangtok.

Letter: ASDASG

ASDASG [All Sikkim Departmental Adhoc Staff Gorup] firstly wants to clarify that this group is totally a non-political body as we have already mentioned in previous edition too, and we firmly lay stress on the fact. It is very sad for all of us to come to know that raising voice for our job security has been taken otherwise. We HRD/SSA teaching and non-teaching staff wants to know that fact why the HRD Ministry guidelines on recruitment of manpower for HRD/SSA staff have been implemented only in the year 2012 and not the previous year. As HRD/SSA have been giving extensions and even regularized to previous staffs despite of the fact that they has been recruited under the some guidelines as we have been recruited. We are seeking for the same privilege and norms they have been granted earlier. The HRD Department has said there was no mention of extension in our appointment order then why the previous SSA/HRDD staffs have been given extension and were working for the next academic session. The HRD Department has dismissed our claims for extension as baseless but we strongly oppose this allegation. It has been well mentioned in the NOW edition dated 26/1/2012 that equal opportunity has to be provided so we are at the verge of quarrying where the so called “Equal Opportunity” has been implemented to us. It is for the reminisce that NCTE norms have been implemented on April 2009. Then how come that the Department has recruited without following the provisions of the same in 2011 and at this juncture they are bounding us by the norms which are very unfortunate for all of us who have not received quality education.
All members of ASDASG would like to request the concerned department as well as the government to look into our grievances and grand us social justice.

CM calls for renewed resolve to power speedy development

REPUBLIC DAY MESSAGE OF THE CHIEF MINISTER
GANGTOK, 25 Jan: Commenting that the development scenario in Sikkim today was “multi-faceted” and “based on equity and fair play, greater access and affordability”, Chief Minister Pawan Chamling, in his Republic Day message to the people has invited all Sikkimese to “rededicate ourselves to the cause of continued peace and harmony”. “Let us renew and resolve to contribute our mite to the speedy development of Sikkim and the Country, as always,” he appeals.
Reiterating his commitment, the CM states, “Truly empowered by the law of the land and blessed by the power of the people, I once again commit myself to the great task of State and Nation building”.
“My fellow Sikkimese, although we conduct ourselves under certain political arrangement, I am not for short-term political gain. Since the time the Sikkimese people voted us to run their government, I have tried to see beyond political rivalry and complicity but more firmly glued to the idea of securing greatest happiness for all my fellow citizens for all time to come,” he assures.
On the developmental plans, he informs that “traditional bottlenecks including inadequate connectivity, socio-economic disparity, lack of infrastructure for various high end activities and institute building are being taken care of”.
Important elements in the social sector like education, health, poverty eradication, human resource development, agriculture and horticulture, animal care, women empowerment and child protection etc. have been adequately addressed, he highlights while adding that infrastructure development and expansion was progressing at a smart pace as well.
Congratulating the people on the progress and prosperity already achieved, the CM highlights that “Sikkim today stands tall as one of the most progressive States in the Country with the correct mix of traditional and modernity with the range of development strategy that is one of the best in the Country”.
Here, he also points out that when he took charge as the Chief Minister of Sikkim for a record fourth term in 2009, a clear commitment was made to upgrade the development strategies and ambitious Mission Statements with time bound commitment were spelled out. The 42-day village to village tour undertaken by him last year facilitated a more intimate interaction at the very personal level leading to some important announcements and initiatives, he shares while detailing the developmental targets and policy decisions taken immediately after.
The CM, in his R-Day address, also reminds people of the period between 1975 to the early 1990 which, he points out, “was fraught with political duplicity threatening to tear apart fledgling democracy taking deeper roots in the Sikkimese society”.
The formation of the Sikkim Democratic Front and the growing sagacity of Sikkimese people, brought about a course correction and salvaged democracy in Sikkim, he states, adding that this collaboration has made Sikkim a “happy exception” to the many parts of the country which are “continuously struggling against development deficit”.
“In addition to benchmarking of high development regime, we have also completed some very rare and major projects to further promote Sikkim as the major destination with their inbuilt spin off benefit accruing to large sections of Sikkimese people,” he adds.
“Over the decades, we have initiated many developmental measures to provide for a more congenial environment of growth and uplift the condition of the poor and the vulnerable,” he shares, while adding that this commitment continues to underline governance in Sikkim.

