CM rounds up West Sikkim tour, issues clear direction to officials on tasks ahead


GYALSHING, 28 June: The West Sikkim leg of the Chief Minister’s village-to-village tour of the State wrapped up today with an interactive meeting between the CM, Ministers and MLAs with the Head of Departments and West Sikkim district officials at the Zilla Panchayat Bhawan here this evening.
On the occasion, the MLAs of West Sikkim, on behalf of the people of West Sikkim, Additional Chief Secretary, Karma Gyatso, on behalf of the officials and employees, and District Collector [West], Santa Pradhan, on behalf of the district administration, thanked the Chief Minister for his tour of different hamlets and villages, including the remotest areas and his sanctioning of a range of development demands here. They also made special thanks for the speed with which a college was established for the district.

The Chief Minister, in his address, urged the HoDs and officials to take their observations of implementation at the ground level to rejuvenate their commitment to work for the welfare of the people and deliver on schemes and projects without compromises.
The CM stressed that officials needed to frame reasonable estimates and submit technically sound proposal so that delivery was smooth once the funds had been sanctioned.
Commenting on the string of landslides which hit the district with severe ferocity last week and are also otherwise a routine West Sikkim experience, he directed the concerned engineers and officials to undertake proper inspection and begin earnest repairs at the earliest. They were also directed to work out a permanent solution.
He stressed that all works need to be result-oriented and completed within their scheduled timeframes. Sikkim was now embarking upon second generation development and projects need to so directed that they triggered productive undertakings and increased the purchasing power of the people in different sectors.
Sharing some specific directions, the CM directed that the Gelling-Samsing and its surrounding areas and tracts below Rinchenpong be developed for agriculture, horticulture, fisheries and animal husbandry. These should be done by taking the people into confidence at every stage, he stressed.
He also announced that Gurung-Mangar based village tourism be developed in Narkhola-Dhupidara and Labdang. He also announced the construction of an LD Kazi Memorial Hall at Chakung and a stadium for Soreng and directed the concerned department prepare the DPR and submit estimates fast so that work could begin in time.
The CM mentioned that demands sanctioned through the tour be taken up on priority with the first phase of works to begin latest by December.
He also directed the departments to complete all pending works and in case of delays, submit a detailed explanation of the reasons to his office by 10 July.
He also informed today that for the 12th Five Year Plan, he intends to involve district officials, panchayats, civil society and students. The 12th FYP will be taken up on mission-mode, he said.
