39. HUMAN RESOURCE DEVELOPMENT DEPARTMENT
Approval of the following:
a) Dissolution of EIILM University under Section 47 of EIILM University Act, 2006.
b) Appointing (i) Director, Higher Education, HRDD as Vice Chancellor -in-charge of the University (ii) Deputy Director, Higher Education as Registrar-in-charge of the University (iii) HOD, Commerce, SGC/Tadong as Controller of Examination-in-charge of the University for the interim period required for completion of the process of dissolution.
c) Running the Management of EIILM University by the above mentioned officials during the interim period as per section 48 of EIILM University Act, 2006 and other relevant provisions. The secretarial staff for the same would be provided by the Directorate of Higher Education and Sikkim Government College, Tadong.
40. HUMAN RESOURCE DEVELOPMENT DEPARTMENT
Approval to handover 6 schemes related to Sports and Youth Affairs Department on “as is where is basis” following the creation of Engineering Cell in the Sports and Youth Affairs Department.
41. URBAN DEVELOPMENT AND HOUSING DEPARTMENT
Approval of the Draft “The Sikkim Municipalities (Amendment) Bill, 2015, duly amending section 15 of the Sikkim Municipalities Act, 2007 in order to ensure reservation of seats for Backward Class of Citizens as per State as well as Central List and also to increase present seat reservation of forty percent to fifty percent of seat reservation for women in Municipalities.
42. SOCIAL JUSTICE EMPOWERMENT AND WELFARE DEPARTMENT
Approval and sanction of Rs.29.48 lakhs for the implementation of various schemes under Special Central Assistance to Scheduled Caste Sub Plan during 2014-2015.
43. SOCIAL JUSTICE EMPOWERMENT AND WELFARE DEPARTMENT
Approval and sanction of Rs.169.00 lakhs for the implementation of schemes under Special Central Assistance to Tribal Sub-Plan during 2014-15.
44. HUMAN RESOURCE DEVELOPMENT DEPARTMENT
Approval to create 1 post of Special Educator for the Disability Cell under Human Resource Development Department with the initial scale as that of Graduate Teacher at Rs.9300-34800 in the pay band II with grade pay of Rs.4600 per month.
45. SOCIAL JUSTICE EMPOWERMENT AND WELFARE DEPARTMENT
Approval of Annual Programme Implementation Plan 2015-16 of ICDS Sikkim for onward submission to Government of India and the fund to the tune of Rs.496.75 lakhs as 10% State Share to be spent on the implementation of ICDS programme under Mission Mode through the registered Society during 2015-16.
46. ENERGY AND POWER DEPARTMENT
Approval and sanction of Rs.4,49,82,623/- for immediate restoration work within Shangophu–chu along various location of Power HEP Lachung-stage II.
47. DEPARTMENT OF TOURISM AND CIVIL AVIATION
Approval for reconstruction of the Board of Directors and change in administrative functioning of the Sikkim Tourism Development Corporation.
48. DEPARTMENT OF CULTURAL AFFAIRS AND HERITAGE
Approval and sanction to withdraw Rs.57.75 lakhs as advance for organizing Sikkim State Civilian Awards, 2016.
49. HOME DEPARTMENT
Approval of the Draft Notification with regards to review of the issue of Residential Certificates (RC) by the District Collectors, whereby eligibility conditions, manner of application, the procedure to be adopted by the issuing Authority and other matters thereto is indicated.
RCs will be issued to persons who have attained the age of 18 years and above and have been residing within the State of Sikkim on or before 26th April 1975, and have been continuously residing in the State and also to their natural legal descendants who have been continuously residing in the State since birth. District Collectors will be the sole issuing authority with prior clearance of Home Department and Land Revenue and Disaster Management Department.
50. HOME DEPARTMENT
Post-facto approval of the Rules framed for the Sikkim High Court Computer Cadre Service Rules, 2013 to regulate the appointment and other service conditions of the Computer Cadre in the High Court and other Sub-ordinate Courts of Sikkim.
51. HOME DEPARTMENT
Approval for naming the road starting from the Paljor Stadium Junction going through Sichey Busty till the Co-operative Junction as “Madan Mohan Rasaily Road”.