Governor salutes optimism of Sikkimese people in R-Day message

GANGTOK, 25 Jan: “I am happy that the 18th September earthquake has not marred the optimism of our people,” states Governor BP Singh in his Republic Day message to the people of Sikkim. The Governor’s R-Day address, which details Sikkim’s developmental achievements and future plans, devotes a substantial portion on the 18 September Earthquake, its aftermath and the continuing rehabilitation works. “Although the State’s economic activities were temporarily impaired, we are resolved to reinstate Sikkim back on the path of progress,” the Governor assures.
Pointing out that the earthquake impacted every person in the State, the Governor conveys his special gratitude towards the “brave jawans and officers of the security and police forces who provided urgent and valuable assistance in relief and rescue operations”.
“People showed exemplary patience and courage in this natural calamity,” the Governor records, highlighting that it is inspiriting to recall that there were no reports of thefts or stampede for food and relief materials. “Young boys and girls came forward in remote areas of north Sikkim to lend their hands in running of temporary shelters as well as relief camps. This was an inspirational sight,” he states.
The rehabilitation work is now afoot, he details, while commenting that the temblor “brought before the Government agencies as well as to the people of the State new realities”. “It is quite evident that we need earthquake proof houses, better built roads, nature resistant water pipelines and earthquake resistant workplaces. Our existing urban building laws and the construction manual need close scrutiny,” he observes.
Pointing out that the role of the youth will be important to the rebuilding efforts, the Governor welcomes that many of them have come forward to become civil contractors and tour operators.
“Our educational institutions and capacity building institute should cater to the requirements of these persons as well as of our engineers by making them available fresh ideas and training programmes so that we can build roads and houses of world standards. Similarly, our tourism facilities including logistic support system need to be upgraded to achieve global standards,” he advices.
Detailing the various developmental achievements and future plans of the State Government, the Governor stresses that the challenges of the 21st century need to be met by building a knowledge-based society
“Several developments in recent times have taught us the need to cultivate positive thinking and to work in unison. Let us pledge to move together with earnestness on a path of development and progress. Let peace, harmony and development continue to be Sikkim’s distinctive features,” he appeals, adding: “The peace-loving people of Sikkim are both a source of motivation as well as an important ally in the development of the State. We seek their cooperation as stakeholders in the effective execution of the schemes and policies of the government”.

“The purpose of holding the interview was to provide equal opportunities to all educated unemployed to participate in the selection process,” the release states, further clarifying, “It is well settled that in all matters of public employments equal opportunity has to be provided by publication of Notice inviting applications.”

