Sikkim State Craftmanship Service instituted

GANGTOK, 21 Jan: A new service, the “Sikkim State Craftmanship Training Service”, has been instituted by the State government. Instituted by the Labour Department, there are, at this initial stage, 37 posts under this Service.
As per the order of the Department, all persons holding, on the appointed day, any of the cadre posts, shall be deemed to have been appointed to the corresponding post and grades in the service. The posts include those of Joint Director, Training officer and Superintendent, Instructors in various specialties such as Engineering and non-engineering trades, Languages, Information Technology etc. There are also 7 posts of Workshop Attendant.
The Service will be under the administrative control of the Department of Personnel for appointments, transfers and deputation of Joint Director and Training Officer; the Labour department is the administrative authority for other members of the service.
Recruitment to posts of this Service is to be through competitive exams or selection interview which will be conducted either by the SPSC or the Board constituted for the purpose. This Board is to consist of Secretary, Labour; Director, Sikkim State Craftsman Training Service; Additional Secretary, DoP and Finance and the Principal, Government Industrial Training Institute.
There shall be reservation in favour of candidates belonging to Scheduled Caste, Scheduled Tribe, Most Backward Classes and Other Backward Classes. As a condition of disqualification, a person will be liable to disqualification if he/she has more than one living spouse provided that the government is satisfied that this is permissible under personal law. All recruitments will be under probation for one year and may be extended of the government thinks fit.
For Workshop Attendant the minimum qualification is a Class X passed certificate with National Trade Certificate from National Council for Vocational Training. The pay band for such personnel who will be in Grade C is Pay Band-1 Rs. 5,200-20,200 + Grade Pay Rs. 2,400.
For Instructors, the qualification required is Class X/ XII pass along with National Trade Certificate from National Council for Vocational Training and Instructors’ Training Certificate from Advanced Training Institute or Diploma or degree in the related field or Diploma in Engineering/ Technology in the relevant branch. Instructors are in Grade C and Pay Band-2 Rs. 9,300-34,800 + Grade Pay Rs. 380. The pay band for Superintendent (Grade C) is Pay Band-2 Rs. 9,300-34,800 + Grade Pay Rs. 4,200 and that of Training Officers (Grade B) is pay band – 2, Rs. 9,300-34,800 + Grade Pay Rs. 5,000. The Joint Director (Grade A) is in Pay Band-3 Rs. 15,600-39,100 + Grade Pay Rs. 720.
