District Level Committees constituted for BADP schemes

GANGTOK, 19 Aug: With the amendment of the guidelines for Border Area Development Programme, the state government has had to constitute District Level Committees for the purpose of planning and implementation of schemes under the BADP. The guidelines were amended by the Empowered Committee in the Department of Border Management, MHA.
These district level committees are now responsible for the development of the villages located in the border regions of Sikkim. This will be done through the preparation of village plans. The preparation of these plans itself will be on the basis of base line surveys of the villages and assessments of the gaps in the existing physical and social infrastructure. The sectoral priorities will be analyzed according to which the various departmental schemes will be selected in a systematic manner.
This assessment and analysis will be done in conjunction with the opinions an recommendations of local MLAs, panchayat members, community leaders and development agencies through a process of consultation. This, as informed, is necessary to know the felt needs of the people and prioritize schemes according to those needs.
This approach to development, it is informed, will also ensure that there are no overlapping of schemes taken up under BADP with that of other ongoing central or state schemes. In fact there will be a certificate issued to the effect that there are no ongoing similar schemes while submitting the annual action plan; this will be forwarded to the Ministry of Home Affairs.
The district committees will also seek to converge the ongoing developmental programmes and schemes of the different Ministries and Departments of both the central and state governments along with the funds coming in from various channels including from PMGSY, MGNREGA, SSA, schemes under water, health, social and rural development, panchayati raj schemes and skill development schemes among others.
The District committees consist of DC as chairman and other members include the SP, District Planning Officer, District Forest Officer, representative of 17 Mountain Division/ ITBP/ SSP as the case may be according to the location of the district.
Since DPER & NECA Department is the Nodal department, the concerned Additional Secretary/Deputy Secretary will also assist the District Level Committees as and when required.
