GYALSHING, 23 June: A Block Rural House Construction Committee (BRHCC) meeting of the BAC, Gyalshing, West Sikkim, was convened on 17 June at BAC, Gyalshing chaired by area MLA, Yangthang, PL Subba, informs a press release.
The meeting discussed the strategies to be adopted to make the ambitious, CM’s Rural Housing Scheme a success. The committee approved 300 beneficiaries from seven GPUs covering three assembly constituencies, the release informs.
BDO, Gyalshing, Hemant Rai, explained the operational guidelines of the mission and informed the members that over and above the Rs 3.50 lakh unit cost of Pucca House, Rs. 50,000 will be released to beneficiaries by the MGNREGS through land development program that could facilitate ground leveling works.
He then highlighted the task being assigned to the Forest, Environment & Wildlife Management Department towards providing timber at the subsidised rates or issue marking orders for timber to be used by the beneficiaries for house construction.
The DFO (T) informed that currently the marking order and transit permit has been stopped and suggested that it is would be advisable to locate trees from anywhere which have already been disposed off or have fallen down which could be auctioned and use for construction purpose. He assured that he will help the BAC in simplifying the procedure if necessary towards procurement of timber for the purpose.
The area MLA assigned the task to the following persons to locate those disposable trees which could be used for the scheme and submit the report so that further necessary action could be taken, the release informs. They are: 1. Pranay Subba, Upper Rimbik 2. Birkha Man Rai, Nambu and 3. LD Subba.
It was also decided that all timber merchants shall henceforth be stopped from selling timber for any other profit making venture except for use in the house construction purpose, the release adds.
The AE, Power was apprised about the number of beneficiaries chosen for this scheme and require electrification under Rajiv Gandhi Grahmin Vidyuitikaran Yojana (RGGVY) which is a Government of India flagship program. The BDO,Gyalshing has requested him to initiate necessary action so that the electrification work can be taken up once the houses are ready for it, the release further informs.
The Committee also informed that each house under construction will be monitored using a GPS point installed online so that the activities going on at the site could be monitored directly from the Head Office.
The BDO directed the Field Facilitator (FF) to record the GPS point individually using the assistance of GRA/PAA of the GPUs so that all are covered meticulously under this BAC.
The AE, BAC and Junior Engineers have been advised to work out the actual requirement of the timber, bricks and other materials per house so that the beneficiaries could procure materials in a more analytical manner.
The BDO, Gyalshing spelt out the immediate task of the Panchayat members who are now virtually the members of the committee to first open the account of the individual beneficiaries, help them obtain landed ‘parcha’ in their own name so as to avoid complications later.
The GPUs have been also advised to identify those beneficiaries who could not construct houses by themselves with reasons, if any, so that voluntary agencies can be engaged to help out without resorting to profit making.
BDO, Gyalshing informed the members that the list would be forwarded to the ADC (Dev), West and fund requested accordingly.
The GPUs have been advised to start ground levelling works under MGNREGS within the fund available. The GRS are directed to fill in MR citing Land Development and terracing works of the beneficiaries ward wise and put up for payment.
The Chairman of the Committee finally cautioned all members against lackadaisical attitude on this scheme and persuaded all to put their minds together to make this venture of the government a success, the release adds.