Editorial: For Us, the People

The Constitution of India is arguably one of the most comprehensive documents ever codified to secure equality for all citizens. It is a visionary document, and one that is exceptionally brave as well, in that it sets out to organise a Republic out of as many disparate people, ideologies and belief systems as find their home in India. While one might celebrate this diversity in normal times and on brochures, there is no denying that this heterogeneity presents a major challenge when crafting together the idea of nation. It confounds us to this day, and must have surely perplexed even the phenomenal minds which worked on drafting the Constitution. Remember, they were at work at a time when the horrors of the Partition were still fresh in everyone’s minds and communal, ethnic and caste division still very entrenched. And yet, the nation received a Constitution as brilliant as the one we enjoy. As a nation, every Republic Day provides an opportunity to marvel at the compassion which informed the minds which drafted the Constitution. As Indians, we respect the Constitution, something that is only natural because we source our dignity and pride from it. Republic Day is a celebration of the People and the very idea of India. Its preamble introduces the Constitution as a document that “We the People of India” gifted ourselves on this day in 1950 and announced to world our solemn resolve as Indians to live and govern by principles which ensure “dignity of the individual and unity and integrity of the Nation”. Admittedly, although the Constitution is aimed at making all Indians equal, disturbing disparities still mar the land, but this is not a failing of the Constitution and needs to be blamed on the limited ability of those responsible to uphold it. Those approaching the Constitution with limited ability and holding it back, are not the leaders alone, as many would have us believe, but the lay citizens as well for whom the document was drafted. As a people, we have failed in internalizing and understanding the document that makes us free, equal and empowered. As a nation, we need a greater appreciation of the sheer scale of influence that the Constitution has pulled off.
Mahatma Gandhi had visualized the Constitution of India as universal values applied to the specific and special conditions of India. Although he did not live to see the final document, as early as in 1931 he had written, “I shall strive for a Constitution which will release India from all thralldom and patronage. I shall work for an India in which the poorest shall feel that it is their country in whose making they have an effective voice: an India in which there is no high class or low class of people, an India in which all communities shall live in perfect harmony. There can be no room in such an India for the curse of untouchability. We shall be at peace with the rest of the world, neither exploiting nor exploited. All interests not in conflict with the interests of the dumb millions will be scrupulously respected whether foreign or indigenous. Personally, I hate the distinction between foreign and indigenous. This is the India of my dreams for which I shall struggle.” It has been 62 years since the Constitution was unveiled, and even though our leaders, caretakers and we as citizens have often failed it along the way, the Constitution of India remains one of the most robust, farsighted and effective documents ever put together. Few human endeavours have stood up the test of time as impressively. At the end of the day, the Constitution of India is more than a codification of rules and laws, it is a social document scripted to further the aim of social revolution by establishing conditions necessary for its achievement. Needless to add, the society it is compiled for has to respect and abide by it. Things could have been much better for India, but then, the Constitution was not offered as a magic mantra to end all ills, it was drafted to strengthen the hands of those who could bring about real change. It is important to always bear in mind that for every right we enjoy as Indians, steadfastness to this resolve is the responsibility we owe the Constitution.

UIDAI report on biometric technology confirms its accuracy and reliability

GANGTOK, 24 Jan: The UIDAI has released a report titled ‘The Role of Biometric Technology in Aadhaar Enrollment’ which confirms that the enrollment system has proven to be reliable, accurate and scalable to meet the nation’s need of providing unique Aadhaar numbers to the entire population, informs a press release.
The report is the outcome of a detailed analysis of the biometric accuracy and performance based on 8.4 crore Aadhaar enrollments.
It has been affirmed that UIDAI’s biometric capability for enrolments is ready to handle high throughput (10 lakh Aadhaars per day), accuracy (99.965% on duplication detection) and scale (database can be of 1.2 billion people). The UIDAI since issuing the first Aadhaar number on 29 Sept 2010 in Tembhali, Maharashtra has issued over 10 crore Aadhaar numbers as of 31 Dec 2011, making it one of the largest biometric systems in the world, the release mentions.
The primary design decisions that have enabled achievement of this high degree of accuracy and scale are: combining both 10 finger prints and 2 iris has greatly improved accuracy of de-duplication; the multi-ABIS solution architecture [three biometric service providers] has contributed to lowering costs, increasing throughput and fine-tuning accuracy; the highly scalable architecture based on open components and commodity hardware has made this ramp-up possible.
On the effectiveness of biometric technology in the Indian context with large number of rural/agricultural workers, the release mentions that the analysis has shown that the ‘Failure to Enroll’ (FTE) rate of the UIDAI Biometric system is at: 0.14%.  This implies that 99.86% of the population can be uniquely identified by the biometric system.
Even the exceptions (0.14%) are checked manually and processed. The False Negative Identification Rate (FNIR) of the UIDAI system is computed to be as low as 0.035%. This implies that 99.965% of all duplicates submitted to the biometric de-duplication system are correctly caught by the system as duplicates.
According to the release, Chairman, UIDAI, Nandan Nilekani said “The UIDAI biometric system is processing over 100 trillion biometric person matches with a high degree of accuracy each day capable of issuing 10 lakh Aadhaars daily. This makes it not only one of the most accurate but soon to be the largest biometric system in the world.”
Director General, UIDAI, RS Sharma said “This certainly gives us a high degree of confidence in executing this project of national importance with scale and accuracy.”
