Cabinet meets, sanctions funds for slew of projects


GANGTOK, 24 Jun [IPR]: Chief Minister Pawan Chamling chaired a Cabinet meeting at Tashiling Secretariat yesterday and passed proposals pertaining to various departments.
INFORMATION TECHNOLOGY:  The Cabinet sanctioned the proposal seeking approval of the Cyber Security Policy as per the guidelines of the Government of India. The primary objectives of the policy are to effectively safeguard the computer systems in Departments from Cyber threats, train and increase the awareness of Cyber security in all Departments.
ANIMAL HUSBANDRY: Sanctioned proposal seeking approval and sanction of Rs. 44,50,000 for distribution of improved variety of piglet feed & mineral mixture to 20 piggery growers & subsidy for construction of Piggery shed.
UD&HD: Sanctioned proposal to accord approval of the Development Guide Plans (DGPs) for the sixteen towns of the state.
Sanctioned proposal seeking approval of the revised license fees structure. The revised rate of license fees are as under:
Class- I Bazaars: The rate as per the decision of the Committee and stake holders.
Class- II Bazaars: 15% less of Class-I Bazaars
Class- III Bazaars: 25% less of the Class-II Bazaars
Other towns and Bazaars: 50% or more less of the Class-I Bazaars as the quantum of business activities in OTB areas is comparatively low.
The Cabinet sanctioned the proposal seeking approval of the revision of criteria for distribution of funds between the Urban Local Bodies on the basis of population and area and approval and sanction of Rs. 200 lakhs under Plan and Rs. 272.84 lakhs under Non-Plan (includes 13th FC grants) whereby funds will be transferred to Urban Local Bodies as per the revised criteria and the respective amount as shown in the table. In order to transfer the fund, approval for inter -head adjustment of fund through re-appropriation is also solicited.

The Cabinet sanctioned the proposal seeking approval and sanction of the following with regard to the Preparatory Activities for Rajiv Awas Yojana-A vision of a Slum Free India.
1. Sanction of Rs. 124.80 lakhs to carry out the preparatory activities.
2. Approval to process various legislations required regarding property/ dwelling rights and the Tenancy Act within the ambit of the prevalent laws.
3. Approval to process the legislation regarding the 3-pro-reforms which entails reservation of 25% funds of the Municipalities for the urban poor and also 20-25% of developed land for EWS/LIG.
The Cabinet sanctioned the proposal seeking approval and sanction of the following with regard to the construction of Kissan Bazaar at Gangtok.
 1. Accord of approval and sanction of  Rs.20.96 crores, out of which Rs.18.86 crores as Central Share and Rs.2.1 0 crores as State Share.
2. Ex-post Facto approval to the appointment of M/s Prasant Tamang for the consultancy services rendered for conceptualizing planning, design drawings and preparation of DPR submitted to Planning Commission.
3. Approval to engage M/s Geotreat, Kolkata for geo -technical investigation and soil report for structural design details.
LAW: Sanctioned the proposal for adjustment and creation of post in various categories for the smooth functioning of the office of the State Human Rights Commission.
HORTICULTURE: Sanctioned proposal seeking post-facto approval and sanction of Rs. 64.50 lakhs from the provision of 2010-11 for area expansion Programme under Fruits-Kiwi.
Sanctioned the proposal for according approval of the programmes to the tune Rs. 1852.24 lakhs to be taken up under the Macro Management of Agriculture during the financial year 2011-12 as per the physical and financial target set by the State level Sanctioning Committee.
Sanctioned the proposal seeking approval and sanction of Rs. 180.94 lakh for implementation of different component under National Bamboo Mission during 2010-11.The scheme was implemented both in forest and Non Forest areas of the State.
RM&DD: The Cabinet sanctioned the proposal seeking approval to transfer Rs.7.31 crore to Land Revenue & Disaster Management Department for the payment of land and house compensation for constructing PMGSY roads in Sikkim.
Sanctioned proposal seeking approval and sanction of Rs. 39.27 lakhs for the construction of Kabir Math at Lingmoo, Phase I in South Sikkim.
The Cabinet sanctioned the proposal seeking approval to transfer Rs. 1.04 crore to Land Revenue & Disaster Management Department for the payment of land compensation for land measuring 3.0200 Hectare to acquired for the construction of Kishan Bazar/ Community Hall/ Play Ground at Yangang, South Sikkim.
Sanctioned proposal seeking approval and sanction of the revised cost of footbridge over Rangpo Khola at Lower Tareythang, Rhenock in East Sikkim amounting to Rs. 26.68 lakhs as against its earlier sanction of Rs. 16.51 lakh.
Sanctioned proposal seeking approval for change of location of repair of 70m SFB from Sichey Khola at Sichey, lower Burtuk GPU to Rani Khola at Resithang under Ranka GPU, East Sikkim at a cost of Rs. 12,61,358.
HRDD: Sanctioned proposal soliciting ex-post facto approval and sanction of Rs. l,01,70,308 to meet the pending liabilities towards the supply of exercise books for the academic session 2011.
