MR workers meet Agri Secy to discuss regularization options

GANGTOK, 06 June: Around 200 Muster Roll employees of Agriculture and Horticulture Departments, led by senior members of the All Sikkim Muster Roll and Workcharged Employees Association [ASMRWCEA], sat in a meeting with the Secretary, Vishal Chauhan, today and submitted a representation urging him to fill all the vacant posts in the Department with by senior MR employees within 100 the days programme as directed by the Chief Minister.
In their representation, the employees state, “Most of the MR employees have already rendered their services for more than 27 years. We request the regularization of senior MR workers in any appropriate vacant posts irrespective of their postings.”
They informed the Secretary that since 1984, not a single MR employee of either Department [Agriculture and Horticulture] has been regularized despite all the 700 MR employees possessing all the relevant documents.

“In the year 2001, the posts of Field Man were re-designated as Field Assistants and made non-promotional posts by Sikkim Subordinate Agriculture Service Rule 2001. We strongly condemn this and humbly request the Government for re-amendment for the welfare of Field Assistants who will be promoted as VLWs and the vacancies arising there by filled up by senior MR employees,” the representation reads.
It adds, “If the same is not possible, all the senior MR FAs, who have passed Class XII may kindly be regularized and promoted as VLWs with one time relaxation against 106 vacant posts of VLWs.”
They further demanded that the Department immediately fill up the 73 existing vacant posts of FAs and 83 posts of LDC, Peon, Lab Attendants, Fitter, Office Helper, Data Rector, Khalasi, Mali and Chowkidar with senior MR employees.
“For the last 27 years, the Department has not regularized a single MR employee, 100% posts upto FA grade be filled up only by MR employees,” they demanded, adding that they are agreeable to the Government norm of 50:50 for the posts of VLW and above.
58-year-old Desh Maya Rai, working at the Melli Dara Farm for the last 25 years said, “Before asking for qualifications, Department must realize the services we have imparted in the last 25 years. I don’t want promotion, I only want regularization.”
In his media briefing after the meeting, Mr. Chauhan informed that the regularization process for the vacant posts will be carried out within the 100 days programme “as per norms”.
“I cannot give commitment on the demands, which falls beyond the norms”, he said, adding that he clarified adding that he will ensure the best possible help from his side to achieve these demands.
On the 18 posts of LDC filled up by regular FAs, the Secretary said that it was done by the Department of Personnel.
“The list of FAs was sent to DoP by our Department but we were unaware whether they will be made LDCs,” he said, adding that he will look into the grievance of MR LDCs, who were demanding that since their posts were taken up by the FAs, they should be given chance in their place.
On the preparation of seniority list of MR, Mr. Chauhan informed that the list of both the Departments has now prepared, it will be finalized after checking thoroughly for the mistakes, if any.
Besides, MR employees from all districts of Sikkim, the meeting was also attended by ASMRWCEA president, Pema Lhamu Bhutia, treasurer, DB Rasaily, publicity secretary, Deepa Rai and Principal Directors of the Department.