PARLIAMENTARY AFFAIRS: Sanctioned proposal seeking approval to send the draft Amendment of the Sikkim Ministers, Speaker, Deputy Speaker and Members of Legislative Assembly (Salaries and Allowances) Act, 1977 to the Governor of Sikkim for recommendation under Article 207(1) of the Constitution so that a Bill can be introduced in the next session of Sikkim Legislative Assembly. The amendment is required for inserting a provision of salary and allowances payable to Deputy Minister of State or equivalent.
COOPERATION: Sanctioned proposal seeking approval of the Amendment to the Sikkim Cooperative Societies Rules 1981.
 HEALTH: Sanctioned proposal for according approval and sanction of Rs. 222.84 lakhs  towards purchase of equipments/ instrument and hospital furniture under National Rural Health Mission Rch.
ENERGY & POWER: Sanctioned proposal for according administrative approval and financial sanction of Rs. 397.00 lakhs for system improvement of electrical installation and conversion of OH LT lines in and around Namthang Bazaar & Maniram Bhanjyang Bazaar in South Sikkim.
Sanctioned proposal seeking approval to create 8 posts of Supervisor (Electrical) in the Pay-Band-l of Rs.5200-20,200 (PPB Rs.5200/-p.m +Grade pay of Rs.2200/- p.m to regularize the services of existing 8(eight Muster Roll staff in the department who have 50% disability and more due to electrocution while on duty.
PHE: Sanctioned proposal seeking revised administrative approval and sanction of Rs. 1994.34 lakh as against the earlier sanction of Rs. 1699.95 lakh for the augmentation of water supply for greater Rangpo in East Sikkim under NLCPR.
HOME: Sanctioned proposal seeking approval of the Draft Scheme namely Victim Compensation Scheme as per the provisions of section 357 A of Code of Criminal Procedure, 1973-direction given by the Hon’ble Supreme Court vide letter dated 11th February 2011 in WP (Criminal) No 129 of 2006 in Laxmi (minor) through her father Vs-Union of India and others.
TOURISM: Sanctioned proposal seeking en-bloc sanction for Rs. 5 crore and sanction of Rs. 50 lakh in the current financial year for the development of Tenzing-Hillary Memorial Park at Uttarey in West Sikkim (Phase-I).
PHE: Sanctioned proposal seeking approval and sanction of the following for Augmentation of Dentam Water Supply Scheme in West Sikkim, Phase I & Phase II:
1. Administrative approval and financial sanction of Rs. 663.10 lakhs which includes Rs. 450 lakhs of 1st Phase and Rs. 213.10 lakhs of IInd Phase to incur the expenditure on Dentam Water Supply Scheme in West Sikkim.
2. Administrative approval and financial sanction to the tune of Rs. 66.31 lakhs as state share component@10%.
RM&DD: Sanctioned proposal for approval and sanction of Rs. 211.20 crore for implementation of Chief Minister’s Rural Housing Mission for making Sikkim Kutcha House Free State by 2013.
HEALTH: Sanctioned proposal seeking approval and sanction of Rs. 1.17 crore for implementation of Chief Minster’s Comprehensive Annual and Total Checkup for Healthy Sikkim (CATCH).
POWER: Sanctioned proposal for approval and sanction of Rs. 572.27 lakhs for Integration of New Sub-Stations & Generation Stations under North District with existing Central Load Despatch Centre with facility for energy auditing.
PARLIAMENTARY AFFAIRS: Sanctioned  proposal seeking approval and sanction of Rs. 75.61 lakhs and to release 100% advance to M/s NIM DAO Motors Pvt. Ltd., authorized dealer of M/s Tata Motors Ltd. towards cost of 05 numbers of chasis and fabrication.
UD&HD: The proposal seeking approval and sanction of the following with regards to fund transfer under Swarna Jayanti Sahari Rojgar Yojana 2011-12:
1. Sanction of Rs 194.84 lakhs as Central Share (90%) which has already been received and deposited with FRED.
2. Sanction of the State Share of Rs 21. 65(10%), the release of which will be subject to supplemennting the budget provision to that extent.
3. Approval to transfer an amount of Rs 60.00 (Central Share: Rs 54.00 lakhs and State Share: Rs 6.00 lakhs) from these amount to Urban Local Bodies for implantation of the scheme in their respective wards.
HORTICULTURE: Approved and sanctioned Rs. 43.20 crore for implementation of Horticulture Mission for North East and Himalayan States 2011-12
The Cabinet accorded post-facto approval and sanctioned to the tune of Rs 1,95,49,938 for area expansion programme under flowers through Horticulture Mission for North East and Himalayan States.
SPORTS & YOUTH AFFAIRS: Approved and sanctioned Rs. 5.84 crores for the construction of Football Stadium at Mangan in North Sikkim.
Approved and sanctioned Rs. 35.68 crore for the Development of Bhaichung Stadium at Namchi in South Sikkim.
